BOARD REPORT

SEPTEMBER 8, 2016 SPECIAL REPORT TO THE PUBLIC Trustee Rich Grosch reported that he and Trustee Rhinerson are members of the Board’s Budget Study and Audit Committee, and recognized Executive Vice Chancellor Bonnie Ann Dowd and her staff for all of their work in developing a responsible and balanced budget. Trustee Grosch also reported that he and Trustee Zschiesche are on the Board’s SelfEvaluation Subcommittee; this year’s process reaffirmed that the Board is continuing to move the District in the right direction in fulfilling its mission of student access and providing a high-quality education to the region. Trustee Bernie Rhinerson reported that, in promoting the District’s San Diego Promise initiative of free community college for all, he authored an op-ed recently published in the Times of San Diego and participated in a presentation to educators joined by Senator Marty Block. He also emphasized that the promise of free community college for all applies not only to socio-economically disadvantaged students, but also students who face other challenges. He specifically mentioned the District’s Disability Support Programs and Services (DSPS), which provides services and courses to support students with disabilities in the achievement of their academic and vocational goals. Trustee Peter Zschiesche shared a flyer with the Board from the Center on Policy Initiatives (CPI) and reported on his attendance at CPI’s Students for Economic Justice celebration. He recognized students Asma Abdi (City College), Jeffrey McKennie (Mesa College), and Tylar Campbell (Miramar College) who were honored at the event, and CPI Leadership Development Coordinator Trinh Lee, who was present at the Board meeting. Trustee Zschiesche also shared with the Board a first-year report regarding the Family Health Centers of San Diego and its City College clinic, and requested the information be shared on the District’s website. Trustee Maria Nieto Senour reported that she, along with Trustee Rhinerson, attended the Continuing Education convocation and added that the event was excellent. Chancellor Constance Carroll reported that ITT Technical Institute, one of the largest for-profit institutions in the nation, has closed all 130 of its campuses in the U.S. Two of the campuses are located in San Diego. Because ITT Tech’s sudden closure has had an enormous impact on its students, the San Diego Community College District is reaching out to the local students to provide whatever assistance is possible. Dr. Carroll shared this part of her report with Vice Chancellor Lynn Neault who explained the outreach process that includes notices on the District’s website and other announcements. There is a central contact person at the District who will ensure that students are connected with the appropriate colleges and departments. Since ITT Tech was not regionally accredited, credits/units will not automatically transfer, but students may avail themselves of connections and processes to enroll and make progress. Chancellor Carroll also acknowledged President Pam Luster and Professor Olivia Flores, since Mesa College will be sending both faculty and students to the important Hispanic Association of Colleges & Universities (HACU) conference in San Antonio, Texas. Student Trustee Jocelyn Felicano reported that at Miramar College, the Associated Student Government (ASG) is supporting First Year Experience (FYE) and San Diego Promise students with the transition from high school to college and an orientation for ASG members is scheduled for September 9. At Mesa College, the ASG began work to increase school spirit with plans for a football homecoming and tailgating event. At City College, the ASG is focusing on improving student life, and preparing for Constitution Week and Halloween events.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. CALENDAR OF BOARD MEETINGS SEPTEMBER 2016

At its meeting of September 8, 2016, the Board of Trustees: • Approved and adopted revised Board Policies: BP 3430 Prohibition of Harassment; BP 3100 Student Rights, Responsibilities, Campus Safety, and Administrative Due Process; and BP 3105 Academic Accommodations and Disability Discrimination for Students with Disabilities (first reading 8/25/16). • Reviewed the results of and approved the Board of Trustees’ self-evaluation for 2015-16 and set goals for 2016-17. The Board members thanked all who participated in providing feedback regarding the Board’s performance and accomplishments. They also thanked the Chancellor and District staff, who work for working to implement the goals they set forth. • Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; accepted the 2015-16 annual Program Self-Evaluation regarding the Child Development Centers at City, Mesa, and Miramar colleges; designated September 16, 2016, as Constitution Day at the colleges and CE; and authorized travel for Mesa College students and faculty to attend the 30th Annual Hispanic Association of Colleges & Universities conference in San Antonio, Texas. • Conducted a public hearing and approved the SDCCD 2016-17 Adopted Budget following comments by Chancellor Constance Carroll and a presentation by Executive Vice Chancellor Bonnie Ann Dowd. The total budget is $791,480,684, including $446,782,838 in General Fund Unrestricted and Restricted operational funds. The balance of $344,697,846 consists of the current issuances of Propositions S and N bond funds, as well as federal and special funds. This approval meets the state’s legal filing deadline of September 15 for community colleges. The budget was reviewed by the Board’s Budget Study and Audit Committee (Trustees Rich Grosch and Bernie Rhinerson). Board members expressed appreciation for the fact that the budget is balanced, includes funding for more class sections for students, provides for new initiatives in student success and career/technical programs, and includes strong reserves, especially the new reserve for the CalSTRS and CalPERS employer contribution increases. • Conducted a public hearing and adopted resolutions for issuance of San Diego Community College District General Obligation Bonds in the amount of $122,007,155, and 2016 General Obligation Refunding Bonds, in the amount of $525,000,000, presented by Executive Vice Chancellor Bonnie Ann Dowd and comments by Citigroup Global Markets Inc. Managing Director Victor Andrade. Chancellor Constance Carroll noted that this is the last bond issuance in Proposition N, which will bring the financial aspect of the entire $1.555 billion Propositions S and N bond program to an end. She also emphasized the benefits taxpayers will receive from the bond refinancing. • Accepted grants from the Rancho Santiago Community College District for the Sector Navigator services in Life Science/Biotechnology, and also for the Career Technical Education Data Unlock Initiative, both at Miramar College. • Approved various personnel actions including the certification of short-term personnel service effective on or after September 9, 2016. • Ratified the appointment of Jacqueline Lee Sabanos as Vice President, Administrative Services at San Diego Continuing Education. • Authorized an agreement with Asphalt & Concrete Enterprises Inc. for asphalt repair districtwide.
