BOARD REPORT OCTOBER 24, 2017 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham reported that she, along with Trustees Maria Nieto Senour and Rich Grosch, attended and presented at the Association of Community College Trustees (ACCT) Leadership Congress September 25-28, the Board retreat held at the University of San Diego (USD), and the Industry Advisory Committees Member Appreciation Event at Mesa College. She thanked Vice Chancellor Stephanie Bulger and those involved for coordinating such a successful event. Trustee Graham also mentioned that later in the evening she will be at Mesa College to participate in a panel to discuss student equity. Trustee Bernie Rhinerson said that he, along with Trustees Maria Nieto Senour and Mary Graham, and Chancellor Constance Carroll, will be attending the Hispanic Association of Colleges and Universities (HACU) national conference in San Diego. He also reported that he will be participating in the next meeting of the Community College League of California (CCLC) Advisory Committee on Legislation, which he chairs, in November, in preparation for the CCLC Legislative Conference in January. Trustee Rhinerson also reported on his attendance at both the Industry Advisory Committees Member Appreciation and San Diego Promise Donor Appreciation events, and commended the District for its unwavering support of DACA students, making it a model for other districts statewide. Trustee Peter Zschiesche said that he attended the Industry Advisory Committees Member Appreciation Event and Project New Village’s seventh annual Fannie Lou Hamer Legacy Celebration. He also thanked the colleges, Continuing Education, and the District for planning events in observance of Veterans Day. Trustee Maria Nieto Senour reported that, in addition to the other events already mentioned, she attended the Hermanos Unidos/Brothers United (HUBU) conference at City College, the Board retreat at USD, and the National Association of Latino Elected and Appointed Officials (NALEO) conference along with Continuing Education President Carlos Turner Cortez. Chancellor Constance Carroll reported that Governor Jerry Brown has signed AB 19 (Santiago) into law, which is legislation that will waive the student enrollment fee for first-time, full-time students, effective fall 2018, with approximately $35 million in funding pending approval in the 2018-19 state budget. She stated that this bill was complementary to the District’s San Diego Promise initiative and would enable the District to make more funding available to support the second year of the Promise program, as well as support services and textbooks. The Chancellor indicated that fall semester enrollment is on track to be 0.6% above the base, and close to the funded cap. She stated that the late-starting, 8-week classes were doing well, with 309 classes offered in comparison to 237 classes offered in the previous fall semester, with a “fill” rate of 88%. Promotional efforts for the intersession and the spring semester are also underway (registration for both will begin on November 13). There will be 308 classes in this year’s intersession compared to 266 classes in the previous intersession. Dr. Carroll shared her report with Miramar College President Patricia Hsieh who introduced the new Vice President of Instruction, Dr. Paulette Hopkins. Student Trustee Ignacio Hernandez reported on various student activities, including that at Miramar College, the Associated Student Government (ASG) is planning to promote the college’s food pantry and student clubs, and hold movie days for students. At Mesa College, the ASG is holding a student leadership retreat on October 28-29; the Rising Immigrant Scholars through Education (RISE) Club held events that provided resources to undocumented and Deferred Action for Childhood Arrivals (DACA) students; the campus will hold several events in honor of Veterans Day; and the ASG will be working on updating its mission statement. At City College, the Hermanos Unidos/Brothers United (HUBU) organization held its annual conference on October 11; the campus held a breast cancer awareness event and an awards luncheon recognizing members of campus facilities; and members the ASG participated in City College’s annual Week of Service. City College ASG will also be attending the National Student Leadership Diversity Convention and the Assembly of the Student Senate for California Community Colleges (SSCCC) in November. Student Trustee Hernandez also reported that he worked with Vice Chancellor Lynn Neault to create a new petition for DACA students for “academic forgiveness” for late drops as a result of lack of resolution of the DACA program’s future.

CALENDAR OF BOARD MEETINGS NOVEMBER 2017

At its meeting of October 24, 2017, the Board of Trustees: •

Announced the following actions from Closed Session: the Board unanimously approved the 2017-20 Management Employees Handbook, and approved the disciplinary action of expelling a Mesa College student from all colleges, campuses, programs, sites, and activities of the San Diego Community College District, pursuant to California Education Code section 72122 and 20 U.S.C. section 1232g.

Held a campus meeting at City College that included a welcome and introduction by President Ricky Shabazz, Academic Senate President Justin Akers, Classified Senate Vice President Sean Ryan, and Associated Student Government President Ignacio Hernandez Valverde; a presentation on cosmetology by Acting Vice President of Instruction Minou Spradley, Dean Rose LaMuraglia, faculty member Sudabeh Phillips, and several cosmetology students; a presentation on the Math, Engineering, Science Achievement (MESA) program by Dean Carlos Dela Lama, faculty coordinator Rafael Alvarez, and students Alan Hurtado and Viry Apodaca; a presentation on the social justice conference by Vice President of Student Services Denise Whisenhunt, Dean Trudy Gerald, faculty member Paul Alexander, classified professional Yvonne Schmeltz, and students Ryan Rising and Romelia Turner; and a presentation on website modernization as a tool for social justice by Vice President of Administrative Services Seher Awan.

Heard public comments from Miramar College Academic Senate President Marie McMahon and Vice President Laura Murphy, who shared with the Board a resolution recently adopted by the Miramar College Academic Senate in support of increasing the number of contract faculty at Miramar College. This was referred to the Chancellor. City College Academic Senate President Justin Akers and Mesa College Academic Senate Past President Rob Fremland reported on the upcoming Statewide Academic Senate Plenary, a major topic of discussion will be the Guided Pathways initiative. Continuing Education Academic Senate President Richard Weinroth thanked the Board and Chancellor Carroll for the work done on the San Diego Promise, particularly the money allocated to students for textbooks, and the spots in the program reserved for Continuing Education students; and from POA President Paul Hubka who presented the initial proposal from the Police Officers Association for the 2017-2020 bargaining successor agreement. Administered the Oath of Office to College Police Officers Benjamin Mason, Juan BautistaGutierrez, and Jose Laguda by Board President Maria Nieto Senour; conducted the first reading of revised Chapter 5 – Student Services Board Policies, presented by Vice Chancellor of Student Services Lynn Neault, with approval to proceed to the next step of review and approval; and approved and adopted revised Chapter 1 – The District and Chapter 2 – Board of Trustees Board Policies (first reading 9/14/17). These revisions are part of a comprehensive six-year review to ensure currency. Adopted a resolution to excuse Trustee Rich Grosch from attendance at the September 14, 2017, meeting of the Board of Trustees due to illness, in accordance with Education Code Section 72024(d); approved new or revised courses and programs following a presentation by Vice Chancellor of Instructional Services Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and appointed Magdalena Kwiatkowski (to replace Richard Weinroth) as the San Diego Community College District faculty representative on the San Diego Adult Education Regional Consortium (SDAERC).

Authorized a two-year agreement with Delta Airlines that allows San Diego Miramar College to become a Delta-selected preferred training institution for A&P Mechanics; City, Mesa, and Miramar colleges to participate in the California Community Colleges’ Guided Pathways Award Program following a presentation by Vice Chancellor of Student Services Lynn Neault; travel of City College MESA Program students and faculty to attend the 2017 MESA Statewide Student Leadership Conference in Los Angeles, California; and travel of Mesa College students to participate in an overnight geology field trip to Joshua Tree National Park in San Bernardino/ Riverside Counties.

Accepted a grant from the National Institute of Health to conduct career development training programs at City College and the University of California, San Diego; entered into subcontract agreements with the Grossmont-Cuyamaca Community College District Auxiliary Organization (GCCCDAO) to place a math and English faculty liaison at feeder high school in support of the College and Career Access Pathways (CCAP) program at City College; and entered into an agreement with the GCCCDAO for the Strong Workforce Program at Miramar College.

Approved the establishment of a women’s volleyball team as a co-curricular sport at Miramar College, effective fall 2018; and accepted funds from the Solano Community College District for the Self-Employment Pathways in the Gig Economy project at Continuing Education.

Accepted a major grant from the Andrew W. Mellon Foundation, in conjunction with UCSD, for Activating the Humanities in the 21st Century: A Collaborative Path for Transfer Students from Community College to Research University and Beyond, at City, Mesa, and Miramar colleges; from the California Department of Rehabilitation for the College 2 Career program districtwide; approved purchase orders prepared during the months of August and September 2017; and approved the 2017-18 First Quarter Financial Report.

Approved various personnel actions including the certification of short-term personnel service effective on or after October 25, 2017; ratified the appointment of Dr. Paulette Hopkins as Vice President, Instruction at Miramar College; adopted a resolution to enter into an energy efficiency agreement with Stem Inc. to provide energy storage at selected sites throughout the District; and received a report on 2017 Veterans Day Activities districtwide.
