Unity Academy Blackpool Health and Safety Policy 2014-2015 Introduction The legal requirement for a written safety policy is contained in Section 2(3) of the Health and Safety at Work Act 1974 which states – "except in such cases as may be prescribed (fewer than 5 employees) it shall be the duty of every employer to prepare and as often as may be appropriate revise a written statement of his general policy with respect to the health and safety at work of his employees and the organisation and arrangements for the time being in force for carrying out the policy and to bring the statement and any revision of it to the notice of all his employees.�

Fylde Coast Academy Trust is the employer. On behalf of the Academy, the Academy Trust is responsible for the use of the premises. The Principal is responsible for the day-to-day implementation and management of health, safety and welfare within the academy. The Academy Trust and the Principal should work in partnership to meet these responsibilities.

Statement of Intent Unity Academy, Blackpool: 1. Will take all reasonable steps to provide and maintain safe and healthy conditions for students, employees and others who may be affected by the School’s activities; 2. Will ensure that appropriate systems are developed and maintained for the effective communication of health and safety matters throughout the School; 3. Will consult with employees on matters affecting their health and safety; 4. Will regularly evaluate and review the health and safety policy to ensure its objectives are met and, as necessary, to modifying the policy in light of new legislation or other changing circumstances; 5. Will ensure that the necessary information, instruction and training to employees is given to ensure their competence with respect to health and safety; 6. Will take steps to ensure, compliance with all relevant health and safety legislation and seek to exceed these where there is a demonstrable benefit; 7. Will provide the necessary resources in the form of finance, equipment, personnel and time to implement this policy; 8. Will ensure that health and safety is fully integrated into the management and decision making processes within the school; 9. Expects all employees, students, visitors and outside organisations using Unity Academy facilities to co-operate in complying with all legal obligations and to take reasonable care of their own health and safety and have regard for the health and safety of others. The School will ensure that health and safety is an integral part of every role and will monitor health and safety performance along with other duties; 10. Will ensure procedures are established for the safe use and handling of substances and ensure that safe equipment and plant are provided for employees and non-employees; 11. Will ensure a system is in place for investigating accidents and near miss events and take appropriate action to reduce the likelihood of their occurrence; 12. The Academy Council will take an active role in the interest in health and safety matters.

POLICY OBJECTIVES 1. To work towards the prevention of occupational injury or ill health to all involved in or affected by the school’s activities.

2. To ensure that those using premises are not subjected to unacceptable risk as a result of activities of those working for the school.

3. To actively manage Health and Safety, and to encourage constant awareness amongst all employees with regards to Health and Safety.

4. To ensure that contractors and agents of the school are aware of and work towards the standards set out in the school’s Policies.

5. To co-operate fully in the appointment of Safety Representatives and to provide such facilities and assistance as they may reasonably require to fulfil their functions.

6. To develop and maintain a pro-active Health and Safety culture and set standards for continuous improvement in matters of Health and Safety.

The School will achieve this by: •

Maintaining effective systems of communication on Health and Safety matters with the support of the Health and safety Officer, Strategic Business Manager and Facilities Manager;

Ensuring that there is sufficient competency within the organisation in terms of Health and Safety support and advice;

•

Establishing and maintaining control by setting clear Health and Safety objectives and providing strong leadership;

•

Securing co-operation between individuals, safety representatives and working groups.

ORGANISATION ACADEMY COUNCIL

1. In the discharge of their duty the Academy Council, in consultation with the Principal, will: a) Make itself familiar with the requirements of the Health and Safety at Work, etc, Act 1974 and any other health and safety legislation and codes of practices which are relevant to the work of the School, in particular; The management of Health and Safety at Work Regulations 1999 The Education (School Premises) Regulations 1999 The Workplace (Health and Safety and Welfare) Regulations 1992 The Equality Act 2010 HSE Management Standards b) Ensure that there is an effective and enforceable policy for the provision of health and safety throughout the school; c) Annually assess the effectiveness of this policy and ensure that any necessary changes are made; d) Identify and evaluate all risks relating to: i) Accidents; ii) Health; iii) School-sponsored activities (including work experience). e) Identify and evaluate risk control measures in order to select the most appropriate means of minimising risk to students, staff and others; 2. In particular the Academy Trust undertakes to provide: a) a safe place for students and staff to work including safe means of entry and exit; b) Plant, equipment and systems of work which are safe; c) Safe arrangements for the handling, storage and transport of articles and substances; d) Safe and healthy working conditions which take account of all appropriate: i) Statutory requirements; ii) Codes of practice whether statutory or advisory; iii) Guidance whether statutory or advisory.

e) Supervision, training and instruction so that all students and staff can perform their school-related activities in a healthy and safe manner. All staff will be offered the opportunity to receive health and safety training which is appropriate to their duties and responsibilities and which will be given at induction or as soon as practically possible before an employee commences any relevant work requiring specialist training. Wherever training is required by statute or considered necessary for the safety of students, staff and others then the Academy Trust will ensure that such training is provided.

3. So far as is reasonably practicable the Academy Trust, through the Headmaster, will provide adequate resources to implement this policy, making arrangements for all categories of staff, including temporary and voluntary staff and helpers, to receive comprehensive information on: a) This policy; b) All other relevant health and safety matters.

RESPONSIBILITIES OF THE PRINCIPAL

1. The Academy Trust will delegate day to day responsibility for organising health and safety and welfare to the Principal. As well as the general duties which all members of staff have, the Principal has responsibility for the dayto-day maintenance and development of safe working practices and conditions for teaching staff, associate staff, ancillary staff, students, visitors and any other person using the premises or engaged in activities sponsored by the School (other than independent contractors and those under their control) and will take all reasonably practicable steps to achieve this end through consultation with the Health and Safety Officer and Head of Estates.

2. The Principal is required to take all necessary and appropriate action to ensure that the requirements of all relevant legislation, codes of practice and guidelines are met in full at all times.

3. In particular, the Principal will, as far as is reasonably practicable: a) Be aware of the basic requirements of the Health and Safety at Work, etc Act 1974 and any other health and safety legislation and codes of practices relevant to the work of the School; b) Ensure, at all times, the health, safety and welfare of students, staff and others using the School’s premises or facilities or services or attending or taking part in School-sponsored activities; c) Ensure safe working conditions for the health, safety and welfare of students, staff and others using the School’s premises and facilities;

d) Ensure safe working practices and procedures throughout the School including those relating to the provision and use of machinery and other apparatus and any hazardous substances, so that each task is carried out to the required standards and so that risks are properly controlled; e) Consult with the Health and Safety Officer and Head of Estates on health and safety issues; f) Ensure that annually, site inspections are carried out; g) Carry out periodic reviews and safety inspections on the findings of the risk assessments; h) Identify the training needs of staff who have identified training needs receive adequate and appropriate training and instruction in health and safety matters; i) Encourage students, staff and others to promote health and safety; j) Ensure that any defects in the premises, its plant, equipment or facilities which relate to or may affect the health and safety of students, staff and others are made safe without delay; k) Encourage all employees to suggest ways and means of reducing risks; l) When necessary, carry out accident and incident investigations; m) Monitor the standard of health and safety throughout the School, including all School-based activities, encourage students, staff and others to achieve the highest possible standards, and discipline those who consistently fail to consider their own well-being or the health and safety of others; n) Monitor first aid and welfare provision; o) With the Academy Trust, monitor the management structure.

Health and Safety Officer The school Health and Safety Officer reports to the Principal, Head of Estates and School Academy Trust. The Health and Safety Adviser is responsible for overseeing all Unity Academy Health and Safety policies (including Fire and Buildings) and Risk Assessments and reports directly to the Principal and School Academy Trust.

This role is: a) To keep the school’s Health and Safety policy and Fire RA up to date. b) To monitor the implementation of the school’s Health & Safety policy, drawing any concerns to the attention of the Head of Estates, Principal and the Academy Trust. c) To be a point of contact for dealing with identified hazards in the school. d) To establish and implement a system for reporting hazards. e) To liaise regularly with Estates Staff over identified hazards within their area of responsibility. f) To undertake regular inspections of the school premises to identify in conjunction with the Principal and Head of Estates any potential hazards. g) To conduct investigations into accidents to staff and students reporting to the HSE and Fylde Coast Academy Trust. h) To keep up to date with new legislation and maintaining a working knowledge of legislation and any developments from the HSE through training and personal development. i) To establish and conduct a risk assessment procedure and co-ordinate risk assessments throughout the school including Student Risk Assessments and to attend meetings. j) To prepare, with the Principal and Head of Estates health and safety strategies and developing internal policy. k) Prepare reports for school Academy Trust as required. l) To liaise on a regular basis with Blackpool Occupational Health and Safety Team.

RESPONSIBILITIES OF EMPLOYEES

Under the Health and Safety at work Act etc 1974 all employees have general health and safety responsibilities. Staff must be aware that they are obliged to take care of their own health and safety whilst at work along with that of others who may be affected by their actions.

All employees of the School have responsibility to: a) Take reasonable care for the health and safety of themselves and others in undertaking their work. b) Comply with the school's health and safety policy and procedures at all times. c) Report all accidents and incidents in line with the reporting procedure. d) Co-operate with school management on all matters relating to Health and Safety and matters regarding Occupational Health and HSE Management Standards regarding absences and Stress. (Full Document on G Drive) Occupational Health referral will be made in full consultation with the employee and with the welfare of the employee in mind. The employee is expected to attend such referrals. Any refusal to attend will be explored sensitively, but unreasonable refusal to co-operate may result in Unity Academy acting on the facts as known or in disciplinary action. Individual employee's reasons for not attending i.e. religious or other personal factors will be fully taken into account. In exceptional circumstances an employee who does not want to discuss a health issue with his/her line manager may be referred to Occupational Health by the Principal or by a Trade Union Representative who is an Employee of Unity Academy. e) Not to intentionally interfere with or misuse any equipment or fittings provided in the interests of health safety and welfare. f) Report all defects in condition of premises or equipment and any health and safety concerns immediately to their line manager. g) Report immediately to the Principal, Head of Estates or Health and Safety Officer any serious or immediate danger; h) Ensure that they only use equipment or machinery that they are competent to use or have been trained to use.

i) Make use of all necessary control measures and personal protective equipment provided for safety or health reasons.

Key Action Points for All Staff

Staff must make themselves familiar with the Health & Safety at Work Act 1974 and pay particular attention to areas of significant risk.

Teacher holding a post of responsibility (specified in current job description) He / She has a general responsibility for the application of the Schools Safety Policy in his/her own department or area of work and is directly responsible to the Principal and Health and Safety Officer for the application of existing safety measures and procedures within the department etc.

Instructions specified by the Academy Council; a) Shall, where necessary, establish and maintain safe working procedures to ensure the safe handling, storage and transportation of articles and substances (e.g., chemicals, guillotines); b) Shall ensure members of staff for whom they are responsible are fully aware and understand departmental, institutional and authority policies on Health and Safety; c) Shall review any Health and Safety problems raised by a member of staff under their purview and refer to the Principal and Health and Safety Officer any situation which cannot be resolved to the satisfaction of both parties; d) Shall encourage members of staff to raise concerns regarding matters of Health and Safety, so that policy and practice are kept under constant review' e) Shall report any areas of concern (e.g. level of personnel training, maintenance or equipment) to the Strategic Business Manager.

Responsibility of class/Subject teachers The safety of students in classrooms, laboratories and workshops is the responsibility of the class/subject teacher. The teacher has traditionally carried responsibility for the safety of students when they are in his/her charge.

If, for any reason, e.g. the condition or location of equipment, the physical state of the room or the splitting of a class for practical work, a teacher considers he/she cannot accept this responsibility, he/she should discuss the matter with the Principal, Head of Estates or the School Safety Officer before allowing practical work to take place.

A Class teacher is expected: a) to exercise effective supervision of the students and to know the emergency procedures in respect of fire, bomb scare, first aid and to carry them out; b) to know the special safety measures to be adopted in his/her own special teaching areas and to ensure that they are applied; c) to give clear instructions and warning as often as necessary (notices, poster, hand-outs, are not enough); d) to integrate all relevant aspects of safety into the teaching process and, if necessary, give special lessons on safety, e) to follow safe working procedures personally, f) to request for protective clothing, guards, special safe working procedures etc. where necessary, g) to bring to the attention of the appropriate senior member of staff and the Principal/ Health and Safety Officer/ Head of Estates concerns over matters affecting Health and Safety.

Non-teaching Supervisory Staff Have a general responsibility for the application of the School’s Safety Policy to his/her area of work and is directly responsible to the Principal/Health and Safety Officer for the application of existing safety measures and procedures within that area of work, and shall, where necessary, establish and maintain safe working procedures including the arrangements for ensuring, so far as is reasonably practicable, safety and absence of risks to health in connection with the use, handling, storage and transport of articles and substances (e.g. chemicals, boiling water, duplicating fluid, guillotines).

Unity Academy’s approach towards ensuring equality of opportunity, including the racial, gender, and disability, equality policies here stated, is to meet the law’s requirements to fulfil its general and specific race equality duties and develop and implement appropriate race, gender and disability equality schemes. It also has a wider and deeper commitment: to be an institution in which knowledge and learning are pursued in a spirit of collaboration and full mutual respect in a humane and fair environment and there is genuine equality of opportunity in relation to its employed staff. (Equality Policy Full Documents on G Drive) Fire Safety (Full Policy G Drive) (Fire Precautions Act 1971, Fire Precautions (Workplace) Regulations1997) The staff handbook describes the fire evacuation procedure. All of the corridors in school have the "European" green signs showing the exit routes.

The fire alarm is activated by breaking a glass panel on the alarm circuit.

There are alarm activators on every corridor. All staff should be familiar with the nearest alarm point. In addition, the link corridors are fitted with smoke/heat detectors and ceiling level and these are linked into the alarm system.

The school will conduct practice fire drills every term. These are recorded in the fire risk assessment log held by Health and Safety Officer. There will be a practice at the commencement of each School year to familiarise new students and staff with procedures.

There are fire doors on every corridor. Fire doors must not be wedged or fixed open.

The Health and Safety Officer (in conjunction with Blackpool Council) completes t a fire risk assessment at regular intervals. A written report is issued.

Managing and administering medication to Students (Full Policy G Drive) Very few medicines need to be taken during normal school hours and in most cases the appropriate dosage of medicine when prescribed to be taken “three

times a day” can be given “before school, after school and at night”. The same principle can also be applied to medication such as creams/drops for conjunctivitis etc.

Where students are recovering from a short term illness which requires medication (such as tablets, creams, eye drops, mixtures), any request for school staff to administer medicine by a parent/carer must be in writing and include evidence that the child needs to take medicine during school hours, e.g. instructions on the container or advice from the pharmacist.

Prime responsibility for a Student’s health rests with the parents/guardians. It is the responsibility of the parent/guardian to advise the school in writing of any alteration to the prescribed dosage of medication.

School staff will treat medical information confidentially.

The medicine, together with the letter of consent and Unity Academy consent form, should be delivered to school, where possible by a parent, and should be handed personally to the designated member of staff to be recorded.

Unity School Policy states that in no circumstances should staff administer prescribed medication on their own initiative or without the written consent of parents/carers.

Some medication such as liquid antibiotics or insulin may need to be kept in a refrigerator but must not be frozen. These medicines must be placed in a suitable additional sealed container, e.g. Tupperware box and clearly marked “medicines”. Under no circumstances should medicines be kept in first aid boxes.

In an emergency situation the emergency services will be contacted immediately.

If a child refuses to take advised medication parents/carers will immediately be informed. No member of staff will attempt to force a student to take medication against his/her will except in emergency circumstances where non-administration is likely to be life threatening.

Where a student has long term or complex medical needs all teaching staff, including visiting and supply teachers, and support assistants will be informed.

For those children a written set of procedures (protocol) will be drawn up and a risk assessment carried out.

Where staff have been trained and act in accordance with training and medical advice, no question of individual liability will arise. .

It is vital that responsibility for student safety and wellbeing is clearly defined and that each person involved with students with medical needs is aware of what is expected of them. Close co-operation between schools, parents,

health professionals and other agencies will help to provide a suitably supportive environment for students with medical needs.

Education (School Premises) Regulations 1996 First Aid A treatment record for all instances of first aid administered is kept and recorded.

This is regularly inspected by the School Health and Safety Officer. It is important that reports of all such incidents are recorded in the accident book and/ or Accident reporting form Blackpool.

In addition, the Principal and the Health and Safety Officer hold a record of all personnel qualified in First Aid and coordinates the provision of external training in First Aid. There are fully stocked first aid boxes in classrooms and a First Aid room.

Parents must be informed of any treatment administered within school. This is particularly important in the case of head injuries and a letter to parents must be sent with the student and the duplicate copy in the accident book is kept.

Staff must remember that Designated First Aid personnel can administer first aid. Any serious or suspected serious injury should be dealt with by professionals. First Aid personnel should keep a record of treatments given.

Accidents Staff and Students All accidents, incidents, must be recorded in the accident book. Any other injury which results in the person injured being admitted to hospital as an outpatient or an inpatient for more than 24 hours must fill in the Blackpool accident form (Group Drive H&S accident near miss) The accident must be reported as a major injury and the Near miss form should be completed by the First Aider and parties concerned.

Absence due to illness (Policy on G Drive) Students are not expected to attend to school when they are not well enough to do so whether as a result of short term, long term or recurring illnesses.

Students should not be kept away from school when they are well enough to go to lessons or when they have minor ailments which do not prevent them from taking part in their education.

Unity Academy has systems in place to enable parents/carers to report their child’s absence because of illness. It is reasonable for Unity Academy to ask the nature of the illness, ask the parent the expected length of absence and

make arrangements for the parent to call the school again if the situation changes.

Unity Academy has the right to consider whether to accept the parent/ carers position with regard to medical absence as there are occasions when parents report parentally condoned absence to the school as medical absence. If Unity Academy has concerns that the illness may not either be genuine or warrant the amount of absence accruing, Unity Academy will ask the parent to substantiate the illness by asking to see additional evidence.

Unity Academy will address incidences of recurring absence where illness is given as a reason.

Unity Academy decides whether to authorise absence and it can refuse to authorise absence if, after considering all the available information, it believes that the students absence did not appear to be caused by genuine or proven illness. If Unity Academy chooses not to authorise the absence it will notify the parent or carer of this. If after investigation and substantiated evidence accepts that a student was not well enough to attend school, the absence will be authorised and recorded. (This section is also in the attendance Policy) Smoking Policy Unity Academy Blackpool Premises and Grounds are a NO SMOKING ZONE. Electrical Safety (Electricity at Work Regulations 1989) All electrical equipment is checked annually by qualified contractors appointed by the Unity Academy. Any concerns over the safety of electrical equipment must be brought to the attention of the School Health and Safety Officer and / or Head of estates.

Chemicals Safety (CLEEPS) (Control of Substances Hazardous to Health Regulations 1994) Technicians in Science and Technology have received the appropriate training. COSHH regulations are followed and the documentation is regularly updated. Appropriate records are maintained. All equipment in the workshops and laboratories are regularly tested.

General Risks (Management of Health and Safety at Work Regulations 1992)

A full review of risk assessments and a Health and Safety inspection takes place each year. A written report is completed.

Office Computers (Health and Safety (Display Screen Equipment) Regulations 1992) Staff that work on computers should be aware of the associated dangers.

There is a requirement for anyone identified as a ‘user’ to have a display screen assessment.

Lifting (Manual Handling Operations Regulations 1992) All heavy lifting should be handled by the Estates team, who have received the necessary training and have the appropriate equipment.

Use of school premises by outside Organisations (Lettings Policy on G Drive) All of the school policy applies to any outside organisation using these premises. Organisations must provide a Risk Assessment of the activity being undertaken and abide by the Lettings policy. Food and Drink are not allowed in the Sports Hall or Gym. These organisations must be informed of our policies and must be prepared to abide by them. In most cases the Estates Team will be the liaison with external organisations.

Site Security In the event of any emergency the school will be evacuated by the fire alarm and in the first instance the school will assemble at specific muster points.

(School Fire Plan).

The on-duty Estates team are responsible for site security outside of normal school hours.

During the school day all staff are urged to be vigilant regarding security. Staff should inform the office of any un-official visitors. The office staff will give all official visitors a badge. All external doors should be kept locked from the outside.

School visits (Full Policy on G Drive) A risk assessment must be undertaken in the planning of all trips. The nature of the trip will determine the element of risk. All trips must use EVOLVE and have a qualified First Aider.

All trip organisers must produce documentation about the trip for the Principal and School Academy Trust. Documentation should include a section on Health and Safety. The school Health and Safety Officer is available to advice on this aspect.

Contractors on site (Code of Conduct Policy Contractors) The contractor must meet with the Principal/ Head of Estates and Health and Safety Officer to discuss all safety aspects prior to any work commencing.

Work areas must be secured to prevent access to students and other unauthorised personnel. Vehicle access must also be separated from areas of the school where students have free access.

Induction An induction programme for all new staff is in place and, specific to the individual’s type of employment (e.g. teaching or non teaching etc). In addition, all new staff will receive basic Health and Safety information as part of their induction. It is on the staff checklist.

Medicines All medicines and medications must be left with the appropriate qualified first aider who will secure them. If a student needs to take medication in the school day they should do so under the supervision of the First aider. The school does not maintain any supply of medicines.

Minibus (Full policy on G Drive) There is a Full Policy Document. A first aid kit should be kept in the minibus.

Two drivers will be required for any journey of over 1 hour duration. All passengers must wear seat belts. In the event of a breakdown call out the recovery team, instructions on the windscreen.

Restraint Sometimes it is necessary to restrain students so that they do not harm themselves or other people. It may also be necessary to restrain students if

they refuse to follow clear reasonable instructions. It is advisable to have your restraining actions witnessed by a colleague and only to use them as a last resort. Please log any incidents of restraint in the restraint log kept in the office.

Snow/Inclement weather plan It is our aim to ensure that Unity Academy remains open whenever possible so that: • • • •

Our students are learning Our students are safe Our students do not cause disruption in the local community Parents at work do not have to make alternative childcare arrangements • School attendance data is not affected Therefore, in the event of an emergency which threatens the business continuity of the school, key criteria are: • “Business as usual for as long as possible” • “Return to normal as quickly as possible”.

Procedures for managing business continuity during snow or severe adverse weather conditions are detailed below. These procedures outline roles for all staff. Please read the full document so that you are aware of all staff roles and responsibilities.

Assume the school is open unless you hear otherwise. This means all staff are expected to come into work.

You will be informed as close to 7.30am as possible via telephone network and/or school email if the school is closed. Information should also be available on the school website and via Radio Wave.

If the Principal makes the decision to close the school, this will not be done lightly and will be done in consultation with key staff, taking into account, health and safety, travel arrangements, TV and radio news, and the weather forecast.

If the decision is made to keep the school open, please take every step to ensure your own safety. Please wear appropriate clothing and footwear, adjust your setting out time, your journey and your mode of transport, if necessary.

All Staff should: • •

Check school email and website: plan to come into work.

During bad weather or when there are severe transport disruptions, staff may have difficulties getting to work or returning home. Staff should make every effort to attend work. However, Unity Academy is committed to protecting staff health and safety and does not expect staff to put themselves at risk when trying to attend work. If you judge that weather conditions or transport problems make it impossible for 17

you to get to work, you should contact the Principal as soon as possible to tell them about the problem and discuss the options available to you.

Sign in on arrival and remain in school until their line manager or a member of the SLT gives permission for them to leave.

Complete appropriate tasks as assigned by a member of the SLT. Assist with various tasks such as supervising students on school grounds to prevent snowball fights and ensuring students return home safely.

Continue with their normal duties, although classroom based staff may choose to work from home if the school is closed to students.

Keep mobile phones switched on and with you. Please ensure the school office has your up to date mobile/home telephone number.

Take part in the phone message cascade. If you cannot contact or need to leave a message with one of your designated colleagues, please phone all the people they would have contacted. Please do not assume a message will be picked up. If you have not been able to contact one of your designated colleagues, please inform a member of SLT.
