BOARD REPORT APRIL 12, 2018 SPECIAL REPORT TO THE PUBLIC Trustees Mary Graham, Rich Grosch, Bernie Rhinerson, Peter Zschiesche, and Maria Nieto Senour thanked Student Trustee Ignacio Hernandez for his service to the District and leadership at City College. Trustee Rich Grosch reported that he attended the City College Annual Scholarship Gala held April 7 at the San Diego Central Library and complimented City College President Ricky Shabazz on the event. Trustee Bernie Rhinerson said he participated in an April 5 event celebrating the 20th anniversary of the Mesa College Learning Resource Center and congratulated President Pam Luster on its successful history since its construction in 1998. He also attended the April 7 City College Annual Scholarship Gala and acknowledged President Ricky Shabazz and the City College Foundation. He stated that next week he will be attending a Community College League of California (CCLC) Advisory Committee on Legislation meeting, which he will chair. Trustee Peter Zschiesche reported that earlier today he attended the “Opportunity Summit 2018: Initiate” event hosted by the San Diego Workforce Partnership at the Town and Country Hotel. The event focused on reducing the number of “disconnected youth” ages 16-24 who are not in school or working, currently estimated at 41,000 young people in San Diego County, and included remarks by Continuing Education President Carlos O. Turner Cortez. He said he was impressed by the event and glad the District is recognized in the community as part of the solution to this important problem. Trustee Maria Nieto Senour stated that she participated in the plenary session of the annual Restoring Civility to Civic Dialogue conference held on April 11 at the University of San Diego and complimented Mesa College President Pam Luster and Chancellor Carroll on their remarks. She also attended a recent meeting held by the American Civil Liberties Union (ACLU) which focused on issues pertaining to the Deferred Action for Childhood Arrivals (DACA) program. Chancellor Constance Carroll reported that SB 1406, the bill to extend the baccalaureate pilot initiative, passed the Senate Education Committee and was recommended forward to the Senate Appropriations Committee. She also indicated that two new legislative bills have been introduced that would defer action on the current proposals for a new funding formula for the California Community Colleges (AB 2767) and a new online college in the system (AB 2621) and instead requiring a year of study. Dr. Carroll indicated that she had had a productive conversation with the Governor’s Chief Education Policy Advisor in which she emphasized the importance of ensuring a local/regional community college role in the online college. The Chancellor reported that the San Diego Promise initiative, to make community college free for deserving students, was going well and that there will be an important fundraising event in the fall (Thursday, September 20 at the Natural History Museum), titled “An Evening with Annette Bening to Benefit the San Diego Promise.” Ms. Bening is an alumna of Mesa College and is very supportive of the Promise program. Student Trustee Ignacio Hernandez reported on various student activities stating that City College’s Associated Student Government recently voted to donate $4,000 to address food insecurity issues on campus and that the college has a voter registration effort underway; Mesa College will host its annual Canyon Day on April 14 and a TEDx event on April 27; Miramar College is sponsoring a Civil Rights Film Festival April 14 and the college is celebrating its Men’s Volleyball Team, which recently won the 2018 Pacific Coast Athletics Conference Championship. All three colleges are preparing for student government elections for the next academic year. He thanked Chancellor Carroll and the Board for their support during his time as a student trustee, noting that it his last meeting as the sitting Student Trustee.

BOARD ACTIONS At its meeting of April 12, 2018, the Board of Trustees: •

Reported from Closed Session that the Board approved the expulsion of a Mesa College student from all colleges, campuses, programs, sites, and activities of the San Diego Community College District, pursuant to California Education Code section 72122 and 20 U.S.C. section 1232g; and approved settlement authority in connection with one item of pending litigation. Heard public comment by City College adjunct faculty member Arnie Schoenberg who invited the Board to attend the California Part-time Faculty Association conference, which will be held at City College on Saturday, May 5. Adopted a resolution to excuse Trustee Rich Grosch from attendance at the March 15, 2018, meeting of the Board of Trustees due to illness, in accordance with Education Code Section 72024(d); and approved the Board Meeting Schedule for July 2018 through December 2018. Heard a report on the 2018-19 General Fund Unrestricted Preliminary Budget presented by Executive Vice Chancellor of Business and Technology Services Bonnie Ann Dowd, noting that this is an optional budget that the District develops each year so that there can be faculty review and input prior to the end of the semester. This budget is also based solely on the Governor’s January budget proposal, which has not yet been modified by new information and legislation; a report on the PeopleSoft’s Campus Solutions Implementation project by Huron Consulting Services LLC, with an introduction by Executive Vice Chancellor Dowd; and viewed a demonstration of the new student and faculty portals for Campus Solutions by Vice Chancellor of Student Services Lynn Neault. Approved new or revised courses and programs, following a presentation by Vice Chancellor of Instructional Services Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; authorized travel for Mesa College geology students to participate in an overnight field trip to Joshua Tree National Park in San Bernardino/ Riverside Counties, and for a Mesa College professor and student to participate in the Ucanal Archaeological Project in Guatemala. Authorized the increase of the 2017-18 General Fund Restricted Budget regarding the Math, Engineering, Science Achievement (MESA) grant at City College; entered into year two of a five-year renewal agreement regarding the Basic Skills Partnership Pilot Project between the Grossmont-Cuyamaca Community College District Auxiliary and Mesa College; accepted grants from the Grossmont-Cuyamaca Community College District Auxiliary for the Proposition 39 Clean Energy Workforce Program at Continuing Education; and from the California Community College Chancellor’s Office for the Campus Safety and Sexual Assault allocations districtwide.

Authorized Executive Vice Chancellor Dowd to negotiate and execute an amendment to the existing contract’s Statement of Work with Huron Consulting Services LLC for extended implementation and stabilization support of the PeopleSoft Campus Solutions implementation project; and awarded a contract to Full Spectrum Laser for aviation equipment for the Miramar College Aviation Department.

Authorized the transfer of funds between budget expenditure accounts in the 20172018 General Fund/Unrestricted Budget; purchase orders prepared during the month of February 2018; and the increase in funding of an existing consulting agreement with JE Moore Consulting Inc. to provide furniture, fixtures, & equipment (FF&E) management services districtwide.

Approved various personnel actions including the certification of short-term personnel service effective on or after April 13, 2018; and proclaimed May 20-26, 2018, Classified Professionals Week.
