BOARD REPORT FEBRUARY 14, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo reported that he recently attended the Association of Community College Trustees (ACCT) National Legislative Summit in Washington, DC, and stated that he appreciates the District’s participation in the conference and advocacy meetings that provide opportunities to advance its agenda at a national level. Trustee Mary Graham also reported on her participation at the ACCT conference and was encouraged by the positive discussions which included a commitment to all students, with particular respect and support for DACA students. Trustee Craig Milgrim said that as a faculty member he has experienced several interesting weeks this semester and that he is encouraged to remain focused on students. Trustee Bernie Rhinerson reported that he attended ACCT conference and that the proposed resolution that he submitted to the ACCT Board of Trustees, which he serves on, in support of the community college baccalaureate was adopted. He also reported that each college and Continuing Education will once again receive $2,000 from the Scott A and Elizabeth V Christensen Charitable Foundation to support the Board of Trustees Scholarship Chancellor Constance Carroll reported on the recent Legislative Summit in Washington, DC, sponsored by the Association of Community College Trustees (ACCT). She indicated the she attended the Summit along with Trustees Bernie Rhinerson, Mary Graham, and Sean Elo, Communications Director Jack Beresford, and Executive Assistant Margaret Lamb. They were able to meet with a variety of legislative staff, as well as with several key legislators themselves, including Senators Dianne Feinstein and Kamala Harris, as well as Representatives Susan Davis and Scott Peters. Their advocacy message included such topics as Pell grants, accreditation issues, and the DACA program. The Chancellor also noted SB 291 (Leyva) that would expand financial aid for community college students to include a broader range of support. Dr. Carroll indicated that Spring enrollment was doing well, with the colleges having reached 95% of their 14,335 FTES target, with late-starting classes and dual-enrollment classes in the high schools still to be added. Although it is still early for Continuing Education enrollment data, the District seems to be securely on track for its annual target of 40,004 FTES. Student Trustee Alana Mahal Bermodes expressed her pride in Miramar College’s support of students, reported that Mesa College is participating in the American Student Association of Community Colleges 35th National Student Advocacy Conference in Washington, DC, March 9-12, 2019, and shared that City College’s Commencement will be held May 24, 2019.

Held a campus meeting for Miramar College that included a welcome and introduction by President Patricia Hsieh, Academic Senate President Marie McMahon, Classified Senate President Terrie Hubbard, and Associated Student Government President Alana Mahal Bermodes; a presentation on the Career Services Center by Associate Dean Benjamin Gamboa, Career Counselor Mona Patel, student Ryan Fischer, and Hawthorne Caterpillar Vice President Kirk Fowkes; and a presentation on the Fire Technology and Emergency Medical Technician Program by Program Chair Darren Hall, students Leah Ouimet and Chad Jeremiah, and Cal Fire, San Diego Fire Chief Tony Mecham.

Heard public comments from Paul Hubka, President of the Police Officers Association (POA), who addressed the Board regarding outstanding issues under negotiation for the POA collective bargaining agreement. City College Academic Senate President Jan Jarrell discussed the challenges of integrating the Vision for Success goals into the City College Strategic Plan and shared a publication by past Academic Senate President Justin Akers about the concerns the faculty continue to have about the lack of collegial consultation at the system level. Mesa College Academic Senate President Kim Perigo discussed the collegial role several administrators had played lately, and discussed how to change the narrative of faculty as the defenders of the status quo versus as being reasonably cautious about changes being made at the state level. Miramar College Academic Senate President Marie McMahon discussed her concerns about Miramar’s rapid growth and ensuring that sufficient resources are devoted to its ongoing support. Continuing Education (CE) Academic Senate President Richard Weinroth reported that four presentations were made by CE faculty at the recent Association of Community and Continuing Education conference in San Diego. Administered the Oath of Office to City College Student Trustee Andrew Leal by Board President Maria Nieto Senour. Approved and adopted revised Chapter 4 – Instructional Services, Board Policies (First Reading 1/31/19). These revisions are part of a comprehensive six-year review to ensure currency. Adopted a resolution to excuse Trustee Bernie Rhinerson from attendance at the January 31, 2019, meeting of the Board of Trustees due to a hardship, in accordance with Education Code Section 72024(d).

Approved adoption of the San Diego County Treasurer’s Pooled Money Fund Investment Policy; and approved a transition from Wells Fargo to JP Morgan Chase as part of the County of San Diego banking transition.

Approved various personnel actions including the certification of short-term personnel service effective on or after February 15, 2019; authorized travel of City College students and staff to participate in the Historically Black College and University spring break tour to various colleges.

Accepted grants from the U.S. Department of Education for the San Diego City College Upward Bound Program, from the California Community College Chancellor’s Office (CCCCO) for the Classified School Employee Professional Development Block Grant allocations districtwide; adopted a resolution to increase the Miramar College revolving cash fund; accepted additional financial aid funding at Miramar College; authorized adjustment of the 2018-19 General Fund/Restricted Disability Support Programs and Services districtwide budget from the California Community Colleges Chancellor’s Office; and approved the increase to nonresident student tuition rate from $245 per unit to $264 per unit, and the application fee to be maintained at $100. Entered into agreements with health care agencies for use of clinical facilities; agreements with the Grossmont-Cuyamaca Community College District Auxiliary Organization for the Strong Workforce program at Miramar College; and agreements with IT Business Experts and MSM Technology, LLC to provide course instruction services at U.S. Army Garrison Fort Gordon, Georgia. Heard a report on Employee and Student Diversity by Vice Chancellors Will Surbrook and Lynn Neault.
