BOARD REPORT

JUNE 09, 2016 Special report to the public Trustee Mary Graham reported that she attended the colleges and CE commencements, as well as a Trustee Advisory Committee meeting. She also related that she attended Continuing Education’s excellent Educational Cultural Complex (ECC) 40th anniversary event, where a community panel discussion took place and community members involved with the development were honored. Trustee Bernie Rhinerson wished faculty and staff a great summer and thanked them for their efforts this past academic year. He commented on his attendance at the ECC 40th anniversary event and a national conference, along with Vice Chancellor Lynn Neault, on developing sustainable funding for college promise (free tuition) programs. Trustee Rhinerson also announced that he will be attending and chairing an upcoming Community College League of California (CCLC) Advisory Committee on Legislation meeting. Trustee Peter Zschiesche congratulated Trustee Graham on a successful primary campaign. He reported on his attendance at the ECC 40th anniversary event, including input from the community on services they would like to see expanded. Trustee Zschiesche also participated in an event in the neighborhood of Southcrest regarding the improvement and restoration of areas along Chollas Creek. Trustee Maria Nieto Senour shared that she attended the ECC 40th anniversary celebration and reflected on her time working with the SDSU Community-Based Block counseling program, which is located at ECC, beginning in 1977. Chancellor Constance Carroll reported on the state budget. She indicated that the Budget Conference Committee is completing its work and there should soon be information regarding the legislature’s final budget proposal to Governor Brown. The Chancellor said that both the Senate and Assembly proposed budgets are very similar to the governor’s May Revision budget, with notable exceptions being the $25 million Innovation Fund, which the governor favors, and the $21.9 million Full-time Faculty Fund, which appears only in the Assembly budget and which the community colleges favor. Resolution of differences is expected very soon. Dr. Carroll also complimented Mesa College President Pam Luster on the college’s honor from the Campaign for College Opportunity on being the number one college in California in the award of Associate Degrees for Transfer, and Continuing Education President Carlos Turner Cortez on the successful 40th anniversary celebration for the Educational Cultural Complex. Student Trustee Ava Fakhrabadi recounted that commencements districtwide were a success and that there are new Associated Student Government (ASG) members at all the colleges who will be focusing on improving student experiences. At City College, new ASG members participated in summer orientation and training, and recently hosted the Student Senate for the California Community Colleges’ regional meeting and elections. At Miramar, the Associated Student Council is engaged in outreach efforts to increase student involvement and awareness of student government. Student Trustee Fakhrabadi also announced that Mesa College was named the number one California community college for transfer degrees, and its ASG will be holding a series of events to promote college life, including a tailgate event at an upcoming football game.

Board Actions At its meeting of June 9, 2016, the Board of Trustees: • Administered the Oath of Office to Student Trustee Ava Fakhrabadi (Mesa College). • Presented a plaque and commended Senator Marty Block, a former member and president of the SDCCD Board of Trustees, for his years of exemplary service to higher education. Senator Block thanked the Board and commented on some of the highlights of his legislative history, most recently his successful bill, SB 850, to authorize a pilot project for community college baccalaureate degrees.

Board Actions • Adopted a resolution supporting the extension of the high-earner income tax provision of Proposition 30 – The California Children’s Education and Health Care Protection Act of 2016; a resolution to excuse Trustee Maria Nieto Senour from attendance at the May 12, 2016, meeting of the Board of Trustees, due to illness, in accordance with Education Code Section 72024(d); and a resolution in support of the proposal to amend the San Diego City Charter, Section 55, regarding the ownership of the land currently occupied by San Diego City High School, as requested at the joint meeting of the San Diego Community College District Board of Trustees and the San Diego Unified School District Board of Education. • Adopted the Tentative Budget for 2016-17, following remarks by Chancellor Constance Carroll and a presentation by Executive Vice Chancellor Bonnie Dowd. The Board’s Budget Study and Audit Committee (Rich Grosch and Bernie Rhinerson) had reviewed the budget in advance. The Tentative Budget totals $742,317,110, and consists of three major components: approximately $419,567,721 in General Fund operations; $174,771,843 in Propositions S and N bond issuances: and $147,977,546 in federal and state financial aid and other grants. Board members expressed appreciation for having a balanced budget that also includes progressive features such as the reserve for the increase in the employer contribution to the state retirement systems CalSTRS and CalPERS. • Approved new or revised courses and programs, following comments by Dean Shelly Hess; and authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs. • Authorized an agreement between San Diego Miramar College and Cathedral Catholic High School to establish a College Educational Partnership, with comments by Miramar College President Patricia Hsieh; and an agreement between San Diego Continuing Education and the San Diego Workforce Partnership to create added value in the delivery of a local One-Stop Career Center System in connection with the Workforce Innovation and Opportunity Act. • Authorized the travel of students at City, Mesa, and Miramar colleges, and Continuing Education to participate in various competitions, tournaments, student leadership, and related activities; travel of Mesa College students and faculty members to conduct Spanish courses in Madrid, Spain; and approved the Student Fee Schedule for 2016-17, with an introduction by Vice Chancellor of Student Services Lynn Neault. • After conducting a public hearing, adopted the College and Career Access Pathways Partnership Agreements with the San Diego Unified School District, following a presentation by Vice Chancellor of Student Services Lynn Neault; and authorized an agreement with the California Commission on Peace Officer Standards and Training to provide the Academy Instructor Certification Course at Miramar College. • Accepted grants from the California Community Colleges Chancellor’s Office (CCCCO) for the Community Colleges Basic Skills and Student Outcomes Transformation Program at Mesa College; from the San Diego Workforce Partnership for the Workforce Innovation and Opportunity Act program at Continuing Education; from the San Diego Audubon Society to allow students to study hummingbirds and migratory animals at City College; and from the University of Wisconsin-Milwaukee to support participation in the Distance Education and Technology Advancement (DETA) Research Center Project. • Accepted a total of five major grants totaling over $1.1 million from the CCCCO and the Economic and Workforce Development Program to Miramar College for both Statewide Sector Navigator and Deputy Sector Navigator service in Life Sciences/Biotechnology, and Advanced Transportation and Renewables in the 2016-17 fiscal year, as well as an augmentation for the Deputy Sector Navigator services in Information and Communication Technology Digital Media at City College for the 2015-16 fiscal year. • Approved various personnel actions including the certification of short-term personnel service effective on or after June 10, 2016; and sabbatical leaves for the 2016-17 academic year. • Awarded contracts to Barrios Distributing/Foods Inc., Coca-Cola Company, John Lenore & Co., and PepsiCo Bottling Group for the purchase of various beverage products, supplies, and service; Konica Minolta Inc. and Xerox Corporation for the purchase and delivery of ancillary reprographic equipment for the Reprographics Department at Mesa College; Kelly Paper for the purchase of bond and specialty paper products districtwide; R.J. Daum for the Math+Science Complex stair security enhancements at Mesa College; Tovey/Shultz Construction Inc. for the A-100 building remodel at Miramar College; and APR Construction Inc. for the Science Building fencing modification at City College; and approved the master list of off-campus locations for the 2016-17 academic year. • Approved the appointment of Katie Hansen (nominated by Trustee Bernie Rhinerson) to serve a two-year term, from July 1, 2016, to June 30, 2018, on the Propositions S and N Citizens’ Oversight Committee; and authorized the reappointment of Propositions S and N Citizens’ Oversight Committee members to serve a two-year term, from July 1, 2016, to June 30, 2018: Pierre Domercq, Gerald Hosenkamp, Sarah Jager, Thomas Kaye, Thomas Scanlan, Rosalie Schwartz, and Glen Sparrow. • Renewed contracts with Gafcon, J.E. Moore, Cumming Corporation, and AECOM to support program management activities at Miramar College; and with San Diego Contracting Opportunities Center for counseling services and Winstead & Co for outreach services for small and disadvantaged business enterprise pertaining to the District’s outreach effort. • Declared an emergency pursuant to Public Contract Code 20654 for expenditures to complete repairs to the domestic water line at Mesa College. • Heard a report on the Student Textbook survey, presented by ­­Vice Chancellor of Student Services Lynn Neault. Chancellor Constance Carroll stated that this is part of a larger effort to develop strategies for reducing textbook costs for students, which Student Trustee Ava Fakhrabadi emphasized is extremely important. Trustee Maria Senour noted that the reduction of textbook expenses for students will be one of the Board’s adopted goals for the coming year.
