Association News From The Board of Directors

Our MISSION as the SCOVCA Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents. Project Budgets —What’s the Story? by Ruth Gitzendanner Too often I hear comments about how approved projects come in way over budget. There might be past examples of these cost overruns, but it is not true in recent years. Over the past four years, I have been a member of the Finance & Budget Committee, Board Treasurer and now Vice President. Every month I study the financial statements and have tracked budgets and project costs and these rumors are not true. Many cite the cost overruns of the Café/Craft project that was completed before I moved to Sun City Oro Valley. From the records of a past Board member, I learned this project was not over budget. I can say this because there was no budget. The only Board action at that time was to approve a construction bid from Far West Construction. Costs did get out of hand partially because of issues that first came to light during the project and because of Oro Valley’s rigorous building code. I reviewed all 18 projects that have been completed since November 2008 and found the following. Of those 18 projects there were only two that were significantly over budget, the front nine golf cart path and the Pickleball courts. The contract for the golf cart path was initiated before Bob Mariani was hired. It was over budget by $55,139 because the contract bid was based on lineal feet and there were more lineal feet than the contractor estimated. Evidently, that contract did not make the contractor responsible for his error. Secondly, the Pickleball court project came in at $14,369 over bid because a break in the irrigation line caused ground saturation necessitating parking lot repairs that were completed at the same time.(This would indicate the importance of our current project to redo the irrigation system). The other recent projects came in slightly over and under budget. The net amount is approximately 1% under budget. This is the result of the Board recognizing that project costs had to be better controlled. Management and the Properties Committee developed a project management procedure that has kept project costs under control and within budget. Based on the recent records, I am confident that future projects, including an expansion/renovation of our fitness center, will be completed within, or very close to the budget approved by the Board.

I’m sure we can all agree that good communication is very important to the success of a relationship, business or community such as SCOV. I’m writing this article to not only stress the importance of communication, but to also bring attention to your Communication Committee that has a new chairman and members. The Communication Committee that was in place during the past year performed hours and hours of volunteer work to reach the residents by listening and conveying information the best they were able. The members of this committee were given accolades by many, yet criticized by others. My thought is the criticism came mostly for, in a sense, doing their job too well. The phrase I’ve heard several times is “they shoved it down our throat”. It’s a shame that occurred, but perhaps that reaction will serve as lessons learned. When I state lessons learned, I don’t mean just for the Communications Committee members. I mean for all of us. It’s important to listen carefully and consider sources before passing judgment. Don’t take information presented verbally or in writing without reasonably scrutinizing what you are hearing or reading. There are many less than factual rumors circulating at all times, so ask questions and get the real facts before you pass judgment so that you are better assured that you are receiving correct information. Another suggestion is to provide the Communications Committee with input. If you don’t think you are being listened to; you feel that you are not getting sufficient information; or you think you are getting overburdened with communications let the committee, Board or administration know your thoughts so that corrections can be made. Of course, not every individual desire can be met, but if a sufficient signal is conveyed that communications are not being handled in an acceptable manner, improvements can be implemented. Our goal should be to implement the best communication system possible to help sustain the best community possible.

The ARC continues to assist residents in planning, approving and finishing changes and improvements to homes and yards. Please read and follow the written Development Standards before finalizing any project. Contact the association staff, Jim Cundiff, if you have questions. Don’t forget to use the application process and get all required approvals before starting any project. Remember that the homeowner is responsible for all contractors’ work. Contractors may assist homeowners in the application process, but the resident must sign on the dotted line and will be held accountable. The ARC is approving large numbers of major home upgrades and appreciates all the cooperation we are getting from our residents. Sun City Oro Valley is unique in many ways, but it shares one characteristic with similar communities, the role that rumors play in communication. Sometimes a rumor is based on factual information that for some reason is not publicly available. More often, rumors contain little or no factual information and give rise to mistrust and misunderstanding. The job of the Communications Committee is to create channels for the free flow of factual information that will minimize the negative consequences of false rumors. The committee will also explore mechanisms to allow residents to check on rumors. Don’t hesitate to contact a Board member or the General Manager to determine the facts. kitchen. For safety reasons do not deposit unrinsed cans which attract bees and may become a hazard. The CAC netted fiscal year-to-date, a total income of $3,502.90 on can collections. The CAC is a group that operates the Loan Room located at the end of the Cart Barn. The Loan Room is open Tuesdays and Thursdays, 8-9 AM and offers medical equipment, roll away beds, cots, children’s items, tables and chairs for loan to Sun City residents. You may make a reservation for items up to two months in advance at the Loan Room. The summer is a good time to visit and see what is available while the pace is slower. The Loan Room is funded by the annual Pancake Breakfast and your donations of aluminum cans. Thanks for your support.

Any day now our monsoon season will arrive in full force. Put some much-needed rain with our summer heat, and the growth of our foliage takes off! This is a surprise to new residents to the desert, and an annual reminder to the rest of us that things really do grow here in the desert. Take note of weeds which pop up in the cracks of cement and where the sidewalk meets the street. It is the homeowner’s responsibility to get rid of those weeds and help keep our community looking nice, even in the middle of summer. Notice the roofs in your neighborhood, as strong winds can sometimes lift and move the tiles. Be a good neighbor and let others know if you see roof damage. With so many of our residents away, it’s helpful to keep an eye out for each other. Please take pride not only in your property but those of your neighbors and friends.

Robin Coulter - Assistant Manager Behind the Scenes, Part I

Your administrative staff works daily on your behalf, so you know some of their duties. Over the next couple of months I’m going to talk about some aspects of their behind the scene duties of which you may not be aware. Let’s start with Norma—she is Ms. SCOV and the friendly face engaging people in Vistoso Center. You know she will notarize documents, but you may not know she prepares the building to receive residents and closes it down at the end of each day. She is also relentless in her pursuit to get the best deal when ordering offices supplies. When it’s time to honor individuals in the community, Norma works with the trophy company for just the right plaque. Do you find the advertisements in the Tipster helpful? Norma sells those ads. She invoices the vendor. She makes sure the Tipster advertising is a valuable tool. Norma also received recognition (and a little cash award) for suggesting a change in the way advertisers receive their tear sheets, resulting in a significant savings to the Association. In the library our part-time librarian, Carol Wittels, provides an excellent resource of books, DVDs, puzzles and magazines. She manages a large volunteer staff, but did you know she usually has a trunk full of books? She is on the quest for good buys at Costco, Barnes and Noble and Bookman’s. Once, when she was making her rounds selling and buying books, she had a flat tire and all those books had to be unloaded from the trunk to make the repair. Even with all this going on, residents receive a greeting (maybe a piece of candy) and have a wonderful resource in our library. Pam Sarpalius - Programs/Facilities Director This and That

The Sun City Oro Valley Neighborhood Pride Committee in conjunction with the Architectural Review Committee modified its tour dates effective June 1, 2012. This change should make it friendlier than the former system. The NPC will still tour each month, but now any issue that is found will be held for 30 days. This gives the resident time to correct any issue before it is inspected again. If the issue has not been corrected in that 30-day period, a letter will be sent to the resident. This will hopefully cut down on the picky issue that so many residents have spoken to me about. I know all Sun City Oro Valley Tipster, July 2012

residents will continue to keep SCOV as pristine as it looks today. As most residents know, the monsoon season is a time of rapid growth for desert trees, plants and weeds. It is not unusual that residents may need to trim and weed each month during the monsoon summer months. Please take it upon yourselves to make sure your trees and plants are not spilling into your neighbor’s yard. If your tree or bush is dropping leaves or other debris on your neighbor’s yard, be kind and have your landscaper clean it up. I would like to remind residents that all hedges need to be maintained at a height of six feet or less. After spraying weeds they need to be removed after they have died. Due to the hot weather, The Views Golf Club starting times have changed. S unday, Monday, Wednesday, Friday and Saturday-tee times begin at 6 AM. T uesday, Wednesday and Thursdayshotguns are at 7:30 AM. All non-golfers (walkers or riders) must be off the course by these times! The driving range hours have also changed for the next few months. The Views Golf Club. There have been some questions about pets on the golf course, and I wish to clarify the situation by quoting from the Homeowner’s Handbook, “The Views Golf Course is available to non-golfers to walk or sight-see outside the hours of play as indicated on the entrance signs at each cart crossing location. Bicycles, roller blades, skateboards and pets are not permitted on the course at any time.” Also, those playing in the evening hours after the Pro Shop has closed, please return the next morning and pay your appropriate fees. The snakes are out and moving around, so please be very careful and do not provoke them. If you feel a snake needs to be removed, call the Pro Shop. It is also very important to remain hydrated, drink plenty of liquids during this hot weather and don’t forget the sun screen. Pro Shop Clearance Sale: If you have not visited the Pro Shop, this is the time to do so. All golf shoes are marked down 40%; several clubs are reduced to cost, and we have a clearance rack with many great bargains. Stop in and say hello to our friendly staff and get a great deal! The plan for improving the fairways during the summer months involves many steps spread over the entire year. The first step was to not overseed holes #2 and #13. Skipping the overseed for one year allowed those two holes to develop a better root system, and grow into a healthy stand of Bermuda grass. The next step was to reduce the amount of seed used on the overseeded fairways to reduce the amount of competition the underlying Bermuda grass suffered during the winter months. The rest of the plan was to give the fairways a full summer of growth to develop a better root system going into the next overseed. The rye grass was chemically eliminated May 1 so that it would be completely eradicated by June 1. During June the fairways were aerified and top dressed to encourage growth of the existing Bermuda grass. At the same time, the areas that transitioned poorly were sprigged with grass removed from the roughs. By sprigging the bare areas in June, the fairways will have a full three months to grow and build reserves for the next winter. This process is not pretty and is very disruptive to play. However, the course will heal rapidly and by the middle of July should be in the best summer condition it has been in many years. The long term effort of skipping a couple holes each winter, combined with a full summer of growth this year, will make the course transition better every year. On July 1 the new Tuesday golf course maintenance schedule goes into effect and there will only be a 7:30 AM shotgun. Our club has priority for times. Each player must complete an individual scorecard and turn it in to the Pro Shop. Guidelines for properly filling out the card are posted on the bulletin board. Teal players will add an extra stroke to their handicap. The course will also be open to resident and nonresident players for this shotgun. The golf course will close at 12:30 PM. Feature These Are Just A Few Of My Favorite Things by Glenda Gillespie, Tipster Editorial Member

The clock tower, which has the right time of day, is my favorite landmark. The Lion Fountains are forever flowing. The lap pool with the swaying palm trees has such a cooling effect. We have great December celebrations here. The Town of Oro Valley now has it’s own Holiday Parade where we can drive our golf carts with pride. My husband Dick and I enjoy taking walks and window shopping at the SCOV Gift Shop. We enjoy the beautiful views of our golf course. He plays golf and I enjoy volunteering at our own SCOV Library where I see many of our friends and neighbors. I enjoy the pool(s) on hot summer evenings, watching the moon rise over the Catalina mountains. We both enjoy singing with the Sun City Singers. We will probably go on singing as long as our voices last. I even enjoy our Tipster Editorial Committee meetings where we have lively discussions on the proper use of English and how we should edit an article. I know most of you have many more favorite things here in Sun City Oro Valley that you enjoy. On hot summer days we all can reflect on those favorite things about living in such a lovely place.

The OVPD (Oro Valley Police Dept.) and the Sun City Vistoso Community Foundation are sponsoring the successful Dispose-A-Meds Program in SCOV. This is an effort to make it easier for our residents to dispose of unwanted medications. Walking dogs becomes more challenging in the hot weather; early mornings are good and one hour after sunset. Be sure to bring along water on your walks and watch your dog carefully for signs of heat stress such as excessive panting or weakness, for example. Try to stay in the shade as much as possible. Older dogs, black dogs, and obese dogs all have special susceptibility to heat stress. Snub-nosed dogs like Boston terriers and pugs have poor panting mechanisms and cannot deal well with heat. Remember that the temperature at sidewalk level can be 10 degrees hotter and your dog is barefoot. Always be aware of the heat of the surfaces your dog needs to walk on or sit on and protect him from hot surfaces. Remember, even with the windows open, a car becomes dangerously hot within minutes after the A/C is turned off.

We nurture each other’s work by highlighting which words, phrases and lines are most effective and which could be improved. We may also offer specific suggestions to achieve a better result. These are always subjective and open to disagreement by the author of the poem and/or others in the group. This may engender animated discussions where it is not uncommon to stray into the realm of politics, philosophy or humorous anecdotes before we get back on track.
