Rules…Rules and More Rules Support Harmonious Living in an HOA by Joy Huxtable Recently the Board of Directors reviewed and approved revisions to the Association’s Development Standards proposed by the Architectural Review Committee (ARC), along with a new Board Policy on home expansions and patio covers. It got me to thinking about all the rules that help maintain the aesthetics and architectural character of our southwest Sonoran Desert community, in addition to supporting harmony in our community. Some rules you may agree with and others you may question. However, they were all put in place to provide guidelines for living harmoniously in our HOA and enhancing community property values. I recall an Ambassador Tour I conducted for a couple, where it was clear that the gentleman wasn’t appreciating my cheerful, positive comments about the joys of living in SCOV. At one point he stopped me and demanded that I tell him something negative about living in SCOV. I responded that if he was a maverick and didn’t like to follow rules, he wouldn’t be happy living in our community. I went on to give him examples of the various rules we have that restrict what you can do to the outside of your home and why. His response surprised me. He was supportive and enthusiastic about rules that keep the community attractive and prevent your neighbor from displaying pink flamingos or gnomes in their front yard, or painting their house hot pink. Communities like SCOV often attract new buyers because of the many amenities they offer. But also, because the Association enforces community appearance standards which encourages peaceful co-existence with your neighbors. Unfortunately, some residents who buy a home in our community do not educate themselves about our HOA rules. They are surprised or upset when they learn that they cannot make certain changes to the outside of their home or landscaping. The Association’s Master Declaration empowers the ARC to approve, not approve or approve with modification any requests to alter the exterior appearance of any lot. No exterior changes to a resident’s house, walls/fences or major changes to the landscaping can be made without written approval by

the ARC. This includes any changes that would result in substantial obstruction of a neighbor’s existing view. While you may give up some personal autonomy on what you can do on your property, you gain peace of mind knowing that your next-door neighbor cannot tear down their house and build a two-story, ultra-modern house next to you, decorate their front yard with questionable artwork, or erect a permanent tent or outside storage shed. HOA rules support not just architectural harmony, but also harmony with your neighbors. Everyone benefits from increased property values to a greater sense of community and belonging. According to an industry leader in property management for community associations, “The primary purpose of having community rules and standards is to protect your investment as a homeowner and provide a common framework for neighbors. When you purchase a home that’s part of a community association, you automatically become a member of the association and become responsible for following all its rules and regulations.” While you may not agree with all the SCOV rules, they help our community to live in harmony and to thrive.

Looking Forward Happy New Year, Sun City Oro Valley! We have a lot to look forward to in 2021. We expect some great things in the world this year. Probably one of the best, if not the best, is the expectation that we will start to get the worldwide COVID pandemic under control. Here at SCOV, we too expect some great things. We can’t wait for things to get back to a more tolerable normal. We look forward to the day when we can move our tables and chairs back into the restaurant and fill it up with you, our customers. We anticipate other activities getting back into full swing such as dances, lectures, education and artisan activities. We will enjoy the time when residents can be in the Welcome Center and other buildings without having to worry about contracting a virus that is so debilitating for our vulnerable population. We have so very much to look forward to. I encourage everyone to stay strong with positive attitudes and negative tests. I know you’re tired of hearing it, but it really does work: keep yourselves and those around you safe by masking up, maintaining social distancing and washing your hands long and often. Here’s wishing you all a happy, healthy, safe and prosperous new year.

he Sun City Vistoso Community Foundation has been part of SCOV for 20 years, and since its incorporation in 2000 has filled grant requests in excess of $835,000. Interestingly, except for its donors, it is not widely known within the community. And that, of course, is why I am writing this story, to introduce the Foundation to those who don’t know about us. Let’s go and use the Foundation’s website www. buttoned up, so there are no questions about your donation. The Foundation is a 501(c) (3) charity, incorporated in 2000. Write a single check and the funds go to an assortment of charitable organizations that meet the Foundation’s qualifications. A board term lasts three years. Board members are SCOV residents, and there is no financial compensation. You don’t have to be a board member to request money to support a project or charity sponsored by your club. Board membership numbers fluctuate yearto-year due to personal and health reasons, so the group is always looking for new members. Resale Inspection If you’re getting ready to sell your home or thinking about selling, you need to have an inspection of the outside of your property by the Association. This can happen in three ways: courtesy inspection, listing inspection or escrow inspection. Each inspection is handled a bit differently, so it’s important to be aware of the process. All inspections look at the entire outside of the home and property for violations. The courtesy inspection is done at your request. The Association inspector comes to the home, conducts the inspection and then turns over the findings to you. No violations found during this inspection are recorded against the home. This provides an opportunity to correct violations prior to listing your home. The listing inspection is requested by either you, the owner or your realtor at the time of listing and is good for a 90day period. Violations found during this inspection are still not recorded against the home but are submitted to the title company in a mandatory compliance inspection report when the home enters into escrow. Both the seller and buyer receive a copy of this report. Resolution of these violations may be negotiated during the resale process, with responsibility taken by either the owner or the buyer. If the buyer agrees to resolve a violation, a form is completed indicating as such. The Association follows up on the violation(s) 30 days after close of escrow. If the violation still exists it is then entered against the home, and the violation resolution process begins with the Association. The last inspection is the escrow inspection. This takes place if the owner did not request a listing inspection. Violations found during this inspection are submitted directly to the title company and both seller and buyer receive a copy of the report at that time. The disadvantage is that both seller and buyer are made aware of the violations after the negotiations are completed. There is no chance to resolve HOA violations prior to entering a contract for purchase. If the violations have not been corrected when the home is re-inspected after close of escrow, the violation resolution process will begin and the new owner will inherit the existing violations. You may want to consider the benefit of the courtesy inspection to avoid surprises during the busy time of listing and selling your home. It is a seller’s market out there. As of December 1, there were eight homes on the market. As of November 1, the average time for a home to be on the market was 21 days and the cost per square foot was $213. As we come into this new year, many of our entertainment and events will be changed or canceled due to COVID. I am trying my hardest to bring some safe and new things for all residents to participate in. All things that changed in 2020 were to keep our residents safe and healthy through these uncertain times. I have been in touch with Walgreens to have a COVID vaccine clinic in SCOV when it is possible.

As of this date, Walgreens has no idea when they will receive the vaccine and when a clinic can be set up. I ask that you follow all rules set forth to keep safe, wash your hands often, wear a mask, stay six feet apart and stay in when possible. Here is hoping for a better year ahead.
Community Services - Katy Mosier scoroval@ciramail.com 520-917-8058 Time to Review Your Landscaping As you take down your outside holiday decorations, it is a good time to inspect your yards, both front and back, to see what might need attention. Because of our extremely hot summer, some of our plantings have suffered and may need removal because they are dead. If you have doubt, please check with your landscaper. Some weeds have begun to grow again and will need removal. Be sure to address the spurge differently. It should be sprayed with a weed killer and pulled only after it is dead. Any sprayed or dead weeds should always be removed. It is not too early to make arrangements with the landscaper to apply a pre-emergent. You will be surprised how few weeds will grow later in the year if you take action before March. Thank you for your persistence and attention to landscape matters throughout the year.

After weathering the storm that was 2020, the Library welcomes 2021. Our two-and-a-half-month complete shutdown in the spring ended when we reopened for curbside pickup in June. Volunteers staffed a Library help desk service from their homes to assist residents with reserving items and answering questions. During that month, we checked out almost 1,200 books and videos to residents eager for something to keep them occupied. In July we were the first library in the county, and one of the first in the state, to open for

in-person browsing, and from that time through the end of November, we checked out almost 9,000 items, not including the magazines and puzzles which go out in the hundreds every month. Over 800 new items were added to the Library during that same period. It was a year of technology gains for our patrons. Two instructional videos on how to use the online catalog were added to our website, and as a result, visits to the online catalog went up over the same period last year. Most residents learned how to attend events on Zoom, including the Friends of the Library Great Reads Book Talk with BJ Kass, and the upcoming Isabella Maldonado author talk scheduled for next month (see Coming Events, page 12). Watch for more online, as well as in-person Library events planned for the coming months. While we miss the days when patrons read the newspaper from one of our comfy Library chairs or visited with neighbors on the couch in our lobby, we are grateful for the accomplishments of the past year and look forward to finding new ways to continue to meet the needs of SCOV. Beginning this month, we will be open an additional hour each weekday. New hours: Monday-Friday, 9 AM-Noon, and 1-4 PM. Our New Year’s resolution is to open again on Saturday mornings no later than the spring. Happy New Year from all the staff at the Library.
Recreation and Fitness - Lonnie Davis ldavis@suncityorovalley.com 520-917-8073 New Year, New Exercise It’s a new year, and maybe you’ve resolved to start an exercise program. If so, good for you. Getting regular physical activity is one of the most important things you can do. And it’s one of the most common New Year’s resolutions among Americans each year. Just make sure you start off on the right foot with these helpful tips: take it slow, set small goals–after all, you’re in this for a lifetime. Talk to your doctor before getting started especially if it’s been 8-12 months or longer since you’ve last exercised, you’ve had a large weight gain, or you’ve had a noticeable change in health. Be safe. If you’re exercising outside, make safety a priority. Dress for the weather, wear reflectors and light colors if you’ll be out when it’s dark, and carry a cell phone with you and don’t forget your mask. Our December meeting involved listening to suggested changes to the AFC pool and gym operations by Mike Moyer. Signages, social distancing, scheduling and monitors were all reviewed. It is important to remember the necessary constraints on pool and gym usage due to the COVID pandemic. All changes to our aquatic and gym facilities will be reviewed by Mark Wade and distributed to our residents. Signage and locker room use was also discussed. Due to the COVID virus, future meetings will be held in WC1 with a maximum audience of ten participants.

The objective of this new policy is to create a working document to assist the ARC with applications to expand the footprint of a home. One change that was approved is Architectural Consistency for Roof Design. Roof styles for expansions should be the same style as the model’s original roof design. Homes that have only pitched roofs shall only have pitched roof expansions with the exception of patio covers. Homes that have flat roofs shall only have flat roof expansions with the exception of patio covers. The directories were finally delivered last month. Yay! I use the monthly SCOV Resale Report to update the directory database. Those who have sold their homes are removed from the database, and the new owners are added as unlisted by default. This includes those who move within SCOV. You must ask to be included. I send an updated phone list to the Posse each month. If the Posse notices any issues during their rounds but can’t contact you, they call 911. You can choose to be unlisted in the directory but still choose to provide your phone number for just the Posse. The online directory is updated monthly; thus it always has the most current information. To update your listing in the directory, the preferred method is to complete the online form “To change your directory listing….” Alternately, you can fill out an orange card at the Welcome Center.

The committee will hold a special meeting via Zoom on Thursday, January 7, from 1:30-3:30 PM, to review financial projections regarding potential funding sources for capital projects. Monday, January 25, is the committee’s next scheduled meeting date. The 2021-2022 SCOV Association’s annual operating and capital acquisition budgeting process begins in January. The process starts with department managers developing forecasts for operations and capital expenditures. Staff budget proposals are then reviewed by the General Manager and Controller to develop the draft budget. The first draft of the budget will be presented at the Finance-Budget Committee’s meeting on Monday, February 22, 1:30 PM. Any additions or changes recommended during this meeting are used to develop a second draft, which will be presented and discussed at the committee’s special budget meeting on Monday, March 1, 1:30 PM. If a third draft is needed, it will be reviewed by the committee on Monday, March 22, 1:30 PM. The committee will then forward its budget recommendations to the Board. The proposed annual budget will be presented to the Board of Directors at its Thursday, April 8 study session. The budget, with any Board changes, will be placed on the Board’s agenda for approval during its April 27 meeting. The committee charter, agendas and minutes are posted on the SCOV website. Happy New Year. The reopening of the Gift Shop reveals COVID downtime-inspired creations. We adhere to health guidelines in welcoming back our shoppers, only residents at this time per Association requirements. Featured artists for January are Don Jovag and a new consignor, Cathy Harrison. Don creates food-safe wooden bowls and platters that feature intricate designs created with Cathy Harrison different colors Don Jovag and varieties of wood. When you feel one of these bowls, you get an appreciation for the quality of his work and attention to detail. Don also makes beautiful and durable wooden bracelets, hoop earrings and urns. Cathy worked for nearly 40 years in technical jobs but longed to be more creative. Upon retirement she took classes in multiple art areas, including weaving. Bitten by the weaving bug, she bought a loom in 2019. With many variations of plain weaving to explore, she doesn’t expect to run out of projects.

Happy New Year. I know we are all hoping 2021 will be better. As I’m writing this article, however, the COVID virus is spiking around the country and in our area as well. We’re looking forward to the vaccine and getting back to “normal.” It’s been difficult to decide when the Posse will be able to resume our patrols. Now is not the time. It is my responsibility to see that our members are safe. We will not be patrolling before March 2021 at the soonest. There is just no way to social distance in our vehicle. I appreciate the patience of our Posse board members, the wonderful volunteers who serve on the Posse, the Oro Valley Police who continue to patrol for us, management and staff. Thank you all. The Properties Committee had another active year in 2020. Routine activities included two Chalk Creek Wash inspections, a building exterior and outside facilities inspection and SCOV solar system performance monitoring. Special projects included an analysis and recommendation to convert to LED lighting at Artisan Center rooms and the AFC in addition to research and recommendations regarding enhanced air purification methodologies for SCOV buildings. If we can assist you with anything, please do not hesitate to ask. This month, we host the Oro Valley Senior Championship, January 9-10. The event will draw some of the finest players around the southwest. There are two divisions to the tournament with the Championship division playing gross only, and the other division playing gross and net with a maximum of an 18 handicap. On Friday, January 22, 11 AM-3 PM, we conduct our annual Helicopter Ball Drop, along with Demo Day. It’s a great event to attend whether you golf or not. We provide a great barbeque on the driving range with music and fun. The following golf club companies will be in attendance for you to try out their new equipment; Cobra, Srixon, Cleveland and XXIO. The Helicopter Ball Drop is a 50/50 fundraiser for the men’s and women’s golf clubs. To participate, you must purchase a golf ball(s). The cost is $10 per ball, three balls for $25, seven balls for $50 or 15 balls for $100. The golf balls will be dropped from the helicopter at approximately 1 PM during the Demo Day on Friday, January 22, on The Views Golf Club Driving Range. You can purchase a golf ball(s) anytime, up until 5 PM Thursday, January 21, in the Pro Shop or online. The three balls closest to the pin win. After distribution of the 50/50 split, 1st place receives 50% of the prize fund, 2nd place

Happy New Year. January is the time of year when the normal activities in the golf course maintenance department really slow down. The cooler temperatures decrease the growth rate of the grass, so the amount of turf maintenance is reduced. Less fertilizer, water and mowing are required for maintaining good turf health. This allows our department to catch up on other areas of the golf course that we don’t get to spend a lot of time on during the rest of the year. Last winter we started thinning vegetation in front of tees to open views and hitting areas on holes #1, 15 and 18. This year we will continue trimming on 15 and 18 tees, but also, we are going to thin the desert between the back of 18 green and 10 tees to open the view of the mountains for golfers finishing their round. More drainage projects will be completed this year to improve playing conditions where we have habitual wet spots. The left side of #1 approach has been staying wet since the new green and apron were built, so we will fix that area. The fairway on #6 at the 100-yard marker is always wet, so we are going to run a drain with catch basins to help dry that area out. Another constant wet area is #9 fairway at the 100yard marker that also needs a drain. These projects will be completed in stages. Since the number of golfers is so high this time of year, we don’t want to interrupt play too much.

Wishing you a happy New Year. A good New Year’s resolutions is to get out and use the driving range. Please be patient as we are on the mats to help preserve the grass. The overseeding of the tees and fairways has grown in quite well. As a reminder, there was no overseeding on all the newly sodded areas around the greens, approach areas and driving range tee. We ask your help, that when driving your golf cart around the tees and greens, keep the cart on the path at all times. This includes all handicap-flagged golf carts. Please follow the signage for golf cart traffic and use the blue gate system to enter the fairways between the two blue stakes, and exit the fairway between the two blue stakes further down the fairway. The idea is to keep your carts in the fairway once you enter through the blue stakes.

January will be another busy month for the club. We are starting off on January 6 with The Views Cup, which is a culmination of points earned from 2019 events. January 13 will be an Oh Crap Scramble. The Governor’s Cup will start January 20 and is a three-round event. Second round is Saturday, January 23, with the final round on January 27. Get a partner for this event and sign up. There will also be low net events on January 20 and 27 if you are not participating in the Governor’s Cup. New officers were elected to the board for the upcoming year. They are Mark Pawley, Dean Silverlock, Michael Gedrose and Jim Mulleen. A special thanks goes out to the retiring directors who did an outstanding job: Vince Cardinal, Rob Keck, Craig Watson and Jim Ambrosio. The Clay Club is an all-volunteer club operated by an elected board and about 180 members. With the dawn of the Cold War came the development of tactical nuclear weapons, small artillery-sized explosives designed to be used on the battlefield rather than at long-distance. With a five-to-seven-man crew and a 20-mile range, the M65 Atomic Cannon was the first weapon designed to fire such an explosive. Twenty were built at a cost of $800,000 each and deployed in Germany, South Korea and Okinawa. Never fired after the initial test explosion and quickly deemed obsolete, the M65s were retired finally in 1963. Dave Scoles’ 32-inch model includes the artillery piece and the two tractors deployed front and back to pull it in either direction, with independent steering, rather like a long ladder fire engine. We hope you will visit us again when protocols allow. In the meantime, stop to enjoy the models in our window display cases in the Artisan Center and the Activity Center.

The Sewing Room continues to be the hub for our various sewing clubs and groups. Though scaled back, the clubs are meeting, with attendance controlled on the www.bit.ly/thimblelena-signup site. The end of the calendar year marks the time when we hold our annual meeting. On December 8, we had members attend the annual meeting either in person or via Zoom. President Sue Lane gave a brief summary of the many things the board accomplished this year, despite the Sewing Room being closed for many months. Election of the current slate of officers was completed. A $1,000 donation to the SCOV Library was approved. We had received a very large donation from the Library from their mask distribution project. A motion was approved to waive the 2021 annual dues for all current members. However, all Thimblelenas members, whether new or current, must fill out the membership form, available either in the Sewing Room or on our SignUpGenius page.

Even with the COVID virus shutting down the Sewing Room for several months this year, Casa Amigas is still committed to providing clothing for children at risk. The need is so great, especially now. Since we’ve opened back up, our group is working hard to sew as many needed items as possible. However, our funds have dwindled and our usual donors haven’t been able to provide needed funds to buy fabric, yarn, quilt batting, etc. Well, guess who stepped up to help us with additional funds to keep us going? The SCOV Foundation. After presenting information about what we are able to provide to community organizations, the Foundation came through with additional funds to tide us over. Without those funds, Casa Amigas would have to stop sewing for children in need. The Foundation is able to help many clubs with funds to continue their charitable efforts. Thank you, SCOV Foundation. 2020 is in the past. What a year it has been. March shut down the Sewing Room, and work continued on in our homes until September. We made masks by the thousands and kept our heads low. In September, we met in the Sewing Room in limited numbers to embroider, sew and stuff with love our little buddies to warm the hearts of kids. Even with our slow down, we were able to make close to 300 bears to children in the Tucson area. Thank you to Rethea and Barb for all your cutting to keep us going. 2021 looks to be a better time. Hope is the only way to cope. Thanks to all of you for your great support. We look forward to seeing faces again–old friends and new–as we work together to bring joy to those we support. This month’s featured woodworker is Ken Rosburg. A retired USAF fighter and commercial airline pilot, Ken has lived in SCOV for three years. He’s a member of both the Woodworking and Modelers clubs. Ken says Modelers paint box the Wood Shop is like walking into a candy store. This gorgeous paint organizer is for the models he builds. During the current COVID-19 crisis, the Wood Shop is open on a limited basis. At present, Wood Shop capacity is set at seven plus a monitor. The Astronomy Club remains closed until an SCOV announcement that group activities are safe to resume. As you know from earlier Tipsters, the Astronomy Club is known for its great monthly speakers, often provided by the UArizona Astronomy Department. The UArizona Lunar and Planetary Lab and the Planetary Science Institute are both heavily involved with NASA and its many spacecraft missions throughout our solar system. We are indebted to them for their willingness to share the latest in space exploration with us. Those of you who are following the NASA/UArizona Osiris-REx mission know that the October 20 soil sampling from the asteroid Bennu was immensely successful. OsirisREx and its onboard soil sample are currently backing away from Bennu and will be in the proper position to begin its 200 million-mile journey back to Earth in March. It will land in Utah on September 24, 2023.

On a security note: Consider a password vault for your home computers/devices. Every day, our Internet world becomes more risky with new/different scams. Just as important is two-factor authentication (2FA) or 2-Step Verification. There have been a number of calls recently to the help desk about Facebook page hacks. If you have suffered this, you know how important security is. If your Facebook account gets hacked, immediately change your password. However, that is not enough. Adding 2FA imposes another layer of protection. If your new password is compromised, only you have the 2FA passcode. We had hoped that January might bring an opportunity for us to recommence at least some of our dining fun together. But as you all know, the pandemic is worse than ever. The board continues to monitor the situation; club dinners will resume as soon as it is safe to do so. Several club members participated in a “Cheery Cherry Challenge” in November and December, finding many ways to use some tasty Michigan dried cherries. As our club name implies, our usual activities involve preparing meals that follow an agreed-upon theme Debbie and Jon’s Cherry Pecan Strudel Coffee Cake and sharing our dishes in the home of a host. This month features Scarlet, aka “Lish’s Gone With The Wind,” from the hunting line of Golden Retrievers with red/gold coats. Born on the 4th of July in 2014, this beautiful girl was selected to be a breeder. Since she did not breed in mid-winter, the owner decided to rehome her. Lucky Scarlet got a new set of humans: Matt and Carol Tombre. It was a perfect match as she was ready for the retirement life. Scarlet’s favorite activity is to be with her family, especially when they all go on sunset safari golf cart rides. You will see her at the dog park most late afternoons. The teachers are club member volunteers. Being able to do a basic swim stroke is very helpful. Items used in the class are buoys, boards, noodles, balls and a fitness band: you’ll need to bring your own. A band can be purchased from Marcia for $5. We assign an experienced member to a newcomer to help with learning the various movements. You will get a good workout in a fun class.

Our club performs gentle water exercises designed by the Arthritis Foundation to help with range of motion, which are great for those of us with arthritis, fibromyalgia, replaced joints, etc. Currently, we have a rotating schedule, which allows 19 of our members who signed up to fill the 15 pool reservations that our club is allotted for our classes. Unfortunately, we will not be accepting new members until after the COVID restrictions are lifted. The current pool restrictions have been very difficult to deal with, but we’re happy that the pool is open. Please note: The outside air temperature must be 77 degrees or higher for the class to be held. We meet at 1 PM until further notice.

Sally Martinez, our professional instructor, has been leading these classes in SCOV for over 25 years. She’s expert at keeping us seniors strong and flexible with a great variety of aerobic and weight exercises plus wonderful balance and stretch moves. You’ll be amazed at how good you’ll feel. Unfortunately, we can have no new members or guests at this time. Unused tickets may be used. New 12-punch cards will be for sale after each class for $30 paid by check or cash (exact amount).

The Fitness Swim Club provides a vehicle for swimmers to participate in a group swim workout. We generally go 2,400 to 3,000 yards per workout, mostly freestyle. Some do more, a few do less. Weekly, a mountain bike option takes a few of us to the Tortolita rangelands, containing some of the highest-rated single-track bike trails in the nation. Our group-ride options are from 25 to 50+ miles. We always take time for coffee and conversation somewhere on these rides. Our Women on Wheels (WOW) group have their own agenda providing routes of 12 to 30+ miles. Vistoso Helpful Hands (VHH) is an all-volunteer organization helping SCOV residents who find themselves temporarily in a crisis or needy situation (three weeks or 12 visits.) We also have a resource file for longer-term paid assistance. For help call 520-447-0077. If we are not available, leave a message with your name and phone number. A dispatcher will call you back to arrange for an appropriate volunteer. If you would like to volunteer, fill out a form from the Administrative Office. Barb will contact you to provide more information and answer your questions. Training for cell phone dispatchers is provided.

Do you remember your first bike? Wheels for Kids is a 501(c)(3) nonprofit organization dedicated to providing rehabbed bicycles to children and families in need in the Tucson area. To date, we have donated 3,000 bikes to local nonprofits who distribute the bikes to their clients. Some of our partner organizations include Refugee Focus, Boys and Girls Club of Tucson, Children’s Advocacy Center, Casa de los Niños, Ronald McDonald House and Youth On Their Own. Wheels for Kids is an all-volunteer effort, and we are always happy to welcome new people to our team. If you are interested in learning more, please visit our website or call Tom Terfehr.
