From The Board of Directors Our MISSION as the Sun City Oro Valley Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents.
Safety in Our Community
by Jon Olson The holidays are now upon us and decorations are going up in our homes and yards. As we decorate, however, we change the order of things in our homes and new challenges arise. Cords are strung from plugs to new locations, furniture gets moved and new opportunities to trip and fall are all around us. Safety is something we rarely think about but is a great concern, especially at this time of the year. Be aware of the changes that you have made in your home and watch out for the new seasonal hazards that surround us. Safety is also an on-going issue in and around our community as well. Recently I have become aware of problems related to improper driving of golf carts. Remember all golf carts in our community must be “street legal” and be licensed by the State of Arizona. Additionally, all golf carts must be insured (just as your car is), and drivers must follow all the rules of the road, just as though they are driving their car. Several weeks ago, a community resident ran through a stop sign right in front of me, moved to the far left lane without signaling and then turned left in front of an on-coming vehicle all without signaling or acknowledging in any way that a car was almost upon him. A collision with a car the car always wins and serious injuries to the cart driver is a real possibility. For next year the Government Affairs Committee will be sponsoring a seminar discussing bicycle, pedestrian and golf cart safety and etiquette. Please plan to attend. We all could use a refresher course regarding pedestrian and driving safety. Please have a wonderful holiday season.

Amending the Bylaws
During the past couple of years, there have been plans to correct a number of issues with the Association’s governing documents. These issues include stipulations that are not in compliance with State statutes; conflicting stipulations in the documents; passages that are duplicated in the CC&Rs and Bylaws; and stipulations that are in the Bylaws which should be in the CC&Rs and likewise for the CC&Rs. The issues noted above have been identified by the Board members, committees, staff and Association members when dealing with many situations. Suggestions for changes that could resolve conflicts, duplications, etc. were assembled and a few months ago were submitted to the Association’s attorney so that work could begin to amend the documents. After working on the Bylaws over a period of several weeks, the Association’s legal counsel issued a recommended Amended and Restated Bylaws document to the Board. In order to create a document that was as clear as possible and that will resolve the issues in the document, significant reorganization of the Bylaws was necessary that made word-for-word tracking very difficult. The Board met with legal counsel to review the proposed changes during which time legal counsel recommended that since the Bylaws amendments are so extensive, only the Bylaws should be submitted to the membership for a vote at this time and the CC&Rs should be submitted at a later date. Prior to sending the amended Bylaws to the membership for a vote, the Board will have a small group of diverse members review, discuss and provide input regarding the suggested changes and the manner in which these changes will be explained and sent to the membership for a vote. Once this group is through reviewing the Bylaws, the proposed document will be posted on the Association’s web site for further comments. Forums will also be held if needed. The final step will be to send the Bylaws to the membership with the Board of Directors’ election materials early next year. Hopefully this process will result in a document and explanation for the recommended changes that are as clear as possible to the membership.
Hero Among Us Nominations Sought The Board of Directors is requesting residents to submit candidates for the Hero Among Us award. This award is designed to honor residents who make remarkable contributions to our community. Nominations should be submitted by January 17 by filling out a hard copy of the form available in the Administration Office or by completing the form sent out via email in early January. The Board will review the nominees and select the recipient(s). The award will be presented at the Sun City Oro Valley Annual Meeting in March.

Among them were support goups. Sun City Oro Valley now has three support groups: caregivers, people who have lost a spouse or partner, and people who have lost a child. A support group is a safety-net, a place to share. It is a safe place to express feelings and frustrations, offer confidentiality, allow people to share like experiences and make friends who are in the same place. Support groups also allow people to get past any shame of the way they are feeling, reduce feelings of isolation and build a support network that may go beyond the group setting. It is a place to learn from each other: information, coping strategies, solutions to common problems and techniques for dealing with family members and medical staff. As we head into the time of year when more houses are listed and sold, the Architectural Review Committee reminds you that we perform a complete inspection prior to closing that becomes part of the escrow process. This ensures that all exterior building and grounds components are in compliance with the Development Standards before the new owner takes possession. The inspection form is very detailed, covering painting, landscaping, walls, fences, gates, lighting, pavers, flat work, flag poles, screens, mail box, lamp post, driveway coating, patio covers, pools, sat-

Input into our regular meetings would be warmly accepted. The goal of the committee is to know if and how communication is being transmitted and what information would be helpful. The information also needs to be pertinent and easily received. Is there more information that residents would like to have? Aluminum Can Donations: Put those aluminum cans to work for Sun City Oro Valley. Deposit empty, rinsed aluminum cans in the box outside the Activity Center kitchen. For safety reasons, do not deposit unrinsed cans which attract bees and may become a hazard. Profits fund the equipment for the Loan Room. In November we delivered 400 pounds of aluminum cans to the recycle center. We received $236. So far, we have received a total of $790.60 year-to-date. It is time to plan those holiday parties and relative visits, so reserve the extra tables, chairs and beds you will need. Call the Loan Room Mondays, Wednesdays, and Fridays, 8-9 AM or come directly to the Loan Room on Tuesdays and Thursdays, 8-9 AM. Other items available to meet your needs are children’s beds and some toys and medical items. The Loan Room is funded by your donations of aluminum cans. Please keep us in mind when you are recycling your aluminum cans. Don’t forget the annual Pancake Breakfast is Saturday, January 25. Consumer Referral

The GAC (Government Affairs Committee) has completed work on Guidelines for Political Candidates, which will be in place during coming elections. Due to recent State law changes, the Town of Oro Valley will now hold its regular candidate elections in the fall of even-numbered years which will coincide with county, state and federal elections. According to the Arizona Secretary of State’s website, Primary Election registration closes July 28, 2014, with the election on August 26. The General Election registration closes October 6, 2014, with the General Election on November 4, 2014. The GAC’s guidelines will guarantee unbiased, equal treatment to all candidates during Candidate’s Forums. Please note that while the Committee has met their responsibility of recruiting two candidates for each open position, any Voting Member in good standing may still become a candidate by filing the following with the Committee Chair prior to January 11: 1. The Posse is always looking for volunteers to join our squads and participate in our neighborhood patrols. Now, we urgently need to fill three positions on the Posse board. They are the Posse committee chairperson, a squad leader and the committee secretary. The new Posse Committee Chairperson will replace the retiring Posse Chair, Del Balston. The open squad leader position is created by the retirement of squad E co-leader, Dee Bethke. The opening in the secretary position is created by the former secretary, Pat Monson, who is giving up that position to devote more time to her squad A co-leader tasks. Any Sun City Oro Valley resident who is interested in any of these important positions should contact John Njaa at 825-5486 or 619-5170006. The goal is to have these openings filled not later than December 31.
Secure Access Update
Your membership cards are now needed to gain access into Catalina Vista and Desert Oasis. When the AFC opens, the card access system will be in place from the beginning. Please carry your card with you. If you’d like it to be punched and receive a free lanyard, please come to the Administration Office. Do not punch your cards yourselves as there are only two safe zones on the card in which it may be punched. Punching in another area may result in the card being damaged.
Key Fobs If you would like a key fob for use with the secure access system, they are available at the Welcome Center Office for $10. It’s not a substitute for your card. The fob will provide you access to the Catalina Vista, Desert Oasis and Aquatic & Fitness Center. It will not work at the library.

Last spring the Properties Committee established a priority list recommendation for new capital projects. Expansion of the stage in the Activity Center Auditorium gained the top ranking. Since then, the Great American Theater has opened in the old Basha’s store location, and we are studying the possibility of renting that space to accommodate the major performances that drove the interest in expanding the stage. The question of installing solar power in SCOV (Sun City Oro Valley) has once again been raised. Though studied in the past, the industry is still changing rapidly, i.e., panel cost, subsidies, etc. It was decided to update our knowledge of the industry to see if there are opportunities for SCOV. Installation of updated audio-visual equipment was completed in the Activity Center Indian Rooms in early November. It provides higher quality video, easier setup and new podia. Replacement of video equipment in the main auditorium is next on the list. Strategic Projects

AC Native American Room AV Upgrade
In early November an audio/visual upgrade was installed in the Activity Center Native American Rooms. This was an extensive project which took several years to gather information, pricing and approval before we were able to have it installed. The Properties Committee and more specifically, David Smoler, was instrumental in providing leadership on this project. Key users (residents and staff, especially monitors) were interviewed for their wants and needs. These responses were translated into a design by David and me. After many revisions on the wants and needs (approximately eight) the design was sent for proposals and bids received. One of the adjustments made in the scheduling was to move some of the non-AV users to the Catalina Vista and some of the AV users that were meeting at the Catalina Vista up to the Activity Center. These clubs were aware of the impact these changes would have to their programs, but at the same time they were helpful in making these changes. We are fortunate, as a community, to work together so well. The project was partially competed and

operational on Friday, November 8 with the first use of the system being the Native American flute concert which had a beautiful sound. Currently the details and bugs are being worked out and the monitors are being trained. In the past, when a monitor needed to set up a wireless microphone, they had to go get a box, stored in a room, open the box and set up the microphone. Now, they can open a drawer at the front of the room, pull out the microphone and turn it on… this will be a time saver for them and will keep our equipment from having to be set up and torn down. There will be other benefits of this system realized as we move forward as many presentations that are enjoyed by our residents. Programs/Facilities Director - Pam Sarpalius

Please keep in mind that the Fitness Center construction will require that the swimming pool be closed from time to time which may result in cancellation of classes that are held in the pool. Call 917-8088 to check. The Hopi Room in the Activity Center will be used as a temporary gym during the time that the Fitness Center is under construction. Although this temporary facility isn’t large enough to accommodate all of the fitness equipment, there will be cardio and strength equipment to provide a very good workout for most residents. The SCOV Aquatic & Fitness Center: 21 Years in the Making by Leslie Platt
In January, Sun City Oro Valley will open its new Aquatic & Fitness Center. A long history, involving many dedicated residents, Board members and staff, has led us to this moment. The original SCOV Sports Complex was opened in 1987 and considered to be state-of-the-art. By 1992, however, residents were beginning to express dissatisfaction with its size and appearance. Prospective home buyers had the same reaction. These concerns were studied by many Ad Hoc resident committees. The 2000 Capital Additions Task Force concluded, “Expansion of the Sports Center should be SCV’s top priority.” The 2001 Space Analysis Task Force also identified “Sports Complex expansion” as a top priority. The 2004 Long Range Planning Committee recommended that “SCV maintain, expand and upgrade state-of-the-art fitness facilities (both equipment and space) including an area allocated to assessment and training.” The 2009 Long Range Planning Committee compared our Sports Complex to those at 12 other active adult communities, found it sorely lacking in competitive appeal and formed a subcommittee, the Sports Complex Task Force, to perform a comprehensive investigation of needs. This task force spent six months visiting sports facilities at the aforementioned active adult communities and seven commercial gyms. Members examined gym usage data by month for the two preceding years, and spa, treadmill and cross trainer usage by month for one year. They interviewed 79 frequent gym users, distributed questionnaires to 300 others, consulted with numerous sports and equipment professionals, and provided a proposed plan for sports center expansion. This massive effort led to formation of the Sports Complex Ad Hoc Committee. SCOV’s Board of Directors directed the Ad Hoc Committee to study three alternatives: renovate the existing facility, expand it, or build a new facility. Renovation was quickly ruled out and two subcommittees made detailed proposals for expansion and new construction. Resident input was sought at many public meetings. Ultimately, the Board determined that expansion was the most feasible option, and also approved the new name, AFC (Aquatic & Fitness Center).

Future view from cardio workout area in the new AFC. The Properties Committee then formed the AFC Subcommittee to interview and recommend an architect to perform a conceptual design. BWS was selected and presented their design to the community. A newly-formed Communications Committee prepared monthly Tipster articles to inform residents about the proposed project and the associated assessment of $834 per household. Twenty-two public forums provided an opportunity for questions and answers. In a community vote held in March 2012, the project was defeated. Feedback indicated that some disliked the design, others thought it was too expensive, some felt they hadn’t received enough information, and still others thought they’d received too much. The Board of Directors, believing action to be essential, then formed the Fitness Center Committee, equally composed of those who had voted for the project and those who voted against it, to come up with a workable plan. Months of good faith effort, compromise and hard work, coupled with a lower assessment of $385, resulted in a plan that the community finally approved in January 2013. Work is now in progress on a sports facility of which we can all be proud, and which will provide increased opportunities for health and wellness for years to come. The Fitness Center Equipment Subcommittee and the ongoing Construction Task Force have contributed immeasurably to this project. It is impossible to estimate the thousands of hours that so many have contributed to making the dream of a new Aquatic & Fitness Center a reality. Perhaps none has contributed as much as Duane Bowen, who chaired numerous committees and never stopped working for a new sports facility until his untimely death in 2012.
Just a reminder that our dress code applies to the driving range, chipping area and putting greens. We do not allow denim, cut offs, gym shorts or swim wear and you must have a collared shirt. Also, there is no chipping above your waist on the lower putting green. Please use the chipping area down below for those types of shots. Superintendent - Michael Kropf December is historically the time of year when the temperatures get cold enough to bring frost. It would be a good time to go over what kind of damage occurs during frosty mornings and the procedures to follow during the cold mornings. Walking or driving on frosted grass causes damage to green leaf tissue which eventually leads to the grass dying. When the roughs go dormant and turn brown they are no longer susceptible to frost damage, but the overseeded fairways, tees and greens are damaged. Every cold morning when frost is possible, a message will be left before 6 AM on the frost delay line 825-0322 stating what the conditions are on the course and how those conditions will impact the golfers. If the frost is light we may not have a delay, but golf carts could still be restricted for a determined amount of time. If the frost is more severe, the delay will reflect the earliest time the golf course can be prepared for golf and golfers allowed to start play. This year the delays might be longer due to the newly overseeded rough areas around the front nine greens. A few additional reminders are the lower putting green, driving range tee, and chipping area all have overseeded grasses, so they will be closed until the Pro Shop is notified of their opening. However, the upper practice green has not been overseeded, so putting will be allowed during the frosty mornings.

This is a fun match play competition and the pairings will be done by a blind draw. Our 11:30 AM shotgun start will continue through the winter months. Please check in at the Pro Shop before 11 AM.

Everyone will benefit if we can keep up the pace of play with the group in front of us. A little courtesy goes a long way towards an enjoyable experience. Club play is starting strong again so if you haven’t joined a club yet, give it a try. There are plenty of fun events and tournaments for players of all levels. Talk to a club member to get started. Keep your eyes open for new events that will be scheduled this year. We will be planning some couple events in 2014 and make them open to anyone who would like to give it a try. AARP Smart Driver
The AARP Driver Safety class has been updated and renamed Smart Driver. Two classes will be presented in January; one will be on January 17 at the Oro Valley Police Dept. from 8:30 AM to 12:30 PM. The other class will be on January 23 at the SaddleBrooke Club House No.1 from 8:30 AM to 12:30 PM. The AARP Smart Driver program is the nation’s first and largest refresher course for drivers age 50 and older that has helped millions of drivers remain safe on today’s roads. AARP has offered the course in the classroom for 25 years. Many insurance companies offer a discount to drivers who have completed the course. The fee is $20 or $15 for AARP members. Glenn is a long-time, well known artist in Sun City Oro Valley who put this piece together, in sections, in his garage. Kudos to you, Glenn. Most of our winter residents have returned and our studio is brimming with new ideas and pieces. Diana Magness is leader of Different Drummers Women’s Drum Circle which recently celebrated its first year anniversary. Her goal is to develop a community of women who are interested in hand drumming using African style djembes, Native American Hoop Drums, other drums and small percussion instruments. She started drumming three years ago when she organized a women’s drum circle in Utah where she lived. Through her experience she’s learned that drumming brings out the power of rhythm within us in a way that’s simple and fun. It can be both exhilarating and relaxing. At the December 10 meeting, James Tanner will present another alternative (a free site for everyone) in a talk entitled 10 Little Known Resources From Google. Mr. Tanner is a lawyer by training, a photographer by avocation and has been a genealogist for over 20 years. The hiking club enjoyed a beautiful day, a variety of hikes, a delicious lunch and great camaraderie at its fall picnic in Catalina State Park November 5. More than 70 members were in attendance. In October, Jane Adair, Terry Darby, Bert and Marge Gustafson, Patricia Herman and Rick Arnold joined the club. William Cullen Bryant’s poem November speaks about basking in the last warm rays of the sun as a means of girding oneself for the cold, harsh season to come ending with “…Yet one rich smile, and we will try to bear the piercing winter frost, and winds, and darkened air.” A reader can easily relate to the idea of a smiling sun lightening the prospect of the coming darkness but, on another level, the smile on the face of a friendly person can also be uplifting enough to aid us through a difficult time as well as words of praise or a comforting hug. There are many ways to buffer ourselves against whatever threatens or makes us feel down, even reading a poem like November when December is near at hand. Writing poetry can have a similar effect. Perhaps that’s why we find our workshop so therapeutic. Poker

We cut up washable fabric and polyester fiber-fill to make wonderful pet beds for dogs and cats for the Humane Society. The animals love them and the Humane Society is very grateful. Tai Chi improves core awareness, functional ability, endurance, flexibility, stress management, fall prevention, reaction time in seniors and so much more. Clinical research by Tufts University School of Medicine has proven that those who practiced Tai Chi twice weekly over 12 weeks experienced decreased pain, improved sleep and mood, increased exercise capacity, and better quality of life. A Harvard Medical School Health Publication stated that Tai Chi is “medication in motion”. Our current block of Tai Chi and QiGong classes (11 classes to a session) is full and will end December 19. Our next session begins January 9. For Sun City Oro Valley Residents the fee for each session is $70.
