BOARD REPORT APRIL 13, 2017 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham said that she attended the César Chávez Service Clubs’ annual Las Mañanitas Breakfast and the 19th annual César E. Chávez Community Breakfast, where she was inspired by the spirit of camaraderie and service that surrounded these events. Trustee Rich Grosch thanked Continuing Education (CE) President Carlos O. Turner Cortez and those involved in the informative campus presentation. He expressed pride in the fact that CE is a considered a model program throughout the state, and acknowledged the hard work and dedication of all CE employees. He also congratulated Trustee Maria Nieto Senour on being the recipient of the César E. Chávez Lifetime Service Award at the 15th annual César E. Chávez Commemorative Luncheon at San Diego State University (SDSU). Other Trustees and the Chancellor congratulated Dr. Senour as well. Trustee Bernie Rhinerson commended Chancellor Constance Carroll for all her hard work with local legislators in advocating for the expansion of the baccalaureate pilot program. He stated that he will be reviewing various legislative bills affecting community colleges at a Community College League of California (CCLC) Advisory Committee on Legislation meeting, which he chairs, on April 17. Trustee Rhinerson also congratulated Miramar College President Patricia Hsieh for a successful scholarship awards event and thanked Mesa College President Pamela Luster for hosting an event for SDSU alumni of the Community College Leadership Doctoral Education program, which featured State Chancellor Eloy Ortiz Oakley as the keynote speaker. Trustee Peter Zschiesche reported that he attended the César E. Chávez Commemorative Luncheon at SDSU where Trustee Senour was honored and publicly congratulated her on receiving the award. He said that he is looking forward to the partnership between Continuing Education and South Park eatery Big Kitchen Café, which will provide invaluable hands-on learning for students in the culinary program. Trustee Maria Nieto Senour gave additional background information on the Big Kitchen Café and encouraged those at the Board meeting to visit the historic restaurant. She also thanked everyone who attended the César E. Chávez Commemorative Luncheon, where she was recognized, expressing gratitude for the support she received. Chancellor Constance Carroll reported on two items of legislation. SB 769 (Hill), to expand the baccalaureate pilot program, will be heard by the Senate Education Committee on April 26 in Sacramento where Dr. Carroll will provide testimony along with others. AB 19 (Santiago), which the SDCCD is supporting, would provide free enrollment for full-time community college students in their first year. She indicated that it is estimated that there may be $111 million more for community colleges in the state budget and that the SDCCD and others are providing input as to how it should be allocated. The Chancellor also said that local legislative visits are currently underway. Chancellor Carroll, Trustee Bernie Rhinerson, Mesa College President Pamela Luster, and Communications Director Jack Beresford have already met with two legislators, Senator Toni Atkins and Assemblyman Todd Gloria, to discuss the state budget and other matters. Dr. Carroll congratulated Miramar College President Patricia Hsieh on the College’s Scholarship Awards Program where $155,000 was awarded to over 100 students. Student Trustee Daron Woods reported on various student activities, including that at Mesa College, the Associated Student Government (ASG) will be hosting a “Carnival at The Commons” for students, is planning a scholarship banquet, and is preparing for commencement in May. At Miramar College, the ASG held their “Eat With Me” event in March, and selected two representatives to attend the Student Senate for California Community Colleges General Assembly in Ontario, CA. At City College, members of the ASG traveled to Washington D.C. to meet with legislators and provide advocacy for various student issues, awarded $3,000 in scholarships to students, and scheduled a scholarship banquet on April 15 and an Earth Day event on April 19. City’s ASG is also developing a mentorship program for students planning to transfer to a 4-year institution. The three ASG presidents will be participating in a student-led panel at the Restoring Respect conference at the University of San Diego on April 19.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. CALENDAR OF BOARD MEETINGS APRIL 2017

At its meeting of April 13, 2017, the Board of Trustees: • Held a campus meeting for Continuing Education at the Educational Cultural Complex that included a welcome by President Carlos O. Turner Cortez, Academic Senate President Richard Weinroth, and Classified Senate President Neill Kovrig; and a presentation on the Past, Present and Future of Noncredit Education in California Community Colleges by President Cortez and Dean Michelle Fischthal; on Passport to Success by faculty members Roma Weaver and Rachel Rose; on Open Educational Resources by Rachel Rose; on New Community Partners by President Cortez, Herb Johnson of SD Rescue Mission, and student Angel Woods; on Reinventing Student Services in our Community by Vice President of Student Services Star Rivera-Lacey; on Student Services by Dean Maureen Rubalcaba and alumnus Moises Gallardo; and on Building Success with Opportunity Youth by Special Projects Manager Kelly Henwood, and students Marco Martinez, Erica Simpson, and Norma Martinez. • Approved new or revised courses and programs, following comments by Vice Chancellor Stephanie Bulger; purchase orders prepared during the month of March 2017; various personnel actions including the certification of short-term personnel service effective on or after April 14, 2017; and proclaimed May 14-20, 2017, as Classified Employee Week. • Accepted grants from the California Native Plant Society for educating the general public on the benefits of native plants at Miramar College; and from the Rancho Santiago Community College District for the CTE Data Unlocked Contract at Continuing Education; accepted additional funding from the California Community College Chancellor’s Office for the CalWORKs program at Miramar College; and authorized a one-year contract between the Naval Consolidated Brig, Miramar and Continuing Education to provide instructional services and vocational training to military personnel at the Naval Consolidated Brig, Miramar, San Diego.
