BOARD REPORT

OCTOBER 27, 2016 SPECIAL REPORT TO THE PUBLIC Trustee Rich Grosch reported that he, his fellow trustees, and Chancellor Constance Carroll attended the Association of Community College Trustees (ACCT) Leadership Congress in New Orleans, Louisiana, where they participated in five workshops. He also reported he attended the Board Retreat on October 13, and reflected on the collegial relationship the Board members enjoy with one another and with the District’s leadership. Trustee Bernie Rhinerson thanked President Pamela Luster and those involved in the informative campus presentation. He mentioned that he enjoyed the Board open door session where he had the opportunity to meet with individual faculty, staff, and students. Trustee Rhinerson also reported that he represented the District at the PromiseNet 2016 conference in Washington D.C. where topics like the accessibility and affordability of Promise Programs were discussed. Highlights of the conference were a visit to the White House and the opportunity to meet with Vice President Joe Biden and Second Lady Dr. Jill Biden. Trustee Peter Zschiesche reported that he participated in an equity workshop at Mesa College, and thanked the faculty members who invited him to attend. Chancellor Constance Carroll reported on a special statewide meeting that was held by Senator Marty Block at the SDCCD District Office to discuss the status of the community college baccalaureate pilot program and to prepare for an official Senate hearing on this program that will be held on Tuesday, November 1, at City College. She also reported that two very important new grants were recently received and approved: a major grant from the Andrew W. Mellon Foundation, in the total amount of $2.59 million to fund a partnership in the humanities benefiting students and faculty of the District (City, Mesa, and Miramar colleges) in conjunction with the University of California, San Diego, with special thanks to Vice Chancellor Stephanie Bulger; and a U.S. Department of Education grant to Mesa College benefiting Latino students in STEM disciplines, with special thanks to President Pam Luster. Chancellor Carroll further reported that the District has received the very top bond rating from Moody’s, AAA, and the top rating in its community college category from Standard & Poor’s, AA+, which will be significant factors in the forthcoming $122 million bond issuance/sale, which will be the last issuance of Proposition N funds, bringing the District’s total bond program sales to a conclusion. Dr. Carroll praised the efforts of the team that presented the financial information to the two bond agencies, led by Executive Vice Chancellor Bonnie Dowd, and included Vice Chancellor Chris Manis, Controller Charles Rogers, and herself. Student Trustee Ava Fakhrabadi reported that the City and Mesa Associated Student Governments (ASG) each selected 10 students to represent their colleges at the Student Senate for California Community Colleges General Assembly. At City College, the ASG held a Halloween carnival and Club Rush events, and participated in City’s annual Week of Service. At Mesa College, the ASG hosted its first Homecoming tailgate event, held a presidential debate viewing party, attended a leadership advocacy retreat, and is planning Thanksgiving events for homeless and food-insecure students. At Miramar College, the ASG held its annual Fall Fest celebration and participating in Rock the Vote activities.

BOARD ACTIONS At its meeting of October 27, 2016, the Board of Trustees: • Heard public comments by Police Officers Association President Nancy Schumaker who addressed the Board in support of the unit’s tentative bargaining agreement. • Announced the following action from Closed Session: the Board approved the 2014-17 Police Officers Association (POA) collective bargaining agreement, the revised management feedback survey for the Management Association, and the tentative agreement with AFT Guild Local 1931 on the baccalaureate pilot program.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. Luster, Academic Senate President Rob Fremland, Classified Senate President Trina Larson, and Associated Student Government President Ava Fakhrabadi; Equity in Action presentations on Connection by Outreach Coordinator Genevieve Esguerra and Program Activity Manager for Title V/HSI Grant Monica Romero; on Entry by faculty members Gina Abbiate and Wendy Smith, and Mesa alumna Maria Piña; on Progress by Instructional Learning Assistance Coordinator Mark Manasse; on Completion by Transfer Coordinator Leroy Johnson, Professor Toni Parsons, Evaluations Supervisor Claudia Estrada, and Mesa alumna Megan Boquet; on Framing by Program Activity Manager for Title V/HSI Grant Monica Romero, Assistant Professor Mohammed Ebrahimi-Fardooee, Deans Leslie Shimazaki and Andrew MacNeill; Student Services Technician Johanna Aleman, Senior Secretary Angie Avila, Classified Senate Vice President Ginger Davis, Trina Larson, Instructional Assistants Neil Bhatia and Alan Goodman; students Gabriel Gonzalez, Brittani Kaigler, Jazmine Lahbabi, and Bryce Washington; Vice President of Administrative Services Rachelle Agatha, Administrative Technician Taj Krumholz, and students Bijan Izadi and Logan Oakley. • Approved and adopted new and revised Chapter 3 – General Institution and Chapter 5 Student Services Board Policies (first reading 9/22/16); following comments by Vice Chancellor of Student Services Lynn Neault; and Conducted the first reading of revised Chapter 2 – Board of Trustees Board Policies and new and revised Chapter 5 - Student Services Board Policies, following comments by Vice Chancellor of Student Services Lynn Neault, and new and revised Chapter 4 – Instructional Services Board Policies, following comments by Vice Chancellor of Instructional Services Stephanie Bulger with approval to proceed to the next step of review and approval. These revisions are part of a comprehensive six-year review to ensure currency. • Approved new or revised courses and programs; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; approved the revised mission statement for Mesa College following comments by President Pamela Luster; and appointed Continuing Education Vice President Kate Alder to replace Dean Lorie Crosby-Howell, as the San Diego Community College District representative on the San Diego Adult Education Regional Consortium (SDAERC). • Authorized the travel of Mesa College students to participate in an overnight geology field trip to Mecca Hills in Imperial County; and for Mesa College Fashion Study students to attend the Women’s Wear Daily MAGIC Conference in Las Vegas, Nevada. • Authorized an agreement with University of California, San Diego to conduct career development training programs to strengthen access for minority students to careers in biological sciences at City College; authorized the renewal of an agreement with the National Institute of Health, National Institute of General Sciences for the Bridges to the Baccalaureate Program at Mesa College; and with the U.S. Department of Education for the Developing Hispanic-Serving Institutions Program – Title V at Mesa College. • Accepted grants from the Santa Clarita Community College District for the Institutional Effectiveness Partnership Initiative at Mesa College; from the Rancho Santiago Community College District for the CTE Data Unlocked Initiative at Mesa College; and from the Santa Barbara Community College District for the “I Can Afford College” financial awareness campaign at Mesa College. • Adopted a resolution to establish a Coin Change Fund for the Culinary Arts/Culinary Management Dining Services at Mesa College; approved the 2016-17 First Quarterly Financial Report; awarded a contract for communication access real-time translation services districtwide to Total Recall Captioning and eCaptions; and approved purchase orders prepared during the month of September 2016. • Approved various personnel actions including the certification of short-term personnel service effective on or after October 28, 2016; and ratified a six-month extension sub-contract agreement with the Armed Forces Services Corporation to provide instructional services to military personnel at the Naval Technical Training Center in Meridian, Mississippi. • Authorized the reappointment of the following members to the Board of Directors of the San Diego Community College District Administrative Facilities Corporation to serve a two-year term: Teresa Greenhalgh and Henry Merritt; a consultant agreement with SafeCon Consulting Group Inc. for safety consulting services districtwide; and ratified Notices of Completion recorded under delegation of authority. • Heard a report on 2016 Veterans Day activities districtwide, and a status report on the 2015-16 Student Success Scorecard by Vice Chancellor of Student Services Lynn Neault.
