BOARD REPORT JANUARY 26, 2017 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham reported that she participated in various events recognizing Dr. Martin Luther King, Jr., and commented on the excellent keynote address provided by Reverend William Barber at the annual All People’s Breakfast. She also discussed her participation the Women’s March in San Diego, at which Trustee Senour addressed the marchers. Trustee Rich Grosch commended all those who attended the recent Dr. Martin Luther King, Jr., events and stated that he was impressed to see the level of participation at these events from the District and the campuses. He emphasized the importance of the District’s participation to the community. Trustee Bernie Rhinerson recognized the importance of the Board’s Resolution Supporting all Students. He also said that he will be attending the Community College League of California (CCLC) Annual Legislative Conference January 28-30 in Sacramento and the Association of Community College Trustees (ACCT) National Legislative Summit February 13-16 in Washington D.C. where he will share the Board’s resolution. Trustee Peter Zschiesche reported that the Friends of the City Heights/Weingart Library has requested the District’s support for Law Day 2017, an event to promote pro bono legal assistance to the City Heights community. He also provided a handout from the San Diego Workforce Partnership on in-demand jobs, for the information of the colleges and Continuing Education. Trustee Zschiesche also reported that he participated in the Dr. Martin Luther King, Jr., Parade and San Diego County Educators’ Breakfast, the Women’s March in San Diego, and a San Diego Immigrant Rights Consortium rally with Trustee Senour, which emphasized the integral role that immigrants and refugees play in the San Diego community. Trustee Maria Nieto Senour reported that she participated in the Dr. Martin Luther King, Jr., Parade and congratulated Continuing Education for taking first place in the float category. In discussing the situation and stress experienced by many immigrant and refugee students, she mentioned that she has held workshops for refugee students at Grossmont College on loss and grief, and the importance of telling their stories and listening to one another. Chancellor Constance Carroll discussed the proposed Governor’s Budget for 2017-18, which puts forth a relatively conservative expenditure plan while also maintaining existing funding levels for important programs and providing new funding for specific projects. Under this plan, the SDCCD will receive a budget increase of $10.28 million; advocacy efforts will follow. She indicated that the District is closely monitoring and responding to the new President’s executive orders as they pertain to the SDCCD, especially decisions affecting Deferred Action for Childhood Arrivals (DACA) students and others who are vulnerable due to their immigration status. Dr. Carroll stated that she is proud of the Board, the campuses, and the District for taking compassionate measures to support all students of the District. Last, the Chancellor complimented the campuses for their participation in the recent Dr. Martin Luther King, Jr., Weekend events, with special congratulations to Continuing Education for placing first in the float competition. Student Trustee Daron Woods reported that Associated Student Government (ASG) representatives from City, Mesa, and Miramar colleges attended the Dr. Martin Luther King, Jr., Parade and congratulated Continuing Education for winning first place in the float category. He also reported that City College ASG will be holding their retreat at the University of California, San Diego on January 27; Miramar College ASG will be holding its first meeting on February 10; and the ASG presidents from all colleges will be participating in advocacy efforts in Sacramento at the CCLC Annual Legislative Conference on January 28-30.

At its meeting of January 26, 2017, the Board of Trustees: • Announced from Closed Session that the Board approved the following actions, with all voting in favor: adoption of Resource Allocation Formula (RAF) Tentative Agreements for a salary increase for the Police Officers Association, the Management Association Unit, the Supervisory & Professional Administrators Association; the Association of Confidential Employees Unit; the Executive Management Unit; and the Chancellor.

BOARD ACTIONS (continued) • Heard public comments from Mesa College Academic Senate President Rob Fremland, Miramar College Academic Senate President Marie McMahon, and Continuing Education Academic Senate President Richard Weinroth in support of the revisions to BP 0210, noting the increase in the level of participation and responsibility of the Academic Senates since the policy was last revised. • Conducted the first reading of revised Chapter 3 – General Institution Policy: BP 0210 Academic Senate and Faculty Council, following comments by Vice Chancellor Lynn Neault, with approval to proceed to the next step of review and approval. These revisions are part of a comprehensive six-year review to ensure currency. • Adopted a resolution supporting all students. The Board’s resolution expressed the District’s enduring commitment to students of all backgrounds, including undocumented students, DACA students who were brought to this country as children, and students of all religious, cultural, sexual orientation, and other backgrounds. The resolution will be sent to Congressional, state, and local leaders, with a special letter going to the President of the United States urging him to extend the DACA program.

• Approved the revisions to the 2017 Parent Handbook for the Child Development Centers at City, Mesa, and Miramar colleges; and authorized the travel of Mesa College students and faculty to attend the 2017 Principal Investigator’s Conference in Albuquerque, New Mexico.

• Authorized the removal of the following individual who submitted a notice of resignation from the Propositions S and N Citizens’ Oversight Committee, with appreciation expressed for his service to the District in overseeing the bond program: Gerald Hosenkamp; approved the appointment of Robert Kiesling (nominated by Trustee Graham) to the Propositions S and N Citizens’ Oversight Committee to assume the vacated two-year term, from July 1, 2016, to June 30, 2018; and heard a report on the “We Are Community” initiative by Vice Chancellor Lynn Neault.

• Authorized the use of Torah High School and Yeshiva High School as an off-campus facility by Mesa College, and the City Heights Center as an off-campus facility by Continuing Education; awarded a contract to Albireo Energy and Climatec for providing direct digital controls installation districtwide; authorized the increase in funding to an existing consultant agreement with JE Moore Consulting Inc. for project and program management, and FFE consulting services districtwide, with comments by Vice Chancellor Chris Manis; and declared an emergency pursuant to Public Contract Code 20654 for expenditures to complete repairs to a domestic water line providing service to the P-100 and P-200 buildings at City College.

• Adopted a resolution regarding compensation for members of the Board of Trustee, effective January 1, 2017; and the CalPERS Safety Plan and related documents, effective February 1, 2017.

• Authorized the transfer of funds between budget expenditure accounts in the 2016-17 fiscal year; approved various personnel actions including the certification of short-term personnel service effective on or after January 27, 2017; and purchase orders prepared during the month of December 2016.

• Authorized a service agreement between the Southern California Biotechnology Center and San Diego Workforce Partnership for the Amgen Bruce Wallace Laboratory Program at Miramar College; and a contract agreement between the Naval Consolidated Brig, Miramar and Continuing Education to provide instructional services and vocational training to military personnel at the Naval Consolidated Brig, Miramar, San Diego.

• Accepted grants from the U.S. Department of Education for the Federal Work-Study program award and the Federal Supplemental Education Opportunity Grant program, both at City College; from the Solano Community College District for the Entrepreneurship and Small Business Management programs at San Diego Continuing Education; from the California Department of Education for the Workforce Innovation and Opportunity Act at Continuing Education; from the California Community Colleges Chancellor’s Office for the Zero-Textbook-Cost Degree Program at Continuing Education, with comments by Continuing Education Vice President Kate Alder; and from the Arthur N. Rupe Foundation to support the Certified Nursing Assistant Program at Continuing Education.

• Approved the increase to nonresident student tuition rate from $198 to $221 per unit, and the application fee to be maintained at $100, with comments by Executive Vice Chancellor Bonnie Ann Dowd and Vice Chancellor Lynn Neault; and approved the mileage reimbursement rate for employees who use their personal car for travel to 53.5 cents per mile, as established by the Internal Revenue Service.

• Held a Board workshop on the PeopleSoft ERP implementation project, with comments by Executive Vice Chancellor Bonnie Ann Dowd and members of the Huron consulting group that is overseeing the ERP planning process; received an update from Vice Chancellor Will Surbrook on payroll issues and progress in reducing errors; approved new or revised courses and programs, with comments by Vice Chancellor Stephanie Bulger; and authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs.

• Received the District’s final 2015-2016 Independent Auditors’ Report, which was conducted by the accounting firm Christy White Associates. The audit report for the fifth major fund in the District, the Social Security Alternative Plan, was provided. Like the other audits, which were received by the Board at its December 8 meeting, this audit was unmodified and had no findings or recommendations.
