BOARD REPORT JULY 20, 2017 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham said that she attended the graduation ceremony of the Center on Policy Initiatives Boards and Commissions Leadership Institute (BCLI), which trains and prepares underrepresented groups to serve on local and regional boards and commissions, at which Trustee Maria Nieto Senour presented. Along with Trustees Senour and Rich Grosch, she participated in the San Diego Pride Parade, at which the District was well-represented and well-received. Trustee Bernie Rhinerson distributed the Association of Community College Trustees (ACCT) strategic plan publication and highlighted two goals the organization will be focusing on: student success and preparing new and returning trustees for the changing dynamic of their role in higher education. He expressed his disappointment regarding a recent San Diego Union-Tribune (UT) editorial on California community colleges that focused on negative issues of the community college system as a whole without local context, and recognized that the District’s colleges exceed the statewide average in the categories mentioned. Trustee Rhinerson also congratulated Miramar College President Patricia Hsieh on the college’s being selected as the “Favorite College in San Diego,” according to a UT Readers Poll. Trustee Peter Zschiesche reported that he attended a RISE San Diego Urban Breakfast Club meeting where discussions took place regarding refugees in San Diego and recommended that the District hold a similar event to “give voice” to the various immigrant and refugee populations the District serves. He also stated that he was introduced to two organizations: CalVets, an organization that helps veterans and others get jobs; and a nonprofit company that trains baristas in specialty coffee which in turn provides work experience. He plans to connect both businesses with either City College or Continuing Education for possible workforce training opportunities. Trustee Zschiesche also said that he hoped to connect Feeding San Diego, a company committed to solving hunger in San Diego communities, with the food pantries at the colleges. Trustee Maria Nieto Senour reported that she participated in the orientation for the Student Trustees, and, as mentioned by Trustee Graham, the BCLI graduation ceremony and the San Diego Pride Parade. She also attended in the Center for Business & Technology ground breaking at Mesa College, noting that it was the last ground breaking for a Propositions S and N bond program project at Mesa. Chancellor Constance Carroll reported on the status of SB 769, the community college baccalaureate bill. On July 11, the Assembly Committee on Higher Education heard the bill. Chancellor Carroll testified, along with Mesa College Professor Connie Renda, three students from the bachelor’s program in Health Information Management, and many others from community colleges around the state. The Committee recommended the extension of the sunset provision for the current pilot community college baccalaureate programs, and the bill has now been sent to the Assembly Appropriations Committee. Chancellor Carroll informed the Board that she represented the District at a special press conference regarding proposed solutions to homelessness. The Chancellor complimented everyone who marched in the San Diego Pride Parade as part of the SDCCD contingent. Dr. Carroll introduced the new President of City College, Dr. Ricky Shabazz, who commented on the very positive reception he has had since joining the District almost two weeks ago. Student Trustee Ignacio Hernandez reported on various student activities including that at City College, the Associated Student Government (ASG) will be meeting soon to review goals for 2017-18, and discuss plans for an ASG retreat in August and a Student Summit Conference on November 17. At Mesa College, the Summer CRUISE program that assists first year college students is underway and the ASG will be planning for a tailgate event. At Miramar College, the ASG will be holding a special election for the ASG president position. He noted that he, along with Student Trustee Joseph Newell, marched in the District’s contingent in the San Diego Pride Parade, and will attend the Community College League of California (CCLC) Student Trustees Workshop on August 11-13

Announced the following actions from Closed Session: approved the termination of the employment of a classified employee in the District Office Facilities Department, as required under Section 88013(b) of the California Education Code; and approved the 2017-2020 Supervisory and Professional Administrators Association Handbook. Following an introduction by Vice Chancellor of Facilities Management Chris Manis, presented Propositions S and N Recognition Awards for Exemplary Performance to the following contractors and small businesses: Shadpour Consulting Engineers, Inc., Winstead & Co., and San Diego Contracting Opportunities Center. Following an introduction by Chancellor Constance M. Carroll, received information regarding the visiting team reports and the actions by the Accrediting Commission for Community and Junior Colleges for City College, Mesa College, Miramar College, and the Accrediting Commission for Schools for Continuing Education by Presidents Ricky Shabazz (City), Patricia Hsieh (Miramar), Carlos Turner Cortez (Continuing Education), and Vice President Ashanti Hands (Mesa), representing President Pam Luster. The accreditation of all four institutions was reaffirmed. Discussed the State of California’s ban on using state funding to travel to eight states because of their discriminatory laws and practices (Assembly Bill 1887 - Prohibition on State-Funded and StateSponsored Travel to States with Discriminatory Laws), noting that, although the State Chancellor’s Office indicated that only state agencies were affected, including the State Chancellor’s Office, community college funding from the state might well cause districts to fall into this category from a functional standpoint. The Board directed the Chancellor to bring a resolution to the next meeting prohibiting the use of District funds for travel to these states. Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; authorized an agreement with Neighborhood House Association-Nutrition Services to provide meals to children attending the Child Development Centers at City, Mesa, and Miramar colleges; approved the San Diego City College Strategic Plan, 2017-2020 following comments by City College President Ricky Shabazz; and approved Student Fee Schedule for 2017-18 following comments by Vice Chancellor of Student Services Lynn Neault. Accepted grants from the Grossmont-Cuyamaca Community College District Auxiliary Organization for Strong Workforce Program at City College; from the California Community College Chancellor’s Office (CCCCO), Funds for Student Success for providing academic counseling and courses in Math and English and various student services for students at East Village High School: An Early College at City College; from The Angell Foundation for the Fostering Academic Success and Transitions (FAST) Scholars at Mesa College; from the Arthur N. Rupe Foundation for the Certified Nursing Assistant Program at San Diego Continuing Education; from the U.S. Department of Education for the Upward Bound program at City College; and from the Grossmont-Cuyamaca Community College District Auxiliary Organization, funded by the California Community Colleges Chancellor’s Office, for the Basic Skills Partnership Pilot Project at Mesa College. Entered into agreements with the California Department of Education for operation of the Child Development Centers at City, Mesa, and Miramar colleges; year 4 of a 5-year renewal agreement with the National Institutes of Health for the Bridges to the Baccalaureate Program at Mesa College; with the University of San Diego Integrated Teacher Preparation Program (ITPP) for faculty members from Mesa College to aid the ITPP team in creating seamless transition plans for students to transfer to USD to complete a baccalaureate degree and a teaching credential to teach secondary math and science, with comments by Mesa College Vice President of Instruction Tim McGrath; two agreements with the California Commission on Peace Officer Standards and Training to provide the Academy Instructor Certification Course and law enforcement in-service courses at Miramar College; a one-year agreement with the County of San Diego Health and Human Services Agencies to provide professional services for CalWORKs Welfare-to-Work participants districtwide; and a sub-contract agreement with MRP Training Solutions Inc. to provide instructional services to military personnel at Navy Technical Training Center, Meridian, Mississippi.

Approved the 2016-17 Fourth Quarter Financial Report, and purchase orders prepared during the month of May 2017; and approved the name change associated with the Master Services Agreement, and authorized Executive Vice Chancellor Bonnie Ann Dowd to execute an orderly transition of the existing contract, agreements and amendments regarding the PeopleSoft ERP Implementation project with Ciber Inc.

Approved various personnel actions including the certification of short-term personnel service effective on or after July 21, 2017; and authorized the use of the following sites as an off-campus facility as requested by Continuing Education: Big Kitchen, Jacobs Center for Neighborhood Innovation, and Bayside Community Center.

Authorized restarting the process for a ground lease for surplus property at the former site of the Centre City Continuing Education Campus; a contractual agreement with 24 Hour Elevator Inc. to provide elevator maintenance services and repairs throughout the District; a contract to Fordyce Construction Inc. for the aviation test cell at Miramar College; a contract to Cyber Professional Solutions Corporation for mail room improvements at Mesa College; a contract to Painting and Décor Inc. for the LRC Painting project at City College; the renewal of a consulting agreement with URS Corporation for construction storm water compliance support; and a contract with Cumming Corporation to support program management activities regarding Propositions S and N.
