From The Board of Directors Our mission as the SCOV Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents.

Architectural Review Committee by Lou Gard As residents and guests drive around SCOV, they see homes and common areas that are neat and pristine. A good reason for that is the work done by the Architectural Review Committee (ARC) and the Neighborhood Pride Committee. The SCOV Association’s Master Declaration (MD), Section 5.1, requires that the ARC shall perform the functions set forth in this MD. Presently there are 23 committees supporting activities within SCOV. Like all of the committees, the ARC is staffed with SCOV volunteers,without whom SCOV could not run as efficiently as it does. The importance of our volunteers to SCOV cannot be overstated. The ARC is charged with seeing that any addition or major changes to the exterior of a home or yard are kept within the framework and guidelines of your Development Standards (DS). These DS were set up to ensure that a homeowner making any changes will not adversely affect the architectural character or community values of SCOV. Many of you have had some kind of improvement on the exterior of your home, so you are familiar with the ARC’s value to the community. Presently, there are 11 members on the ARC; due to term limits and resignations, the ARC needs to replace seven to nine members. There are only four members returning from this year’s roster. There are no requirements or restrictions on any resident wishing to join and become a member of the ARC. In most months, the ARC meets twice, on the second and fourth Tuesday, at 2 PM. I was on the ARC for seven years; it was a very rewarding experience. I am encouraging residents to consider joining the ARC and contributing to the betterment of our community. We have set up three times that residents can meet with present members of the ARC and discuss with them what the committee actually does and what their role might be on the committee. Governing Documents, What Are They? We’re always talking about the association’s governing documents, but what are they? State Law: Almost every state has statutes governing condominiums and homeowner associations. In addition most associations are subject to the state corporations’ code. Declaration, Master Deed, or Proprietary Lease and Their Covenants and Restrictions: Planned communities are created by declarations (also known as master deeds). Cooperatives are created with proprietary leases (also called occupancy agreements). These contain the restrictions that regulate residents’ behavior, define owner’s rights and obligations, and establish the association’s responsibilities. Articles of Incorporation: Most associations, and all cooperatives, incorporate and have articles of incorporation that define their purposes and powers. They may specify such things as the number of directors and their terms of office. Bylaws: Bylaws address association operations, such as procedures for meetings and elections and specifying the general duties of the board. Resolutions—Rules and Regulations: Board members adopt rules and regulations, and sometimes members have to approve them. Rules and regulations are recorded as board resolutions. Resolutions must be consistent with the declaration or proprietary lease, the bylaws and state law. Association governing documents are almost always trumped by state law. But, when association documents conflict among themselves, the declaration or proprietary lease carries the greatest weight, followed by the bylaws and then the rules and regulations.

This event is held once a year for you to sell those treasures you have been holding onto. Garage and yard sales are not allowed in the community, so this is a great opportunity to convert your unused items into cash. The cost to rent a table is $25. This price is needed to pay for the table rental and the advertising in local newspapers. In recent years, there have been fewer tables rented. If there is low participation this year, we may have to consider ending the event. The cost of advertising has gone up, and last year’s table price did not cover all expenses. Please keep this information in mind if you plan to participate in the sale this year. This “Why did I bring this to Arizona?” sale is also a major fundraiser for Seniors for Kids, from the sale of refreshments. See Coming Events, page 13 for table rental information.

People are taking great pride in their homes as they make interior and exterior improvements to their houses. If you are making an improvement that changes the exterior of your home, you are required to submit a request for HOA approval. This may be through the Community Services Office as an In-House Submittal or the Architectural Review Committee with an ARC Submittal. In both instances, you will meet with the Community Services Coordinator at the Welcome Center between 9 and 11 AM any weekday morning. At this time, she will go over your submittal with you. Your final decision about what you are going to do should be made prior to this meeting so that the ARC decision is not tabled. Besides final decisions, you have some other homework to do prior to this meeting. You must fill out the In-House or ARC Submittal form explaining in detail what you want to do. This information must include all dimensions of the project including elevations, samples of the materials to be used or a brochure which shows the materials and colors, a plot plan, a blueprint (if an architectural change is included) or drawing of the project with the dimensions and anything else

you think is pertinent information. You may get the submittal forms on our website or at the Welcome Center. Plot plans are available at the Welcome Center. If you think your project could have any impact on your neighbor(s), letter(s) of permission may be needed. March brings a focus on movies to the Library. Our video collection includes over 2,100 films, and more than 400 were added in the last year. You can request titles for me to buy using the Video Request List on a clipboard in the Library. While I don’t usually buy videos over five years old, I do take older movies as donations. With the Oscars having been announced last month I have been busy ordering copies of the Academy Award winning films as they become available on DVD. While some have not yet been released in DVD format, many are already on hand, with more arriving in the coming weeks. Find out what we have by going to www.suncityorovalley.com/. Click on “Library.” Scroll down and click on “Link to Online Catalog/Account.” Type the name of the film, an actor’s or director’s name into the search criteria field. To find the very latest arrivals in video, click on “All Time Periods” and select “New items within 30 days.” Then click on “All Forms” and select “DVD.” Hit the “Search” button and you will see all our latest videos. You will have the option to reserve items from that screen. Recreation and Fitness - Lonnie Davis ldavis@suncityorovalley.com 520-917-8073 Listen to Your Body One frustration in returning to exercise is facing the loss of strength and endurance. Many of us try to push too hard, wanting to be where we were rather than starting out where we are. But, whatever your mind wants, your body has its own agenda and it’s important to act on your body’s cues to back off. This is especially true when coming back from an illness. If you had a nasty cold or flu, your body expended a lot of energy in fighting it, and may be weaker than you think. You should follow doctor’s orders but, when you get back to your routine, some cues you want to pay attention to include: Heart rate or perceived exertion, energy levels, weakness or fatigue. You may be dehydrated, or you may not be eating as much as normal. On top of lingering symptoms like coughing, runny noses and lack of sleep, you can easily fatigue without warning. Learning to listen to your body is essential for getting back to your routine. If what you’re doing doesn’t feel right for any reason, give yourself permission to end your workout early...just don’t forget a light cool down if needed. Special Note From the Aquatic and Fitness Center (AFC) Orientation on how to use the gym equipment is held every Thursday, 1 PM, so stop in and sign up. Contact Lonnie Davis, AFC Coordinator, to discuss questions or problems with the AFC. AFC and Desert Oasis: See Hours of Operation on page 2. Tuesday, March 10, the AFC pool and spa will be closed for cleaning and shock treatment. They will reopen the following morning at the regular time. Wednesday, March 11, the Desert Oasis pool will be closed for cleaning and shock treatment and reopen the following morning at the regular time.

Cancer seems to touch us all, whether personally or in someone we know or love. Our presenter this month is Dr. Lise Alschuler from the UArizona Center for Integrative Medicine. The AFC is charged with the care of the two swimming pools and the gymnasium. At this month’s meeting the committee approved the following: 1. A recommendation to purchase and install the Clear Comfort water treatment system in the main pool. This system sanitizes the water being released into the pool. This will allow the legally mandated chlorine level to be maintained with less chlorine and without most of the objectionable chlorine smell now present. It will also reduce the amount of chlorine needed to meet the State required chlorine residual and will be more healthful and better for the swimmer’s skin. 2. A new equipment arrangement in the gymnasium that will establish a designated stretching area. 3. A recommendation to pay for the moving of gym equipment to accomplish the above move. 4. Recommendation to purchase a new stretching table for the above area. The committee also considered and defeated a motion to purchase two new digital clocks for the walls above the new stretching area. If you use either the pools or the gym, you are invited to visit our committee meetings to give feedback on items you feel need to be discussed or equipment that needs to be considered for purchase. The Architectural Compliance Team (ACT) inspects residential properties to ensure adherence to the Development Standards. All exterior areas of the property are checked. Some examples are walls, gates, fences, paint and stucco, landscaping, windows and screens, flat work, lighting, shutters and shades. Mandatory inspections are done at time of listing the property for sale. Areas not in compliance are listed in the resale demand and compliance report from the title company. Courtesy inspections are done at the request of property owners thinking about selling or those who are just curious about their compliance. No records are kept by SCOV on deficiencies or actions taken on courtesy inspections. The team is staffed by eight resident volunteers and a staff liaison. Meetings are open to all residents with minutes published on the SCOV website.

The ARC has set three days in March to meet with SCOV residents who are interested in learning how the committee supports our community. Members come from a variety of backgrounds: construction, library services, interior design, engineering, etc. This is a great opportunity to see if you want to volunteer for the ARC. Are you a new resident or have you moved within SCOV? I use the monthly SCOV Resale Report to update the directory database. Those who have sold their homes are removed from the database, and the new owners are added as unlisted by default. This includes those who move within SCOV. Why? Many people own more than one house here. Some of these multiples are temporary while the owner buys a new house and sells the old one. Others are permanent and used as rentals. And others are bought to rehab and flip. Thus, all new owners are unlisted by default. To add or update your information, complete the online form “To change your directory listing…” or fill out an orange card at the Welcome Center. You can choose to have certain information unlisted in the paper phone book and/or online.

The 2020-2021 SCOV Association annual budgeting process continues. The first draft of the budget was presented to the Finance-Budget Committee (FBC) during its February 24 meeting. If any additions/changes were recommended, a second draft is prepared and presented for discussion at a special meeting Monday, March 2, 2 PM. The FBC noted that several of its initial budget assumptions will be subject to change based on the results of the March community elections. Based on the election outcomes, the committee will finalize its 2020-2021 budget recommendations at its March 23 meeting at 2 PM. The budget recommended by the committee will be presented to the Board of Directors at its Thursday, April 9, study session. The budget, with any Board changes, will be placed on the Board’s agenda for approval during its Tuesday, April 28, meeting. This includes the grass on the terrace. Per Arizona State licensing, alcoholic beverages not purchased from the restaurant, are not permitted. An outside bar is now staffed for your convenience. In a recent set of comment cards, it was asked “Do you ever read these cards?” Not only does the F&B Committee review them, General Manager Mark Wade reads each one, discussing issues of concern with the restaurant managers. When we see a trend, the committee follows up with a recommendation to management. One of our committee objectives is to advise how overall communication between restaurant management, staff and residents can be improved. We need your feedback to accomplish this.

Landscapes, wildlife and flowering plants against the backdrop of southeastern Arizona’s sunsets, are some of her subjects. In SCOV, she began throwing pottery on the wheel, mixing hand building with her thrown pots. Melanie started painting around the age of five years old. It wasn’t until she attended college as an art major that she discovered clay, later starting a studio in her home, creating functional ware. After a 20 year hiatus, she moved to SCOV in 2018. The studio members have inspired her to include artistic pieces in addition to functional ware. Pottery is her passion and therapy.

Spring always arrives, and here are spring cleaning reminders concerning personal yards: • Trees must be trimmed up at least seven feet over sidewalks and not block visibility of stop signs. • Plants should not extend over sidewalks, and frost damaged parts of shrubs and trees should be cut off and removed. • Cracks in driveways, sidewalks, and where the cement meets the asphalt in the street are the responsibility of homeowners to keep weed-free. • Hedges anywhere in the yard are not to be over six feet tall. • Shrubs near the entrance of a driveway should be cut to less than 42” in height so as not to block visibility of vehicles and walkers. • Make sure your house number is visible from the street and that all lights in the fixture are lit so it can be seen at night. • Outside light bulbs are not to exceed 250 lumens per Oro Valley regulations. Semiannual inspections of SCOV facilities are one of the Properties Committee’s primary functions. The purpose of the inspections is to identify the condition and maintenance needs of SCOV facilities and grounds. After a year and a half, the Greens Reconstruction Committee’s diligent hard work will be coming to fruition. The schedule for reconstruction of the greens will start on April 27. The golf course will be open during construction and played as a par 68 starting on hole #10 with a maximum distance of approximately 5,500 yards. We are currently preparing the temporary greens to provide the best quality putting service possible. Our existing TifDwarf greens will be replaced with TifEagle greens. The green complexes will be cored out 18” below the surface. The green surrounds will be sodded, and the green surfaces sprigged. All new grass areas will NOT be overseeded for the winter. A minimum of a year is required to establish the new sod before winter ryegrass could be seeded into the Bermuda grass, or it will be severely damaged the following season. There is a strong possibility we will not overseed the fairways as well. However, the tees will be overseeded. It would allow us to reopen in mid-September and not to close the golf course for three weeks or have golf cart restrictions in the fall. We will have more information about this operational decision in the future. The greens project is essential to the long-term success of our community and golf course. During this time of temporary greens, there will be special rates set up for annual pass holders at other local golf courses. We will also be offering special added-value promotions for residents and guests during this time to play The Views Golf Club. The greens renovation project is approaching quickly. The official start day for the project is April 27, with the contractor mobilizing their equipment the previous week. The golf course maintenance department has many tasks to complete before the project starts. Several trees need to be removed that will be impacted by the new greens. Sprinkler heads were moved on #9 green to get underlying pipes out of the future construction area. Drainage pipes need to be installed on some holes for the new greens drainage to connect and the water flow directed toward the desert. Also, the desert area east of the water cooler in the chipping area is going to be removed for the new chipping area fairway to be built in a perpendicular direction to the current fairway. The logistics of the project still need to be determined with the contractor. A pre-project meeting will be conducted to determine where they are going to stage parts, equipment, sand, etc. Once the logistics are worked out, the Pro Shop will be informed of issues that will impact play. Some days nine holes may be closed, or specific holes will be closed or nothing may be closed.

This will prevent golfers from coming into contact with the construction workers and their equipment for the safety of both parties. Communication is going to be very important each day of this project.

Our course is extremely busy, and there are often members who are on a waitlist to fill your spot. Literacy Connects trains and sends volunteers to work one on one with elementary students who have been referred by teachers as being able to benefit from some extra reading attention and help. A full palette of art and photography classes are offered at the Arizona-Sonora Desert Museum. The instructors at the Museum’s Art Institute are all accomplished artists with a critical eye, yet they are encouraging to beginning students. Many SCOV artists find the scenic drive to the museum inspiring, and the classes have helped them develop new skills. The Art Institute offers a “Nature Art Certificate” program. In order to complete the program, students must take 13 required classes in four different mediums, 100 hours of elective classes, followed by a portfolio review. Several SCOV residents are working towards this now. Jan Thomas and Vanessa Edwards recently completed all of the requirements. The current opening reception for the next student exhibition is slated for Saturday, March 14, 2-4 PM. Jan Thomas will have six art pieces in this exhibition.

Many of you recognize Rowena Hardinger who has wintered in Sun City for 25 years. She has been very active in ILR in getting speakers about Western subjects, playing bridge, painting with the Tuesday watercolor club and arranging for teachers for them. She has been a gourmet club and Wednesday art studio member. Her interest in watercolor derives from the challenge of working with color and adapting it to forms that either represent travel memories or experiences here in the Sonoran Desert. While learning to paint with watercolor she studied with many different teachers and became a Signature member of the Southern Arizona Water-

Join us if you want to help recycle those plastic grocery bags. Jane Fairchild started a program for those interested in crocheting plastic yarn (or “plarn”) into sleeping mats for the homeless. You don’t have to crochet to assist with this project. Help is needed to cut the bags into strips and tie them into yarn. Regular knitters and crocheters continue to meet at this time. It’s been fun to share the space with the plastic bag people. The more the merrier. HMS Victory was Lord Nelson’s flagship at the battle of Trafalgar in 1805. Ron Sanford built this model that shows a highly detailed cross section of the ship from the masts, through the gun decks, and down to the rocks at the bottom of the hull that served as ballast. Club Fair display Recently our club had the opportunity to use one of the display cases outside of the Sewing Room to show our projects, and we displayed our work at the SCOV Club Fair in February. On Tuesday morning we often get visitors stopping in the Sewing Room including those on an Ambassador Tour. The viewing or touching our art form often evokes memories of parents, grandparents and other relatives that have hooked rugs for their family’s use. Many share their memories or stories, and we love hearing them. We encourage others to try our art and create precious memories for their families.

She is currently finishing her Ph.D. in astronomy and astrophysics at Andromeda Galaxy, our closest neighbor, only 2.3 million UArizona. The ti- light years away tle of her talk will be, “Dwarf Galaxies – the Building Blocks of the Universe.” Raga’s interests include the evolution and development of galaxies, estimating the stellar mass of distant galaxies, the creation of a new method of analyzing sunspots and black holes. You are also welcome to attend our March star party, which will be held on Tuesday, March 24, on the golf cart parking area behind The Views Restaurant beginning around 6:30 PM. We will have about six telescopes available for your viewing pleasure. The star party includes a laser-pointed tour of many constellations and bright stars as well as telescopic views of many deep sky objects such as the Andromeda Galaxy and Orion Nebula. Come join us.

Aqua Tone is a toning water workout that incorporates a variety of rhythmic body movements performed in the water. This aquatic exercise class enhances cardiovascular fitness and muscular endurance. We meet Tuesday, Thursday and Saturday, 9 AM in the winter, 8 AM in the summer at the AFC pool. There is no fee to join the club or the class. The teachers are club member volunteers. Being able to do a basic swim stroke is very helpful. Items used in the class are buoys, boards, noodles, balls and a fitness band. Most are available at the pool. A band can be purchased from Marcia for $5. We assign an experienced member to a newcomer to help with learning the various movements. You will get a good workout in a fun class.

The Fitness Swim Club provides a vehicle for swimmers to participate in a group swim workout. We generally go 2,400 to 3,000 yards per workout, mostly freestyle. Some do more, a few do less. Joseph Pilates once wrote, “Physical fitness is the first requisite of happiness.” To get the full benefits of Pilates, a person should understand the basic principles. This takes a little time and patience as the exercises can be different from other forms of exercise, but they are fun, interesting and challenging. Pilates can even become addictive. It teaches proper balance, breathing, focus on core (abdomen and back muscles) and movement control. The constant movement from one exercise to another results in developing more strength and stamina. Even posture is improved. The spine lengthens and joint flexibility and mobility increase. SCOV has two experienced instructors who teach the mat Pilates classes and they will modify many of the moves for us, if necessary. Many medical professionals now recommend tai chi to help their patients improve balance and prevent falls. In our classes we enjoy learning the tai chi form. We also increase flexibility, strength, and learn to reduce stress. Our instructors Jose Hernandez-Rivera and Donna Drazenovich teach us how to apply tai chi principles to our daily lives. Vistoso Cyclists boasts membership of nearly 200 riders. We ride year-round to preplanned destinations in Tucson and surrounding areas, using both city streets and dedicated bike paths. Weekly mountain bike options take a few of us to the beautiful Tortolita rangelands, containing some of the highest-rated single track bike trails in the nation. Our group ride options are from 25-50 miles, and we always make time for a coffee stop midway. Those who ride with the Women on Wheels group have their own agenda providing routes of 12-30 miles. We sponsor social events, participate in Wheels for Kids charity and are involved with fundraising for the Interfaith Community Food Bank, raising over $43,000 last year. If you are interested in seeing some beautiful pictures and checking out the many hikes offered for the month, please go to the website. If you are new, be sure to look for the Orientation Hikes in the schedule, pick one that works for you and contact the guide listed there. An orientation hike is required for everybody before you join the Hiking Club. Hiking in the desert is different from hiking elsewhere, and you will learn much of importance on that orientation hike. For all of us, new and experienced hikers, remember that water is of primary importance, along with quick energy

We introduced the game, practiced some basic skills and played a few games with six highschool-age participants from the Jeff Rusch YAC. The students were enthusiastic and did a great job learning the game. Our club is also exploring future possible inter-community league play which would include Oro Valley and other local pickleball clubs. Our members know how to have a good time while taking advantage of the year round option to be outdoors. Casual play has two teams of nine players on each side. By moving the boundary lines we can play with as little as four or five on a side making it more challenging. We are encouraging, both as winners and/or losers, to all no matter what side of the court we are on. As we change sides after each game high fives and good game is always heard among our players as well as good hit good serve during play. Advanced play has six members on each side and can play with as few as four to a side while rotating in any additional players. We all like to win but keeping it encouraging makes for a far better atmosphere for all.

Vistoso Helpful Hands (VHH) is an all-volunteer organization helping SCOV residents who find themselves temporarily in a crisis or needy situation. We provide caregiver relief, transportation, pet care, handyman services, light housekeeping and yard care, paperwork organization, run errands and can pick up a take out meal from The Views Restaurant. We also have referrals for longer-term paid assistance. For help call 520-447-0077. If we are not available, leave a message with your name and phone number. We will call you back. Do you remember your first bike? Wheels for Kids is a 501(c)(3) non profit organization dedicated to providing rehabbed bicycles to children and families in need in the Tucson area. To date we have donated 3,000 bikes to local non profits who distribute the bikes to their clients. Some of our partner organizations include Refugee Focus, Boys and Girls Club of Tucson, Children’s Advocacy Center, Casa de los Niños, Ronald McDonald House and Youth on Their Own.
