BOARD REPORT MARCH 12, 2020 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo recognized Continuing Education President Carlos Turner Cortez and his colleagues for the excellent fundraising event, The Coretta Scott King Inaugural Benefit: A Gospel Brunch to Support the Historic Preservation of ECC, hosted on March 7 at the Educational Cultural Complex, and shared feedback he’s been receiving about the good work of Continuing Education throughout the community, saying it is the most underappreciated free resource in the city of San Diego. Trustee Mary Graham thanked those in student government, faculty, classified professionals, and administration for the efforts in responding to the COVID-19 coronavirus pandemic; reported that she attended ECC event to raise funds to improve critical and historic facilities; and urged everyone to abide by health and safety precautions. Trustee Craig Milgrim commented on the ECC event and recognized the culinary arts program faculty and students who provided catering; reported that he attended meetings with representatives from the San Diego Leadership Alliance and San Diego for Every Child to discuss ways the District can work with them and support the programs; and a meeting with Trustee Advisory Council member Cris Sotomayor regarding advocacy for LGBTQ students on District campuses. Trustee Bernie Rhinerson thanked Chancellor Constance Carroll and everyone on the campuses, especially the presidents and faculty, for their diligent work to convert courses to online during the COVID-19 emergency; reported that he attended the first detail meeting of the Community College League of California Advisory Committee on Legislation, which he chairs, to review bills that have been released; attended a Community College Baccalaureate Association Conference from February 28 through March 1 in Seattle, Washington, where he heard an enlightening presentation from Deans Shelly Hess and Tine Recalde and Mesa College Researcher Hai Hong about the impressive outcomes of students in the 15 California community colleges baccalaureate pilot programs. Trustee Maria Nieto Senour reported she also attended the ECC Gospel Brunch fundraiser; voiced her appreciation for the work being done to assure the safety of students in the face of constant change related to the coronavirus pandemic; and announced the start of the search for a new SDCCD Chancellor and noted the governance organizations within the District will be called upon for nominations to provide representation on the search committee. Chancellor Constance Carroll reported that the community college baccalaureate expansion bill has been filed, SB 874, authored by Senator Jerry Hill. As with previous legislation on this topic, Chancellor Carroll will chair the statewide advocacy effort. Dr. Carroll indicated that a massive effort was underway to adapt to the current and probable future situation regarding the coronavirus/COVID-19 pandemic. The District, Colleges, and Continuing Education are working to implement a number of measures, such as: converting classes to an online modality to reduce group interaction and to prepare for possible closures, canceling study abroad programs, updating facilities practices to sanitize physical areas, discouraging unnecessary travel, reducing and/or eliminating a number of public events, staying current with health advisories, and emphasizing communication. She also announced that the March 17 Joint Board Meeting with San Diego Unified School District was being postponed until the fall. Student Trustee Taylor Carpenter thanked the Board and Chancellor Carroll for putting student safety first concerning the coronavirus pandemic and reported that, while most events at Mesa College have been cancelled, the student government is working to expand lactation services around campus, as well as set up a Pride Center in the coming year and a Women’s Center in the future; she reported that Miramar College has also cancelled or postponed many events, including its Spring Fest scheduled for March 21, and the Associated Student Government passed a $1,600 budget to help acquire sanitizer stations and signs for hygiene and safety tips; and she reported that City College had to postpone its Cultural Appreciation Day, and the ASG is working on campus safety issues including sanitary restrooms, installation of panic buttons around campus, and improving upon the existing LiveSafe App, and would like the Board’s help in strengthening safety practices.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS

CALENDAR OF BOARD MEETINGS

At its meeting of March 12, 2020, the Board of Trustees: •

Announced the following action from Closed Session: unanimously denied an appeal of the administrative determination of a Title 5 Investigation regarding a matter at Mesa College.

Heard public comments by City College student body senate member Keith Dolderer, who asked that the Board of Trustees consider waivers for those students wanting to continue attending classes on campus during possible school closures due to coronavirus; City College AS President Paul Alexander, who shared that it’s a stressful and challenging time but that he wanted to express his appreciation to President Ricky Shabazz for his openness and leadership; and Mesa faculty member and California Community Colleges Board of Governors member Kim Perigo, who said she believes the Board of Governors is still meeting next week and she is open to sending forward any item of interest. She also reported that the Mesa College Speech and Debate Team attended the Faculty Association of California Community Colleges policy forum in Sacramento on January 24, and had good conversations with San Diego delegation members including Assembly members Shirley Weber and Lorena Gonzalez, who were particularly interested in learning how the Student Centered Funding Formula is impacting the District.

Administered the Oath of Office for Police Officer James Kremer.

Heard a presentation by Propositions S and N Citizens’ Oversight Committee (COC) Chair Jane Gawronski on the 2019 Annual Report for Propositions S and N; and a presentation from Dean of Outreach Shakerra Carter on the LGBTQ Student Follow Up Report on Enrollment Related Issues.

Adopted a resolution in support of AB 2764 (Gloria/Weber) for Community Colleges: Appointments: Waiver of Open Course Provisions: Military Personnel.

Accepted a grant, after comments from college President Ricky Shabazz, VP of Instruction Matilda Chavez, Dean Lori Erreca, Professor Kirin Macapugay, and San Diego Housing Commission Senior Vice President Lisa Jones, from the from the San Diego Housing Commission for City College to form a student recruitment and educational program to prepare students for employment opportunities working with the homeless.

Approved new or revised courses and programs; and authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupation programs.

Entered into subcontracts with the Grossmont-Cuyamaca Community College District (GCCCD) Auxiliary Organization for the Strong Workforce Program, Student Retention, Persistence, and Completion — Research Investment at City College and Mesa College.

Approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending December 31, 2019; and adopted the San Diego County Treasurer’s Pooled Money Fund Investment Policy as the San Diego Community College District’s Investment Policy.

Entered into an agreement for the use of Scripps Ranch Recreation Center as an off-campus facility by Continuing Education.

Authorized travel for students and faculty of the Mesa College Geology Department to participate in an overnight trip to the Palm Springs area from April 18-19, 2020.

Approved various personnel actions including the certification of short-term personnel service effective on or after March 13, 2020.

After the regular meeting, the Board of Trustees held a special meeting during which the Board: •

Heard public comment by AFT Guild President Jim Mahler, who had the chance to work with Chancellor Carroll ahead of the meeting to amend language in the emergency resolution; and Kilma Lattin, on behalf of the student government at Mesa College, who was seeking clear direction and to clear up student confusion in relation to new procedures during the coronavirus pandemic.

Regarding the COVID-19 (coronavirus) situation, declared an emergency due to the severity and spread of the pandemic; and authorized the Chancellor and her designee(s) to take appropriate actions to manage the emergency situation affecting instruction and operations.
