BOARD REPORT MARCH 11, 2021 SPECIAL REPORT TO THE PUBLIC Trustee Geysil Arroyo reported that in the one month since she joined the Board of Trustees she has been busy working on the Chancellor search and met with Chancellor Constance Carroll and several Vice Chancellors within the District. She also said that in an effort to learn more about the District, she attended meetings with the Committee for Diversity Action, Inclusion & Equity and with the AFT Immigrant Student Support Committee where the role of policing within the District was discussed. Trustee Arroyo requested that a report be presented to the Board showing the progress of the College Police Review Task Force so that she can further understand this issue. Trustee Mary Graham stated that the pandemic has diminished many advances of various minority groups, including women in the workforce, and that it is important for the District to support efforts to prepare these individuals for the workforce. Trustee Graham said that she was proud to serve on the Board’s subcommittee on Accreditation and Student Success and Equity along with Trustee Maria Nieto Senour, which met with Vice Chancellor of Educational Services Susan Topham, and was pleased to see the work of Educational Services includes a focus on diversity. She also highlighted an accreditation standard (IV.C.9) relating to onboarding and ongoing training for Trustees and asked that it be reviewed at the next Board Retreat. Trustee Craig Milgrim thanked the District institutions for the varied reports that are presented to the Board, and acknowledged the work of the City College Drama Department for its YouTube video highlighting the numerous aspects of the program. He reported that he continues to work to increase relationships with the City of San Diego. He referenced the recent allocation of funding to Continuing Education to purchase laptops for students and wifi access. Trustee Milgrim also attended a webinar where the New Deal for Higher Education, outlining new ways of funding higher education, was discussed (newdealforhighered.org), as well as the meeting with the AFT Immigrant Student Support Committee. He concurred with Trustee Arroyo’s request for a report from the College Police Review Task Force. He said he is looking forward to next week’s Joint Board meeting with the San Diego Unified School District and hopes to expand relationships with its members and explore ways to share the District’s mission with middle school students. Trustee Bernie Rhinerson reported that he and other Board Members received a letter from the San Diego Chicano/Latino Concilio on Higher Education, co-chaired by Professors Isidro Ortiz and Patrick Velasquez, which shared priorities and strategies on higher education in the region and how these impact Latinx students. He asked Chancellor Constance Carroll to review the document and report back to the Board regarding how the institutions are aligned and how to work on the priorities established by the Concilio. Trustee Maria Nieto Senour said that she attended both the accreditation meeting with Trustee Graham and the meeting with the AFT Immigrant Student Support Committee along with her Board colleagues. Chancellor Constance Carroll reported that the community college baccalaureate expansion bill, AB 927 (Medina), is proceeding through the legislative process and will have its first hearing by the Assembly Higher Education Committee on April 22, at which Chancellor Carroll will be one of the two principal presenters. The SDCCD Board’s resolution of support and testimony from around the state will be included in the hearing, as well as in other advocacy efforts. The Chancellor also indicated that concerns by the California State University system have been successfully resolved and will result in specific amendments to the bill. Dr. Carroll reported on COVID-19 issues, noting that on-campus conditioning of student-athletes will take place in April at City, Mesa, and Miramar colleges. However, she added that this year’s commencements will again be virtual, scheduled for May 28, followed by drive-through opportunities for students to receive their diplomas in person. Student Trustee Destiny Gallegos-Munoz reported that the City College Associated Student Government (ASG) has been meeting to discuss potential ways to get students more involved through events and recruiting them to join the ASG.

BOARD ACTIONS At its regular meeting of March 11, 2021, which was conducted in a virtual format, the Board of Trustees: •

Heard public comments from City College Academic Senate (AS) President Masahiro “Masa” Omae who shared that on March 1 the college celebrated its 5th annual City Women Rock Summit which attracted more than 200 participants; that the college’s Transfer and Career Center is hosting an event highlighting historically Black colleges and universities (HBCUs); and that the college’s Social Justice and Education Conference will take place March 24 and 25. Mesa College AS President Manuel Velez reported that the AS recently reviewed its constitution, policies on contract education, and policies on excused withdrawal; the AS also has engaged in conversations about recent “Zoombombing” incidents that disrupted events for the college’s Black and Asian student communities. Miramar College AS President Laura Murphy said the college’s Guided Pathways Program Mapper was approved; that the college is working with local tribal leaders on a land acknowledgment; and that the AS passed a screening committee statement to address concerns about bias and equity gaps. Adopted resolutions in support of Assembly Bill (AB) 927 (Medina) Community College: Statewide Baccalaureate Degree Pilot Program, a successor bill to SB 850, SB 1406, and SB 874 that would make the current baccalaureate pilot programs permanent and allow for expansion so that all community colleges could implements baccalaureate programs for workforce programs; AB 421 (Ward) Community Colleges: Development and College Preparation Courses, which would provide an important adjustment in how non-credit student enrollment is tracked and compensated in the San Diego Community College District and other large non-credit education providers; and AB 576 (Maienschein) Community Colleges Apportionments: Waiver of Open Course Provisions: Military Personnel, which would allow community colleges to claim FTES apportionment for classes taught on military bases that are closed to the general public, similar to what is allowed for dual enrollment classes taught on high school campuses. All three bills were sponsored by the SDCCD. Adopted revisions to Chapter 2 – Board of Trustees Board Policies (first reading February 11) as part of a comprehensive six-year review to ensure currency, including an edit to BP 2715 – Code of Ethics/Standards of Practice, to make it gender-neutral. BP 2200 was pulled from consideration and will be discussed again at the March 25 Board meeting. Approved the nomination of Trustees Bernardo Perez, Ventura County CCD; Gregory Pensa, Allan Hancock Joint CCD; Kendall Pierson, Shasta-Tehama-Trinity Joint CCD; Mark Edney, Imperial CCD; Barbara Calhoun, Compton CCD; Nan Gomez-Heitzeberg, Kern CCD; and Michele Jenkins, Santa Clarita CCD, to the California Community College Trustees (CCCT) Board of Directors of the Community College League of California (CCLC).

Approved the removal of Phil Blair and Dwayne Crenshaw from the Trustee Advisory Council (TAC) with appreciation for their service and advice.

Accepted the spring 2021 Accreditation Mid-Term Reports for San Diego City, Mesa, and Miramar colleges and the San Diego College of Continuing Education (SDCCE) following a presentation by Vice Chancellor of Educational Services Susan Topham, City College President Ricky Shabazz, Mesa College President Pamela Luster, Miramar College President P. Wesley Lundburg, and SDCCE President Carlos Turner Cortez. The mid-term reports were reviewed by the Board’s Subcommittee on Accreditation and Student Success and Equity (Trustees Maria Nieto Senour and Mary Graham).

Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; with the Grossmont-Cuyamaca Community College District Auxiliary Organization for the Strong Workforce Partnership at Miramar College; and with the Foundation for Grossmont and Cuyamaca Colleges for Strong Workforce College-based Marketing and for the Strong Workforce Program (SWP) at the SDCCE.

Authorized subcontract agreements with the Foundation for Grossmont and Cuyamaca Colleges for Strong Workforce Job Placement Case Management at City College, for the Strong Workforce Regional Priority, the Emerging Sector Strategies for Health project and for the Strong Workforce Regional Priority and Emerging Sector Strategies for ICT & Digital Media project at Mesa College.

Approved new or revised courses and programs following comments by Vice Chancellor of Educational Services Susan Topham; and the District’s Report of Participation in the San Diego County Investment Pool for the period ending December 31, 2020.

Accepted grants from Santa Clarita Community College District (SDCCCD) for the Institutional Effectiveness Partnership Institute (IEPI) at Mesa College; and from the California Community Colleges State Chancellor’s Office (CCCCO) for the Veterans Resource Centers at City, Mesa and Miramar colleges.

Approved various personnel actions including the certification of short-term personnel service effective on or after March 12, 2021; and purchase orders prepared during the month of January 2021.
