Can I Trust the Board? by John Wilson About a year ago, the Board was considering a difficult and controversial issue. I received an email from a resident about the matter, which included the statement: “I don’t trust the Board to do the right thing.” That sentence has stuck with me ever since. For me, it raises concerns much deeper than the particular issue that was under consideration. For starters, what is the “right thing”? Input from residents on any issue is always a welcome and valued factor in reaching any decision. Clearly the author of that sentence meant that the “right thing” was the outcome that he favored. But the corollary is that if the Board decided otherwise, that would be the “wrong thing.” As we all know from experience, things are not always black and white, and if after thoughtful consideration, the Board decided on the “wrong thing” (in the view of this resident), were they really wrong? But I was troubled even more by the fact that the resident did not “trust” the Board. To me, trust is pretty basic. I knew my fellow Board members, and I knew first hand how they were trying to work their way through the myriad of things to be considered as they formulated a decision on the issue. Each Director volunteers a considerable amount of time to studying issues affecting our community, and then renders a decision that he or she believes to be in the best interests of that community. There is no question of personal benefit, nothing to be gained by any Director for making a decision on any basis other than the perceived benefit to our community. Some may disagree with the decision, but I hope they will at least make the effort to understand the reasoning behind that decision. They might be surprised to find themselves less certain of what the “right thing” really was. I am sure that any Director would welcome the opportunity to explain the basis for their vote. Trust is indeed basic to positive human relationships, including governance of our community, and the requisites for that trust include open communication and a willingness to consider the opinion of others.

How Are We Doing Here at SCOV? In looking at how our community is doing, it is good to look at the big picture and compare ourselves not only locally but nationally as well. Here are some interesting facts I thought may interest you. The latest National and State Statistical Review shows there were 342,000 HOA communities in the USA with 26.3 million homes/units and over 69 million residents in 2016. The value of those homes is estimated at $5.545 trillion and annual assessments are over $88 billion with $25 billion being put into reserve for future repairs. The study shows approximately 9,000 associations like ours here at SCOV are considered to be large scale, that is, they have a minimum of 1,000 lots and/or homes, 1,000 acres and/or a minimum annual budget of $2 million. They must meet two of the three criteria. The study estimated 21.3% of Americans lived in common-interest communities. In Arizona it is estimated there are over 9,500 HOA’s with 1,917,000 residents. According to Community Associations Institute, studies show the average large scale association (LSA) has seven board members and their boards meet 13 times per year. How does SCOV compare? Our Board has seven board members and met 13 times in regular and study sessions. The average number of standing committees for LSAs is nearly nine and the average number of ad hoc committees is 2.9. Here at SCOV we have at total of 23 committees with four of them being standing committees. According to the report, all LSAs use policy governance or modified policy governance as the form of governance with 43.8% using the modified version. We use the modified version here at SCOV. Ninety-three percent of LSAs report they have a favorable relationship with local government and public officials. Here at SCOV we have a very favorable relationship with the new Oro Valley mayor, vice mayor, town manager and her assistant. I generally meet/consult with at least a couple of these individuals monthly and a town council member reports at our Board meetings monthly from October to April. By the looks of things, we are doing pretty darn good. Congratulations SCOV, on being such a great community.

This is where to find just about anything you’re looking for, such as the vendor list, community directory, how to rent your home and other items. Try it out for yourself, and see how convenient it is to use. Member Services: By going to Members/Member Services, you have access to lots of information and resources provided by our Association and committees. You can find information for your home, guests, safety, health, catering and more. Take a look at this page, you will find it very useful. Directory: On the Member Services page is the community directory. If you are accessing the community directory from your smart phone, you can click on a phone number to call without having to tap in the number listed in the directory. Also, you can search this system for a name or a street, etc. Vendor List: This fabulous service, provided by the Consumer Referral Committee, provides a list of those valuable vendors for air conditioning, plumbing, etc. This list can also be searched by vendor type or name, etc. The items above are provided by our various Association committees and staff. However, the committee functions such as minutes, agenda, reports, etc., can be found under Members/Committees. The services our committees provide can be found by going to Members/Member Services (you must first be logged in as a member). The site is updated multiple times a day. It is intended to be a valuable tool for you here in SCOV. Enjoy and use this new amenity.

We can’t stress enough how important it is to drink water all year, especially in the hot summer months. You should drink some water at least every 30 minutes. If you are thirsty, it’s too late. Whenever I have out of town guests, I really stress this point. If a guest complains of headaches or feeling sluggish, remind them to drink water. They may not be accustomed to the low humidity and dry heat of summer. Avoid that 911 call, and keep drinking water.

Thinking of Selling your Home? If you are contemplating the sale of your home, please be aware that you need to arrange a Listing Inspection of the exterior of your home by the Architectural Compliance Team (ACT) by calling Karen Loffredo in the Community Services Coordinator office at 520-917-8087. A member of ACT will come to your home looking for such items as: enough landscape rock covering bare soil; yard landscape pruned and free of weeds, fallen plant debris and suckers; needed building repairs; house, fencing or gates needing painting; window screens free from holes or sunscorching, etc. These are just a few examples. Please refer to your Development Standards and the Master Declaration for complete expectations. A copy of the completed Listing Inspection is mailed or emailed to you. If you have deficiencies and you correct them before you have an escrow, you may arrange for a re-inspection, so when our HOA reports to the title company, the property is given a clean bill of health. If a property has gone to escrow prior to any corrections, the violations will be listed in the compliance report, and the buyer will inherit deficiencies not corrected by the seller. The Listing Inspection is good for 90 days from date of inspection. If the home doesn’t enter escrow within 90 days, a new inspection will be required. An inspection of your property can also be arranged if you are only thinking about selling your home. This inspection is called a Courtesy Inspection and is arranged in the same way. However, these inspection results are handed directly to you and are not incorporated into your resident file. It gives you a heads-up about what your property might need to ensure a smooth Listing Inspection, which must occur when you decide to put the property on the market.

Summer is a good time to catch up on all the TV series you missed or movies you intended to see but never got around to. Your chance of finding what you want is good since many residents are away. Here’s what’s hot right now besides the temperature: in TV series, Longmire (Seasons 1-6), The Handmaid’s Tale (Seasons 1-2), Blue Bloods (Seasons 1-7), Game of Thrones (Seasons 1-7, and Outlander (Seasons 1-4); and in movies: The Wife, Green Book, Bohemian Rhapsody, On the Basis of Sex, Mary Queen of Scots, Upside, Fighting with My Family, and The Mule. Recreation and Fitness - Lonnie Davis ldavis@suncityorovalley.com 520-917-8073 Why It’s Important to Stretch Stretching keeps the muscles flexible, strong and healthy, and we need that flexibility to maintain a range of motion in the joints. Without it, the muscles shorten and become tight. Then, when you call on the muscles for activity, they are weak and unable to extend all the way. That puts you at risk for joint pain, strains and muscle damage. For example, sitting in a chair all day results in tight hamstrings in the back of the thigh. That can make it harder to extend your leg or straighten your knee all the way, which inhibits walking. Likewise, when tight muscles are suddenly called on for a strenuous activity that stretches them, such as playing tennis, they may become damaged from suddenly being stretched. Injured muscles may not be strong enough to support the joints, which can lead to joint injury. Regular stretching keeps muscles long, lean and flexible, and this means that exertion won’t put too much force on the muscle itself. Healthy muscles also help a person with balance problems to avoid falls. Please be aware there will only be one Architectural Review Committee (ARC) meeting in August on Tuesday, August 13, 2 PM, WC3. Deadline for submittals is Tuesday, August 6, 11 AM. Open hours for submittals to be reviewed by the Community Services Coordinator are weekdays 9-11 AM. All submittals must be presented in person. ARC members continue to review the Development Standards to ensure they are aligned with the Town of Oro Valley Zoning Codes, support changing technologies and design styles, and correctly reference the SCOV Master Declaration. We welcome new ideas and requests from our homeowners, which are considered for inclusion in the Development Standards. This passion for nature continued into adulthood eventually inspiring Charlotte to become a master gardener. Intrigued with the movement and arrangement that she found in nature, she delights in highlighting the details she discovers in the earth. Charlotte’s paintings come to life as she invites the viewer to take a closer look. Charlotte has been painting in her studio since 2007. She has become a juried member of Southern Arizona Watercolor Guild and a member of Southern Arizona Arts Guild.

The Loan Room is a free service to all residents of Sun City Oro Valley. Our items are for short-time loans and include many medical items (wheelchairs, walkers, shower seats, etc.); card tables and chairs; rollaway beds and cots; and children’s items, such as high chairs, car seats, Pack ‘n Plays and some toys. Reservations are accepted up to two months in advance of pick-up date. Walk-ins are also accepted. Our website lists items available and includes pictures to help you decide what you want. We are open on Tuesdays and Thursdays, 8-9 AM and are located at the end of the golf cart barn. Please bring your current SCOV card with you when you pick up your items, and bring someone to help you if you cannot load things by yourself. Feel free to come see what we have available.

Help keep a watchful eye out, and report any damage to Administration so homeowners may be notified. Pesky weeds seem to appear overnight with the monsoon season. Please remove them as soon as possible, and try to make every effort to stay ahead of the weed situation in your yard in the next few weeks. Did wind from the storms cause excessive tree debris in your yard? Keep your driveway and the sidewalk swept so that your home doesn’t appear vacant and become an invitation to a burglar. Is there standing water in your yard? With our summer rains, it’s important to drain ponds and/or fountains in yards if you are away to eliminate standing water where mosquitoes can breed. Check other items outside your home which may collect rain, such as buckets, empty flower pots and other containers, to be sure they are not holding standing water. Thanks for your help in our extremely hot summer months.
Posse Squad C leader, Larry Lee, is another amazing volunteer who joined the Posse when he was recruited by former Posse chairman, Jack Nelmark. Larry stated “Jack was a retired sergeant major in the Marines and not someone you could easily say no to.” That was 16 years ago. Asked why he continues to serve on the Posse, Larry said, “Sun City Oro Valley is a community of volunteers working hard to keep our community a great place to live.” He stated he likes being involved, and the small amount of time and effort it takes is something every community resident should take pride in doing. Larry also helps with the American Red Cross blood drive at SCOV. Both volunteer activities keep him connected, and he enjoys volunteering. Join Larry and our other Posse volunteers in making a difference. Six hours a year (two 3-hour patrols) is all the commitment we ask. You are wanted.

The committee members who are here this summer are working in conjunction with the ARC on proposed revisions to the Development Standards, which are needed to fully implement the process authorized by residents on the March ballot regarding views. Proposed changes to the process will be developed by using previously submitted ARC submittals for improvements to develop the process for the upcoming implementation and notification letters. Revision of the process is needed to ensure standardization and fairness of the results. The next full task force meeting will be in September, date and site to be determined and communicated on the SCOV website calendar.

The mission of the Properties Committee is to make recommendations to the Board of Directors and the staff regarding the condition of and recommended improvements to SCOV facilities and assets. Ongoing activities include semiannual inspections of SCOV buildings and facilities, semiannual inspection of Chalk Creek and monitoring of the Sun City solar systems. Intermittent activities include utility usage studies, lighting audits and projects requested by the Board or as deemed appropriate by the committee. The committee will not meet in August. Our next meeting will be on Thursday, September 19.

The official monsoon season in southern Arizona is here, which means we need to be careful. Hydration is vitally important during our summer heat, let’s be prepared for possible dust storms, flash floods and lightning. Be sure to stay safe while out on the course during the monsoon season. Check the forecast and check it often, download a reliable radar app and seek shelter immediately if you’re not able to get off the golf course in time. Don’t worry if you can’t finish your round; we are happy to give you a rain check credit to complete your game another time. The important thing is to be safe and use your best judgment when the weather is questionable. The American Legion is hosting their annual event Saturday, August 31. It will be a 7:30 AM shotgun, using the entire course for the morning. If you’re interested in supporting or playing in the event, you can go to their Facebook page www.facebook.com/OVAmericanLegionPost132. Overseeding is right around the corner. We close the golf course for play September 23 and reopen October 14. We will be cart path only for a couple of weeks after opening. The Pro Shop will be open limited hours during that time.
Superintendent - Michael Kropf scvgolf@suncityorovalley.com 520-917-8063 August will bring a smile to the faces of all the golfers who had to endure the fairway recovery from transition in June. All of the work the maintenance staff performed to aerify, topdress, and re-grass the bad areas of the fairways will be realized during the months of August and September. The monsoons bring a higher level of humidity and occasional rain that really encourages the Bermuda grass to grow quickly. The irrigation water should be reduced which will allow the sprigs and sod to dry out and become ready for mowing. Once the mowing starts, these areas will fill in and level out, resulting in very good playing conditions. All of the frustrations from the course being thin with some wet areas will be gone and the golf course will be in great condition for the rest of the summer. One disadvantage of the increased humidity and rain during the monsoons is that the Bermuda grass in the roughs and fairways that was already healthy will start to grow faster than it can be mowed. This results in an increase of grass clippings, and the grass turning a yellow color because it is getting mowed too low on the plant causing it to scalp. To slow this surge of plant growth, a plant growth regulator was sprayed during July. This will keep the growth to a minimum which will reduce the mess in the roughs while also keeping the grass a nice green color.

Our golf course is the best it can be under our summer heat. Mike Kropf and his crew are trying hard to keep our fairways and greens in great shape. We can be proud of the work they are doing. If you are playing early in the day, please remember to avoid the very wet areas when driving your cart on the fairways. Stay away from the roped off areas under repair. The greens are being plugged to move the salts from watering through the soil to encourage stronger root growth. To continue to keep our course looking good, obey the 90 degree cart rule, repair your ball marks and fix your divots. The next Golf Advisory Committee meeting will be held Wednesday, September 4.

Monsoon season is upon us, and we are looking for ways to stay cool and refreshed. We have included some must-try items to the menu to help cope with the humidity, such as the cucumber rosemary press cocktail and the strawberry balsamic salad. Remember, water is always a must. This month we will be offering a mixology class to learn how to make your favorite cocktails at home as well as a local beer pairing dinner featuring Uncle Bear’s Brewery. If you haven’t seen the spectacular artwork at the far end of the bar yet, it is a must see. Around the 4th of July we had a mural painted adding a sense of character and depth to the bar area. Our featured employee this month is Charlene Notman; she has been working at the restaurant since January 2002. She and her husband have been married since 2011 and actually got married right here on the 1st Hole tee-boxes; together they have four children between the ages of 15 and 20. When she’s not working Charlene enjoys camping with her family and riding side-by-sides and quads. Upon her retirement she wants to travel the states, Hawaii in particular.

Friday, September 27, 1 PM Author Becky Masterman Local mystery author and former forensic science acquisitions editor will speak and sign copies of We Were Killers, the fourth book in the Brigid Quinn series. Brigid Quinn is a former FBI special agent now trying to fit into retired life in a small town just outside of Tucson. Becky keeps her audiences in stitches, with a speaking style close to that of a stand-up comic, even while talking about fictional murders and forensics. There is no charge, however, to help us plan for attendance, you will need to obtain a ticket, available beginning Friday, September 13, in the Library.

Vistoso Photo Club has its annual award night each May. The Sal Ficalora Award is given to a member who contributes great photography and significant time and effort to further the growth and betterment of the club. This year’s winner was Steve Perkins. Steve’s interest in photography goes back to his father and uncle, both WWII veterans who began representing Japanese photography firms. Both were subjected to criticism for dealing with a former enemy. Steve’s primary interest is Steve Perkins with award. Photo by landscape photography. He Laura Hackenbrock works at getting the best image he can on location. He is not fond of sitting for frustrating hours in front of a computer fixing things. We have monthly competitions. The subject of the month may be “open” or “assigned.” Although landscapes are Steve’s favorite, he feels the assignments expand his creativity. Steve is currently investigating mirrorless cameras; apparently his Canon 6D is getting heavier as it ages.

In the picture are two cutters that the club owns and uses to cut wool fabric for hooking. The cutter on the left cuts a #3 width. In today’s market, this cutter, new, would cost around $600. The cutter on the right has interchangeable cutting discs ranging from a #3 to #8. The increase in the number determines the increase in the width of the cut material.

Each year is different in the desert, but the month of August is typically known for heat, wind and rain. It’s also a blooming month for cholla, Indian paintbrush, barrel cactus, organ pipe, desert aster and AZ poppy. If you are thinking of making jelly or sauce, the prickly pear cactus is at the peak of ripeness this month. Watch for the gila woodpeckers making new holes in the saguaros. They cut new holes in late summer in preparation for spring when they harden and become dry, ready for a new family. Deadhead roses and flowering plants. Fertilize potted annuals, container cacti and succulents with a low nitrogen fertilizer. Continue enjoying colorful blooms such as trumpet flowers, morning glories, scarlet creepers and many others. With summer upon us, club members enjoyed staying cool and connected with friends as we kept up our dancing skills at the June dance. Meanwhile, the current elected officers and bylaws subcommittee met to review and update the bylaws, at the July 10 members meeting. “Beat the heat” open dance practice continues at the Auditorium on Wednesdays from 4-6 PM. Keep an eye on our new website https://scstarlightdanceclub.wixsite.com/scstarlightdance, for information on the upcoming professionally instructed dance lessons, October 9-November 13. Newer dancers will be offered beginner’s lessons, followed by a separate intermediate class for the more seasoned. Details will follow when you may sign up for either one. Aqua Tone is a toning water workout that incorporates a variety of rhythmic body movements performed in the water. This aquatic exercise class enhances cardiovascular fitness and muscular endurance. We meet Tuesday, Thursday and Saturday, 9 AM in the winter, 8 AM in the summer at the AFC pool. There is no fee to join the club or the class. The teachers are club member volunteers. Being able to do a basic swim stroke is very helpful. Items used in the class are buoys, board, noodle, ball and fitness band. Most are available at the pool. A band can be purchased from Marcia for $5. We assign an experienced member to a newcomer to help with learning the various movements. You will get a good workout in a fun class.

Sun City offers Joseph Pilates method mat classes twice per week on Mondays and Thursdays. The benefits that come from performing specific strengthening and stretching exercises strengthen the body’s core muscles (your abdomen and back). The exercises increase spine mobility and build flexibility. More benefits include better balance and muscle tone and increased stamina. Vistoso Cyclists boasts membership of nearly 200 riders. We ride year-round to preplanned destinations in Tucson and surrounding areas, using both city streets and dedicated bike paths. Weekly mountain bike options take a few of us to the beautiful Tortolita rangelands, containing some of the highest-rated single track bike trails in the nation. Our group ride options are from 25-50 miles, and we always make time for a coffee stop midway. Those who ride with the Women on Wheels group have their own agenda providing routes of 12-30 miles. We sponsor social events, participate in Wheels for Kids charity and are involved with fundraising for the Interfaith Community Food Bank, raising over $43,000 last year. Small court and lower net make it easy for players to master the court. Only one-fourth the size of a tennis court with light weight paddles and balls. It only takes two or three steps to cover your half of the court since play is most often doubles. Serves are underhand making it easy on the arms and shoulders. Couples like to play as most games are played coed. Small Judy and MaryAnne at a recent court makes for small talk while tournament playing and while watching. Games are short and normally only last 10-15 minutes giving time to rest between games. What other paddle game can you learn in one hour and play for the rest of your life?
