Association News From The Board of Directors Our mission as the SCOV Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. A Non-Golfers Perspective by Debra Arrett I was not a golfer when I moved here. I still am not a golfer. However, one important reason I chose to buy a home in SCOV was that it had a golf course. It was apparent that golf course communities like SCOV had higher property values, and that higher value was reflected in all the amenities, the homes and even the residents. Some 16 years later that is still true. Even as a non-golfer, I benefit and appreciate our pristine golf course. When driving on the streets or walking on the sidewalks, the glimpse of the rolling green still takes my breath away. With the non-golf activities on the golf course and the ability to take a golf cart ride or walk on the cart paths, before and after play, I can take in all its beauty. I am not alone with that appreciation. The 2018 Homeowner Survey data shows that 84% of the respondents rated golf course maintenance important or extremely important. Golf Course Superintendent Michael Kropf does a superior job of maintaining The Views with about 20% less water than other Tucson-area golf courses. The maintenance over the past 30-plus years became more difficult and costlier due to the condition of the golf greens. That is unfortunate. If USGAapproved greens had been constructed in the beginning, we would not have the problem today. The soil structure did not have the proper layers of rock, sand, soil and drainage found in the USGA-approved greens you will find in all other Tucson-area golf courses. Del Webb built courses on the cheap. Renovation of the greens has already taken place at many of Del Webb’s Sun City golf courses. With the use of reclaimed water required by Oro Valley, the improper soil structure and drainage became even more problematic. The salt build-up cannot be flushed by water. The need to renovate the golf greens was recognized years ago, and experts determined it had to be done by 2020. Last year, the Board named a Golf Greens Reconstruction Committee with chair Howard Schulz and mem-

bers Patti Horning, Debbie Huffman, Doug Kimble, Diane Malchow, Barbara Nye Ross and John Rowe. Since then they and staff members have worked diligently researching all the options and consulting numerous experts. The project is not cheap. Based on three preliminary bids, it will cost $1.2 million. The money will come from funds already set aside. There will be no special assessment. The renovation of the golf greens must be approved by the membership and will be on the March 2019 ballot. Between now and then, you will have multiple opportunities to attend forums to learn more about the project and to ask questions. Watch for future announcements, and I hope to see you there.

Ramblings The holidays are well under way. Oh, how we look forward to this wonderful time of the year. It is a good time to remind everyone that driving golf carts in the community is limited to those with a driver’s license. Traffic laws still apply if you are driving a golf cart on the streets of SCOV. We will have many friends, family and guests visiting our community during this month. Many of your guests and friends will be out enjoying our nice weather. Some may go for a walk and others for a bike ride. Some may be out for a golf cart ride. Whether you are riding a bicycle, driving a golf cart or other type of vehicle, please remember to slow down and drive safely. I’d like to give a shout-out to all those who volunteer to help our community. We have so many and to list them all would be next to impossible, but I want all of SCOV to know that we could not provide all that you enjoy here without these fantastic people. Here are some but not all of the positions they hold: • Board members • Committee chairs and members • Club leaders and club members • Posse leader and members • Activity and social volunteers • Educational volunteers. All of you who volunteer know who you are, and I thank you all. Recently I was interviewed for an article on civility in HOAs. It is a great thing that here at SCOV the problems we have in this area are few and far between. I’d like to thank all of you for treating each other and staff with kindness and respect, even when we may disagree.

I was recently reminded of this code and felt it would be a good to share it in the Tipster. The Homeowner Handbook can be found on our website under Members > Documents. This Code of Conduct has been established by the SCOV Board of Directors to identify responsibilities of members and their guests when using SCOV facilities and common areas and in digital and written interaction. To protect the ambiance and enjoyment for all those who use SCOV property and interact digitally, the following actions are not permitted against any other member, guest or staff: • The use of loud, profane, indecent or abusive language, physical abuse, threat, harassment or like activities. • Actions that result in unsafe conditions or practices, uncivil or discourteous manners, willful misconduct, or actions that unfairly or unreasonably impair the rights or privileges of other users. • Interference with staff functions, procedures, or discipline of staff. Violations of these or any other rules of SCOV will result in disciplinary action as outlined in the Master Declaration, including but not limited to, a disciplinary hearing before the Board of Directors, suspension of membership privileges, and/or monetary fines. Complaints regarding programs, personnel or the actions of others may be filed in writing in the Administration office.

Community Services - Katy Mosier Office Hours Mon.-Fri., 9-11 AM, Welcome Center kmosier@suncityorovalley.com 520-917-8058 Revised Development Standards On October 23, 2018 the SCOV Board approved changes to the Development Standards. Please familiarize yourselves with these updates. You may access the document on our website under Members > Documents > Development Standards. Paper copies are available at the Welcome Center. One of the most important areas of updating is in Article 2.1.e. During construction, debris shall be disposed of daily or stored in a covered container located in the driveway. The container shall not extend into the sidewalk area. Building material shall be stored out of sight in the garage or in the backyard of the house.

With all the remodeling projects that are going on it is not unusual to be surrounded by trucks, dumpsters, pallets of building materials and the disturbance that is associated with the work being accomplished. At times we need to ask for neighbors’ patience and tolerance when they have already reached their limits, because a project is delayed with little or no activity. Keeping your neighbors informed about your project timeline is not only courteous but in some cases imperative. The large number of homes that have new owners in the last six years, coupled with the aging of our community has resulted in updating both the interior and exterior of a large portion of homes in our community. The good news is that this increases the value of those homes and possibly yours.

Thanks to the Friends of the Library we now receive the Sunday New York Times. Come luxuriate in one of our comfortable leather chairs and read the Book Review, Arts and Leisure, Travel, Sunday Review and other pleasures of the Sunday edition. Did you know that over 86 hours are put in by 50 library volunteers each week? Besides keeping the library open five-and-a-half days a week, volunteers sort through donations, add items to our database, cover books, call on overdue items and much more to keep our collection in tiptop shape. Publishers are busy turning out books and movies in time for Christmas shopping. Come see our endcap display of holiday books and movies. New books on our shelf this month include the latest books by Louise Penny and Jeffrey Archer. Season 2 of The Crown, Season 6 of The Americans and all seven seasons of Burn Notice are now available on DVD.

Recreation and Fitness - Lonnie Davis ldavis@suncityorovalley.com 520-917-8073 Getting Ready for Flu Season Proper hand washing is one of the most effective ways to prevent colds and flu. Start with warm water and anti-bacterial soap. Work the lather for 20 seconds, paying extra attention to fingernails and jewelry. Singing “Happy Birthday” twice is a good way to judge the time. Then rinse and dry your hands. Disposable towels are best, so you can use them to turn off the water. This will protect you from putting germs from the faucet right back on your hands. Another easy way to protect yourself is to keep your hands away from your face. Specifically, avoid touching your eyes, nose and mouth. These are the areas where cold viruses gain entry into your system. Keeping your hands away will keep any cold germs on them away as well. If you need to touch these areas, wash your hands before and after. Special Note From the Aquatic and Fitness Center (AFC) Orientation on how to use the gym equipment is held every Thursday, 1 PM, so stop in and sign up. Contact Lonnie Davis, AFC Coordinator, to discuss questions or problems with the AFC. AFC and Desert Oasis: See Hours of Operation on page 2. Tuesday, December 11, the AFC pool and spa will be closed for cleaning and shock treatment. They will reopen the following morning at the regular time. To me, mindfulness is being aware of what’s happening at the present moment. This includes being aware of your surroundings. If you paid attention to where you were parking and then noted some clues to help you find it later, it would have made it easier to find your spot. Mindfulness is a brain/mind training that can be done by anyone. It has no religious affiliation nor does it require a belief in the Almighty. It literally changes the wiring in our brain, so that over time, many benefits of mindfulness become permanent. Please join us Friday, December 14, 1 PM, Auditorium, when SD Khalsa introduces us to the benefits of mindfulness. The next meeting of the Active Health Committee is Tuesday, December 11, 1:30 PM. Please join us. We are always looking for new members.

Activity Center Renovation Chair Ed Zwerling ACRC@suncityorovalley.com First and Third Tue., 10 AM, AC/Hohokam Room

The Activity Center Renovation Committee (ACRC) has completed the data gathering phase to better understand the needs of the community, and we are now entering into the recommending stage. Unlike previous SCOV renovations we have multiple clubs, some with conflicting desires, competing for space and resources. We have listened to all of the comments and suggestions from the individual residents; this will play a major role in creating an affordable state-of-the-art multipurpose activity center. We are working with a design firm and architect through a general contractor to produce conceptual drawings and preliminary cost estimates. We will be given element costs and alternate proposals. They will be soliciting additional information from the various stakeholders to help better understand their specific requests. We will soon be announcing our first community-wide presentation to show our progress and address any concerns you may have. ACRC meetings are open to all residents, and we encourage comments from the audience.

Our most used machines are the treadmills; the ellipticals and recumbent bikes follow, with the upright bikes being the third most-used. The usage is primarily during the morning hours until approximately 11 AM. Then, for a period from 3 to 4 PM, the usage increases. So, the best time, if it works in your schedule, is to plan on using the facility between 11 AM and 3 PM in order to have better access to those machines. There are many exterior projects that require prior written Architectural Review Committee (ARC) approval to ensure compliance with the SCOV governing documents. All design, style, color, dimension and material decisions should be made before submitting your project for ARC approval. On October 23, 2018, the SCOV Board of Directors approved several revisions to the Development Standards. Please be sure that you consult the current version of the Development Standards before compiling your project information for ARC approval.

Did you know that SCOV pays nothing for the paper phone book? The publisher sells ads in the Business White and Yellow pages and is responsible for the contents of those pages. The publisher decides each spring whether it’s profitable to continue. Let the advertisers know that you appreciate their ads, and keep your fingers crossed for next year. Last year, there were over 340 changes to the directory. Even though the paper phone book is updated just once per year, you can update your listing in our online directory at any time. The online version is updated monthly, thus always has the most current information. Do you need someone’s email address or unit number? Those are included only in the online directory, not in the book. To update your listing, login to the directory and complete the online form “To change your directory listing…” or fill out an orange card at the Welcome Center.

Election Election 2019 The Election Committee is preparing for another election cycle. There will be three director positions, and we expect at least one initiative for your consideration. The vote will be electronic unless you have opted out of all electronic communications from the Association. If you vote by hard copy, the ballot must be mailed to Florida. The Association is no longer accepting paper ballots in the Administrative office. The candidate interview videos will provide the opportunity to see and hear the candidates. There will be a web page under Member Services > Vote March 2019 with information. In February, there will be at least two forums where questions will be asked of the candidates so you can get a feel for their understanding of and passion for SCOV. These forums

A fall-out from that is that individual wait staff are making less money, especially during the slower business months. We live in a community where most residents appreciate good service and are very generous. As incredible as it may sound, occasionally, some groups leave no tip. Most customers now tell us your expectations are being met and exceeded. Please continue to reward your hard-working staff with the current standard: a minimum of 20% of your pre-tax bill. The results are in, and the turf doctors (greens agronomists) agree the outlook for our greens is serious. Because our greens were constructed in a push-up manner using native soils, the soil has become tightly compacted allowing salts to build up and roots cannot grow. While surface grasses looked good after the recent overseed, this result cannot be sustained. It is difficult to predict when the grasses will deteriorate, but it will occur. It is concerning that we already saw signs of Bermuda grass dying on the front of No. 2 green this past summer. The agronomists recommend reconstructing the greens to provide adequate drainage and proper sub-soil materials. This includes removing the top 12 inches of green material, installing a sub-surface system of drainage piping and backfilling with graded sands to allow roots to grow and water to infiltrate. After reviewing the information and numerous reviews with architects and agronomists, our committee, both golfers and non-golfers, recommends to go forward with this project. We believe the benefits strongly outweigh the costs and want to share the information with you. If we allow our greens to deteriorate, revenues will decline and costs will increase. Nobody wants that to happen.

The Task Force to Preserve Lifestyle and Property Values has completed a draft approach to mitigate impairment of our wonderful, and valuable views caused by nearby construction. We have labeled such construction “Permanent Improvements.” After extensive research, including benchmarking with other similar communities nationwide, we have a proposed definition of what constitutes a view. With that in hand, we are now able to offer a process to quantify the degree of view impairment and bring opposing parties together to resolve the situation in an amicable, neighborly manner. Our ultimate goal is to give views an equivalent place at the table along with other property rights, a delicate task indeed. With this draft proposal in hand, we are now ready to receive input from residents. This will be done via focus panels to be conducted in early December. Participants were solicited with staff assistance via email. They will be given an overview of our draft and invited to comment. Their suggestions will be incorporated into a final proposal which will then be presented to the Board for approval followed by a vote of our residents.

One of the objectives in the Properties Committee charter is to monitor and make recommendations regarding energy efficiency for common area and Association facilities. Over the past several years, the committee has conducted studies and made a number of recommendations that have reduced the Association’s use of electricity. Examples include the recent installation of LED lighting in parking lots and the previous installation of LED lighting at the pickleball courts, the racquetball court in the AFC and the Auditorium. LED lighting uses less electricity and has longer useful life compared to conventional lighting. In addition to using less electricity, these lighting retrofits provided added cost savings due to decreased maintenance requirements and reduced cooling loads for the indoor projects. The Properties Committee works on a variety of tasks like this during the year. Our next meeting is Thursday, December 20.

Superintendent - Michael Kropf scvgolf@suncityorovalley.com 520-917-8063 December is historically the time of year when the temperatures get cold enough to start having frost. Just a reminder on what frost does to the grass and procedures to follow when a delay occurs. Walking or driving on frosted grass causes damage to green leaf tissue which eventually leads to the grass dying. When the non-overseeded areas go dormant and turn brown they are no longer susceptible to frost damage, but the overseeded fairways, tees and greens can be damaged. Every cold morning that frost is possible, a message will be left before 6 AM on the frost delay phone line stating what the conditions are on the course and how those conditions will impact the golf. If the temperature is cold, but the frost is not that bad, we might not have a delay, but, instead, the golf carts could be restricted to the cart path for a determined amount of time. If the frost is more severe, the delay will reflect the earliest time the golf course can be prepared for golf and ready for play to start. Sometimes, the greens need to be mowed, and each day the pins need to be moved before golfers can begin play. Additional reminders are that the putting green, driving range tee and chipping area all have overseeded grasses, so they will also be closed until the Pro Shop is notified of their opening. Remember to check with the Pro Shop for specific tee times because they try to catch up during the rest of the day.

Check with the Pro Shop for the many weekly fun events and clinics they have to offer. It’s a good way to meet new friends and have a great experience. The winter months mean later tee times, shorter days and a busy golf course. Remember to arrive at least 30 minutes before your tee time and check in with the Pro Shop. The blue stakes on the golf course are for entering and exiting the fairways. Many members are unaware that there is a volunteer group of golfers that repairs divots, ball marks and other daily damage done by golfers who forget to repair their own damage. With increased play, this becomes a bigger task for the volunteers, so do your part in taking care of your course and repair your divots and ball marks. If you have any questions or concerns about the golf course, attend one of our meetings or contact your league representative.

November 6 was our first official day of league play. Fortytwo ladies enjoyed a beautiful day and great conditions on the course. A very informative presentation was made by members of the committee and Rick Price, Director of Golf. Nothing says the holidays to my family and me like a good Old Fashioned. What can I say? I grew up in a bourbon family. I created this recipe a few years back and have enjoyed it around the holidays since. We hope that you enjoy. Cranberry Spice Old Fashioned Created by Aalt Brouwer

Ingredients 1 orange wedge 1/2 oz. simple syrup (equal parts sugar 13 cranberries and water) 2 pieces crystallized ginger, minced 4 dashes Peychaud’s bitters 2.5 oz. bourbon (I use Buffalo Trace) ice Directions In a cocktail shaker, muddle 10 cranberries, orange, ginger and simple syrup. Add bourbon, bitters, then ice. Stir ‘til well combined but not watered down. Strain over fresh ice and garnish with the remaining 3 cranberries. This year is fading fast, and the Cheer Bear folks are back in full swing. They have donated 35 bears to the Northern Arizona Family Abuse Center in Winslow. They have also donated 50 bears to the Seniors for Kids toy distribution drive. We would like to thank the Seniors for Kids for their financial support. They provided funds to buy all of our needed flannel for the 2018-2019 year. We purchased enough yardage to create about 200 bears, so with the leftover from last year we will be having bears marching out the doors of the Sewing Room and into the hearts of children throughout Arizona. Our little group is growing so if you are interested in joining us please stop in the Sewing Room at the Artisan Center on Wednesday at 1 PM. Our December book selection is The Lost Letter by Arizona author Jillian Cantor. Moving between 1938 Austria and 1989 Los Angeles, this novel connects a grim history to a more hopeful present through the tale of two sets of star-crossed lovers. The result is a captivating historical novel. We’re delighted that Ms. Cantor will join us via Skype for ½ hour at 1:45. Our first event of the new season was our kickoff dinner held November 9. Old and new members mingled over their favorite beverages sharing summer stories and meeting new friends. Aqua Tone is a toning water workout that incorporates a variety of rhythmic body movements performed in the water. This aquatic exercise class enhances cardiovascular fitness and muscular endurance. We meet Tuesday, Thursday and Saturday, 9 AM in the winter, 8 AM in the summer at the AFC pool. There is no fee to join the club or the class. The teachers are club member volunteers. Being able to do a basic swim stroke is very helpful. Items used in the class are buoys, board, noodle, ball and fitness band. Most are available at the pool. A band can be purchased from Marcia for $5. We assign an experienced member to a newcomer to help with learning the various movements. You will get a good workout in a fun class.

Fall is here, and it’s time to overcome all that holiday stress by exercising. Twice a week we have professional instructors come to SCOV and teach Joseph Pilates mat classes. The Pilates exercises strengthen your core as well as your entire system of bones and joints and are not just sets of simple exercises. Your abdominal muscles, arms, back, hips and more are strengthened and toned. This allows for better posture, flexibility, strength and balance. The classes are one-hour total body workouts and include many warm-up stretches. One of the best things about Pilates is that all of the exercise movements can be modified to suit your activity level. Our instructors are very helpful with this. Now forming is a new class for men: Tai Chi For Self Defense, Saturdays at 10 AM, beginning in January. A minimum of ten students will be required. Students must feel fit enough for a rigorous martial arts focused class and expect physical contact. Also beginning in January will be a new class session of Tai Chi for men and women, beginners and advanced. Many medical professionals now recommend Tai Chi to help their patients improve balance and prevent falls. In our classes we not only enjoy learning Tai Chi form, we also increase flexibility and strength and even learn to reduce stress. More than 100 hikers attended our fall picnic on a glorious day for hiking and socializing. Mileage awards were also given, starting with 100 mile patches for those just beginning their hiking careers here. A couple hikers reached the 1,500 mile mark, one 4,500 mile award was given.
