The first issue of Capitol Crisis, a fanzine based in Arlington, Virginia that was created by Xyra Harper. Capitol Crisis focused on the underground punk culture in the Washington, D.C. area in the early 1980s. From the D.C. punk and indie fanzine collection AND the Ian MacKaye digital collection of punk fanzines at the University of Maryland.
