Association News From The Board of Directors

Our MISSION as the SCOVCA Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents. Messages by George Williams Each year our Association attorney meets with the new Board to tell us that we shouldn’t steal money from the Association and we should obey the spirit of the Arizona Open Meeting laws. One of the questions I always have then is “What about emails? Can we send messages between Board members without violating the Sunshine laws?” The answer is that yes we can but only to distribute information, never to discuss opinions. I’m fortunate to work for full time wages. The people that I work with are all younger than I, with the closest in age being 50 years old, the youngest a late teenager. All of them are far more current on modern American lifestyles than I am. They communicate with others by using texting, tweets and Facebook. Mostly they use their cell phones for text messages back and forth. Our attorney has never warned us about possible violations of the intent of Open Meeting rules using texting and tweets (I’m not sure what tweets are). Perhaps these should be included in the instructions to the Board as well. In two terms as a Director, I’ve not received a text message from another Board member nor from a homeowner. We do have a cell phone but I’m not sure how to use it. We keep a laminated card with our phone that reminds us how to turn it on and make a call. We actually do use it several times a year. I have no idea if I can use that phone for texting. There may be thousands of messages in an electronic mail box somewhere waiting for me to figure out how to read them. This confession about my failure to adapt to modern life has a relationship to some of the differing positions taken on issues that come before the Board for a vote. With some frequency the Board is asked to approve funds to bring things up to date in our community. My position is often that things are OK the way they’ve been for years. Others have the view that making things more modern would improve them. I have to admit they might be right once in a while. Just as with cell phones, I’m falling way behind the times. There’s no question that things have improved some since I was a pup.

Property Values and the Association by Bob Mariani

As with many, if not most communities in the country, property values have decreased in SCOV in recent years. This situation was caused by, among other things, poor lending practices. However, there are some misconceptions about the Association’s playing a part in the current properties values which I hope to dispel. High dues impact property values: False. The annual dues level in and of itself has nothing to do directly with property values and high dues will not necessarily dissuade educated buyers. SCOV dues are very competitive with other similar communities in the area but the level of the annual dues depends on many factors. For example, each community has different facilities, infrastructure that must be maintained and service levels. The important issue is the value that residents are getting for their dues. Look around and determine for yourself if the quantity and quality of amenities, maintenance levels and services equals the dues level. Also, consider that dues that are too low should be a red flag as the dues may not be sufficient to properly maintain the facilities, especially in the long run. We have too many renters: False. Lenders are required to charge higher rates for loans or deny a loan for homes in associations with high renter-to-owner ratios. However, that doesn’t mean renters affect property values. Our Association views renters as owners-in-training who aren’t ready to purchase their homes yet. We welcome renters, encourage them to participate in Association activities and hope they will eventually buy a home in SCOV Architectural and aesthetic uniformity are necessary to protect property values: False. The Association’s objective is to maintain standards rather than ensure uniformity. Yes, some uniformity is good, but the Board believes there is room for individual expression, as long as aesthetic standards are met. Property values are based largely on comparative values of homes throughout the area. However, we can ensure that our values are at peak levels by assessing adequate fees to maintain SCOV now and for years to come and by maintaining high aesthetic appeal.

The Active Health Committee is a newly-created committee whose purpose is to identify and develop health and wellness programs in conjunction with SCOV staff. Aluminum Can Donations: Put those aluminum cans to work for Sun City Oro Valley. Deposit only empty, clean aluminum cans in the box outside the Social Hall kitchen. For safety reasons do not deposit unrinsed cans which attract bees and may become a hazard. The volunteers of the CAC delivered their last load of cans for the fiscal year. They delivered 440 pounds which netted $256.60. Total income for the fiscal year was $3,762.50. A total of 5,645 pounds was collected and delivered this year. The CAC is the group which operates the Loan Room located at the end of the Cart Barn. The Loan Room is open Tuesdays and Thursdays, 8-9 AM, and offers medical equipment, rollaway beds, cots, children’s items, tables and chairs for loan to Sun City residents. You may make a reservation for items up to two months in advance at the Loan Room. The summer is a good time to visit and see what is available while the pace is slower. The Loan Room is funded by the annual Pancake Breakfast and your donations of aluminum cans. Thanks for your support.

Summertime Happenings Some of you may have noticed utility boxes in yards being painted the weathered brown color this summer. The project, begun a couple of years ago, is being continued this summer and fall at no cost to the individual homeowner. If you have boxes in your yard surrounded by shrubs, they should be cleared away somewhat, to make it easy for the painter or the utility company to gain access to the box if necessary. The rains came, along with the wind, and we thank those in our community who kept a watchful eye out for their neighbors and reported any damage to Administration. It’s at this time of the year, with so many of our neighbors away, that we need to be especially aware of our surroundings. Please keep an eye out for those pesky weeds which seem to appear overnight with the monsoon season and remove them from your yard as soon as possible. Thank you for continuing to take pride in your property and our community even in our extremely hot summer months.

Our Squad Leaders are struggling to find enough volunteers to staff our patrols. At times, it has been difficult to staff even one patrol. So, as in previous summers, we are recruiting full time residents. If a Posse member wants to volunteer for a patrol, but can’t find a partner to ride along, they can use a full time resident or guest visitor. The Posse Board is continually looking for innovative ways to recruit volunteers and improve our operations. Editor Chris Richard has finalized changes to the Article Standards and the Guide to Repetitive or Extraneous Words documents. Both are now available on the website. We hope all submitters will please take the time to reread these documents and keep them handy when writing their Tipster articles. You will also see a new internet form for submitting your article. It is somewhat streamlined and hopefully will be more reliable than the previous form we were using. There is one difference in using this new form: you may not send a copy of the form to another email address. Remember to submit articles via the Internet form no later than the eighth of each month.

Robin Coulter - Assistant Manager Behind the Scenes, Part 2

This month continues our look at the littleknown duties of the administrative staff. Kat Newman is the newest member of our team. She coordinates potential resident tours with the Ambassadors. Have you joined our Facebook page for the HOA, the Café or The Views Golf Club? If so, you’ll see the interesting information and facts she places there. Starting in July she will interface with individuals interested in becoming pass holders for the golf course. Jim Cundiff, Community Services Coordinator, helps residents with questions about architectural controls in the Association. However, did you know he recently implemented an online document processing system for homes going into escrow? This system has increased productivity in his position, streamlined the escrow process for title companies and new home purchasers and resulted in a significant savings to the Association, which resulted in a one-time cash award to Jim for this recommendation. Chris Richard is the editor and graphic designer of the Tipster. Did you know that to produce one issue, on average there are 200+ articles submitted via email? She responds to each submission and inputs them into the publication software. Each email is filed for reference. Each article is reviewed by her and the Tipster Editorial committee for compliance with the Article Standards. Also almost every ad is designed by Chris’ creative effort and her interaction with the vendor. She coordinates with the publisher to assure outstanding quality and a fair price. Finally, she posts the Tipster to the website. This document is the envy of many of our competitors. We have a lot to be proud of with the Tipster and Chris’s work. In addition to the Tipster Chris handles many more communication projects each month. Pam Sarpalius - Programs/Facilities Director FAQ- Frequently Asked Questions

Residents frequently have questions about programs. I thought I would give you some answers to my most-asked questions: “When is the courtyard sale?” This is always once a year on the last Saturday in March. “When is Shred it Day?” This day is provided by The Sun City Vistoso Foundation, not my department. They have provided this service usually in late April. Always check the Tipster. “When are the flu shots?” I am sorry to say we will not have a flu shot clinic in Sun City Oro Valley this year. Since every drug store, supermarket, etc. has clinics I was told that SCOV will be charged a rather large fee if a minimum number of shots is not met. I could not guarantee the company a number. As I mentioned there are four stores in less than five miles where you can walk in anytime for your shot, as that season nears. “When are TSO tickets on sale?” When TSO stopped providing bus service our ticket sales took a huge drop. Since residents had to drive they preferred to buy their tickets through TSO and have the ability to pick their seats. In the future purchase your tickets through TSO.

The fiscal year for the Association ended June 30, 2012. As in the past, the financial statement for June is not included in the August Tipster due to time constraints for completion of year-end procedures. Financial statements can be found on our website www.suncityorovalley.com and in our library. An audit will be conducted in August and the complete audited financials will be available on the website and in the library before October 31, as mandated by the bylaws. Water Heater & HVAC systems. The town of Oro Valley requires any owner who intends to replace any electrical, gas, mechanical or plumbing system shall first make application to the building official and obtain the required permit. Repair of Sidewalk by Abutting Owners. A. All owners with property abutting and fronting upon any street within the town are required to keep the public sidewalks immediately abutting their property in good order and repair. Each such owner shall be liable to the town for all losses to the town or recoveries from the town for damages to persons or the property of others caused by his failure or that of his agents to repair and keep in good order and reasonably safe condition all such sidewalks. B. The town may, at its discretion, notify such owner that repairs are necessary to put such sidewalk in good order, and such owner shall, within ten days after such notification, under the supervision of the town engineer, complete such repairs as specified in such notice. If the person fails to make the required repairs, the town may repair same or cause the repairs to be made and bill the owner, and a lien may be placed on the subject property for all the costs incurred, including all fees such as a permit, attorney’s fees, inspection fees, etc. C. A permit shall be required to make repairs pursuant to this section. However, there will be no charge for such a permit unless it is proposed to make a change in the grade, location or dimensions of the sidewalk.

She explained her class is using the Links Page in the club’s website in a class project, and in appreciation, a student named Daniel suggested a new link for the page. Walking is not only beneficial to your heart, it is free and relaxing. If the weather is inclement or you can’t or don’t want to walk around your neighborhood, indoor shopping malls are great places, but refrain from window shopping until you’ve completed your walk! You have to keep up a brisk pace to derive optimal benefits from the exercise. You may want to consider buying a new pair of properly-fitted walking shoes to provide good traction. This investment will help cushion your feet and avoid the problems of soreness and blistering. Don’t exercise if you have a fever, cold or the flu. Listen to your body. Also, remember the “talk test”. If you can’t talk briefly during exercise then you are working too hard. As everything is slowing down due to the hot weather, the Pro Shop staff is gearing up, behind the scenes, for another fun season! I will be ordering new range balls and scorecards. We will also be changing our current club cleaners at the driving range for some nice looking bowl-shaped pots with a stand and a brush. We will move one of the current club cleaners down to the chipping area for your convenience. Please stop by our fully-staffed Pro Shop to see our closeout specials and visit with our friendly staff. The current golf rate cards are now available. Please remember that monsoon season is upon us and with the rain comes lightning. When you hear thunder or see lightning, please get indoors as quickly as possible. Lightning is nothing to fool around with; just ask Lee Trevino. Also, drink plenty of fluids and keep your body hydrated. Having a wet towel around your neck is also a great idea with the triple-digit temperatures that we are experiencing. August will bring a smile to the faces of all the golfers who had to endure the fairway renovation the past several weeks. All of the work the maintenance staff performed to aerify, topdress, and re-grass the bad areas of the fairways will be realized during the months of August and September. The monsoons bring a higher level of humidity and occasional rain that really encourages the Bermuda grass to grow rapidly. The irrigation water will slowly be reduced, which will allow the sprigs to dry out and start to be mowed. Once the mowing starts, these areas will fill in and level out, resulting in very good playing conditions. All of the frustrations from the course being torn up and excessively wet will be gone and the golf course will be in great condition for the rest of the summer. One disadvantage of the increased humidity and rain during the monsoons is the Bermuda grass in the roughs and fairways that were already healthy will start to grow faster than they can be mowed. This results in an increase of grass clippings spread out in the roughs, and the grass turning a yellow color because it is getting mowed too low on the plant causing it to scalp. To slow this surge of plant growth, a plant regulator was sprayed during July. This will keep the growth to a minimum which will reduce the mess in the roughs while also keeping the grass a nice green color. Two new policy updates that concern golfers were passed by the SCOV Board. First, if a couple purchases a combination of a 18-Hole and a 9-Hole golf passes, they will receive a discount. This new discount is similar Sun City Vistoso Tipster, Febraury 2011

to the discount other combination pass holders have received. Second, if annual pass holders sell their home they will be able to request a prorated refund. On afternoons in August and September you will see the CDO (Canyon Del Oro) golf team using our driving range. They will be supervised by their coaches and local PGA Professionals. Please welcome them to our golf course. Next season, golf holes number 6, 9, 11 and 15 are scheduled not to be overseeded. This is necessary for the health of the Bermuda grass as evidenced by the turf recovery on holes 2 and 13. The Views 18-Hole Men’s Golf Club Pres. Cool behind the glass, I sit in comfort, looking at the ocotillo branches. orange flagged with blossoms, only two months ago with baby leaves edging each branch in soft green now celebrating July 4th with a bouquet of gray sticks long thorns laddering their length, looking quite dead. Right now the ground squirrel is likely sleeping in the burrow he dug under my red pad prickly pear. I no longer argue with him on his choice of home. I saw him last this morning, eating seeds the sloppy birds dropped from the feeder to the stones below. I don’t know where the rabbit hides, But he hops into the yard mornings to nibble the last of my potted greenery, and have a drink of algae clotted water from the fountain. It’s all good entertainment for the cat sitting alertly on the chair, set conveniently against the window now he’s on the chair again, but, like those he so sharply observes every morning he’s stretched out, relaxed, asleep. Even the breeze is still. you’d think I’d take the hint of those who’ve lived here, and stretch out in my turn.

Arizona State Museum presents Domestic Disputes and Warfare in the Prehistoric Sonoran Desert by James Watson, PhD, assistant curator of bioarchaeology, Arizona State Museum. Sibling squabbles. Coworker disagreements. Political sniping. Government protests. Full-scale warfare. The contentious nature of humans is neither new nor modern, nor exclusive to specific parts of the world. Anthropologists all over the world strive to understand our most destructive motivations and behaviors. Numerous studies have documented violence, warfare and perhaps even cannibalism throughout the prehistoric Desert West. Traumatic injuries are common among skeletal samples from early farming communities of the Sonoran Desert and have the potential to document some of the earliest evidence for interpersonal violence in this region. Skeletal trauma observed in a large sample of individuals from the Early Agricultural period (1600 B.C.-A.D. 200) site of La Playa, Sonora, Mexico yields strong evidence for regular violent interactions among early farmers in the Sonoran Desert. There is a growing medication misuse/abuse problem within the senior community. The M.U.S.T. (Medication Use Safety Training) program was developed by the National Council on Patient Information and Education with support from the University of Maryland School of Pharmacy. The main goal of the program is to help older adults and/or their caregivers understand the risks and benefits of medication therapy. Discussions will be held so seniors and caregivers will be able to understand the possible interaction between prescription medications and OTC (over-the-counter) or natural/herbal medications. The discussion will also include information on medicine usage problems and ways to improve medication use safety. With people over the age of 65 taking an average of

three or more medications daily, unintentional misuse is a special concern. Join us at 1 PM in the Auditorium to hear ways you can use your medications safely. The OVPD (Oro Valley Police Dept.) and the Sun City Vistoso Community Foundation are sponsoring the successful Dispose-A-Meds Program in SCOV. This is an effort to make it easier for our residents to dispose of unwanted medications. This event is scheduled for the second Tuesday of every other month and will be held in the Social Hall, 9-11 AM. The next scheduled date is September 11. Donate Your Old Cell and Smart Phones

The SCV Emerge! Auxiliary wants to thank the many folks who have donated their cell or smart phones to date. We are still looking for used cell phones and smart phones with chargers, for those in need. In order to meet patient demand this summer, all blood types are needed, especially O positive, O negative, B negative and A negative The need for blood is constant; every two seconds someone in the US needs a blood transfusion. At Sun City’s April drive 26 units were donated saving up to 75 lives. Our goal this month is 30. Roll up a sleeve and donate on Thursday, August 16, 8AM-11AM, Auditorium. Walking dogs becomes more challenging in the hot weather; early mornings and one hour after sunset are good. Be sure to bring along water on your walks and watch your dog carefully for signs of heat stress such as excessive panting or weakness, for example. Try to stay in the shade as much as possible. Older dogs, black dogs and obese dogs all have special susceptibility to heat stress. Snub-nosed dogs like Boston terriers and pugs have poor panting mechanisms and cannot deal well with heat. Remember that the temperature at sidewalk level can be 10 degrees hotter and your dog is barefoot. Always be aware of the heat of the surfaces your dog needs to walk on or sit on and protect him from hot surfaces. Remember, even with the windows open, a car becomes dangerously hot within minutes after the A/C is turned off.

As those of you who have read the July/August hiking newsletter already know, the number of hikes is limited. In part, that’s because our seasonal residents have flown the coop, but also because of the intense heat we’ve been experiencing. A member’s scale model may be an example of something another member may have had some first-hand experience in designing, building or operating the prototype. New Beginnings Merges with Our Family Services

Nonprofits Our Family Services and New Beginnings for Women & Children merged July 1, 2012. The organization retains the name Our Family Services, while New Beginnings becomes the name of the agency’s expanded homeless services division. Its New Beginnings division helps homeless children, youth and families through outreach, shelter, support, education, housing, counseling, anti-bullying and services for older and disabled people, information and referral, and the Center for Community Dialogue.
