From The Board of Directors Our MISSION as the Sun City Oro Valley Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents.

What’s a Board For? by Richard Babin The mission of the SCOV (Sun City Oro Valley) BOD (Board of Directors) is clear (see above), but what the Board really does is almost certainly less so. The Board of a HOA (homeowners association) is responsible for the management and operation of the association’s business affairs in accordance with governing documents, including tasks such as preparing and approving a budget, establishing sound fiscal policies, appointing committees, establishing and enforcing rules and employing a manager. Implicit in many Board responsibilities is the oversight function. For example, there would be little point in approving a budget if the Board did not monitor whether management was acting in accordance with it. One observer had this to say about the duties of an HOA BOD: “Most importantly, [it] is there to represent and support all members of the homeowners’ association. Board members should be fair, honest and always keep the homeowner’s best interest at the of top of their minds.” The oversight function is closely connected with the duty to represent and support the interests of homeowners. If a Board member becomes aware of something that does not appear to be in their best interests, he or she should follow up and initiate corrective action, if required. This might consist of a conversation with the manager, referral to a committee, formal Board action or perhaps all three. The determination about whether a matter is appropriate for Board action is ultimately the Board’s decision. Directors must not micromanage, but neither can they ignore issues that suggest that the best interests of homeowners are less than paramount. How the Board chooses to respond to an issue will determine if it is fulfilling its duty to homeowners or micromanaging. Homeowners should always feel free to contact a Director if they believe that a policy, practice or rule is not in their best interests. Naturally, there will be differences of opinion among Board members about what constitutes best interests and what should be done to remedy problems. It is up to the Board to make those determinations. Undoubtedly, whatever decisions are made will be greeted with varying degrees of approval. In the end, of course, homeowners have the final say about the role of the BOD by making certain that qualified candidates who represent their interests are elected.

HOA Dues and Special Assessments

Each year the Board of Directors approves an annual budget. Within this budget, various revenues are projected with the largest revenue being annual dues. This fiscal year, there was also substantial revenue expected from a special assessment for the fitness center project. As you can imagine, if these funds are not received by the Association, it is difficult to provide the maintenance and services expected by the membership. As staff does every year, bills for the annual dues and this year for the special assessment were sent out in May and were due by July 1 and June 30 respectively. Although the vast majority of the dues and assessments have been collected, a small percentage of dues and assessment revenue still remains outstanding. As noted above, these delinquencies create a challenge for the Association, and unfortunately, necessitate initiation of a collection process. In addition, every dollar of dues and assessments that are not paid by one member becomes a burden to members who do pay their Association account in full. This collection process includes a late notice and late fee. If still not paid, a lien will be filed against the property at a cost to the delinquent member. Late fees, interest and lien fees add a considerable amount to the balance due by the member, increasing his/her hardship. The major collection step occurs if the delinquency continues which is either a lawsuit or, if financially beneficial for the Association, foreclosure will be initiated. Of course, no association wants to foreclose on a property. However, if and when it becomes necessary, this last resort action will be taken by the Association. Is every dollar that is billed collected? Unfortunately no, due to, on a rare occasion, bankruptcy and in some cases foreclosure by the first trust deed which extinguishes the dues/assessments owed to the Association. However, in all other cases, the Association will be successful in collecting the delinquent dues plus late fees, interest, lien fees, etc. So anyone who can pay should pay before the additional costs mount.

Last month we heard Professor O’Connor talk about stress and its effect on our health and cognitive function. So which do you have? Too little stress or too much? How do you deal with the latter? Active Health’s presentation this month will be held Friday, November 22, 1 PM, Auditorium. The presentation is Reducing the Bad Stress: a Practicum will permit you to try the stress-reducing practices of Walking Meditation, Qi Gong and Yoga. Dr. Jim Nicolai, author of a new book on Walking Meditation; Joe Pinella, a master of Qi Gong and Maria Mendola, a yoga teacher and therapist, will each allow us to practice a short segment of their craft. Wear comfortable clothing and even sandals you can slip out of, if you like. In keeping with the Xeriscape Philosophy of water-efficient landscaping and to promote the maintenance of community aesthetics, ARC has adopted a list of plant materials approved for use in Sun City Oro Valley. The plants listed as approved have prospered in the Tucson area with little to no supplemental irrigation once they are established. There is sufficient variety to accomplish any landscape design need. Please see Appendix B in the Development Standards for Plants approved for front, back and side yards. A resident desiring to plant material in their yard that is not on the approved list must obtain written approval from ARC before proceeding. Communication

Aluminum Can Donations: Put those aluminum cans to work for SCOV (Sun City Oro Valley). Deposit empty, rinsed aluminum cans in the box outside the Activity Center kitchen. For safety reasons, do not deposit unrinsed cans which attract bees and may become a hazard. Profits fund the equipment for the Loan Room. This month we delivered 480 pounds of aluminum cans to the recycle center. We received $283.20. So far, we have received a total of $554.60 year-to-date. November begins the busy season for the Loan Room with many residents needing extra beds, tables and chairs and children’s items for visiting friends and relatives for the holidays. As always, many medical items are available for loan to residents of SCOV. Our telephone reservation system begins November 1 and is available Mondays, Wednesdays and Fri-

Not often enough do we say thank you to the people around us. Perhaps, as homeowners, we should say an occasional thank you to our neighbor who borders our personal property. If, when he has his own yard cleaned up by a landscaper, he includes part of yours which may have a problem caused by his foliage, it just might deserve a thank you. With Thanksgiving nearing, there is no better time to say thanks to the homeowners who keep their properties in compliance with the governing documents. The hard work and countless hours of time from our committee members have helped to make Sun City Oro Valley a beautiful place in which to live. Our Nice “Quiet” Summer

There is a feeling that summers are slower around here. And while that may be true for our residents, it’s quite the opposite for staff. Summer is a time when those extra projects are implemented, and this summer we have taken that opportunity to new heights. Here are some of the projects that were worked on over the summer. Our regular annual homeowner mailing was conducted and receipt of homeowner dues and a special assessment. Also gathered were age verification forms which were entered into the database for proof of occupancy to HUD. There were three surveys: Food and Beverage Committee conducted one for the Café, the Strategic Projects committee conducted one for new residents and the large community survey that was sent with the annual mailing which resulted in 1997 responses (excellent response rate!). We updated gateway and monument signs, kiosk signs were updated. The Café received a small makeover including a tiled bar wall, new entry furniture, custom artwork by our own artisans and new paint. A system to provide music was installed at the Café. The new logos were switched out on business cards, letterhead, signage and advertising. The Welcome Center was recarpeted which meant moving all of the computers in the computer lab and genealogy lab (those clubs were fantastic in helping this to occur!). The median on Rancho Vistoso Blvd. had maintenance and upgrades done to the irrigation system preparing it for new landscaping that will be coming soon, not a small project and quite a challenge since there are no descriptive plans on where those irrigation lines are located. Secure access was installed and implemented in the Catalina Vista and Desert Oasis. A new website was launched for The Views Golf Club. In preparation for the coming audio/visual system at the Activity Center/Native American rooms, many club events were moved around to best meet the audio/visual needs of our clubs. The expansion and renovation of the Aquatic & Fitness Center has kept many of us planning for the new building and all the services that will be offered to SCOV. We have made it a priority to keep the AFC pool open whenever possible. We added golf cars to our fleet and installed a new golf ball machine system. All of our staff participated in a customer service training program based on the Pike’s Place Fish Marketing called the FISH Philosophy. The golf course was overseeded. The Café had a deep cleaning. There’s been a lot going on during our summer. I hope you notice some positive changes. We are looking forward to a good high season with new projects and great experiences here in Sun City Oro Valley. Something that’s special about this community is that it isn’t content to sit still and let the world happen around it. We are engaged and active and moving forward. What a fantastic place to live!

New Activity – Game Night Starting in December, on the first and third Saturdays, 4-8 PM, Desert Oasis/Saguaro, is open for Game Night. Bring a game (Clue, Monopoly, etc) and play a game of your choice with some friends. Keep in mind that the Wii system is also in that room, so if you want to bowl, play tennis or golf you can do that on the TV. We are trying to find activities that residents who are still employed can participate in. Bring your own drinks and snacks. What a great time to mingle and have some fun. Strengthen your body - in every direction

This doesn’t mean you need to do dozens of exercises that have you bending and twisting at every angle. No, what you really want is to train your core, shoulders and hips to stay stable no matter what position you’re in. Think of your body remaining rigid while suspended horizontally from the lamp post, despite the force of gravity pulling it down. While that seems incredible, you’ve already trained your body to do this when you’re standing. That’s why you can walk erect instead of having to crawl on all fours like a baby. Your strategy is to perform the classic exercises you’re used to, but to change the position of the weight in relation to your body. Do lunges and squats while holding the dumbbells above your head, for example, and lift one dumbbell at a time when you’re doing the bench press and shoulder press. This shifts your center of gravity, forcing the muscles of your core, shoulders and hips to work harder to keep you from falling over (or off the bench). The end result: You’re training your muscles to be strong from every direction.

Head Golf Professional - Kim Griggs Now that overseeding is complete and the course has been marked, we are ready for another great season. Just a reminder: range balls are now $5 for a small basket (approximately 30 balls) and $7 for a large basket (approximatetly 60 balls). The other option is to buy a range card. Please see the staff in the Pro Shop for more details. Lessons are available from me or Rick Sample. We are both PGA members, our rates are $45 for one-half hour and $55 for 45 minutes. We also offer packages, call us 825-3110. Please stop by the Pro Shop and check out our new merchandise that has arrived for the season. Residents will receive 15% off their purchases, and pass holders will receive 30% off. This excludes sale items, clubs and balls. Walkers, please abide by the walking signs that are provided for you on the golf course. We want you to enjoy the beautiful scenery, and at the same time be careful that you do not get hit by a golf ball. Finally, the Pro Shop will be closed at 2 PM on Thanksgiving Day, Thursday, November 28. Happy Turkey Day to all. Superintendent - Michael Kropf This year the front nine was overseeded with a greenback around the edges of the collars. Many golfers found it difficult to play shots around the greens when the Bermuda grass turned brown during the winter months. The brown grass would get compacted from mowers, from watering the greens, and from foot traffic which all led to a difficult lie for chipping. The decision was made to overseed about a ten to fifteen foot pass around the collars and improve these playing conditions. These newly overseeded areas should make playing conditions easier and more consistent and improve the aesthetics around the greens. However, it should be noted that there are several negatives associated with this decision. First, the traps around the greens on the front nine are going to be wetter than the back nine since these areas now require irrigation. When the edges were not overseeded, these areas were irrigated infrequently allowing the traps to dry. Second, the frost delays will be longer than previous years on shotgun days, because the longer rye grass in the roughs will freeze easier than the closely-mowed collars and greens. In prior years, the pins could be moved and possibly the greens mowed during frost, because those areas weren’t frozen like the fairways and non-overseeded roughs. Third, these areas will be weak next June when the golf course transitions back to Bermuda grass. Similar to the fairways, these rough areas will be negatively impacted by the competition from the rye grass. Golf Advisory

The new regulations are a result of Drug Enforcement Agency changes which are to be followed by the Oro Valley Police and the Foundation. The new regulations are: 1. The Oro Valley Police and Foundation personnel in attendance are no longer allowed to handle the items brought in for disposal. The person with the medications will need to separate the pill-type items and the liquid or gel-type items themselves and will then be shown which Oro Valley Police containers are to be used for the deposit. The items do not need to be opened; they can be deposited in the original bottle/container in which they are packaged. 2 We no longer can accept syringes, inhalers or empty medicine bottles and things like elastic or other bandages, and other non-medication items. 3. Only prescription, over-the-counter, vitamins/supple ments, etc. items can be accepted.

The Sun City Vistoso Community Foundation Celebrating 15 Years of Service and Looking to the Future! by Leslie Platt

Way back in 1998, a group of SCOV (Sun City Oro Valley) homeowners recognized that there are many things that would improve the quality of life in our community, but that our Community Association could not reasonably be expected to address all of them. They decided to form a taxexempt 501(c)(3) corporation with the purpose of providing a tax-free channel for donations in support of qualified health, cultural, educational and charitable endeavors that would benefit SCOV and the larger community. This Corporation was named (and remains) the Sun City Vistoso Community Foundation. Its mission is “to improve the quality of life for active adults in Sun City and the surrounding area.” To date, the Foundation has received donations of over $750,000 in support of its mission. Most donations, but not all, have come from very generous SCOV residents. A substantial portion of the Foundation’s resources has been returned directly to SCOV through grants to its Association and clubs. While its primary focus is on seniors in SCOV and the surrounding area, the Foundation also makes occasional grants in support of advanced educational programs for exceptional young people. An endowment fund has been created to ensure continuation of the Foundation’s work. There are myriad examples of the Foundation’s support for SCOV clubs and residents: new risers to enable to Sun City Singers to entertain us safely; equipment to help the fledgling Ukelele Club get started; a grant in support of the Bike Club’s food bank campaign, and another for the Emerge! Auxiliary’s work with battered women; new DVDs to replace many stolen from our Library and a copier for the AARP Volunteer Tax Program that helps so many of us each year. Substantial grants have been made in support of our golf course, the K-9 Corral and most recently, the public art

at the new Aquatic & Fitness Center, which is being funded in its entirety by the Foundation. Typical grants to the larger community include those to Interfaith Community Services for its Food Bank (currently serving 80 of our residents) and other senior programs, the Pima Council for Aging and Catalina Community Services. Looking to the future, the Foundation has made numerous grants to advanced educational programs in the Amphitheater School District. Good citizenship is also important to the Foundation. For many years, it sponsored an Association picnic. Currently, it sponsors the Shred It and Dispose-A-Meds Programs, and recently organized a workshop for residents contemplating lifestyle changes. Any organization or club meeting the intent of the Foundation’s mission may apply for a grant. Board members will be happy to explain the criteria. The Foundation appreciates donations of any size and encourages residents to volunteer to serve on its Board.

Holiday Golf Cart Parade

Join us in the Auditorium to honor the veterans of Sun City Oro Valley. Another great program is being planned by the Oro Valley American Legion along with a welcome from the mayor of Oro Valley, Satish Hiremath.

This year, instead of a door decorating contest, there will be a holiday golf cart parade. Carts will gather in the parking lot by the mini-golf area at 11:30 AM. Carts will be judged at noon and then the parade will begin. A registration form is in this Tipster. Prizes: first place, $100; second place, $75 and third place, $50. Bike Safety Class A free bike safety class presented by the Vistoso Cyclists Club will be held Tuesday, November 5, 1-4 PM, and Thursday, November 7, 8-11 AM, Welcome Center/Conference Room 1. The class includes learning how to perform a quick, easy bicycle safety check, fix a flat and perform minor mechanical adjustments. It also includes review of state and local laws, on-bike skills and practice, interactive discussion and a student manual. Students will gain confidence knowing that they are riding legally and safely. Crash types and crash avoidance techniques will be discussed. Designed for people who feel comfortable with the basic dance steps but want to refine and extend their dancing skills. Photo Workshop

QiGong Joe Pinella’s Healing Movement QiGong class will be held weekly on Fridays, 1:30-2:30 PM, Catalina Vista/Mt. Lemmon. This gentle art uses breathing techniques, graceful movements and visualizations to stimulate and enhance the flow of qi in the body which in turn promotes healing and health. AARP Driver Safety Course Two AARP Driver Safety Classes will be presented, one on November 14 at the SaddleBrooke HOA#1 Clubouse, the other on December 6 at the Oro Valley Police Dept. Both are from 8:30 AM-12:30 PM (4 hour class). The AARP Driver Safety Program is the nation’s first and largest refresher course for drivers age 50 and older that has helped millions of drivers remain safe on today’s roads. AARP has offered the course in the classroom for 25 years. Many insurance companies offer a discount to drivers who have completed the course. The fee is $14 ($12 for AARP members). Dispose-A-Med Empty your medicine cabinet and bring unused or expired prescriptions, over-the-counter medications, vitamins, syringes, inhalers and veterinary medications to the Sun City Oro Valley Activity Center and dispose of them properly. For Friends Of Bill Coats

Bill Coats and his musician wife Dorisse were wellknown residents of Sun City Oro valley for many years. Bill was a Marine in WW II and a survivor of the deadly battle of Iwo Jima. Fred Bjorling was helping Bill put his Iwo experience into words when he died unexpectedly near the end of this project. Fred finished the project with the aid of Bill’s extended family, plus some of his closest friends. For those here who may wish to read about Bill’s Iwo Jima experience, Fred has placed two copies of the finished story in the SCOV Library.

Holiday Decorating at SCOV Christmas will be here before you know it. All the decorations for the Activity Center Auditorium will be different this year. We decorate the Auditorium on Monday, November 25, 9:30 AM and take them down in early January 2014. Please come and help. Old faithfuls and new helpers are welcome.

SCOV’s Annual Sock Drive We will be doing our annual sock drive which benefits Tucson’s homeless veterans. It will begin at the Veterans Day Program. Residents can bring socks or make donations for socks to be purchased at a discount. Due to the economy, the VA supports more homeless veterans than ever before. White tube socks are preferred but any new socks are appreciated. Boxes will be in the Activity Center and theWelcome Center until Sunday, December 15 for your contributions. The socks then go to the Tucson Veterans Administration Homeless Veterans Program. If you have any questions or want to donate money, call Sandy and Hal Jasper, 818-1785.

The topic from our November speakers will be the DAR (Daughters of American Revolution). Our own society members Lynne Brooke and Art Petty will bring us information from the Revolutionary War period including accessing the DAR site, how to search within it and how to find your ancestors. Lynne became a DAR member 15 years ago and has worked for them in Washington DC, in fact she is just coming back from working there the past six months. Art is a new resident to Sun City Oro Valley and has done massive work on his genealogy for 10 years. Art dates his family back to the 1600s in Colonial Virginia. He boasts six ancestors in the Revolutionary War including two generals. The club computer room and library are open weekdays 9-12 AM and 1-3 PM when a facilitator is on duty. The most frequent complaint we hear about ILR classes is that a few participants attempt to dominate the discussion with repeated, lengthy statements. If you would like to ask a question or make a brief comment, please raise your hand and wait to be recognized by the moderator/presenter. In depth interaction with the moderator should be reserved for after class, if the moderator is available and willing. Remember, moderators are volunteers who have subject-matter expertise. Let’s respect their choosing to share it. Most of our other concerns fit into the category of common courtesy. Cell phones ringing, sociable chatting, late and noisy arrivals, empty cups or spills left behind do not a productive session make. Please wear your nametag and bring your own reusable cup. The poetry of measured beats and obvious rhyme schemes facilitated memorization and recitation before audiences accustomed to just listening. Today we often prefer to see and hear simultaneously based on how the structure and sound of poetry has evolved. Take this opening line of Steve Kowit’s “I Stand in the Doorway” which reads rather like a piece of prose: “Sometimes when you say goodbye you know it’s goodbye for keeps.” The poem continues in a similar style, following the meanderings of his mind with bits and pieces of forever farewells, many unsuspected as final at the time. Yet there is a poetic flow from one snippet to the next that slides into the ending with his hand on the knob of a door “which hasn’t yet quite shut for good.” Rhyme and meter may have disappeared, but the ability to convey an experience, a feeling within a compressed framework remains. Tai Chi improves core awareness, functional ability, endurance, flexibility, stress management, fall prevention and reaction time in elderly people. Most of us think of Tai Chi as a way to improve breathing, prevent falls, and gain strength, but it is so much more. Clinical research by Tufts University School of Medicine has proven that those who practiced Tai Chi twice weekly over 12 weeks experienced decreased pain, improved sleep and mood, increased exercise capacity, and better quality of life. A Harvard Medical School Health Publication stated that Tai Chi is â&#x20AC;&#x153;medication in motionâ&#x20AC;?. Our current block of Tai Chi and QiGong classes (11 classes to a session) has begun and ends December 19. For Sun City Oro Valley residents, the fee for each session is $70.

This Part One of three educational DVD program will transport us to Cambodia about 2,000 years ago when the seeds of its magnificent Khmer Empire were planted leading to one of the main tourist attractions: the world’s largest complex of religious structures at Angkor Wat. We’ll explore these temples’ architecture, purpose, construction, infrastructure, and the collapse of the Khmer Empire as we also learn the present life of Cambodia from a bicycle seat. Secure Access Update

Your membership cards are now needed to gain access into Catalina Vista and Desert Oasis. When the AFC opens, the card access system will be in place from the beginning. Please carry your card with you. If you’d like it to be punched and receive a free lanyard, please come to the Administration Office. Do not punch your cards yourselves as there are only two safe zones on the card in which it may be punched. Punching in another area may result in the card being damaged.

Key Fobs If you would like a key fob for use with the secure access system, they are available at the Welcome Center Office for $10. It’s not a substitute for your card. The fob will provide you access to the Catalina Vista, Desert Oasis and Aquatic & Fitness Center. It will not work at the library.

Café Décor Project

As a result of the Borders Golf Group review of the Café and recommendation to improve the Café décor, a request for volunteers was sent to the community a few months ago. Fortunately three very talented and ambitious residents, Pat Monson, Caryl Thornton and Glenn Cavalli volunteered to work with Robin Coulter and Bob Mariani on this project. Over a period of a couple of months or more this group met several times to discuss the décor improvements. In between the meetings, the participants did considerable legwork looking into furnishing, rugs, cabinets, etc. These meetings and legwork resulted in a near complete re-vamping with new paint, entry area furnishing, various new accessories, a kitchen privacy wall and wonderful new artwork on the large north wall, painted by Glenn Cavalli. This project was undertaken by residents and staff who truly worked hard with the goal of creating a Café environment that is pleasant and will be enjoyed by all. Hopefully you will agree that the results fulfilled that goal and will thank our volunteers Pat, Caryl and Glenn when you see them around the community.
