BOARD REPORT JANUARY 31, 2019 SPECIAL REPORT TO THE PUBLIC Trustees Sean Elo, Mary Graham, and Maria Nieto Senour reported that they attended the Community College League of California (CCLC) Annual Legislative Conference January 27-28 in Sacramento. It was noted that Trustee Bernie Rhinerson also participated in the conference. Trustee Sean Elo reported that he had toured each of the Colleges and Continuing Education and thanked Chancellor Constance Carroll, the presidents, and staff members for assistance with his transition onto the board. He also reported that he had participated in the various Dr. Martin Luther King, Jr. celebrations and commended the District for putting Dr. King’s “Beloved Community” into practice. Trustee Mary Graham shared that she had also participated in activities honoring Dr. Martin Luther King, Jr. and complimented the District, Colleges, and Continuing Education for their impressive showing at the parade. She also recognized Mesa College President Pam Luster for her leadership in co-chairing the CCLC’s Affordability, Food & Housing Access Taskforce, and, along with Trustee Maria Nieto Senour, attended a meeting of the Board Subcommittee on Accreditation and Student Success. Trustee Craig Milgrim commented that he also participated in several campus tours as well as the Martin Luther King, Jr. Parade. He thanked Chancellor Constance Carroll and Executive Vice Chancellor Bonnie Dowd for the budget workshop they provided as part of the new trustees’ orientation. Trustee Maria Nieto Senour inquired about the introduction of Assembly Bill 302 (Berman), which would direct community colleges to make parking facilities available to homeless students overnight. Chancellor Constance Carroll said the District will be following the bill closely. Chancellor Constance Carroll reported on the legislative advocacy meetings that took place in Sacramento during the past weekend, noting that the SDCCD delegation included 4 trustees, 2 students, all 4 presidents, and others. She indicated that the points made by the group were well received and that they even had a brief encounter with Governor Gavin Newsom. She also announced that Congress woman Susan Davis from San Diego has just been appointed Chair of the Subcommittee on Higher Education and Workforce Investment. Dr. Carroll congratulated Mesa President Pam Luster and her colleagues on receiving Commission on Accreditation for Health Informatics and Information Management Education (CAHIIM) accreditation for the baccalaureate program in Health Information Management, and she congratulated City College President Ricky Shabazz on the Accrediting Commission for Community and Junior College’s (ACCJC) full reaffirmation of City College’s accreditation for the remaining accreditation cycle. Last, Chancellor Carroll shared her report with the City and Mesa Presidents who introduced their new Vice Presidents of Instruction: Matilda Chavez (City) and Dr. Isabel de los Angeles O’Connor (Mesa). Student Trustee Sofia Castellani-Staedler reported on various student activities, including that Juan Andrew Leal will be the new City College Associated Student Government (ASG) president. Mesa College hosted its first Farmers Market and will be sending 10 Associated Students representatives to a conference hosted by the American Student Association of Community Colleges (ASACC). Miramar College won first place for Educational Units in the Dr. Martin Luther King, Jr. Parade and the Associated Student Government will hold its first meeting on February 8. City College won second place for Educational Units, and Continuing Education, which had a very impressive metal bust of Dr. Martin Luther King, Jr., as part of its float, won second place for floats in the parade.

Announced from Closed Session that the Board adopted the Resource Allocation Formula (RAF) Tentative Agreements for a salary increase for the AFT Guild College & Continuing Education Faculty and AFT Guild Classified Units; the AFT Guild Non-Academic Non Classified Employees Unit, the Police Officers Association, the Management Association Unit, the Supervisory & Professional Administrators Association; the Association of Confidential Employees Unit; the Executive Management Unit; and the Chancellor; the approval of a Side Letter Agreement with the Police Officers Association, for Uniform Reimbursement; and approved settlement authority in connection with two items of pending litigation.

Heard public comments from Academic Senate Presidents Jan Jarrell (City), Kim Perigo (Mesa), and Richard Weinroth (Continuing Education), who discussed the beginning of the spring semester at the institutions. Senate Presidents Perigo and Weinroth also provided an update about concerns regarding the lack of collegial consultation at the system level by the State Chancellor, and noted that the Academic Senate for California Community Colleges will host its spring meeting in San Diego. Adopted revisions to Chapter 5 – Student Services, Board Policy (First Reading 11/08/18), with comments by Vice Chancellor of Student Services Lynn Neault; and conducted the first reading of adoptions to Chapter 4 – Instructional Services Board Policies with comments by Vice Chancellor of Instructional Services Stephanie Bulger, with approval to proceed to the next step of review and approval. These revisions are part of a comprehensive six-year review to ensure currency. Approved the following Board Vice President titles (deferred from the December 13, 2018, Organizational meeting):

Adopted resolutions in support of AB 2 (Santiago) Community colleges: California College Promise and AB 30 (Holden) Community colleges: College and Career Access Pathway partnerships; and regarding compensation of members of the Board of Trustees, effective January 1, 2019. Approved the Board Meeting Schedule for February 2019 through June 2019; approved new or revised courses and programs, following a presentation by Vice Chancellor of Instructional Services Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and entered an agreement to renew an instructional contract with the Heartland Fire Training Authority. Approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending December 31, 2018; approved the 2018-19 Second Quarter Financial Report; approved various personnel actions including the certification of short-term personnel service effective on or after February 1, 2019; authorized purchase orders prepared during the period of October 1, 2018, through December 31, 2018; and approved the mileage reimbursement rate for employees who use their personal car for travel to 58 cents per mile, as established by the Internal Revenue Service; Authorized travel of six City College students and one faculty member to attend the Kennedy Center American College Theater Festival in Los Angeles, February 12-16, 2019; authorized the use of the St. Dunstan’s Episcopal Church and Mission Valley YMCA as off-campus facilities as requested by Continuing Education; and entered into an agreement with EVGo Services for electric vehicle charging stations at Continuing Education’s Educational Cultural Center. Entered into subcontract agreements with the Grossmont-Cuyamaca Community College District Auxiliary Organization (GCCCDAO) to place a math and English faculty liaison at feeder high schools in support of the College and Career Access Pathways (CCAP) program at City College; and entered into agreements with the GCCCDAO for the Strong Workforce Program at City and Mesa colleges and San Diego Continuing Education; entered into a sub-agreement between Mesa College and Solano Community College District (SCCD) to support faculty sponsored projects; accepted Mental Health Support allocations as well as Hunger Free Campus Support allocations from the California Community Colleges Chancellor’s Office for City, Mesa, and Miramar colleges; also accepted and allocated funding from the California Community Colleges Chancellor’s Office to improve financial aid processes and systems. Entered into an agreement with the California Commission on Peace Officer Standards and Training (POST) for Miramar College to provide training; a one-year agreement between the Naval Consolidated Brig Miramar and Continuing Education to provide instructional services and vocational training to military personnel at the Naval Consolidated Brig Miramar, San Diego; authorized the adjustment of the budget for San Diego Continuing Education’s Workforce Innovation and Opportunity Act (WIOA); entered agreements with Anchor Innovations Inc. to provide course instructional services in conjunction with the Naval Air Warfare Center Training Systems Division (NAWCTSD) at multiple locations; ratified a five-year contract with the United States Navy to provide engineering and program management services. Heard a presentation on Annual Accreditation Progress Report by Vice Chancellor of Instructional Services Stephanie Bulger and a Status Report on the San Diego Promise by Vice Chancellor of Student Services Lynn Neault.
