BOARD REPORT JANUARY 25, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham welcomed everyone back from the holiday break, and discussed her participation at the All Peoples Celebration and Dr. Martin Luther King, Jr. Parade. Trustee Rich Grosch reported that he attended the Dr. Martin Luther King, Jr., Breakfast, sponsored by the Jackie Robinson Family YMCA, and the Dr. Martin Luther King, Jr., Parade, and commended the District, Colleges, and Continuing Education for their impressive showing at the parade. Trustee Bernie Rhinerson commented on his attendance at various Dr. Martin Luther King, Jr., celebrations. He also stated that he will be attending the Community College League of California (CCLC) Annual Legislative Conference January 28-29 in Sacramento, including a meeting of the CCLC Advisory Committee on Legislation, which he chairs, and the Association of Community College Trustees (ACCT) National Legislative Summit in Washington D.C., February 12-14. Trustee Peter Zschiesche reported on his attendance at various Dr. Martin Luther King, Jr., celebrations; the San Diego Women’s March, where Trustee Maria Nieto Senour was one of the speakers; and City College’s Spring Convocation, where he commended President Ricky Shabazz’s for his presentation on the connection between enrollment management and student success. Trustee Zschiesche also shared information that he hopes will be further disseminated on the San Diego Rapid Response Network, an interconnected system of organizations and individuals working together to respond to dehumanizing immigration enforcement activities; that on February 2, a Welcoming San Diego event is being held at Golden Hall; and quoted a Washington Post column by writer Michael Gerson. Trustee Maria Nieto Senour announced that the next Board retreat is scheduled for May 24 and requested the Board members to submit agenda items in preparation for the meeting. Trustee Senour thanked everyone for their compliments regarding her speech given at the recent San Diego Women’s March, and echoed her colleagues’ comments regarding the various Dr. Martin Luther King, Jr., celebrations. Chancellor Constance Carroll discussed the legislative advocacy efforts that are underway, beginning with the forthcoming legislative conference in Sacramento, January 28-29, where members of the Board, the Chancellor, some of the Presidents, and the Student Trustees will meet with members of the legislature. The SDCCD advocacy will be generally supportive of the governor’s budget proposal, but will also emphasize the need for improvements in financial aid for students, a separate line item for additional full-time faculty positions, and support for extending the sunset provision of the community college baccalaureate pilot. Chancellor Carroll complimented all who participated in the Dr. Martin Luther King, Jr., activities. The Chancellor also reported on enrollment, noting that after the strong growth of intersession enrollment, spring semester enrollment is also beginning to strengthen. The District is presently 1% above its base enrollment level and about 1% below the funded growth cap, which is a positive position. The Presidents are paying close attention to enrollment management. Dr. Carroll shared her report with Continuing Education President Carlos Turner Cortez, who introduced their new Vice President of Instruction, Michelle Fischthal. Student Trustee Ignacio Hernandez reported on various student activities, including that at Miramar College, the Associated Student Government (ASG) is preparing for Welcome Week. At Mesa College, the ASG is holding in-house elections and Welcome Week events. At City College, the ASG conducted training with peer advocates on how to improve the support for students. He reported that all ASG groups will be participating in Brown Act training on January 26, and that he will be participating in the CCLC Legislative Conference in Sacramento. Student Trustee Hernandez also mentioned that he was invited to speak at Logan Elementary to share his experiences as an immigrant.

At its meeting of January 25, 2018, the Board of Trustees: •

Announced from Closed Session that the Board adopted the Resource Allocation Formula (RAF) Tentative Agreements for a salary increase for the AFT Guild College & Continuing Education Faculty and AFT Guild Classified Units; the AFT Guild Non-Academic Non Classified Employees Unit, the Police Officers Association, the Management Association Unit, the Supervisory & Professional Administrators Association; the Association of Confidential Employees Unit; the Executive Management Unit; and the Chancellor; approved settlement authority in connection with two items of pending litigation; and deferred the decision on a former Mesa College employee’s appeal of the Advisory Decision of the Arbitrator to a later date.

Heard statements from District counsel Joseph Sanchez and Ljubisa Kostic, AFT Representative Danielle Short, and Neil Bhatia, regarding a personnel matter; from SPAA Unit President Dan Gutowski regarding employee requests for information related to pending discipline; from Mesa College Academic Senate President Kim Perigo, Miramar College Academic Senate President Marie McMahon, and City College Academic Senate President Justin Akers, who shared brief reports regarding the formation of an Academic Senate Council, as well as a new leadership academy and its topics of discussion; and Rafael Perez who addressed the Board to introduce himself and announce his candidacy for District E, and expressed concerns about a property lease. Approved the appointment of Phil Blair (nominated by Trustee Bernie Rhinerson) to the Trustee Advisory Council (TAC); adopted a resolution in support of community choice energy in the City of San Diego; and heard a report on the PeopleSoft’s Campus Solutions Implementation project by Huron Consulting Services LLC with an introduction by Executive Vice Chancellor of Business and Technology Services Bonnie Ann Dowd. Approved new or revised courses and programs and the San Diego Community College District Strategic Plan 2017-21 following presentations by Vice Chancellor of Instructional Services Stephanie Bulger; appointed Michelle Fischthal as a San Diego Community College District faculty representative to the San Diego Adult Education Regional Consortium (SDAERC); authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and entered into six-month agreements with King-Chavez Community High School and The O’Farrell Charter School, both with San Diego City College to offer offsite classes for high school students and the community. · Approved various personnel actions including the certification of short-term personnel service effective on or after January 26, 2018; authorized travel of City College students and staff to participate in the Historically Black Colleges and Universities spring break tour to various colleges; and approved the 2017-2019 Integrated Plans for Basic Skills Initiative, Student Equity, and Student Success, and Support Program for San Diego City, Mesa, and Miramar colleges, and Continuing Education following reports on the plans and the 2016-17 Student Success Scorecard by Vice Chancellor of Student Services Lynn Neault.

Approved the appointment of Michelle Fischthal as Vice President of Instructional Services for Continuing Education.

Authorized the increase of the total contract amount with the U.S. Department of Education for the Upward Bound Program at City College; authorized the spending of funds on mentor support regarding the Puente Project at Mesa College; and entered into a site license agreement between the Foundation for California Community Colleges and the San Diego Community College District for the use of Miramar College for the State of California, Department of Consumer Affairs, Bureau of Automotive Repair’s Smog Check Referee and Student Technician Training Program.

Authorized the amendment of existing instructional service agreements with and to increase the compensation paid to the Heartland Fire Training Authority and San Diego Lifeguard Services with Miramar College; and entered into an agreement to renew an expiring contract with the California Department of Forestry and Fire Protection to provide annual training for Cal Fire personnel at Miramar College. Entered into an agreement with Grossmont-Cuyamaca Community College District Auxiliary to enhance the Strong Workforce Program at San Diego Continuing Education; an agreement with the U.S. Department of Justice to provide victim advocacy services, training, and outreach to students and employees of the District, with comments by Vice Chancellor of Student Services Lynn Neault; entered into a consulting agreement with Information Energy Services Inc. to provide an energy management implementation program for the District; and approved revisions to the District’s parking violation payment plan and indigent status criteria.

Authorized the adjustment of the 2017-18 General Fund/Restricted Disability Support Program Services districtwide budget from the California Community Colleges Chancellor’s Office; approved the mileage reimbursement rate for employees who use their personal car for travel to 54.5 cents per mile, as established by the Internal Revenue Service; and approved the increase to nonresident student tuition rate from $221 to $245 per unit, and the application fee to be maintained at $100.

Accepted grants from the Yosemite Community College District Child Development Training Consortium for reimbursement opportunities for eligible students at City, Mesa, and Miramar colleges; from the U.S. Department of Education for the Federal Supplemental Education Opportunity Grants program districtwide and the Federal Work-Study program award at City and Mesa colleges; and approved purchase orders prepared during the month of December.

Adopted resolutions to increase the City College revolving cash fund; regarding compensation for members of the Board of Trustees, effective January 1, 2018; and authorizing the District to elect and become subject to Uniform Public Construction Accounting Procedures under Public Contract Code Section 22030.

Approve revisions to the SDCCD Parking Violation Payment Plan and Indigent Status criteria, in order to comply with new requirements of AB 503; adopted the updated schedule of SDCCD Parking Violation Fines, Fees and Surcharges following comments by Vice Chancellor of Facilities Management Chris Manis.
