BOARD REPORT FEBRUARY 8, 2018 SPECIAL REPORT TO THE PUBLIC Trustees Mary Graham, Bernie Rhinerson, and Maria Nieto Senour thanked the Student Trustees for their advocacy efforts at the recent Community College League of California (CCLC) Annual Legislative Conference in Sacramento. They also thanked Chancellor Carroll and the District staff members who arranged the trip and the legislative visits. Trustee Bernie Rhinerson commended the District’s Communications department for their coordinated marketing efforts, including personalized Google Ads for the colleges and Continuing Education. Chancellor Constance Carroll reported that the trailer bill language for the governor’s proposed 2018-19 budget has been issued. Under the governor’s proposal, the SDCCD will receive $23.4 million in increased funding (including a COLA). In addition, the budget includes several controversial developments that are being closely monitored: the development of a new funding formula for the California Community Colleges that will include outcomes metrics and a stand-alone online college within the system. She indicated that she and her baccalaureate pilot co-chair have negotiated language for another bill by Senator Jerry Hill to extend the baccalaureate pilot program. Dr. Carroll indicated that spring enrollment is moving ahead well. Although FTES is running a bit behind spring 2017 (-1.8%), online education is significantly up (11.9%), and headcount is also up by 1%. While enrollment management efforts continue, the District is on track for being 1.2% above the base well into its growth range, just .2% shy of the funded growth cap. She also indicated that students are being notified that if the federal government shutdown affects financial aid for students, the District is prepared to draw down $9 million from reserves to provide this funding to students; the government will be required to reimburse the District when it reopens. Chancellor Carroll shared her report with Executive Vice Chancellor Dr. Bonnie Dowd, who shared the excellent news that Standard and Poor has just increased the District’s bond rating to its very highest rating of AAA. Student Trustee Alana Mahal Bermodes reported on various student activities, including that at City College, the Associated Student Government (ASG) hosted Brown Act training, and at Mesa and Miramar colleges, the ASG held in-house elections. At Miramar College, the ASG is planning for a student advocacy trip to Chicago.

Held a campus meeting at Miramar College that included a welcome and introduction by President Patricia Hsieh, Academic Senate President Marie McMahon, Classified Senate Secretary Val Sacro, and Associated Student Government President Alana Mahal Bermodes; a presentation on the new Academic Success Center (ASC) by Dean Lou Ascione; a presentation on the expanded services provided at the ASC with an introduction by faculty member Donnie Tran; a presentation on expanded tutoring services by faculty member Julia McMenamin and students Jack Rose and Meaghan Duffy-Deno; a presentation on increased support for faculty by faculty members Foster Chamberlain and Jon Alva; a presentation on collaboration with the Outreach/Career Center by faculty member Mona Patel, classified staff member Truongson Nguyen, and student Chelsea Cresencia; a presentation on student feedback by student Mathias Sabou; and a presentation on the English Center/Instructional Apprentice Program by faculty members Ken Reinstein, Lea Baker, Nina Jacobs.
