BOARD REPORT APRIL 27, 2017 SPECIAL REPORT TO THE PUBLIC Trustee Rich Grosch congratulated Chancellor Constance Carroll and other advocates involved with the unanimous passage of SB 769 by the Senate Education Committee. Trustee Bernie Rhinerson reported that he, along with Director of Communications Jack Beresford, participated in a panel on Trustee and Public Information Officer relations at the Community College and Public Relations Organization (CCPRO) conference on April 20. Trustee Peter Zschiesche said that he attended the March for Science on April 22. He also reported that he participated in a discussion with students from the University of California, San Diego School of Global Policy & Strategy regarding public service careers, and met with a representative from Mid-City Community Advocacy Network (CAN) to collaborate on ways to reach out to youth in City Heights about Career Technical programs offered at the District. He also attended a press conference at Mesa College where Congressman Scott Peters urged federal Representatives to support a bill that will provide full education benefits to honorably discharged Purple Heart veterans; on a related note, he requested that the District join the Community College League of California (CCLC) Veterans Caucus, whose meeting he will be attending at the upcoming CCLC Annual Trustees Conference. Chancellor Constance Carroll shared the good news that SB 769 (Hill), authorizing changes in and expansion of the statewide community college baccalaureate pilot unanimously passed the Senate Education Committee yesterday, with bipartisan support. Dr. Carroll provided the lead testimony for the bill, which is now on its way to the Senate Appropriations Committee. The Chancellor complimented Presidents Pam Luster, Denise Whisenhunt, and Patricia Hsieh on their excellent presentations at the recent national conference of the American Association of Community Colleges in New Orleans. The Chancellor shared her report with President Pam Luster who introduced the Mesa College Speech and Debate Team students Cole McDaniel, Duc Le, Mariana Sanchez, and Mario Sutka, and faculty advisor Kim Perigo who spoke about their recent competition in Peru. Student Trustee Ava Fakhrabadi reported on various student activities, including that at City College, the Associated Student Government (ASG) held elections, is finalizing its “City Connect” program that aims to connect students to alumni who have transferred to 4-year institutions, and held an Earth Day event. She reported that Student Trustees Ricardo Marin III and Daron Woods participated in a panel at the Restoring Respect conference at the University of San Diego. At Miramar College, the ASG is completing its election cycle and holding a civil rights film festival on April 29. At Mesa College, the ASG is also completing its election cycle, hosted its “Carnival at The Commons” for students, and is planning a transfer workshop and Clean Up Day event.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS At its meeting of April 27, 2017, the Board of Trustees: Announced the following action from Closed Session: the Board ratified the adoption of Resource Allocation Formula (RAF) Tentative Agreements for a salary increase for the AFT Guild Local 1931 Non-Academic Non-Classified Employees. Administered the Oath of Office to College Police Officer Stephen Rubio by Board President Maria Nieto Senour; and conducted the first reading of revised Chapter 2 – Board of Trustees Board Policies with approval to proceed to the next step of review and approval. These revisions are part of a comprehensive six-year review to ensure currency. Approved new or revised courses and programs; and authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs. Heard a report on the 2017-18 General Fund Unrestricted Preliminary Budget presented by Executive Vice Chancellor Bonnie Ann Dowd, noting that this is an optional budget that the District develops each year so that there can be faculty input prior to the end of the semester. This budget is also based solely on the Governor’s January budget proposal, which has not yet been modified by new information and legislation.

BOARD ACTIONS (continued) Accepted grants from the California Community Colleges Chancellor’s Office (CCCCO) for the Community College Basic Skills and Student Outcomes Transformation Program at Miramar College; and from the CCCCO and the Economic and Workforce Development Program for Statewide Navigator services in Advanced Transportation and Renewables at Miramar College. Adopted a resolution authorizing Business and Technology Services to make budgetary and financial transfers effective April 1 through June 30, 2017; authorized Executive Vice Chancellor Bonnie Ann Dowd to award a contract for independent audit services to perform all District audits for a five-year period beginning audit fiscal year 2017-2018. Approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending March 31, 2017; approved various personnel actions including the certification of short-term personnel service effective on or after April 28, 2017; awarded contracts to Fordyce Construction Inc. for the campus sign identification replacement and wayfinding signage projects at Miramar College; and ratified Notices of Completion recorded under delegation of authority. Following comments by Chancellor Carroll and Vice Chancellor of Facilities Christopher Manis, who emphasized the need to provide for the new parking structures, road improvements, safety, and other needs that could not be addressed by the current parking fee levels, authorized the increase of student fees related to the District Parking Program: automobile permits to $40 a semester, automobile permits for students qualified for financial aid to $25 per semester, and parking violation fines to $50. It was noted that the last parking fee increase was seven years ago. These changes represent a $5 per semester increase. Student Trustee Ava Fakhrabadi indicated that, while students were concerned about parking in general, the student leadership supported the increase as proposed. Heard a presentation by the Propositions S and N Citizens’ Oversight Committee (COC) Chair Glen Sparrow on the 2016 Annual Report for Propositions S and N. COC Vice Chair Dr. Rosalie Schwartz was also recognized at the meeting.
