BOARD REPORT MARCH 15, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Peter Zschiesche reported that he, along with Trustee Rhinerson, participated in the National School Walkout at City College and praised the students involved for planning such a successful event. He also stated that he attended the Adjunct Day of Action program at Mesa College, where he emphasized the importance of the collective bargaining process. Trustee Bernie Rhinerson echoed Trustee Zschiesche’s remarks regarding the school walkout and recognized Student Trustee Newell and City College Student Trustee Ignacio Hernandezfor their leadership. Trustee Rhinerson also expressed his enthusiasm for an article on the San Diego Community College District’s support for men of color, which was recently published in Diverse Issues in Higher Education. Chancellor Constance Carroll commended Mesa College Vice President of Student Services Ashanti Hands, extensively quoted in the article, for being at the forefront of these efforts. Trustee Maria Nieto Senour thanked Trustees Zschiesche and Rhinerson for representing the Board at the school walkout event, shared her excitement at the progress of the discussions regarding the 50% Law, and called attention to an agenda item, approved as part of the consent calendar, wherein the District will be receiving funding from the California Community College Chancellor’s Officeto support the food pantries districtwide. Chancellor Constance Carroll presented two updates regarding the bachelor’s degree pilot. She indicated that she will attend the Senate Education Committee hearing on SB 1406 that would extend the pilot. The hearing is scheduled for April 4 in Sacramento. She also informed the Board that the League for Innovation has just published a monograph on community college baccalaureate programs nationally, with Chancellor Carroll and the League president as editors. Dr. Carroll reported that today, the California Community Colleges Consultation Council reviewed the report of the Workgroup on the 50% Law and other regulations (co-chaired by Executive Vice Chancellor Bonnie Dowd, and including both Chancellor Carroll and AFT Guild President Jim Mahler, representing CFT, as members). Last, the Chancellor commented on enrollment in the 72 community college districts: 32 have fallen below their base and face serious revenue losses that will be tempered somewhat by the Stability Program; 28 are in the process of being restored to their base level and also moving into possible growth; and only 22 achieved their base enrollment and growth. Dr. Carroll noted that the SDCCD is one of the districts in this growth category, and she complimented the College/CE presidents, vice chancellors, vice presidents, deans, department chairs, and faculty for their hard work in achieving this outcome. The SDCCD is again on track this year to exceed its base and achieve some level of growth. Student Trustee Joseph Newell reported on various student activities districtwide, including that at Miramar College, the Associated Student Government (ASG) is preparing for Spring Fest on March 14-15, elected a new treasurer, and held a film viewing on March 8 in honor of International Women’s Day. At City College, the ASG is working on their upcoming elections and plans to enhance advocacy through various conferences. At Mesa College, the ASG will be holding an advocacy fair on April 11, and preparing for a student advocacy trip to Washington D.C. and the National Student Leadership Diversity Convention in Orlando, Florida. Student Trustee Newell also thanked Trustees Zschiesche and Rhinerson for their support for students and participation at the National School Walkout.

BOARD ACTIONS At its meeting of March 15, 2018, the Board of Trustees: •

Reported from Closed Session that the board denied the appeal of the Administrative Determination of a Title 5 investigation; and heard updates from Continuing Education (CE) Academic Senate President Richard Weinroth, who discussed a recent CE President’s Tea meeting with students from the San Diego Rescue Mission; from Miramar College Academic Senate President Marie McMahon, who discussed the positive movement taking place at Miramar College regrading Guided Pathways, and read a statement on behalf of Mesa College Academic Senate President Kim Perigo, who is in Montreal with the Mesa Speech and Debate team; and from City College Academic Senate Justin Akers, who indicated that the Statewide Academic Senate plenary is scheduled for April 10-14, following regional preparatory meetings. Adopted a resolution in support of SB 1406 (Hill): Baccalaureate Degree Pilot Program, a successor bill to SB 850 that would extend the pilot program; and voted to elect Trustees Ann Ransford, Eric Payne, Greg Pensa, Brent Hastey, and Don Edgar to the California Community College Trustees (CCCT) Board of Directors of the Community College League of California. Approved new or revised courses and programs; and authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs.

Accepted the revisions to the 2018 Family Handbook for the Child Development Centers districtwide; funds from the California Community Colleges Chancellor’s Office (CCCCO) to provide services in support of the Veterans Resource Center at Mesa College; a grant from the CCCCO for the Division of Educational Services, ZeroTextbook-Cost Degree Grant Program Application at Continuing Education; and funds from the CCCCO for the Hunger Free Campus Support program districtwide.

Approved various personnel actions including the certification of short-term personnel service effective on or after March 16, 2018; authorized the use of the Jackie Robinson Family YMCA as an off-campus facility as requested by Continuing Education; and the increase to a consulting agreement with Davy Architecture for additional architectural services for the D-100 and K-100 buildings at Mesa College.

Heard a report on reducing textbook costs for students by Vice Chancellor of Instructional Services Stephanie Bulger; a report on employee and student diversity by Vice Chancellors Will Surbrook and Lynn Neault, and a report on the phased-in approach for the Campus Solutions implementation by Vice Chancellor of Student Services Lynn Neault.
