Should the members of our association – the people who pay the annual homeowner fee have a say in how money is spent on large capital improvement projects? Well of course they should. At present, however, members get to vote only on new construction that exceeds 5% of the previous year’s revenue, about $337,000. They have no say on renovation projects regardless of cost. What if instead of making a distinction between new construction and renovation we use the concept of a capital improvement project, i.e., a project that involves the renovation of existing facilities, new construction, or both? Often the two go hand in hand. The current plan for a lounge in the space previously occupied by the Pro Shop, the construction of an adjacent covered patio, and a Café remodel is an excellent example. We should also consider increasing the trigger percentage of the previous year’s gross revenue for bringing a project to the membership for a vote of approval given the concept of a capital improvement project. Personally I favor 7.5%, about $506,000. It seems to me that our community should be able to decide whether to proceed with projects that cost more than one half a million dollars. The current lounge/patio/Café project would be one such project. I feel comfortable with the Board deciding on projects below the 7.5% amount. (The Board would continue to have exclusive control over emergency repairs and replacements.) Our Bylaws must be changed if we are going to change the rules for bringing a project to the community for approval. Bylaw changes must be approved by two thirds of those voting. At its October meeting the Board created a committee to draft a proposal for a Bylaw change. I was a member. In November the committee recommended the capital improvement idea and a 7.5% trigger. By the time you read this the Board may have already acted to place a Bylaw change on the March ballot. But regardless of Board action or inaction the issue remains an important one that deserves membership consideration during the next election cycle in March.

The restaurant-lounge project that was approved by the Board on November 12th, as with many or most sizable projects, has its supporters and detractors. There are valid reasons for and against the restaurant-lounge project or at least for and against the cost. I fully respect all positions regarding this project and would like to express why it was wise for the Board to approve this work and why it will be an enjoyable benefit for the membership. As I think nearly every resident will acknowledge, SCOV is an incredible community. While that is so, new communities are continually being developed and other existing communities are enhancing their amenities. As you know, buyers are attracted to these amenities. A perfect example of a very desirable amenity is the SCOV Fitness Center. This is a state-of-the-art facility that has and is attracting new buyers and is enjoyed by a large number of residents. When viewing the competition, whether it be in the local area or similar communities I have visited as a part of industry workshops and conferences, the only shortcomings SCOV has, other than the ongoing updating that is needed, when compared to many of the most desirable communities, is the main pool area and the restaurant. In regard to the pools, I’m referring to the resort-style pools that truly are an attraction to home buyers. Of course, developing a resort pool area is very expensive, typically at least one-to two million dollars or more to build correctly. If this kind of project is undertaken in the future, a membership approval will be required and possibly a special assessment. On the other hand, the restaurant-lounge project, while not a small investment, is far less than the cost of a resortstyle pool and one that will be paid for with available Capital and Asset Reserve Funds. Plus it will be an amenity you can be very proud of, enjoy on a regular basis and can be confident that this beautiful facility, which will rival restaurants in nearly any other community, will attract new buyers to SCOV. With a fixed supply of homes in SCOV and an increased demand, not only will you enjoy this new amenity but you may also enjoy increased property value.

The Active Health Committee has three activities to share this month. First, on Friday, December 11, 1 PM, Auditorium, Kathy Khalsa, occupational therapist and Clinical Coordinator for the Senior Behavioral Health Unit at Oro Valley Hospital, will present Boost Your Mood, Build Resistance, and Add to Life’s Enjoyment. Kathy’s passion is working with adults and seniors to achieve their functional goals. Just as it requires effort to build physical health, the same can be said for mental health. Being mentally and emotionally healthy is more than being free of depression, anxiety or other psychological issues. Improving your emotional health can be a rewarding experience that adds to your overall enjoyment of life. We all want to have an enjoyable experience while working out at the AFC (Aquatic & Fitness Center). Here are a couple of points to keep in mind while at the AFC. In the pool, if you plan on doing laps, whether walking or swimming, you are to sign up for a lane. This will avoid potential misunderstandings. Lanes are to be shared. Inside the AFC, cell phone conversations are not to take place. The lobby or outside in the breezeway are acceptable areas. Please stay hydrated as water is still considered the best for replenishing lost fluids. Regular exercise, by building strength and stamina, prevents loss of bone mass and improves balance, actually reducing your risk of falling. December featured artists are Elaine Woods (left) and Patt Bloom (right). Patt got hooked on clay when she took a class in sculpture. “I liked the creativity of working with clay, and that led to slab and wheel work. It is a never-9+ending process that you can get lost in for hours. I like knowing my functional pottery can be put in the microwave, oven and dishwasher safely.” Elaine decorates gourds. “After carving the gourd, I dye the outside, drill holes around the gourd, then weave and sew on long pine needles.” Her jewelry includes silver pendants cast from the prickly inside of the cleaned gourd. They are lacy and delicate and very individualistic. She also makes pendants from Mata Ortiz shards that come directly from the village in Mexico. Government Affairs

The Loan Room located at the end of the Cart Barn is a free service to Sun City residents, open Tuesdays and Thursdays 8-9 AM. Reservations may be made up to two months in advance on Mondays and Fridays, 8-9 AM by calling 9178052. All types of medical items are available as are tables and chairs, rollaway beds, cots, children’s items such as car seats, pac-n-plays, high chairs and some toys. The website is experiencing a lot of use, which is exactly our desired outcome. Residents are posting items to the bulletin board, 45 items to date, and rentals, 12 to date. This article will address a few more features. Also, be watching in January and February for training on the website provided by our Marketing Committee. Dynamic website: One of the new features of the website is that is it a dynamic website. This means that whether you access it from your computer, tablet or smart phone, it has the same look and feel but adjusts to the size of the device accessing it. You don’t have to enlarge the screen on your smart phone to read the text. Calendar Update: Several have asked where the calendar from the old site went. Remember, it was the really big, long calendar that filled several screen pages. It’s still there, but has been broken into manageable pieces of information where appropriate: for example Board items on the Board page, exercise information on the AFC page, etc. However, if you still want to access the big calendar, we’ve added it back into the new site by going to News/Calendar and then scrolling to the bottom of the calendar page where you will find a link. Board Information: From the Members/Board tab all the information about the work of your Board of Directors is accessible from their calendar to agendas, packets and minutes. One of the biggest changes between the old and new was separating the business of the committees from the services they provide residents. On our old site these items were all categorized by committees and if you wanted to find their services, you had to know which committee provided that particular service. The new site has separated the business of the committee from the services they provide residents. Committee business ie minutes, agenda, reports, etc. can be found under Members/Committees. The services our committees provide to residents can be found by going to Members/Member Services; you must first be logged in as a member. Member Services: By going to Members/Member Services you can have access to information and resources provided by our Association and committees. You can find information for your home, guests, safety, health, catering and more. Take a look at this useful page. Directory: On the Member Services page is the community directory. One of the new features to this, if you are accessing the community directory from your smart phone, it will dial from the numbers listed in the directory. Also, you can search this system for a name or a street, etc. Vendor List: This fabulous service, provided by the Consumer Referral Committee, provides information on those valuable vendors for air conditioning, plumbing, etc. This list can also be searched, as well, by vendor type or name. The site is updated multiple times a day. It is intended to be a valuable tool for SCOV. Enjoy and use this new amenity.

I love seeing our library news now appearing in the Daily News feed on our new SCOV website. In December we will change our walking signs once again. Walkers will need to be off the golf course no later than 7:45 AM. Tuesday’s walkers will need to be off by 11:15 AM. At times there will be exceptions to these hours, and we will try to communicate that to you at the time. If you walk or drive your golf car in the evenings, please understand that there will be golfers on the course and you must yield to them so that you do not get injured by a golf ball. Please do not use the golf course as a shortcut to get to the Pro Shop, The Views Restaurant, AFC or Welcome Center. Please use Rancho Vistoso Blvd to avoid any accidents and to ensure you do not upset the golfers playing. Please come in and check out our new Pro Shop. The shop will be fully stocked when we decide how much space we have. Please be patient during this process. Just a reminder that our dress code applies to the driving range, chipping area and putting greens: no denim, must have a collared shirt, no cut offs, gym shorts or swim wear. Also, there is no chipping above your waist on the lower putting green. Use our chipping area down below for those types of shots. Happy holidays.

December is historically the time of year when the temperatures get cold enough to bring frost. Now is a good time to review the damage that occurs during frosty mornings and the procedures to follow. Walking or driving on frosted grass causes damage to green leaf tissue which eventually leads to the grass dying. When the roughs go dormant and turn brown they are no longer susceptible to frost damage, but the overseeded fairways, tees and greens can be damaged. Every morning when the cold weather arrives, a message will be left before 6 AM on the frost delay line stating what the conditions are on the course and how those conditions will impact golfers. Also, a message will be left on the webpage about the details of any delay in case the phone line is busy. If the frost is not really bad, we might not have a delay, but golf carts could be restricted to the paths for a determined amount of time. If the frost is more severe, the delay will reflect the earliest time the golf course can be prepared for golf and golfers allowed to start play. The putting green, driving range tee and chipping area have all been overseeded, so they will also be closed when there is a frost delay until the Pro Shop is notified of their opening. Please don’t drive or walk on any areas of the golf course until the frost delay is over. Golf Advisory

Pace of play continues to be a point of discussion. It is a contributing factor towards the enjoyment of the game and enjoyment is important in our lives. Playing the game in a manner that matches your skill set allows you to succeed and it increases your enjoyment. LPGA great Judy Rankin says, “If you can’t hit a 7 iron into some par fours, you’re playing from the wrong tees. When you think about it, the only one who cares that you’re playing a shorter course is you.” The Views has eight tee combinations. Try it, move up a tee and see if you have more fun. Give me a call. The food at the last Bash was good and we did not run out. The Men’s Club game that day was a Two-Man Shamble. Raffle prizes and the 50/50 drawing was a hit. The new Pro Shop should be in operation by now. Men’s Club outings for December have a couple of scrambles, a couple of two-man team games and an individual Stableford to finish the year out. At our first board meeting of the year, Barbara Hall was awarded the HIO (Hole-In-One) award as the only club player making a HIO in 2015. She aced Hole #7 using a hybrid for 125 yards. Most of us celebrate getting the first, but Barbara has had nine in her golfing career. She even had two in one round many years ago. Asked her secret, she says “It’s mostly luck... but playing a lot of golf will increase your luck.” Those who know her well, know the answer too... Practice, practice, practice. Beginner Line Dance Classes
These classes offered by Sunliners Line Dance Club will provide an introduction to line dance, teaching basic line dance steps, so you can come and enjoy dancing with the club. Parkinson’s Exercise Classes
Exercise classes are held every Monday and Thursday 4-5:30 PM, WC3. This class has helped many and is a great support to those with Parkinsons, $10 per class or $50 per month. Clay It’s the end of the year when we tally up our statistics for the past 12 months. There are more than 2500 sign-ins yearly and over 100 kiln firings. The board is working hard to find new space for our growing cooperative of clay workers, while our teams are flourishing and teaching others to help with the routine maintenance of equipment and production. The holiday party is Saturday, December 5 with sign-up in the studio for those members and spouses or guests wishing to attend. Records created by colonial, territorial, state and local governments often contain information about women. Look at a variety of government records that document women’s lives. Melanie Sturgeon, our December speaker, is the Director of the AZ State Archives. She works closely with Arizona’s state and local government agencies to identify and preserve their permanent historical records. All are welcome.

Often a modeler needs special tools to build a model. The picture shows model builder, Bob Watson, holding a device used to hold two pieces of a model while gluing at a 90 degree angle. Bob received assistance from woodworking member, Larry Miller to help him build the device. All SCOV residents are welcome at our monthly meetings and may use the Modelers Room. The room is open 24/7 to all members. The room provides space to build models and to assist in building and operating the new HO train layout. At our meetings, you will see what we are about, and you may enjoy a cup of coffee and a sweet roll. From time to time, we schedule field trips of interest to modelers.

It’s time to think about avoiding the stress of the holidays by exercising. Twice a week we have a professional instructor come to SCOV and teach a Joseph Pilates mat class. The Pilates exercises work to strengthen your core as well as your entire system of bones and joints and are not just sets of simple exercises. Your abdominal muscles, arms, back, hips and more are strengthened and toned. This allows for better posture, flexibility, strength and balance. The classes are one-hour total body workouts and include many warmup stretches. Because these are Pilates mat classes for seniors, all exercise movements can be modified for different levels of performance. Our instructors can be very helpful with this. You all know the song Singing in the Rain. Well, we changed it to Playing in the Rain. No lightning or thunder and as long as we are in the pool, what does it matter? Of course we didn’t play using umbrellas, but we did have a good laugh trying to hit the ball while holding one. Club members, look for an email flyer regarding our annual meeting and Christmas Party to be held Saturday, December 12, Desert Oasis. The menu is extra special this year and again, catered by The Views Restaurant. Dues are $5 for 2016 and will be collected at that time, cash only.
