From The Board of Directors Our mission as the SCOV Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents.

SCOV Financial Update by Howard Schulz The pandemic (a word we use frequently in today’s world) has altered our methods of communication. We now have Zoom meetings and emails, and neither is as it used to be. Therefore, I am providing this financial update in the Tipster, so residents can have the opportunity to review it. SCOV ended the fiscal year on June 30, 2020. Financial results can be accessed on our website. Annually, SCOV financial results are subject to an audit. The audit is currently ongoing and is scheduled to be reported to the Board at their October meeting. Following are unaudited results. Actual

SCOV 2019-2020 fiscal year ended with a deficit of $47k. As communicated at the April annual meeting, an updated outlook indicated this deficit amount. Both the golf course and the restaurant revenues were significantly outperforming the budget for the first eight months of 2019-2020, and were on pace for a record year. From March to June 2020, the golf course and restaurant operated with pandemic controls. The restaurant experienced reduced operating time and capacity. Golf operations ended the year better than budget ($157k), while the restaurant ended over budget ($242k). The greens project was completed on schedule and is anticipated to be on budget ($1.2M). Based on the community vote, the COMCAST agreement was finalized this summer. We received a payment of $373k, which the Board directed into the contingency fund to be used to cover unanticipated needs. Also, smaller revenue share payments are expected from COMCAST over the next 10 years. Payroll Protection Plan loan funds were received for $616k

in 2020. This money was used for payroll and payroll-related expenses and utilities for allowed May and June expenses. The money remains a liability on the balance sheet until loan forgiveness is granted. A key requirement for loan forgiveness will be to achieve pre-COVID staffing levels. Looking Forward (2020-2021) As budget planning was completed early in 2019, SCOV’s operating revenues and costs for 2020-2021 did not include any pandemic impacts. Revenue streams are comprised primarily of homeowner dues (57%), golf revenues (21%), restaurant revenues (17%) and others (5%). While some HOAs experienced collection issues, our dues collection is similar to prior years. With the opening of the new greens, golf revenues are expected to again be strong. If limited availability of the restaurant continues due to mandated controls, revenues are likely to be lower. The pandemic also resulted in lower usage of the restaurant by residents, which is understandable. As time passes, please consider how you can support this key amenity. On the expense side, payroll and benefits (53%), supplies and expenses (18%), utilities (16%), and cost of goods sold (11%) are the primary components. The pandemic has affected SCOV’s financial results and is likely to continue. I believe I can speak for the Board by saying that SCOV has a strong financial position. The asset reserve (for maintaining our assets over the next 30 years) is funded at over $5M. The capital fund has over $1.6M. We will monitor our plans/results, and seek Board approval to update our plans as needed to offset pandemic-related impacts and optimize financial results.

Let’s Just Say It: We’re Tired of Being So Limited As residents of this great country, we are used to going where we want, when we want, buying what we want and saying what we want without restrictions. This year we’ve seen many changes to what we were used to. We’ve rediscovered one thing we’ve never been able to completely control is global pandemic situations such as what we are currently dealing with. In our world here at Sun City Oro Valley, many sacrifices have been made by our residents in the interest of public health. I’d like to recognize a few of them; to list them all would take this entire publication. Residents and clubs pitched in to make thousands of masks that were distributed to residents and front line workers at places like hospitals. Clubs donated meals to the hospital for staff; some donated meals to our local fire house. All of this and more was done by residents and staff who donated many, many hours of service, supplies and money. General Manager, continued on page 5

It’s More Than Living... It’s A Lifestyle! The Greens Reconstruction and Driving Range Expansion Projects Necessity Provides Opportunity by Tim Kelley

G

olf course greens have an expected useful life of 25 to 30 years. The Views Golf Course (The Views) greens were 33 years old. The useful life of our greens was adversely impacted by the salts and particulates in the reclaimed water used for irrigation, compaction of soils, and invasive grasses that all contributed to poor and failing turf conditions.

Growth of The Views golf business over the last five years can be measured by an increase in rounds played of 64% and revenue increase of 50%. Growth of the women’s and men’s golf club membership and event participation served

The #2 green, before construction (left), was redesigned to significantly improve the playability and maintainability of this hole. The construction of the original greens was a simple “push up” construction. The greens did not have drainage, and years of irrigating with reclaimed water resulted in salts and other minerals being accumulated between the green and native soils. Without drainage, these minerals could not be flushed away. In March 2017, the SCOV Board approved the formation of the Greens Reconstruction Planning Committee (GRPC). Members included Chair, Howard Schulz; Pattie Horning; Debbie Hoffman; John Rowe; Doug Kimble; Diana Malchow and Barbara Ross. The GRPC’s first task was to define the extent of the problem. Soil cores taken in February 2018 confirmed that the soils were compacted and salts could not drain away. Two independent agronomists agreed that green life could not be sustained and recommended green reconstruction. The GRPC mission was to develop a scope of work and construction plan that would bring the greens and surrounding complexes to a design that addresses the existence of salts caused by using reclaimed water for irrigation, improves the maintainability of the golf course, and improves the greens for playability by all users. Project scope was to 1) Enhance life of the greens;

to validate the need to expand the putting green, driving range and short game practice areas. Over one million revenue-producing golf balls were hit on the driving range in 2019. The recommendations of the GRPC and the continuing growth in the golf business at The Views resulted in the Greens Reconstruction (GRP) and Driving Range Expansion (DREP) Projects being approved by the SCOV Board. Views Greens and Driving Range Projects Milestones March 2014 United States Golf Association agronomist visit confirmed that the greens were failing and in need of reconstruction. March 2017 Green Reconstruction Planning Committee Charter approved. January 2020 Construction contract awarded to Pro Turf International. 4/20/2020 Start of construction. 7/15/2020 Substantial completion of GRP. 7/24/2020 Substantial completion of the DREP. General Manager, continued from page 3 In addition to this voluntary sacrifice, many were called upon to sacrifice involuntarily. We were forced to close the restaurant for dine-in service and other facilities, which put a crimp in nearly everyone’s SCOV lifestyle. We had many in our active community change their form of exercise. Most of us had to learn different forms of entertainment, and some had to learn to communicate in a deeper way with those around us, as we now have to spend nearly 24 hours a day with them. In years to come, it is yet to be seen what the history books will say, and many of us who lived through the trials of this past year will know of the sacrifices that took place. I’d like to take a minute to recognize that while sacrificing so much in a very difficult time, it would have been easy to criticize and find fault with others. There were many in our community who took time to visit a neighbor (across the fence or yard or driveway) or do a kind deed or say a kind word. Many of you took the time to email me an encouraging word or tell my staff something positive or maybe even be so kind as to wave just in passing. It is to all of you that I give my unfettered love and appreciation. You are what makes Sun City Oro Valley great. My gratitude is truly overflowing because you are helping us all through these difficult times. Very humbly, I thank you all. Greens Reconstruction, continued from page 4 The necessity to reconstruct provided an opportunity to: • Expand greens back to original size, ≈+15% • Increase the number of viable hole locations on each green • Soften the surrounds o More playable o Safer maintenance • Design improvements on #2, #11, #15 and #18 • Expand putting green and driving range The #11 green was moved to the player’s right and therefore moved the line of play away from homes for safety reasons. The #18 green was redesigned to dramatically increase the number of viable hole locations which improves the health and sustainability of the turf. The Results Drainage under all the greens provides the ability to flush the salts away from the soils. Reconstructed green slopes and contours provide a significant increase in playable hole locations on every green. The slopes around the greens were softened to improve playability. These results improve turf management, maintenance, expected life and quality of the greens while strengthening the market demand and the overall golf experience at The Views. These projects were completed on time, and while the final costs have not yet been accumulated, are projected to be under the approved budgets. The reopening of the course will bring other changes as well. • New score cards provide nine different tee locations. • The Arizona Golf Association visited on August 18 and re-rated each tee for handicap purposes. • The hole handicaps are updated to reflect last year’s scoring history. • The colors for the tees are changed. • The “combo tees” are reconfigured. As of this writing, the “New Views” will open for play on October 12. Enjoy!

What Are Those Poles by Catalina Vista or Mountain View Plaza? Those poles are being installed by Tucson Electric Power Company (TEP) in support of their new metering initiative. TEP will be installing two-way communicating meters, both residentially and commercially, to collect data electronically. Those poles are a component of this metering initiative. They are called “collectors” and their purpose is to relay information back to TEP at its Irvington location. TEP will be replacing existing meters with the two-way meters to accomplish the goal of digital monitoring. A TEP representative indicated that when it’s time for your meter to be exchanged, TEP will be making an appointment with you. They did not provide a timeline on when this will occur. Please do not call the Administration office regarding your meter being exchanged, since we are not involved in this process and have only this information to share. And for those wondering about the mysterious poles appearing in the community...now we know.

The more carved pumpkins brought to the area, the more fun. It will be a great sight to see so many jack-o’lanterns lit for you to enjoy. We hope you’ll participate and scare away the gloom of the recent coronavirus months. You don’t need to be a master pumpkin carver to be a part of the event, just carve something. See you there.

Community Services - Katy Mosier kmosier@suncityorovalley.com 520-917-8058 Communicating with Neighbors Residents frequently call the office and voice complaints that have to do with neighbors. After listening to their concerns, they are asked if they have spoken to the neighbor about the subject at hand. In most cases, it is better to speak neighbor-to-neighbor about a problem rather than have the Association call or write a letter of violation. Reactions when asked to talk to neighbors first range from, “Oh no! I don’t want them to think I am complaining!” to “That’s your job, not mine!” If there is an issue that affects another neighbor, the Association would write a letter; but think about how you might feel receiving a violation notice generated from a complaint by your neighbor. You might think, “Why couldn’t Mary just come over and mention this to me? I would have been happy to either discuss the problem or make it go away.” Inviting them for a friendly cup of coffee with cookies can often work wonders as you explain a concern, especially if you want them to see the problem from your property. Often, they have no idea that a problem exists. Residents have told us that changes have been immediate after a neighborly chat, and they’ve grown closer to their neighbor as a result.

Library hours will be extended beginning Thursday, October 1. The new hours are 9 AM-Noon and 1-3 PM, Monday through Friday. We are fortunate to be the only library in the county currently open for browsing, and traffic through the Library is on the rise. Between July 1 and August 31, 4,335 books and videos were checked out, and dozens of puzzles, magazines and unbarcoded paperbacks circulated each day. Many of you learned how to navigate our online catalog to put items on hold, as evidenced by over 2,100 reserve items picked up during this period. If you would like to learn how to do this, watch the how-to video “How to Use the SCOV Library Online Catalog” on the Library page of the SCOV website. A second video entitled “SCOV Library – Login & Hold Cancel” gives tips on logging into your account and cancelling holds you no longer want. Accessing the Library online catalog allows you to do much more than place and cancel holds. You’ll be able to view your library record to see what items you currently have checked out and what number you are on a reserve list, renew items, print out a list of everything you have ever checked out, and more. We hope you will visit us both online and in person when you are comfortable doing so. CDC safety guidelines are being followed, including the quarantining of all returned items for 72 hours before making them available for checkout, and curbside pickup remains an option. role respiratory droplets play in the spread of the COVID-19 virus, paired with emerging evidence from clinical and laboratory studies that show masks reduce the spray of droplets when worn over the nose and mouth. COVID-19 spreads mainly among people who are within about six feet of one another, so the use of masks is particularly important in settings where people are close to each other or where social distancing is difficult to maintain. Special Note From the Aquatic and Fitness Center (AFC) Orientation on how to use the gym equipment will be held every Thursday, 1 PM, so stop in and sign up. Contact Lonnie Davis, AFC Coordinator, to discuss questions or problems with the AFC. AFC and Desert Oasis: See Hours of Operation on page 2. Tuesday, October 13, the AFC pool and spa will be closed for cleaning and shock treatment and will reopen the following morning at the regular time. Many of you may be familiar with the fundraising efforts of the SCOV Library called “Friends of the Library” and their popular Home Tour fundraiser. But, you may not know there is a similar fundraising arm of The Views Restaurant called Friends of the Restaurant through which the Food and Beverage Committee can develop a formal proposal to SCOV management. When approved, the committee would then sponsor a fundraising effort to meet a specific customer/ restaurant-desired goal, such as a new smoker, pizza oven, cappuccino machine or other capital items not supported by the current SCOV budget. The funds collected will be held by SCOV specifically for the application intended. The important issue here is that residents can help, not only by contributing monetarily, but by guiding the committee with their suggestions. Maybe you didn’t know, or just forgot, how much foliage grows in our desert. Pre-emergent herbicide applied to your yard will stop the germination of seeds, and you won’t have as many weeds next year; check with your landscaper or pest control professional. Don’t forget to remove weeds in cracks of your driveway, sidewalk, and where the cement meets the blacktop of the street. Plants protruding over sidewalks need to be trimmed back so as not to injure passing walkers. Trees at corners need to be trimmed so street and stop signs may be seen. Suckers under trees should be cut off, down to the ground. Please take pride in your property, and SCOV will continue to be a beautiful place in which to live.

We’ve had a long hot season, and hopefully, October brings cooler weather. Many of you may want to air out your garages by leaving the garage door open in the evening. While this might seem like a great idea, please remember to close them at least before going to bed. Unwanted creatures can be something you really don’t want to deal with when you finally re-enter your garage. You may not even see what’s lurking behind things. You might have had a bigger creature that made a giant mess for you to clean up. An even bigger problem might be an unwanted human entering and stealing some treasured item or even worse, getting into your house if you didn’t lock the door from the garage into your home. Be smart and stay safe. Remember the Posse is unable to patrol currently and will not be doing so until at least January 2021. The overseeding will be complete on Sunday, October 11, and the golf course reopens on Monday, October 12, with the new greens. The driving range is open to hit balls off our new tee. As a reminder, once we open for play, golf carts will be required to remain on the cart path only until Monday, October 26. The Pro Shop is open with limited hours, 9 AM-Noon, for merchandise sales and range ball purchases October 1-11. We require a mask to be worn inside the shop. On Monday, October 12, the Pro Shop hours will be 6 AM-5 PM. The first starting times will begin at 6:56 AM, and then each week in October, the start time will move up 8 minutes. For residents who are walking or driving their golf carts on the course during non-golf times, we would like to remind you to please keep on the cart path at all times while the new grass seed is being planted and watered. As our winter residents start to return looking to play golf and join or rejoin the Club, we want to remind you of our referral program for first-time annual golf membership sales. Ask the Pro Shop how you can receive a 10% credit for referral of new members. We look forward to another outstanding season and would like to welcome back all our seasonal residents. October is the start of play on our new golf course with updated greens and surrounds. It has been overseeded, so there are different hues of green on the fairways, tees and greens. This is a good time to remind golfers about changes from summer to winter play. The current divot mix will be replaced with a sand and seed mix that is be used only on fairways and tees that have been overseeded. This year all areas around the greens are not being overseeded, including the approaches of all par 3s, as well as the approaches on #1, #13, #15 and #18. The divot mix containing seed will result in green spots all over the non-overseeded tan/brown areas. This policy also applies to all the roughs and certain tee boxes, since they aren’t overseeded either. Your cooperation will help reduce extra maintenance required to chemically treat and remove the green spots. Another reminder is that the course will be very wet following overseeding. Even though the irrigation is slowly turned off prior to the course reopening, the soil will remain very saturated. Golf carts will be restricted to the cart paths for about two weeks to allow the fairways extra time to firm up. When the carts are allowed off the paths, please try to avoid driving through low areas that are still wet. Most areas will be painted with white lines, but some areas might still be soft and can easily be damaged by golf cart traffic.

Announcement: The SCV Foundation has changed its Annual Giving Drive from November to January 2021. Yes, the Sewing Room is open, and we’ve resumed cutting, sewing and serging clothing, sleep sacks, crib sheets, pillowcases and tote bags for children through the numerous organizations we support. It’s been such fun to be with sewing friends again, even though we are only allowing six members to be in the room at one time. We’re all being careful with handwashing, mask wearing and keeping our distance in the room. But that doesn’t stop us from continuing with our mission to assist children at risk. Things are happening in the Artisan Center again, and though it is scaled back from the norm, there is a great amount of activity taking place. Starting in October, we will be returning to our regular weekly meetings. Group sizes may be limited, and you may still have to sign up ahead of time to be allowed in the room, but we will be putting all our love into the bears as always. This month’s featured woodworker is Larry Brophy. Larry has lived in SCOV for the past five years. He’s one of the many monitors that allow the Wood Shop to remain open. His love is to create what he calls functional art. His tissue boxes are all unique, constructed from solid domestic and exotic hardwoods. During the current COVID-19 crisis, the Wood Shop is open on a limited basis. At this time, Wood Shop capacity is set at seven plus a monitor. Wood Shop rules include: • Everyone in the shop must wear a mask. • All members must provide their own eye protection. • Handwashing protocol is implemented. • Social distancing is expected and appreciated. As members of the Astronomy Club and frequent guests of our monthly meetings know, we are blessed here in the Tucson community to have world-class astronomers and other scientists from the University and its affiliated organizations speak to us each month. During this unfortunate time of COVID-19, the board of the Astronomy Club, in consultation with our fall speakers, have decided to postpone monthly meetings until January 2021. We are extremely hopeful that by January we will be able to resume not only our monthly meetings, but our “Getting Started in Stargazing” educational programs and our star parties. As you are no doubt aware there is a very exciting scientific mission currently underway called OSIRIS-REx. This is a NASA mission to an asteroid named Bennu, located about 175 million miles from Earth. The principal scientific investigator Is Dante Lauretta of the University of Arizona. The object of the mission is to bring samples from the surface of Bennu back to Earth and thereby give scientists clues to the early origins of our solar system. OSIRIS-REx arrived and began orbiting Bennu in the fall of 2018 and has been studying Bennu ever since. On October 20 the spacecraft will perform its collection maneuver and thereafter begin its return to Earth, with a scheduled landing on September 24, 2023. OSIRIS-REx has been called one of the greatest scientific and engineering feats in history. We are proud of the role UArizona is playing in this remarkable achievement.

In September, Sunliners were able to resume practice sessions led by member volunteers outdoors on the Kiva patio. It was great to see friends and dance once again. Aqua Tone is a toning water workout that incorporates a variety of rhythmic body movements performed in the water. This aquatic exercise class enhances cardiovascular fitness and muscular endurance. We meet Tuesday, Thursday and Saturday, 9 AM in the winter, 8 AM in the summer, at the AFC pool. There is no fee to join the club or the class. The teachers are club member volunteers. Being able to do a basic swim stroke is very helpful. Items used in the class are buoys, boards, noodles, balls and a fitness band–you’ll need to bring your own. A band can be purchased from Marcia for $5. We assign an experienced member to a newcomer to help with learning the various movements. You will get a good workout in a fun class.

Fall is finally here and it’s time to think about avoiding holiday and other stress by exercising. When we are approved to resume meetings on Monday and Thursday, professional instructors will come to SCOV and teach a Joseph Pilates core strengthening mat class. Pilates workouts are not just sets of simple exercises. They affect our entire system of bones and joints. Your abdominal muscles, back, hips, arms and more are strengthened and toned. This means you’ll have improved posture, flexibility, strength and balance. The classes include many warm-up stretches and are one-hour total body workouts. The classes are designed for seniors, so all exercise movements can be modified for different levels of performance. Our group ride options are from 25 to 50+ miles. We always take time for coffee and conversation somewhere on these rides. Our Women on Wheels (WOW) group have their own agenda providing routes of 12 to 30+ miles. There are about 13 species of owls that can be found in Arizona, although quite a few are pretty rare. The largest and most common here in SCOV is the Great Horned Owl. Often roosting in the palms, they silently cruise SCOV looking for rodents and other small critters for their evening snack. Starting in late fall they start calling to each other throughout the evening as part of their pairing ritual. Want to learn more? We are an activityJack Welch photo oriented group, and all SCOV residents are invited to join us and learn more about the birds in Arizona. Below is a list of upcoming bird outings. September brought relief after the hottest summer on record. Not even record heat stopped our members from playing in early mornings and late afternoons. New light pole safety pads were installed with donations from the Sun City Vistoso Community Foundation, HOA, and our club. These pads will protect our players going hard to get those wide court shots. Our club donated a net, paddles and balls to Fire Station 339 at Tangerine and Thornydale. The firefighters did not have a net and had been using tape to hit the ball over. Tennis club seasonal residents are returning to SCOV to join their year-round friends in some spirited games of tennis. Of course, this year is like no other in terms of limitations caused by the COVID-19 pandemic. While people can continue to enjoy tennis play following social distancing and other safety protocols, we presently are unable to conduct club social events or to host large gatherings. While these limitations hinder our engaged and friendly SCOV lifestyle, we remember that safety must come first. The time will come when our members can participate in the full range of normal club activities. All SCOV residents are welcome to use our wonderful tennis courts. Moreover, YOTO staff were able to help her not only graduate from high school, but apply for post-secondary financial aid.
