From The Board of Directors Our MISSION as the Sun City Oro Valley Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents.
Transparency and Trust by Richard Babin When I ran for the Board last year, I stressed transparency and trust in my campaign flyer. The two go together. As one HOA observer noted, “Transparency is the full, accurate and timely disclosure of information. It is to be able to witness… what is being done and understand why. Without transparency, there can be no trust built up… in the community association…. Unless the Board promotes a culture of transparency it will never develop the level of trust and confidence… needed to create community. Everything that is done must be shared with all members equally and be in the best interests of the entire community.” Recently the Board took an important step to promote a culture of transparency. The information packets that are sent to Board members prior to every meeting were made available on our website. Now, everyone interested will have ready access to the same information as Directors before decisions are made. In many respects SCOV (Sun City Oro Valley) already has a culture of transparency, e.g., committee and Board meetings are open to everyone and the schedule of meetings is readily available. But more can be done to provide even greater transparency. Here are a few possibilities. For issues that affect the entire or a substantial majority of the community, consideration should be given to holding community forums to allow residents to ask questions and offer comments before a decision is made to change or implement a policy or undertake a project. Some say that forums are unnecessary because meetings are open to everyone, but not everyone has the time to attend multiple meetings. Forums that present proposals coming from the work of committees would increase transparency. Projects and policies almost always require administrative action. It is important for the Board to be clear about what it expects the administration to do to implement a policy by a formal vote on a carefully-worded motion. Quite properly, the administration has considerable leeway in implementation, but it should seek Board approval if a course of action is contemplated that affects the entire community and which has not been specifically approved by the Board. The result will surely be greater transparency leading to increased community trust in both the Board and administration.

Curse of the Café
For about seven years, the budget and completion issues related to the Café remodeling project were a topic of discussion. Mostly, what I heard over the time that I have been here, is many SCOV (Sun City Oro Valley) members were reluctant to enter into another major remodeling project as it would certainly result in delays and over-budget expenditures. Some of the reading about the Café project that I have done and discussions I have had with those involved in that project, indicate that the complaints about that job were somewhat overblown. Regardless of exactly what took place with that undertaking, there were several successful (both budget and on-time), substantial property improvements that took place over the last five years that unfortunately didn’t seem to mitigate the membership’s fears about another large project. Examples of these on-time and on-budget projects are: the cart barn, golf course bunkers, auditorium projection room, two tennis court projects and golf course equipment cover. Now that a major property improvement, the Fitness Center expansion and remodel project, has been completed on-time and on-budget, my hope is that a far greater percentage of the SCOV membership will have faith that these results can and will be achieved in the future. It may be stated that this property improvement is not complete as there are several items yet to change or install. However, the project was planned in this manner so that many of these smaller, typically convenience items could be driven and determined by the user’s input. There is no guarantee that all projects in the future will proceed without challenges and some will likely encounter delays and unexpected expenditures. Yet with the excellent participation by community volunteers and a staff that is dedicated to assure the best for SCOV, I am confident that the vast majority of future projects will be successful from a budget, timeline and quality perspective.

The installation of satellite dishes is governed by Section 207 of the Telecommunications Act of 1996. Satellite dishes of one (1) meter or less may be placed on a lot provided the following guidelines are met without conflicting with the Federal Rule: (1) permanently screened from view from the street, neighboring properties and the golf course; (2) acceptable locations in order of preference are: (a) ground mounted in the back yard, (b) roof mounted on flat roof where completely screened by a parapet, (c) any other location that is not visible from the street, neighboring properties or the golf course. The ARC (Architectuaral Review Committee) will come to a resident’s property and assist in the location of a dish using a site compass. Residents must also inform Jim Cundiff’s office of the location of any installed satellite dish. The Association encourages residents to provide this information prior to installation. Communication

Aluminum Can Donations: Put those aluminum cans to work for Sun City Oro Valley. Deposit empty, rinsed aluminum cans in the box outside the Activity Center kitchen. For safety reasons, do not deposit unrinsed cans, which can attract bees and may become a hazard. Profits fund the equipment for the Loan Room. On February 7 we delivered 460 pounds of aluminum cans to the recycle center. We received $271. We have received a total of $1,357 year-to-date. It will soon be spring break time for many family and friends who would like to spend their free time with you in sunny Arizona. To help make them more comfortable, extra beds, tables and chairs and children’s items are available from the Loan Room. Since this is a popular time, please reserve the items you need either on the telephone reservation line 917-8052 Monday, Wednesday and Friday 8-9 AM or come to the Loan Room on Tuesday and Thursday 8-9 AM. This winter has also been a popular time to get medical needs taken care of, so our supply of some of these items is slightly low. SCOV Voter Validation and Ballot Counting
March is the month when the Election Committee meets weekly to validate ballots. In February’s Election Committee’s Tipster article it was explained how the validation process is conducted. This month the process for counting the ballots is explained. On Tuesday, March 25 at 8 AM the Election Committee will gather in the Welcome Center/Conference 3 to count the ballots submitted by eligible homeowners. The validated ballots have been placed in bundles of 25. The Election Committee is divided into counting teams of two. There are also two statisticians. The Election Committee knows how many votes they must account for in the election for the directors. The counting teams begin by opening the bundles of 25 white BALLOT envelopes and making tallies on a tally sheet. They account for all 25 envelopes (votes). Their tallies are then submitted to the statisticians who enter their votes into a master spreadsheet. Randomly a vote batch is

recounted to test for accuracy. There are new and veteran members on the committee. When there are questions, the veteran members usually are able to answer the questions. Once all the ballots have been tallied and accounted for, the statisticians prepare the report to the management who reports to the Board and community on the vote. If this report is prepared before the Board meeting is over, the results will be announced during the Board meeting. If not, they will be posted on the doors and bulletin board and sent out on In the Know. Residents are welcome to observe the validation process and count of the vote. Finance and Budget

Your Government Affairs Committee will be hosting an event to commemorate Oro Valley’s 40th Anniversary on Thursday, March 13. See Coming Events for details. The Committee is working hard to plan Candidates Forums; the first of which will be held in July in preparation for the Primary Election, after filings close but before ballots are mailed. Forums for General Election candidates are scheduled for late September and early October. These forums will provide your opportunity to see all candidates (hopefully) for each position, ask questions and compare their answers. The GAC does not take positions on candidates; it simply presents candidates in a non-partisan manner so that you can cast informed votes at the polls. Gift Shop

Spring always arrives, and the following are spring cleaning reminders concerning personal yards: • Make sure your house number is visible from the street and that all lights in the fixture are lit, so it can be seen at night. • Trees must be trimmed up at least seven feet over side walks. • Plants should not extend out over sidewalks, and frost damaged parts of shrubs and trees should be cut off and removed. • Cracks in driveways, sidewalks, and where the cement meets the asphalt in the street are the responsibility of homeowners to keep weed-free. • Hedges, anywhere in the yard, are not to be over six feet tall. Note: A hedge is a fence or barrier formed by a line of closely-spaced plants, performing a similar function to a screen wall or fence. • Outside light bulbs are not to exceed 250 lumens per Oro Valley regulations. The Properties Committee participated in a great experience that highlights what we can do in SCOV (Sun City Oro Valley) when we work together. The Board asked us to recommend space for the activities of the Modelers Club. Our search found one room that was perfect but currently being used by the Ceramic Club. A meeting was held with representatives of both clubs, staff and the committee. Attendees were respectful of each others’ needs and offered numerous options. At the conclusion of this meeting we asked both clubs to meet with their respective members and discuss all the options. As a result of this, the Ceramic Club graciously decided that the specific activities being conducted in the room could be accommodated in other ways so they could relinquish the room to the Modelers. The Modelers in return offered to help with the considerable effort to move and consolidate Ceramic Club activities. All being said and done, the two clubs proved what we can do when we all pull together. Everyone wins. Thanks to them both.

Occasionally, residents will call a Posse committee member to ask the Posse to watch their house while they are away. Sorry, the Posse cannot provide that service, however, the OVPD (Oro Valley Police Department) will. They have an excellent service called the Darkhouse Program. To learn about how to get your house on the Darkhouse Program, call 520-229-5080, or visit the OVPD substation in the Mountain View Plaza. A Season of Meetings
It is my hope that you are experiencing everything this active adult community has to offer. clubs, activities, events, concerts, dinners, happy hours, the new fitness center and the list goes on. Interwoven in the fabric of our active community is this incredible volunteer committee system that provides service and expertise in areas to help meet the wants and needs of our community. Currently there are 21 committees serving various functions within SCOV. Within these committees there are several subcommittees working on specific topics. It is an impressive system hard at work on behalf of the community as a whole, and they are in highseason mode, working diligently on behalf of the Association. With 21 committees, one might say we are in a season of meetings, which results in good things in our community…the new signage and remodeled AFC are excellent examples of committee work.

Soon, we will be requesting residents to serve on these committees for this next fiscal year. This vital, vibrant function of our community is a wonderful way to be active, involved and aware of how well your community operates. Aquatic & Fitness Center Monitors
I have been approached many times and asked “why isn’t the AFC monitor at the front desk”. The fact is that they are busy in other areas. The monitor at the AFC, as well as all monitors, have many tasks to perform each day. Here are a few of the AFC monitor duties: Clean all gym equipment several times a day, dust mop the new exercise rooms every day, vacuum the facility, maintain and supply both locker rooms, maintain the pool and spa area, clean the bathrooms at the tennis courts/pickleball courts, remove all trash, maintain the bathrooms in the craft area and pick up trash from all craft rooms and gift shop. They come to the Welcome Center to set up rooms for meetings and put the flags up at the Welcome Center. I am sure I have not listed all their duties, but I hope you now have a better understanding why the AFC monitor is not always at the front desk. Remember, using your membership card to gain entry to the AFC is your way of signing into the building. Even if the door is open, please remember to swipe your card when you enter. Due to the high cost of large print and audiobooks, most of our collection in these formats are not new releases, but used from Bookmans. For instance, Sycamore Row by John Grisham costs $15.33, but in large print it costs $33. Some large print books cost far more, and many books are not available for months in large print. In audiobook format, the book costs $22.88, but it would then have to be packaged in plastic cases, costing $8-10 each. Some books take two cases. Consequently, adding new releases to our large print and audiobook collections is a challenge, but one we are tackling with creativity. We now accept donations earmarked for large print and audio and are increasing our spending on new releases in these formats. Please stop by and see our collections. Friends of the Library The Friends of the Library extends a big “thank you” to all those who generously supported our annual membership drive this past January. These contributions will help increase the selection of books, including non-fiction and large print books, as well as the DVD’s. A reminder that March 11 is the date for our annual Books and Authors’ Luncheon. If you have purchased a ticket, the auditorium doors will open at 11:30 AM for seating. Your table number is on your ticket. We look forward to a delightful event.

The NPC (Neighborhood Pride Committee) operates at the pleasure of the Board of Directors of Sun City Oro Valley. The committee follows its Mission Statement, which is to promote compliance with the governing documents of individual homeowners and selected common areas, in order to maintain property and esthetic values. In support of the Mission Statement, the community of 2,488 homes is divided into seven sections, with each section toured monthly by two individuals in a golf cart. The committee members do not leave their golf cart and only note what is visible from the street in front yards, or side yards if the property is located on a corner lot. At the end of their tour, a list is generated of possible infractions they observed, and that list is passed on to a second team of two members. At the beginning of the following month, the second team takes the list and goes out to look at only the addresses on the list. If the infraction still exists a month after first being observed, then a complaint form is made and turned in to the CSC (Community Services Coordinator). A letter will then be sent to the resident stating the violation as it pertains to our documents and what needs to be done to correct the infraction by a given date to bring the property into compliance. Therefore, it takes four people to see an infraction approximately a month apart, and all must agree that it exists, before any letter is sent to a homeowner. In the case where a home needs to be painted, after four members agree a month apart, the form is written and turned into the office. The Community Services Coordinator then goes with the Chair of the NPC to see if the two of them agree. Therefore, it takes six people to agree that the home needs to be painted prior to the homeowner being notified. If any of the six people do not agree, a letter is not sent. Different infractions to the documents have different time frames for accomplishment of what needs to be done. If the homeowner cannot make the stated date for getting it done, he/she may call the CSC and ask for an extension of time. Any homeowner receives a letter and does not understand the infraction, may contact the CSC, and he/she or the Chair of the NPC is more than willing to go to the property to show the homeowner about what the letter is referring. It is the goal of the NPC and the CSC to work with the homeowner. If that is accomplished, then all residents in SCOV will understand the rules to maintain their properties, and they will take pride in living in our beautiful community. Head Golf Professional - Kim Griggs March is a busy month. The Views Women’s Golf Club will be hosting their No Frills Member-Guest” on March 25. The Views 9-Hole Women’s Golf Club will be hosting their Invitational on March 20 and The Guys & Dolls event will be on March 6. March 19, 22 and 26 will be the start of our The Views 18-Hole Men’s Club Championship. The Views Mens Nine Hole Golf Club will begin their Club Championship March 27. March is also preparation month for the upcoming Men’s MemberGuest event. It is also the time when warmer weather begins to arrive, bringing out even more walkers and riders. Please remember that we will move the times back 30 minutes starting in March, meaning you will need to be off the golf course 30 minutes earlier. If you are a renter or a new home owner in Sun City Oro Valley please stop and play our magnificent Greg Nashdesigned 18 hole championship golf course. Check out our fully-stocked golf shop and visit with our staff about an annual pass for golf or just try out our driving range to get you started. Remember, we do not allow denim, t-shirts, athletic shorts or halter tops on the golf course or our driving range. A small basket of balls costs $5 and a large basket is $7. There are limited times available, but you may find a time that is suitable for you. Superintendent - Michael Kropf This winter the temperatures have been very mild with no extreme stretches of cold like the last several winters. The area also received a few inches of rain in December. This combination of rain and warm January temperatures has led to a perfect environment for early weed growth. Around the desert edges-weeds are looking like March and not January, so weed control is taking an earlier priority this year. At the same time, the Bermuda grass in the nonoverseeded rough areas is already starting to green up which leads to a more difficult time treating for weeds. In previous winters, the roughs have been sprayed with a chemical that kills all plants. This was accomplished, because the Bermuda grass was completely dormant and not impacted by the chemicals. Then a pre-emergent is sprayed to prevent further weeds from germinating which resulted in a very clean appearance to contrast against the dark green fairways and greens. This year the Bermuda grass never went completely dormant, so it was at risk to be damaged by the chemical application. Another chemical designed to just burn the leaf tissue was applied to create a false dormancy, so the other chemical could be applied to control weeds. However, the temperatures have been so warm this year, the burned leaf tissue still didn’t go into a safe enough level of dormancy, so

the more effective chemical still has not been applied. Without this application, the roughs will not have the same clean appearance as previous years. Golf Advisory

Plans are in place to aerate the greens March 10 and 11. The aeration holes will be smaller and the spacing increased to limit impact to golfers. Root growth should be enhanced and golfers may experience softer greens. After further cost analysis, it was decided not to make changes to the grassy areas on Hole 5. However, sand elevations in the wash between Holes 4 and 5 may be adjusted this summer to aid water flows during rain events. To improve consistency of bunker sands, the maintenance crew is completing a campaign to soften the bunkers that had hard bottoms. Golfers, at least those who visit the bunkers, will notice improvements. The Hits and Giggles outings have been successful. Future outings are being planned. We look forward to your participation. We were fortunate to have great weather for the Governor’s Cup. The Nicklaus Flight was won by Howard Shulz and Ken Hunt; the Palmer Flight was won by Jerry Bushong and Ron Hall and the Player Flight was won by Preston Sheriff and Rich Stagg. Our next major event will be the Club Championship slated for March 26 and 29, concluding on April 2. The Member-Guest tournament will take place April 16 and 17 with a practice round on April 15. Please submit your application as soon as possible. We anticipate another large field (over 100 participants) for this tournament, which is a great opportunity for good golfing and comradeship. Don’t forget the ongoing Views Cup; the final will be held April 9. Check the bulletin board to see the number of points needed to qualify. Our next Bash is scheduled for April 23.

The fob will provide you access to the Catalina Vista, Desert Oasis and Aquatic & Fitness Center. It will not work at the library.

The Views Men’s Nine-Hole Golf Club

The Men’s Nine-Hole Golf Club plays at 8:30 AM during the winter months. We play different games each week and are paired in foursomes by the Pro Shop. You must arrive 30 minutes prior to the shotgun start to allow the Pro Shop to confirm and adjust pairings. On March 13 the men’s club is hosting the annual Guys and Dolls Tournament when the 9-Hole women’s club is paired with the 9-Hole men’s club. There is a $15 pp entry fee which includes golf followed by a great lunch, beverages and golf prizes in the Activity Center. Please sign up in the Men’s NineHole book at the Pro Shop. Make your check payable to VMNHGC and drop it in the envelope provided in the binder. The signup deadline is March 6 and no refunds will be given after that date. Check Out the Santa Catalina Mountains Sign The next time you are over by the Clock Tower by the Activity Center, hike up to the top to see a very unique feature that has recently been added to our Sun City Oro Valley facilities. There is a sign, donated by the Sun City Vistoso Hiking Club, that shows a panoramic photo of the Santa Catalina Mountains that you see from the tower. The sign identifies ranges, peaks and canyons of our mountains that we all love. This new sign will enable us to know them better. The Photo Workshop Club assisted the hiking club in preparing the artwork for the sign manufacture. The sign is constructed of a non-destructive fiberglass embedment that is sun resistant and incased in a compatibly colored aluminum mount. The lower portion of the sign includes information on the history, culture, facts and legends and the geology of the mountains. Photos by Darrel Cornelius

History of Town of Oro Valley: A Historical Re-Enactment
In honor of Oro Valley’s 40th Anniversary, historical reenactor Karen Board Moran will portray Clara Fish Roberts, the first woman to register to vote in Pima County. She will also share the story of the early days of Tucson, including a perspective of the Pusch family of Oro Valley. In addition, Dick Eggerding, Co-Founder of the Oro Valley Historical Society, will share the history of the founding of Oro Valley, including the opposition of Pima County, Tucson, some state politicians and local residents. Lizette Reese (1856-1935). Vicky carved the text and illustrations into blocks of wood and then inked and printed the pages by hand. Paperworks displayed Vicky’s book at a recent gallery celebration and exhibit. The photo shows some pages from her book and a wood block used for text on the last page. The words had to be carved as a mirror image. Some members of the Art League’s Printmaking Group, like Vicky, prefer woodblocks. Others use nontoxic techniques for etchings.

The March 20 meeting features two PhD candidates from the UofA Lunar and Planetary Science Department, Christa Van Laerhoven and Rob Zellem. It has been a busy couple of months on the courts. We are glad to see so many out playing. In January we had five people represent SCOV Pickleball in the Tucson Senior Olympics. Those representatives were: Roy McGechaen, Lilian O’Hagan, Sue Lane, Liz Lewcock and Judy Cornelius. Four received silver medals. Congratulations. Why not rot with grace?” The poem concludes with a message we can take to heart: “…even though I am nothing like Justin—sweaty and rich—I go home every night to say my own prayer: that inside every moment of my life I, too, will continue to dance, sing, and leak joy out of all my generous and polluted pores.” Poets often help us see ordinary things in extraordinary ways. Even with ordinary language, they can help us examine feelings we either suppress or haven’t been able to articulate. Reading a successful poem can lead to a Zen moment of comprehension. Michigan Annual Party
There are still some tickets left, and they will be available at the door for the Michigan Club’s brunch in case you missed the ticket sales dates. The event is Sunday, March 9, with the doors opening around noon. Culinary Design is back with their great food. The next class session of Tai Chi and QiGong classes begins March 27. Sessions consist of 11 classes. Our first class is free. After the first class, because Tai Chi is a skill which builds, we are asked to commit to at least half of a session. Tai Chi improves balance, endurance, flexibility and reaction time. It also helps manage stress and prevent falls. Our instructors, Jose Hernandez-Rivera and Donna Drazenovich, stress the use of Tai Chi in daily life. Clinical research by Tufts University School of Medicine has proven that those who practice Tai Chi twice weekly over 12 weeks experience decreased pain, improved sleep and mood, increased exercise capacity and better quality of life. Great news regarding our annual January Tucson swim championships. Hopefully, we will have more new and veteran swimmers for the Green Valley Championships March 15. We will have a lunch celebration at Desert Diamond Casino Mojave restaurant after the meet. We will have one more swim clinic on Friday, March 7 at our main Aquatic & Fitness Center pool 2-4 PM, emphasizing stroke techniques, turns, starts and suggestions for workouts on your own. We have had a wide range of temperatures changes this winter, but we have usually managed to play at least once or twice a week as the Desert Oasis pool is comfortably heated. Two new machines were installed in the woodshop in January. One is a Laguna 14x14 SUV bandsaw. The other is a Powermatic 18 inch variable speed drill press. Both represent upgrades in capability and safety. Those who do lots of resawing will especially appreciate the power and capacity of the Laguna. As with any woodworking machine, please read and understand their safety and operating procedures. Manuals for the new machines and all of our machines are available in the shop and via the Equipment Page of our website.
