Agenda for training on local governance assessments Gothenburg Sept 1st. 2011 9-11

Governance assessments as a tool for enhancing social accountability This session will set the stage and introduce some concepts and tools for measuring local governance. In particular it will explore how to optimize citizen participation and ownership in local governance assessments. There will be a 40 minutes presentation, followed by group work. Using the World Cafe Format, participants will be ‘practicing governance’ through “a meaningful conversation between people of equal standing but diverse views”.

Break Designing an inclusive process This session will use stakeholder analysis as a starting point for how to design an inclusive process, looking at levels of participation, strategic decisions on engagement and mapping of data sources to inform the framework.

Lunch Choosing the right assessment framework Various tools will be presented, including a flowchart for how to select between 20+ tools that are provided in the Users’ Guide for Measuring Local Governance. A short video of the UNDP approach will be shown to kick-off after lunch (depending on the technical capacity). International Idea’s local democracy assessment tool will also be presented. Groups will choose a framework and defend their choices in plenary.

Break Selecting indicators This section will introduce the concepts of actionable indicators and gender/propoor indicators. It will consist of presentation and short group work assignments. ALTERNATIVELY: Groups work further on the country-based assignment, and we present group work in plenary
