BOARD REPORT

NOVEMBER 10, 2016 SPECIAL REPORT TO THE PUBLIC Trustees Peter Zschiesche, Rich Grosch, and Maria Nieto Senour congratulated Trustees Mary Graham and Bernie Rhinerson on their reelection to the San Diego Community College District Board of Trustees. Trustee Mary Graham thanked everyone who supported her reelection campaign and expressed gratitude for the opportunity to serve on the Board for another term. Trustee Rich Grosch reported that he attended the La Mesa-Foothills Democratic Club dinner honoring Senator Marty Block where he publicly thanked the Senator for his service and his support for higher education. Trustee Bernie Rhinerson expressed his eagerness to continue to advocate for students and support the District in providing a high-quality education for every student following his reelection. Trustee Rhinerson reported that he will be attending the Community College League of California (CCLC) annual convention on November 17 in Riverside, and the Association of Community College Trustees (ACCT) legislative conference in Washington D.C. in February. Trustee Peter Zschiesche reported that he attended the District’s Board of Trustees Industry Advisory Committees Member Appreciation Event held at the Mesa Commons and thanked Mesa College President Pamela Luster and Vice Chancellor Stephanie Bulger for putting on the event. He also reported that he attended a workforce development conference; a Veterans Day celebration event at Miramar College; and will be presenting the District’s resolution in support of human rights and refugees, which was adopted in January 2016, at the 2016 San Diego Council on American-Islamic Relations banquet. Trustee Maria Nieto Senour commented on the outcome of the recent general election and touched on several highlights and concerns. Several of the highlights include Trustees Rhinerson and Graham being reelected to the Board, and the passage of Propositions 51 and 55. Trustee Senour also reported that she participated in two radio interviews on the show “Vecinos” that focused on the role of community colleges in higher education and mental health issues. She also provided heartfelt remarks on showing compassion, love, and respect toward one another during a time of political turbulence. Trustee Senour’s complete remarks are available upon request. Chancellor Constance Carroll reported that the results of the general election have produced concerns among students, faculty, and others regarding some of the campaign issues affecting immigrants and higher education. The College and CE Presidents joined Dr. Carroll in sending a message to all students, including undocumented students who fall within the Dream Act, ensuring them of continuing support. There are also campus programs and counseling available to students. The Chancellor also reported on the November 1 legislative hearing conducted by Senator Marty Block regarding SB 850, which authorized the community college baccalaureate pilot program. The need to expand this successful initiative was discussed at the hearing. Dr. Carroll also reported that student enrollment continues to be up by approximately 2.6% and that an intersession with 252 classes will be offered before the start of the spring semester, which is part of the District’s overall enrollment strategy. Student Trustee Ava Fakhrabadi reported that City and Mesa College Associated Student Governments (ASG) are participating in the Student Senate for California Community Colleges General Assembly. At City College, the ASG launched a health awareness campaign and are following national trends related to the general election. At Mesa College, the ASG is reaching out to students who have concerns following the recent general election. At Miramar College, the ASG is preparing for its leadership retreat and held a Veterans Day celebration on campus.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS

CALENDAR OF BOARD MEETINGS DECEMBER 2016

At its meeting of November 10, 2016, the Board of Trustees: • Announced the following action from Closed Session: the Board approved the disciplinary action of expelling a student from San Diego Continuing Education, pursuant to California Education Code section 72122 and 20 U.S.C. section 1232g. • Heard public comments from City College student Stewart Payne regarding Radio, Television, and Film course offerings at City College; and from AFT President Jim Mahler who presented the initial proposal from the AFT Guild 1931 for the bargaining successor agreement with the AFT Classified Unit. • Approved and adopted the revisions to Chapter 2 – Board of Trustees Board Policies (first reading 10/27/16), and the new and revised Chapter 5 – Student Services Board Policies (first reading 10/27/16), and Chapter 4 Instructional Services Board Policies (first reading 10/27/16); and conducted the first reading of the new and revised Chapter 5 – Student Services Board Policies with comments by Vice Chancellor Lynn Neault; new and revised Chapter 3 – General Institution, new and revised Chapter 7 – Human Resources Board Policies, with comments by Vice Chancellor Will Surbrook; and the revised Chapter 6 – Business and Fiscal Affairs Board Policies, with comments by Executive Vice Chancellor Bonnie Anne Dowd, with approval to proceed to the next step of review and approval. These revisions are part of a comprehensive six-year review to ensure currency. • Heard a report on bond sale results for issuance of General Obligation Bonds, Election 2006, Series 2016 (Proposition N), and 2016 General Obligation Refunding Bonds by Executive Vice Chancellor Bonnie Ann Dowd and Citi Group Managing Director Victor Andrade, and comments by KNN Public Finance Managing Director Joanna Bowes. • Approved new or revised courses and programs, with comments by Vice Chancellor Stephanie Bulger; the 2017-2018 and 2018-2019 College and Continuing Education Academic Calendars, with comments by Vice Chancellor Lynn Neault; and the Board Meeting Schedule for January 2017 through June 2017. • Authorized an agreement with the California Community Colleges Chancellor’s Office (CCCCO) for the CalWORKs and Temporary Assistance for Needy Families programs at Mesa College; and authorized the extension of grants from the CCCCO and the Economic and Workforce Development Program for the Deputy Sector Navigator services in Advanced Transportation and Renewable Energy, and Life Science/Biotechnology at Miramar College. • Authorized agreements with the California Commission on Peace Officer Standards and Training to provide law enforcement in-service courses at Miramar College; and with the California Department of Education for operation of the Child Development Centers at City, Mesa, and Miramar colleges; and accepted a grant from the Yosemite Community College District Child Development Training Consortium for reimbursement opportunities for eligible students at City, Mesa, and Miramar colleges. • Approved various personnel actions; purchase orders prepared during the month of October 2016; and declared an emergency pursuant to Public Contract Code 20654 for expenditures to complete repairs to the existing hot and cold water loop in the HVAC system in the G-100 building at Mesa College. • Heard a presentation on the SDCCD’s Economic Impact and Return on Investment by Communications and Public Relations Director Jack Beresford, noting the $5.5 billion positive economic impact that the SDCCD has upon the local community; and an update on the San Diego Promise initiative by Vice Chancellor Lynn Neault, who reported on the program expansion that is planned for fall 2017.
