BOARD REPORT

SEPTEMBER 22, 2016 SPECIAL REPORT TO THE PUBLIC Trustees Mary Graham, Rich Grosch, Bernie Rhinerson, Maria Nieto Senour, and Peter Zschiesche, and Chancellor Constance Carroll thanked City College Interim President Denise Whisenhunt, faculty, staff, and students for an excellent and informative campus meeting. Trustee Rhinerson also thanked all who came to the Board Open Door Session. Trustee Maria Nieto Senour reported that she attended a San Diego and Imperial Counties Community Colleges Association (SDICCCA) workshop on providing affordable textbooks for students through the open educational resource approach and the Mesa Commons grand opening. She also shared that she and her fellow Board members, along with the Chancellor, will be presenting at the Association of Community College Trustees (ACCT) National Leadership Congress in New Orleans, Louisiana, on October 5-8. Trustee Peter Zschiesche reported that he is being honored by Project New Village at their Fannie Lou Hamer Legacy Celebration on October 6, which will be held at Continuing Education’s Educational Cultural Complex. Chancellor Constance Carroll reported on efforts by the Large Districts Caucus to influence the 2017-18 state budget. The proposal by this group includes: a COLA of $75 million; growth FTES of $100 million (1.6%); a base budget augmentation of $100 million; a $25 million appropriation for full-time faculty; and some form of additional subsidy of $100 million. The Chancellor indicated that this group is also working on a change in state regulations to allow more flexibility in noncredit FTES tutoring programs. Dr. Carroll also informed the Board that the Cabinet would be working on a plan to comply with AB 1995 (Williams) to provide homeless students access to college shower facilities. Chancellor Carroll also reported on the San Diego Promise, indicating that many employees are now signing up for the payroll deduction option to support the program, and that efforts are underway to determine the next phase of this program for making college free for entering high school graduates. Chancellor Carroll also informed the Board that Governor Brown has signed AB 1741 (Rodriguez and O’Donnell), which creates a grant program to help community colleges create or expand their college promise programs. There is a $15 million set-aside (one-time funds) in the Budget Act for the AB 1741 grant program. The California Community Colleges Board of Governors is requesting an additional $15 million for next year to continue/expand this program. The District will apply for funding once the grant guidelines are issued. Finally, Dr. Carroll shared her report with Continuing Education President Carlos Turner Cortez, who introduced the new Vice President of Administrative Services, Jacqueline Sabanos. Student Trustee Daron Woods reported that Associated Student Government (ASG) groups districtwide are planning to attend the Fall 2016 General Assembly of the Student Senate for California Community Colleges, which is being held in Sacramento, CA, on November 11-13. At Miramar College, ASG members are preparing for in-house elections, and at Mesa College, the ASG will be participating in a student leadership retreat on October 8-9. At City College, ASG membership has increased in comparison to previous years. The ASG has hosted two successful club rush events, plans to host a presidential debate viewing party on September 26, and is preparing for a Halloween event in October. Also at City College, the ASG has been able to place officers on all campus participatory governance committees, ensuring that students have appropriate representation.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS

CALENDAR OF BOARD MEETINGS OCTOBER 2016

At its meeting of September 22, 2016, the Board of Trustees: • Announced the following action from Closed Session: the Board unanimously approved the Naval Technical Training Program Salary Schedule; and denied the appeal of the Administrative Determination of a Title 5 Investigation regarding a matter at Mesa College. • Heard public comments by City College students Stewart Payne and Preston Barney, who addressed the Board regarding Radio, Television, and Film course offerings, as well as parking issues at City College. • Held a campus meeting at City College that included a welcome and overview by Interim President Denise Whisenhunt, Academic Senate President Justin Akers, Classified Senate Vice President Sean Ryan, and Associated Students Government President Daron Woods; a presentation on City College’s Educational Master Plan 2016-2025 by Interim Vice President of Instruction Renee Kilmer; a presentation titled “My Journey: First Year Services” by Acting Dean of Student Development and Matriculation Bernice Lorenzo, Coordinator/Counselor of First Year Services Roberta Krauss, and students Jerry Alexander and Desiree Aleibar; a presentation titled “My Success: Supplemental Instruction” by Student Support Services Officer/Academic Supervisor of Tutorial Services Anourack “Lance” Soukhaseum and students Kiedra Taylor, Ricardo Tenorio, and Mara Jones; and a presentation on “City Pride” by Vice President of Administrative Services Seher Awan. • Conducted the first reading of new and revised Chapter 3 – General Institution and Chapter 5 - Student Services Board Policies, following comments by Vice Chancellor of Student Services Lynn Neault, with approval to proceed to the next step of review and approval. These revisions are part of a comprehensive six-year review to ensure currency. • Appointed Trustee Bernie Rhinerson as the Board’s voting delegate and Trustee Rich Grosch as the alternate to the Association of Community College Trustees (ACCT) Leadership Congress in October 2016. • Approved new or revised courses and programs; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and approved the City College Educational Master Plan 2016-2025, introduced by Interim City College President Denise Whisenhunt. • Authorized travel of Mesa College students and faculty to participate in an overnight field trip to Cuyamaca Rancho National Park; approved various personnel actions including the certification of short-term personnel service effective on or after September 23, 2016; and purchase orders prepared during the month of August 2016. • Accepted grants from the Substance Abuse and Mental Health Services Administration Department of Health and Human Services for the Mental Health Counseling Center at City College; from the California Department of Rehabilitation for the College 2 Career program districtwide; from the California Community Colleges Chancellor’s Office for the Strong Workforce Program districtwide, with comments by Vice Chancellor of Instructional Services Stephanie Bulger; and from the U.S. Department of Education for the Developing HispanicServing Institutions Program – Title V, which is designed to expand and improve Latino student success at City College, with comments by Interim President Denise Whisenhunt. • Authorized the extension of a sub-contract with Lockheed Martin Integrated Systems totaling $964,163 to provide instructional services and training to military personnel at Naval Station San Diego; approved a long-term ground lease for surplus property at the former site of San Diego Continuing Education North City Campus with Le Lycee Francais et International de San Diego, following comments by Vice Chancellor of Facilities Christopher Manis; and authorized the use of Grossmont Post-Acute Care as an off-campus facility by Continuing Education. • Authorized the removal of the following individual who submitted a notice of resignation from the Propositions S and N Citizens’ Oversight Committee, with appreciation expressed for her service to the District in overseeing the bond program: Katie Hanse. • Heard the Quarterly Employee Diversity Report by Vice Chancellor Lynn Neault, who discussed student trends and data, and Vice Chancellor Will Surbrook, who discussed employee diversity. • Heard a report on 2015-16 Enrollment by Vice Chancellor Lynn Neault, demonstrating the District’s enrollment growth and successful enrollment management strategies.
