1. The indicators in the above cells reflect good forest governance principles. 2. The term of measurement items proposed to replace “verifier” term in the existing concept ” and they will be included in data collection instruments. 3. The meaning of law and policy framework here is the content of law and policy framework which want to be measured through the assessment. In order to measure the content of law and policy framework, measurement items will assess whether the certain law or policy cover one or more good forest governance principles, clarity, harmony and comprehensive. 4. The meaning of actors’ capacity here is the capacity of actors to implement one or more good forest governance according to their respective actors’ tasks and functions related to tackling forest management issues 5. The meaning of implementation here is a process of tackling forest management issues as well as the results of forest management issues applying good governance principles.

Note: This flow reflects the process of how data is collected and used to explain the pillars. Based on data collection for each measurement items, they will be used to examine the indicators. The aggregate of the examined indicators will measure the condition of forest management issues. The aggregate of forest management issues will measure the PGA pillars and the aggregate of Pillars will measure forest/REDD+ governance.
