BOARD REPORT FEBRUARY 22, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham shared that the Legislative Analyst’s Office recently released its analysis of the Higher Education section of the governor’s proposed budget. She shared the report’s recommendation that the alternatives to establishing a new college be explored, particularly that “the Legislature could consider ways to improve online and competency-based education reforms within the existing CCC system.” Trustees Rich Grosch and Maria Nieto Senour expressed shock and dismay following the recent tragedy at Marjory Stoneman Douglas High School in Parkland, Florida, and commended those students and survivors who are advocating for stricter gun laws in the wake of the deaths of seventeen students and teachers at the school. Trustee Rich Grosch reported that he, along with Trustees Senour, Graham, and Zschiesche, attended a Trustee Advisory Council meeting, where Council members expressed appreciation to the Board for their responsiveness to the group’s concerns and recommendations. Trustee Bernie Rhinerson reported that he participated in the Association of Community College Trustees (ACCT) National Legislative Summit in Washington D.C., and provided information and concerns regarding the PROPSER Act, proposed legislation that could significantly and disproportionately impact community colleges by changing how financial aid funding is allocated. He also reported that he took part in a podcast where he discussed the benefits of community college baccalaureates; that he will be attending a meeting of the Community College League of California (CCLC) Advisory Committee on Legislation, which he chairs, on March 8; and invited those in attendance to the joint Board meeting with the San Diego Unified School District on April 17 at Clairemont High School. Chancellor Constance Carroll reported that Senator Jerry Hill has filed a new bill, SB 1406, that will extend the community college baccalaureate pilot program, and the Chancellor will continue to chair the statewide advocacy effort. Tomorrow, representatives from the Legislative Analyst’s Office and the State Chancellor’s Office will visit Mesa College to review its baccalaureate program. Dr. Carroll also reported that the State Department of Finance has issued budget simulations of funding patterns that would occur under the proposed new community college funding formula, under which the SDCCD would receive the second largest increase ($21 million) because of the high number of degrees and certificates awarded. Chancellor Carroll reported that the state is providing $175,373 in emergency funds for DACA students, which will be awarded to DACA students at City, Mesa, and Miramar colleges based upon their unmet financial aid need. Dr. Carroll congratulated Continuing Education President Carlos Turner Cortez on receiving the Excellence in Continuing Education award from the Association of Community and Continuing Education, which was recently noted in the American Association of Community Colleges (AACC) Community College Daily. Student Trustee Ignacio Hernandez reported on various student activities, including that at Mesa College, the Associated Student Government (ASG) held in-house elections, is preparing for a student advocacy trip to Washington D.C., and have scheduled meetings with local legislative representatives to discuss issues concerning students. At Miramar College, the ASG is planning Spring Fest events, is collaborating with the REACT Organization to support its campus food pantry and hold an “Eat with Us” event on March 7 to combat food insecurity, and will continue to discuss the topic of Guided Pathways. At City College, the ASG has organized various events in celebration of Black History Month, including the unveiling of a statue of Dr. Martin Luther King, Jr., promoted the availability of free Hepatitis A vaccines to students, and is preparing for the National Student Leadership Diversity Convention in Chicago on April 5-8.

BOARD ACTIONS At its meeting of February 22, 2018, the Board of Trustees: •

Heard concerns expressed by AFT Guild President Jim Mahler regarding a classified staff member whose termination he urged the Board to reverse; and announced from Closed Session that the Board adopted the advisory decision of the arbitrator and upheld the termination of a classified employee at San Diego Mesa College; and the Board accepted the Chancellor’s recommendation not to renew the employment contract of a full-time faculty member at San Diego Miramar College.

Administered the Oath of Office to College Police Sergeant Jeffrey Hughes and Officer Jessica Rocha by Board President Maria Nieto Senour; and adopted a resolution to excuse Trustee Peter Zschiesche from attendance at the February 8, 2018, meeting of the Board of Trustees due to a hardship, in accordance with Education Code Section 72024(d).

Heard public comments from Mesa College Academic Senate President Kim Perigo, who discussed the work being done at Mesa College to develop guided pathways and expressed concerns regarding proposed performance-based funding; from Miramar College Academic Senate President Marie McMahon, who thanked Chancellor Carroll for working to schedule a meeting regarding concerns expressed by the Academic Senate in developing guided pathways assessments at Miramar College; from Dwayne Hill, who thanked Trustee Zschiesche for his years of service on the Board; and from Mesa College faculty member Jim Fegan, who expressed appreciation on behalf of all three colleges’ athletic programs for the granting of priority registration for student athletes.

Heard a presentation by the Propositions S and N Citizens’ Oversight Committee (COC) Chair Glen Sparrow and COC Communications Committee Chair Rosalie Schwartz on the 2017 Annual Report for Propositions S and N.

Heard reports on 2018 voter registration activities and the Student Athlete Scorecard by Vice Chancellor Lynn Neault; approved new or revised courses and programs,following a presentation by Vice Chancellor Stephanie Bulger; and authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs.

Entered into an agreement with Grossmont-Cuyamaca Community College District Auxiliary to use one-time regional Strong Workforce Program funding for the San Diego Community Colleges Legal Innovation Pilot implementation at Miramar College; and with the City of Santee Fire Department to renew an expiring contract to provide annual training for its personnel at Miramar College. Accepted a grant from the San Diego Workforce Partnership for the Workforce Innovation and Opportunity Act Title II: Adult Education and Family Literacy Act at Continuing Education; approved purchase orders prepared during the month of January; and approved various personnel actions including the certification of shortterm personnel service effective on or after February 23, 2018.

Endorsed the nomination of Lonnie Pham (Financial Aid Technician, San Diego Miramar College) as the District’s nominee for the California Community Colleges Classified Employee of the Year Award for 2018, to the California Community Colleges Chancellor’s Office, following an introduction by Miramar College President Patricia Hsieh.

Awarded contracts to Roesling, Nakamura, Terada Architects for general architectural services regarding the City College Science Building hazardous material storage room; and to SD Remodeling Inc. for the Avanza Center remodel at Mesa College; and ratified Notices of Completion recorded under delegation of authority.
