SITE CONTEXT The Waterworks Site is located adjacent to Lake Erie, the Portage River, and historic downtown. + The development of the Waterworks should strategically link current and future activity in historic downtown with that along the Portage River and Lake Erie. + The development of the Waterworks site should compliment and add continuity to the historic downtown, extending the historic fabric of downtown to the water’s edge. + The development of the Waterworks site should provide active uses that draw the public to the water’s edge 12 months a year, with improved public access to the waterfront and adjacent Derby Pond park through clearly defined, well designed public open spaces that serve the needs of visitors and residents.

URBAN FRAMEWORK Extend the city grid onto the Waterworks site so that it reads as an extension of historic Port Clinton + Extensions may serve as vehicular and/or pedestrian corridors connecting downtown to the Waterworks site and associated waterfront. + The Adams Street Park should extend into site and may serve as a passive landscaped parking boulevard, gateway feature or appropriately scaled active uses. + Public parking should be provided along extended streets and incorporated into shared lots located at the rear of buildings, screened from view to the extent possible from surrounding uses. + The site offers potential for a vehicular connection from the terminus of Jefferson St. around the site to the Washington Street extension.

WALKABILITY & ACCESS The site should be designed for the pedestrian and fully accommodate vehicular traffic. + Continuous public access such as a promenade should extend from the corner of Jefferson and Perry along the entire length of the waterfront. + All vehicular streets should be designed to accommodate adjacent pedestrian access. + Pedestrian and/or visual corridors should extend beyond or exist between vehicular streets to provide connections between the site and adjacent uses. + Pedestrian and/or bikeway connections should be provided to the adjacent Derby Pond and park. + Shared public parking should be easily accessible and allow for pedestrian connections to and from site elements, screened from the water and primary arterials whenever possible.

+ The location and size of the site creates an open opportunity and invitation for a variety of potential uses of all types and scale. The guidelines are not meant to limit or restrict the type of uses desirable for the site, but rather allow for proposals to establish creative responses that compliment the existing character and scale of the adjacent downtown Port Clinton. + Development types that typically possess a larger footprint, such as a hotel with conference center or indoor water park are acceptable and invited, but should be designed in a manner that follow and adhere to the guidelines outlined in this document. + The corner of Perry and Jefferson should act as the “front-door” to the development, attracting and inviting users into the site. + The development should take advantage of the retail opportunities presented by the site’s adjacency to the Portage River and Perry Street. + Desirable uses along the waterfront/promenade should be destination-type, such as a restaurant with outdoor seating areas or boutique retail, reinforcing the desired pedestrian and public character. + The northern portion of the site holds potential to act as an interior anchor. + Uses focused along Perry Street should act as an extension of the downtown corridor, appropriately scaled and decreasing in density towards the existing Derby Pond park. + Uses developed along the Washington Street extension should reflect the quiet and reserved character of the park and be less dense in nature. + Residential uses should consider different types of housing such as condominiums incorporated into mixed-uses or semi-detached townhomes, based upon market analysis and demographic demand. + Uses should compliment and support the future development of a marina on the northern portion of the site.

CHARACTER & OPEN SPACE The Waterworks site should capitalize on the adjacency to the historic downtown. + The development should be scaled to compliment the existing downtown core, and consider similar building materials to match the character of the adjacent buildings. + The streetscape character of the site should enhance the pedestrian experience, while encouraging mobility and reinforcing connections between site elements. + Gateways should invite and promote visual access to the site. + Signage and wayfinding should promote and support the location of uses, public spaces, and parking. Create a variety of open spaces that accommodate different program elements available to the public. + Public spaces should be incorporated into the design to accommodate pedestrian access, gathering spaces, performance spaces, and connections to the waterfront.
