BOARD REPORT
JULY 21, 2016 SPECIAL REPORT TO THE PUBLIC Trustee Rich Grosch reported that he attended a Board self-evaluation subcommittee meeting where he and Trustee Zschiesche discussed the Board’s 2015-16 self-evaluation and goals for 2016-17. He added that a full report will be presented at a Board meeting early in the fall. Trustee Bernie Rhinerson reported on his attendance at the Association of Community College Trustees (ACCT) Board Retreat in San Antonio, Texas, at which he had the opportunity to visit San Antonio College and meet trustees from around the nation. He also participated in discussions on topics that included educating trustees on how to be effective board members; how to support faculty, staff, and student diversity on campus; and the development of the ACCT strategic plan that focuses on student access and affordability, including local, state, and national College Promise programs. Trustee Peter Zschiesche reported that he attended a recent Propositions S and N Citizens’ Oversight Committee meeting at which members reviewed the progress of construction projects. Trustee Zschiesche also indicated that Peggy Cooper, Community Relations Specialist with the San Diego County Regional Airport Authority, has been reaching out to include Miramar aviation students to participate in airport events, and to look for ways to interest more young women in careers in aviation. Trustee Maria Nieto Senour shared that she enjoyed her summer break and is looking forward to the fall semester. Chancellor Constance Carroll reported that some details of the state budget are still being resolved, but that general increases for various programs and operations are still on track. She noted that a new State Chancellor has been appointed for the California Community Colleges, Mr. Eloy Ortiz Oakley, currently the Superintendent/President of the Long Beach Community College District. Dr. Carroll reported on the District’s participation in the annual San Diego Pride Parade, with a float and over 200 marchers from the three Colleges, Continuing Education, and the District offices. The Chancellor presented City College Vice President of Student Services Denise S. Whisenhunt, J.D., who will serve as the college’s Interim President for the coming year. Dr. Carroll shared her report with Continuing Education President Dr. Carlos Turner Cortez who introduced the new CE Vice President of Student Services, Dr. Star Rivera-Lacey.
The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. Student Trustee Jocelyn Felicano reported that at City College, the Associated Student Government will be holding Student Success Week events and a retreat for student leaders. At Mesa College, efforts are being made to create more unity among students on campus, and at Miramar College, a campaign is underway to promote and increase student involvement.
BOARD ACTIONS At its meeting of July 21, 2016, the Board of Trustees: • Heard public comments from Mesa College Professor Edward Alexander regarding a Title 5 complaint appeal; from City College Professor Carolyn Thomas regarding a payroll issue, and Ken D’Angelo on behalf of Starlight Designs regarding the proposed long-term lease agreement with Urban Discovery Academy. • Announced the following action from Closed Session: the Board denied the Appeal of the Administrative Determination of a Title 5 Investigation regarding a matter at City College; denied the appeal and upheld the Investigative Findings of a Title 5 investigation regarding a matter at Mesa College. Although concurring with the finding of insufficient evidence to support a legal claim of discrimination, the Board indicated its concern regarding other aspects of the complaint. The Board requests that the college submit a follow-up report to the Chancellor regarding appropriate administrative actions that the college will take as a result of the findings of the investigative report, and include proposed actions going forward to ensure support for the Bridges to the Baccalaureate program and its staff.
