BOARD REPORT

MAY 12, 2016 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham reported that she, along with Trustees Grosch, Zschiesche, and Rhinerson, attended the District Honors Program luncheon held at Balboa Park. Trustee Rich Grosch presented 2015-2016 Student Trustees Laura Benavidez, Igor Burgos Maron, and Olivia Light with plaques commemorating their service to the Board and District, emphasizing that the three were actively engaged in their communities and at their colleges. Trustee Grosch reported that he attended various Classified Service Awards programs throughout the District, as well as the Mesa College Scholarship Awards Dinner. He also reported that he attended the Community College League of California (CCLC) Annual Trustees Conference where Dr. Cable Green discussed the use of Open Educational Resources (OER) to reduce the cost of textbooks for students. Trustee Grosch suggested that the Board include this as a goal for 2016-17. Trustee Bernie Rhinerson shared a video of his experience visiting Continuing Education, where he had the opportunity to observe the new 3D printer, donated by the Christensen Foundation, at work. Board members thanked Trustee Rhinerson for his liaison with this foundation to obtain this donation. Trustee Peter Zschiesche reported that he attended several Classified Service Awards programs, and expressed his appreciation for the longevity of tenure and loyalty of service of employees throughout the District. Trustee Zschiesche also reported that there is a statewide effort to extend Proposition 30 through a proposition on the state ballot and he requested that the Board consider a resolution in support of this proposition. Chancellor Constance Carroll said that the Governor’s May Revision Budget would be released in a press conference on Friday, May 13. Following the press conference, she will develop and distribute a summary indicating the budget proposal’s impact on the San Diego Community College District. The Chancellor stated that the District is closely following over 80 legislative bills, especially those that would increase Cal Grants for students. Chancellor Carroll also reported that current tracking of students earning Associate Degrees and Certificates has topped 10,000, a 9% increase in degrees and a 25% increase in certificates over last year. She will have a final report following the four commencement ceremonies. Dr. Carroll shared her report with Mesa College President Pam Luster, who introduced faculty members and students from the Speech and Debate Team who have recently returned from a successful international competition in Austria: Professor Kim Perrigo, and students Bryan Malinis, Duc Le, Taylor Carpenter, Kevin Marquez-Razon, Saul Olivas, and Kendall Quan. Student Trustee Olivia Light reported on various student activities, including having special graduation ceremonies for African American, Chicano(a), and First Year Experience (FYE) students at City College. At Mesa College, staff and students held its campus Olympics, a de-stress event for students, and a leadership luncheon for student leaders. At Miramar College, commencement is scheduled for Friday, May 13, student elections were completed, and a “Community Starts Here” event was held for staff and students.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS At its meeting of May 12, 2016, the Board of Trustees: • Announced the following action from Closed Session: the Board approved the termination of the employment of a Professor at Mesa College, in accordance with Section 87732 of the California Education Code; the Board approved the ratification of the settlement agreement with Micro Focus International (pursuant to Government Code Section 54956.9); the Board granted the Appeal of the Administrative Determination of a Title 5 Investigation; and the Board approved the disciplinary action of expelling student #051282-423-7199-16, from San Diego City College, pursuant to California Education Code section 72122 and 20 U.S.C. section 1232g. • Heard public comments from Paul Baker and Cynthia Baker regarding a Title 5 investigation appeal; and heard comments from Miramar College Professor Daphne Figueroa regarding her application for participation in the Reduced Workload/Early Retirement Program. She described her positive experiences as a faculty member, and Board members and the Chancellor praised her for her exemplary service to students and the District. • Adopted resolutions in support of AB 2222 (Holden) – Greenhouse Gas Reduction Fund: Transit Pass Program and AB 2364 (Holden) – Public Postsecondary Education: Community College: Exemption from Nonresident Tuition. At the April 19 joint governing board meeting with the San Diego Unified School District, the Board agreed to support these two resolutions. • Approved new or revised courses and programs; and authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs. • Authorized travel for City College faculty members and students to conduct Spanish classes in San Jose, Costa Rica; for a Mesa College faculty member and student to participate in an archaeological project in Guatemala; and ratified a travel authorization for Mesa College faculty members and students to participate in an overnight field trip to Julian, CA, and Anza-Borrego Desert State Park since the previously approved trip had to be canceled due to weather. • Received a report on the College and Career Access Pathways (CCAP) Partnership Agreements between the San Diego Community College District (SDCCD) and San Diego Unified School District. • Adopted a resolution to increase the City College Revolving Cash Fund; accepted a grant from the County of San Diego for fire technology equipment at Miramar College; approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending March 31, 2016, purchase orders prepared during the month of April 2016; and the 2015-16 Third Quarter Financial Report; and awarded a contract to Title Boxing and Samurai Sports for Police Academy equipment at Miramar College. • Approved various personnel actions including the certification of short-term personnel service effective on or after May 13, 2016; the application of Daphne Figueroa (Miramar College), Colleen Fitzmaurice (Continuing Education), and Ronald Sandvick (Mesa College) to participate in the Reduced Workload/Early Retirement Program; and the District’s Equal Employment Opportunity Fund Multiple Method Allocation Model Certification Form for fiscal year 2015-16. • Awarded contracts to PK Mechanical Systems Inc. for parking structure drainage improvements, Express Sign and Neon Company for the Allied Health Building west wall signage project, Evergreen Construction and Consulting Inc. for window putty replacement at the Design Center, and to Coastal Pool Construction Inc. for the pool deck upgrade, all at Mesa College; and to Rod Fuller Electric Corp. for fire alarm renovations districtwide. • Heard a report on institution-set standards for accreditation by Vice Chancellor of Student Services Lynn Neault. • Heard a report on the districtwide Honors Program, introduced by Vice Chancellor of Instructional Services Stephanie Bulger, and presented by the Honors Program Coordinators: Professors Carmen Jay (Miramar College), Kelly Mayhew (City College), and Wendy Smith (Mesa College), and students Elvin Lantigua, Sandra Perez, and Harrieth Sucaldito.
