Association News From The Board of Directors

Our MISSION as the SCOV Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents. Help Make SCOV What YOU Want It to Be by Steve Knapp When you receive your Annual HOA statement in May, the mailing will include an important Owner Survey. The Survey has two purposes: to better understand the varied interests, preferences and needs of SCOV homeowners and to improve communications among owners and the Board and staff of the Association. This Survey, approved by the Board in January, is part of a broader effort called the SCOV Pulse Initiative. It is aimed at better understanding homeowner satisfaction with the community’s activities, facilities and services, thereby enhancing the experience of living here. Your thoughtful completion and return of the survey will substantially assist planning for communications, programs, projects, and services intended for your benefit. It will also help guide those who serve you: directors, committees, and administrative staff. Strategic Projects Committee Chair Ted Hood has established a special Survey Task Force, headed by member Jim Williams, to develop and structure the survey. Work will be guided by SCOV volunteers who have public polling and social science research experience to help assure that survey responses represent scientifically valid information on which to base analysis and findings. A companion objective is to evolve cost-efficient and reliable random survey approaches for regularly updating information about changing owner interests over time. • The last major SCOV survey was in 2008; 1,903 (76% of 2488 units) responded. That survey served as an important basis for the 2009 Long-Range Plan. Virtually all the initiatives undertaken, based on that plan, have been completed. It is certainly appropriate and timely to conduct a new survey of homeowners to use as a basis for the next phase of long-range planning. • Historically, owner surveys, conducted by means other than mail with the annual assessment, typically result in low response levels, thereby making it impossible to generalize the results to the entire community. A goal of the Pulse Initiative is to be able, over time, to conduct smaller (less expensive) random sample surveys that result in findings that reliably represent and reflect the attitudes and beliefs present in the whole community. Carry your Membership Card The primary reason that the current type of membership card was implemented a couple of years ago was to begin the implementation of a secure-access system to the buildings. After researching different systems over several months, a system has been identified and will soon be installed at the Desert Oasis, Catalina Vista and Fitness Center. What is the access system? As in many communities similar to SCOV, this system will activate the entry doors to the facilities with the use of your membership card, which is a proximity card. By holding your card near an activation panel near the entry doors, the doors will be unlocked and opened. Why is this access system being installed? There are a few reasons. One reason is that it will automatically provide data identifying who is using the facilities and the level of use of the facilities. It will provide a reasonable level of security to best assure residents and guests are using the facilities and will substantially prevent nonresidents from entering the facilities. In cases of non-payment of dues for example, the card can be taken out of the system so that a delinquent homeowner will have a more difficult time entering facilities. If an injury were to occur in one of the facilities, the data from the card may help identify the person who may not be known to other residents occupying the facility at the time. The last reason I’ll list is that it will alleviate the need to have a monitor in each facility during all open hours which will result in a long-term cost savings. So what does the installation of this system mean for you? The primary impact is that it will be very important for you to carry your membership card with you when you frequent these facilities. Of course, the main reason to go to the expense and time to distribute these cards is so that you will keep them with you and use them when using your Association facilities.

Thank you to everyone that has allowed the ARC to assist with home improvement projects this past year. Please continue to plan ahead with your project plan submittals, as it may take up to two weeks for them to be approved. It is a good time of year to check for damage due to tree root growth. The community has experienced a large amount of damage to sidewalks, driveways, water lines and sewer pipes because of spreading roots. Think about trimming tree roots or removing that overgrown tree before you have expensive repairs. Removing a tree at $400-$500 may be much less expensive than $4,000 or more in repairs next year. Fence Any new painting of the side and rear yard perimeter fencing around your lot must be done using Weathered Brown. All fencing must be painted Weathered Brown by January 1, 2016. One priority for the Communications Committee is to learn how residents get information about what is happening in their community. In February, in pursuit of this objective, the Committee created and sent out a survey to owners who might not have been using email communication methods. With assistance from Association staff, the Committee identified about 460 owners in this category. The purpose of the survey was to learn how they receive information about what is happening in the community and how they would prefer to have that information delivered to them. The survey focused on three specific questions: how do these people find out about what’s happening in SCOV, how satisfied are they with the amount and quality of information they receive and what do they think could be done to improve communication in the community. Aluminum Can Donations: Put those aluminum cans to work for SCOV. Deposit only empty, clean aluminum cans in the box outside the Social Hall kitchen. For safety reasons, do not deposit unrinsed cans which attract bees and may become a hazard. Profits fund the equipment for the Loan Room. Please help us by recycling your aluminum cans but placing your trash in your trash containers. Our SCOV Loan Room is a great benefit to our community by providing extra beds, tables and chairs, and children’s equipment when guests come to visit. We also provide medical equipment for most any short time medical needs. Recently, medical equipment has been requested more than anything else and we have been out of some items. We have purchased another rolling knee walker, which should help in that area, but these are all out on loan at this time. We will do everything we can to provide whatever particular item our community needs. Please feel free to come to the Loan Room and see what we have to offer. We are beginning to get requests for visitors coming for Spring Break, so it would be good to plan ahead and make a reservation by telephone. Election Committee

SCOV Voter Validation and Ballot Counting March is the month when the Election Committee meets weekly to validate ballots. In the February Election Committee’s Tipster article, it was explained how the validation process is conducted. This month, the process for counting the ballots is explained. On Tuesday, March 26, 8 AM, Vistoso Center/Apache, the Election Committee will gather to count the ballots submitted by eligible homeowners. The validated ballots have been placed in bundles of 25. These bundles are removed from the two locked ballot boxes. The Election Committee is divided into teams of two. There are usually two statisticians. There is also a member who distributes the ballots to the teams and files the counted ballots back into the ballot box for storage, according to the guidelines in the governing documents. The counting teams open the bundles of 25 white BALLOT envelopes and begin making their tallies on a tally sheet. They have to account for all 25 envelopes (votes) on their tally sheet. There are both new and veteran members on the committee. When there are questions, the veteran members usually are able to answer the questions. Once all the ballots have been tallied and accounted for, the statisticians prepare the report to the management who reports to the Board and community on the vote. If this report is prepared before the Board meeting is over, the results will be announced during the Board meeting. If not, they will be posted on the doors and bulletin board and sent out on In the Know. One of the responsibilities of the Marketing committee is to celebrate who and what we are and to communicate that to our audiences. Sun City Oro Valley is not a typical Sun City. Our community is one of the smallest Sun Cities in the country. At 2,488 units, SCOV is less than one tenth the size of Sun City Phoenix. SCOV is not an incorporated city, but is an integral part of the dynamic Town of Oro Valley. SCOV is not flat, but built into the natural foothills of the Catalina Mountains. There are fantastic views from every property. The Views Golf Club is not your grandfather’s golf course, but is a uniquely challenging and beautiful championship golf course. It is a hidden gem in the rich Southern Arizona golf scene. The course is in excellent condition in the best possible year round climate. The Café offers great value in breakfast, lunch and occasional dinners with spectacular views of the Catalina Mountains. It is a place to meet friends for breakfast, lunch, or drinks and appetizers. Spring Cleaning Outside Due to the hard frosts and rain we had this past winter, much of our foliage was severely damaged, therefore, spring cleaning of our properties may take more time and effort. For some homeowners, much work will be needed to get yards cleaned up for spring which is just around the corner. The following are spring reminders concerning personal yards: • Trim trees up at least seven feet over sidewalks and back to no more than two feet out over street. • Frost-damaged parts of shrubs should be cut off and removed. • Bushes and shrubs should not extend over side walks, and hedges need to be under six feet tall. • Tree leaves (debris) covering yards should be re moved. • Cracks in driveways, sidewalks and where the cement meets the street are the responsibility of homeowners to keep weed-free. Thank you for your hard work and for continuing to take pride in your property.

The audio-visual equipment upgrade project is on schedule. The bid spec has been finalized and sent to vendors for response. The project was reviewed with the Board at the February Study Session. Most costs will be covered by the asset reserve fund, but those that are not will come from the capital fund. If approved, the work will be completed during the summer. Dust control in the lapidary room to protect artisans working with gourds has been completed. The ventilation system flow was increased by replacing the filter bags in the bag house. This, along with recommendations related to understanding and protecting against the hazards involved, seems to have resolved the problem. Association bathrooms were evaluated considering both appearance and ADA requirements. It was concluded that staff should be leading this effort, and the Properties Committee should be involved only upon request. Assistant Manager - Robin Coulter Why Have an Election?

There are three board positions open for next year’s board, and there are three candidates. Staff and both the Nominating and Election Committees have studied the need to conduct an election. It seems logical, if there are three positions and three candidates, the effort and expense of an election is not necessary. As an Association, we are required to follow the Nonprofit Corporation Act and our governing documents. Unfortunately there is no exception to having members elect the directors in either the Nonprofit Corporation Act or the Bylaws. Because of this, it was determined to be prudent to hold the election. We have three great candidates this year. Please make sure you vote. Next year and in the years to come, hopefully, there will be more than one candidate per vacancy, so an election with at least two candidates per vacancy can be conducted. Please be considering if you might be willing to serve a term on your Board of Directors. Programs/Facilities Director - Pam Sarpalius

Let’s talk staff In the past I have written about the monitors, who I supervise and schedule, but now I would like to talk about two other members of my staff. Lonnie Davis is the AFC and Fitness Coordinator. Lonnie does not only teach classes. His job is to oversee the AFC and answer all of your questions regarding equipment and any other items that need to be taken care of at the AFC. If you have a question, complaint or idea about the AFC, always see Lonnie first. Lonnie and I meet on a regular basis to go over items regarding the AFC. Coco Sullivan is the Facilities Coordinator. Excessive Noise Caused By Animals or Birds, Town of Oro Valley Penalties for Violations Town of Oro Valley Code Article 18-8 It is a civil infraction for anyone to own, possess, harbor and/or control any animal or bird which frequently or for continuous duration howls, barks, meows, squawks or makes other sounds, if they are clearly audible sounds beyond the property line of the property on which they are conducted and they disturb the public peace, quiet or comfort of the neighboring inhabitants. A person found responsible for a violation of this article shall be sanctioned by the Magistrate or hearing officer as follows: A fine of twenty-five dollars ($25) to two hundred and fifty dollars ($250). If an individual receiving a notice of violation fails to appear at the hearing time designated in the notice of violation and/or the time designated for a hearing by the Court, that individual shall be deemed to have admitted the allegation in the complaint and the Court shall enter judgment and impose a civil sanction in accordance with the provisions of this chapter. If any penalty ordered to be paid by the Magistrate or forfeited pursuant to default is not paid within thirty (30) days of the Magistrate’s order, appropriate civil proceedings, both legal and equitable, may be initiated by the Town Attorney in order to enforce the administrative order. The Magistrate may also institute judicial proceedings as provided by law to collect such penalty. All penalties collected pursuant to this article shall be paid to and become the property of the Town of Oro Valley. Lets Get Out and Walk Last month, I focused on staying motivated to stay fit. Today, I want to focus on a specific activity and goal setting. Walking has long been recognized as an excellent means of acquiring and maintaining aerobic fitness. Did you know that there is now good evidence that walking is one of the best ways of promoting brain health? Start by setting achievable short term goals. Organizers of the Arizona Distance Classic, to be held in Oro Valley, working with SCOV Active Health Committee, has provided a wonderful opportunity for our residents. Decide today to participate in either the one mile Champions Walk with Lou Waters or the five km (3.1 mile) walk/run with Drs. Bob and Debbie Oro. March is a busy month as we will have the Catalina Cup on Monday, March 4; the 18-Hole Ladies will be hosting their No Frills Member/Guest. Our Pro Member will be on Monday, March 18. Sign up in the Pro Shop. On March 19, the 9-Hole Ladies will be hosting their Invitational. Wednesday, March 20, Saturday, March 23 and Wednesday, March 27 will be the start of our 18-Hole Men’s Club Championship. March is also preparation month for the upcoming Men’s Member/Guest event. It is also the time when warmer weather arrives and brings out even more walkers and riders. Remember that we will move times back a half an hour, starting in March, meaning that you will need to be off the golf course a half an hour earlier. If you are a renter or a new home owner in SCOV, stop by and play our magnificent Greg Nash-designed 18-hole championship golf course. Check out our fully-stocked Pro Shop and visit with our staff about potential annual pass opportunities for golf or try out our driving range to get started. We do not allow denim, t-shirts, athletic shorts or halter tops on the golf course or on our driving range. A small basket of balls costs $4 and a large basket $6. Lessons are $45 for a half an hour and $55 for 45 minutes. Call Rick Sample or me as we are both PGA certified to teach. March is normally the time of the year the roughs and green surrounds start turning green as the Bermuda grass starts to come out of dormancy. Since this is when the Bermuda grass begins to grow, it would be a good time to start talking about the transition between eliminating the overseeded rye grass and growing the underlying Bermuda grass on the greens, tees and fairways. Last summer, the fairways were aggressively regrassed during late May and June; that was very ugly and negatively impacted golfers. By the middle of July, the fairways were really starting to look nice, and by the first of August, the course was in beautiful condition. As a result, holes 6, 9, 11 and 16 were not overseeded this winter to allow the large repaired areas of fairways to heal for an entire year and to develop a deeper root system. This summer those four holes will be in fantastic condition, but the other fourteen holes will still require some repairs. The goal of this plan was to reduce the size of the areas that needed repairs. However, some areas, where the soils are not very good or where soil moisture is a problem, will have weak to little Bermuda grass and will require repairs. This summer, more areas will be sodded to reduce the time required for the grass to heal and be far less destructive. We are entering a busy season for golf course activities. The women’s and men’s clubs and the pro shop have a number of golf events/outings planned over the next couple of months. Be sure to talk with the clubs or Kim for more information. Although we rely heavily on the Superintendent to maintain the golf course, we should try to help keep the course in the best condition possible. Remember to enter bunkers at the lowest possible point to allow them to be raked as you exit. Rakes should be placed in the bunker with handles pointing out. Our greens are rolling good and need your help to repair ball marks. Try to repair more than one. Lastly, keep cart traffic on the grass to a minimum. Club members recently voted to change the name of the Club to The Views 9-Hole Golf Club. Planning is underway for the Annual Golf Tournament to be held each Thursday in April. Although four games will be played, only three games will count toward the overall score; the low score for one game will be discarded. Prizes will be awarded by flights. Special Note To Previous Members: Previous Club members are invited to become Social Members of the Club. Social Members would be entitled to participate with active Club members in any of the social activities of the Club including monthly meetings, burger bashes, tournament parties, awards ceremonies and other social events. The final round of the Solheim Cup will be played March 26, and the President Cup matches will continue through March 31. Results of both tournaments will be posted on the bulletin board. The annual No-Frills Fiesta Golf Tournament will be held March 12. Invite a friend to play in this one-day, fun-filled event. If you need a partner, we have a list of ladies who would love to play. The cost is $55 pp guest or member without an annual pass and $40 pp for members with an annual pass. The menu will be Joe’s special Tostada Bowl/Salad with beef or chicken. 2013 Chipping Challenge was held in February for three days. The proceeds are going to Golfing for the Cure at the Cancer Center at UofA (both tennis and golf). Feature by Paul Mercer There’s Magic In The Hospitals

Jay Knapp thinks magic should be part of every hospital. The retired real estate executive uses his long-time hobby to bring fun and levity into some very serious situations. Jay will be here in SCOV 18 years in October. Raised in Cleveland, he spent most of his adult life in California where his interest in magic became an avocation. He spends each Friday entertaining ailing children in local hospitals with slights of hand that amaze and delight. Many of them have not smiled in months, yet Jay finds ways to make them laugh out loud. With his magic wand, he taps their foreheads and delivers strength where before there was none. Watching children transform from sad to euphoric makes Jay feel so happy, it makes him feel as if he could fly. There is magic, as many of us here in SCOV know, in volunteering and helping those who need it. You may not get paid, but the rewards are much greater than mere money. Joy, satisfaction and the thrill that only comes with doing good for others is the big payoff. Jay will be happy to tell you about his experiences and how you may find your happiness using your existing knowledge and skills helping others.

The Assessment for the fitness center is due now. You have until June 30, 2013 to pay it or make your first installment. We had a very successful skills clinic Tuesday, January 29 with 24 members participating Pete and Diana Gillijohann from SaddleBrooke gave instructions on net play, strategy, and the importance of our serves. How vividly she creates the setting and the image of someone standing on a metaphoric precipice contemplating whatever confronts her. As poets we’re frequently advised to cut out tedious introductions and begin where the reader will be drawn right in, exactly as the poet has done here. This month we return to our usual self-help workshops, gently critiquing each other’s poems with regard to components such as structure, word selection and sound. We also provide useful feedback about what works well and what needs more work. All resident poets are welcome.
