BOARD REPORT APRIL 26, 2018 SPECIAL REPORT TO THE PUBLIC Trustees Mary Graham, Rich Grosch, Peter Zschiesche, and Maria Nieto Senour expressed their support for the Academic Senate Presidents and their concerns about decisions being made in response to the lack of consultation at the system level and by the state chancellor. Trustee Rich Grosch reported on his attendance at the Mesa and Miramar colleges, and Continuing Education scholarship events. He also acknowledged Trustee Bernie Rhinerson for establishing the Board of Trustees Scholarship and shared comments made by scholarship recipients. Trustee Peter Zschiesche reported that he met with Rafael Castellanos, chairmain of the Port of San Diego, and discussed a possible partnership between the Port and the District pertaining to the “blue economy.” Trustee Maria Nieto Senour expressed her disappointment with issues that are developing at the state level in conjunction with the system leadership. Chancellor Constance Carroll reported that SB 1406, the community college baccalaureate pilot extension, has passed out of the Senate Appropriations Committee and will now proceed to the floor of the Senate. The Chancellor complimented the campus presidents on their wonderful scholarship awards programs that provided financial awards to hundreds of students across the District, as well as support for the San Diego Promise program. The institutions awarded the following amounts: City College – $236,919; Mesa College – $235,263; Miramar College – $173,637; and Continuing Education – $250,900, for a total of $896,719. Dr. Carroll shared her report with Mesa College President Pamela Luster who introduced Dr. Kim Perigo and the Speech and Debate Team, newly returned from their competition in Montreal, Canada. Student Trustee Joseph Newell reported on various student activities districtwide, including that at City College, the Associated Student Government (ASG) recognized the National Day of Silence with an event on April 26 in support of the LGBTQ+ community, and will be presenting at the Chicano Latina Graduation ceremony. At Miramar College, the ASG held an open house for parents and incoming students, an Inclusa-Palooza event to promote diversity on campus, and, along with Mesa College, will be holding student government elections next week. At Mesa College, the ASG will be hosting a Grads, Grub, and Goodies event May 2-3, held a farmer’s market that offered free food to students, and held scholarship awards. Student Trustee Newell, who has completed his one-year term, thanked the Trustees and Chancellor Carroll for the opportunity to serve on the Board.

BOARD ACTIONS At its meeting of April 26, 2018, the Board of Trustees: •

Heard statements from District counsel Joseph Sanchez, Vice Chancellor of Human Resources Will Surbrook, and a Mesa College staff member regarding a personnel matter.

Reported from Closed Session that the Board approved the expulsion of a Mesa College student from all colleges, campuses, programs, sites, and activities of the San Diego Community College District, pursuant to California Education Code section 72122 and 20 U.S.C. section 1232g; and approved the termination of the employment of a Mesa College classified employee, in accordance with Section 88013(b) of the California Education Code.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. Heard comments from Mesa College Academic Senate President Kim Perigo and City College Academic Senate President Justin Akers, who reported on the recent Area D meeting of the State Academic Senate, including concerns aboutleadership and the lack of collegial consultation at the system level; Miramar College Academic Senate President Marie McMahon discussed an upcoming Collegiality in Action visit at Miramar College and legislation supported by the State Academic Senate at its recent plenary session; and Continuing Education Academic Senate President Richard Weinroth acknowledged and thanked Chancellor Carroll for her ongoing communication on statewide issues. Held a campus meeting for Continuing Education at the Educational Cultural Complex that included a welcome and introduction by President Carlos O. Turner Cortez, Academic Senate President Richard Weinroth, and Classified Senate President Neill Kovrig; a presentation on combatting poverty and inequity at San Diego Continuing Education, a presentation on food security by Dean Maureen Rubalcaba and Feeding San Diego Director of Programs Kelcey Ellis; a presentation on employment security by Dean Michelle Gray and student Tomo Goda; a presentation on textbook and course material affordability by faculty members Matthew Rivaldi and Aaron Iffland, and New Horizons Program Coordinator Elena Adams; a presentation on housing security by President of the San Diego Rescue Mission Donnie Dee; a presentation on financial literacy by Dean Leslie Quinones and student Jahir Castelo; and a presentation on intellectual and emotional security by faculty member Pat Mosteller. Authorized the removal of the following Trustee Advisory Council (TAC) member who has ended her service on the council, due to her appointment to a position in the District, with appreciation expressed for her advice and support: Rabbi Laurie Coskey. Approved the appointment of Mike Frattali (nominated by Trustee Maria Senour), Shandon Harbour (nominated by Trustee Rhinerson), Ed Oremen (nominated by Trustee Rhinerson), and Yen Tu (nominated by Trustee Graham) to the Propositions S and N Citizens’ Oversight Committee to serve a two-year term, from July 1, 2018, to June 30, 2020; and the reappointment of Tom Kaye and Bob Kiesling to serve a two-year term, from July 1, 2018, to June 30, 2020. Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; accepted a grant from the California Community Colleges Chancellor’s Office to provide adults with the academic and career skills needed to enhance student success at Continuing Education; and adopted a resolution authorizing Business and Technology Services to make budgetary and financial transfers effective April 1, 2018, through June 30, 2018.

Approved purchase orders prepared during the month of March; and approved various personnel actions including the certification of short-term personnel service effective on or after April 27, 2018; and ratified the contract extension and Statement of Work with Huron Consulting Services LLC.

Announced the members of the Board subcommittees for the evaluation of the Chancellor (Trustees Graham and Rhinerson) and the self-evaluation of the Board (Trustees Zschiesche and Grosch).
