BOARD REPORT MARCH 14, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo reported that he attended dedication events for the Mesa College Center for Business & Technology and Fine Arts buildings. He also reported that he attended the Hermanos Unidos/Brothers United (HUBU) event held on March 14 at City College. Trustee Mary Graham said she, along with Trustee Elo, participated in a meeting with representatives from Groundwork San Diego-Chollas Creek a group that establishes community-based partnerships which promote environmental, economic, and social well-being, to discuss developing more seamless pathways to college for residents of Southeast San Diego. Trustee Craig Milgrim shared that he recently visited Mesa College and thanked President Pam Luster for hosting the tour. He also attended a workshop Growing Up Queer. Trustee Bernie Rhinerson participated in a recent meeting of the Community College League of California (CCLC) Advisory Committee on Legislation, which he chairs. Trustee Maria Nieto Senour attended the City Women Rock event as well as a workshop with Linda Handy that was hosted by the San Diego and Imperial Counties Community Colleges Association (SDICCCA); she also attended the Barrio Station 49th Anniversary Benefit Dinner and a recent event at San Diego State University focusing attention on the criminalization of immigration. Chancellor Constance Carroll reported on two items of legislation. AB 302 would require community colleges to open their parking lots overnight to accommodate homeless students, which she said is a well-intentioned idea, but still does not address the added costs of security, sanitation, and liability issues. AB 2, which was originally written to provide free community college access for first-time, full-time students, has been amended to apply to all full-time students, which would greatly increase the cost of the legislation. Last, Dr. Carroll expressed concern about the developing state budget for 2019-20, which will treat districts inequitably in applying deficit factors due to insufficient revenue. Student Trustee Juan Andrew Leal reported on various student activities districtwide, including the HUBU and City Women Rock events recently held at City College and the upcoming 5th Annual Social Justice Conference, which will be held March 19-21; the upcoming Spring Fest event being held March 20-21 at Miramar College; and participation by members of the Mesa College Associated Students in the American Student Association of Community Colleges student advocacy conference held March 9-12 in Washington, DC.

Heard public comments from Miramar College Academic Senate (AS) President Marie McMahon, who discussed a recent presentation that the Miramar AS received from NextUp, also known as Cooperating Agencies Foster Youth Educational Support (CAFYES), which provides current and former foster youth with support and services such as help with books and supplies, transportation, tutoring, food and emergency housing. City College AS President Jan Jarrell disseminated and discussed copies of a white paper on the City College AS’s guiding principles and core values of equity, advocacy, and transparency. Continuing Education AS President Richard Weinroth thanked the Board for considering a resolution in support of AB 1727 (Weber), which would allow districts to claim apportionment for certain noncredit courses based on census date attendance, rather than positive attendance. Mesa College Past AS President Rob Fremland invited the Board to attend the upcoming Mesa College Advocacy fair, which allows students the opportunity to learn how to get involved with community groups and support causes they care about, on April 9. Conducted a public hearing and adopted resolutions in support of AB 1150 (Gloria): Community college districts: governing board elections: San Diego Community College District: Grossmont-Cuyamaca Community College District; and AB 1727 (Weber) Community Colleges: Career Development and College Preparation Courses, which would provide an important adjustment in how non-credit student enrollment is tracked and compensated in the San Diego Community College District and other large non-credit education providers. Heard a presentation by the Propositions S and N Citizens’ Oversight Committee (COC) Vice Chair Jane Gawronski, Ph.D. and COC Communications Subcommittee Chair Linda Zintz on the 2018 Annual Report for Propositions S and N; and heard a report on the Campus Solutions Summer 2019 Transition Plan. Held a workshop on participatory governance coordinated by Vice Chancellor of Student Services Lynn Neault, that included the following presenters: Presidents Ricky Shabazz, Pam Luster, Patricia Hsieh, and Carlos Turner Cortez; Academic Senate Presidents Jan Jarrell, Rob Fremland (representing Kim Perigo), Marie McMahon, and Richard Weinroth; Classified Senate Presidents Awana Payne, Trina Larson, Terrie Hubbard, and Neil Kovrig; and Associated Student Presidents/ Student Trustees Juan Andrew Leal; Sofia Castellani-Staedler, and Alana Mahal Bermodes.

Approved the appointment of Marissa Vasquez (nominated by Trustee Sean Elo) to the Trustee Advisory Council (TAC).

Approved the Board Meeting Schedule for July 2019 through December 2019; approved new or revised courses and programs; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupation programs; approved an update to the San Diego Community College District Cooperative Work Experience Education Plan; and authorized travel of Mesa College students and faculty to participate in an overnight field trip to Joshua Tree National Park, in San Bernardino/Riverside counties.

Entered into agreements with the Grossmont-Cuyamaca Community College District (GCCCD) Auxiliary Organization for the Strong Workforce Program at Mesa College; an agreement with Zeiders Enterprises, Inc. to provide financial advisory services at various military bases across the United States; an agreement with ICP Systems LLC to provide instructional support for the U.S. Army at Fort Gordon, Georgia; and an agreement with MSM Technology, LLC to provide training and support services for the U.S. Army at Fort Benning, Georgia.

Approved various personnel actions including certification of short-term personnel service effective March 15, 2019; authorized purchase orders prepared during the period of January 1, 2019, through January 31, 2019; approved the revised mission statement for Miramar College following comments by Miramar College President Patricia Hsieh; and authorized an increase in the budgets for the 2018-19 Financial Aid Fund Alternative Loan Program at City College and the 2018-19 Financial Aid fund AmeriCorps program budget for Mesa College.

Approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending December 31, 2019.

Approved the nomination of Anthony Vargas (Business Office Support Supervisor – San Diego Continuing Education) as the District’s nominee for the California Community Colleges Classified Employee of the Year Award for 2019, to the California Community Colleges Chancellor’s Office and Board of Governors, following an introduction by Continuing Education President Carlos O. Turner Cortez.
