BOARD REPORT MAY 9, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo reported that he attended several inspiring scholarship events. He also participated in Mesa College’s Classified Awards Celebration on May 8, which was a reminder of the essential role played by classified professionals. Trustee Mary Graham shared that she attended the Honors Luncheon and Continuing Education’s Scholarship Awards. She also attended the San Diego Workforce Partnership’s Opportunity Summit held on May 2 and complimented Trustee Sean Elo on his presentation at the event. She also participated in the Community College League of California’s (CCLC) Annual Trustees Conference held May 3-5 in Lake Tahoe. Trustee Craig Milgrim reported that he recently met with staff to learn about scholarships available to LGBTQ students at Mesa College. He was also pleased to see signage and merchandise on campus which celebrates the college’s LGBTQ community. He is also looking forward to attending the commencement ceremonies. Trustee Bernie Rhinerson shared that he received a news release from Miramar College announcing a 15 percent increase in degrees awarded this year, which is timely given federal government discussions focusing on degree completion. Trustee Maria Nieto Senour said she attended the CCLC Annual Trustees Conference and was particularly impressed by the keynote address given by Amarillo College President Dr. Russell Lowery-Hart on a “No Excuses” philosophy. Chancellor Constance Carroll summarized the Governor’s May Revision Budget, noting that it offered a modest increase for community colleges over the January proposal, with a focus on workforce technical education, deferred maintenance and instructional equipment, the second year of Promise funding, and foster care, along with a slightly reduced COLA. The State funding formula was not adjusted, but it is anticipated that changes will be implemented in the 2020-21 budget. Chancellor Carroll indicated that legislative advocacy efforts would continue, emphasizing greater support for the base budget and funding for full-time faculty positions. The Chancellor mentioned a few other legislative items and also indicated that internal budget adjustments would be continuing. Dr. Carroll shared her report with Mesa College President Pam Luster and Academic Senate President Kim Perigo, who presented the Mesa Speech and Debate Team students who have just returned from their excellent international and national competition accomplishments. Student Trustee Alana Mahal Bermodes reported that transitions are underway with the student governments at each of the colleges. She also shared that students are preparing for finals and commencement ceremonies.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS At its meeting of May 9, 2019, the Board of Trustees: •

Reported from Closed Session that the Board unanimously approved issuing a 90-day notice of unprofessional conduct to a faculty member at Mesa College and a faculty member at Continuing Education, pursuant to Section 87734 of the California Education Code; and unanimously denied the appeal of the administrative determination of a Title 5 investigation.

Heard public comments from Leslie Styles, John Louie, Allan Tardif, and Jamuel Go on Closed Session agenda items. Also heard public comments from Mesa College Academic Senate (AS) President Kim Perigo who reported that the college has been finalizing its Vision for Success goals and equity plan. However, there are continuing concerns about flaws in the current process at the California Community Colleges System Office that are contributing to the loss of local control. She also shared concerns about recent data from San Diego State University that highlights the challenges faced by District students hoping to transfer. City College AS President Jan Jarrell and Miramar College AS President Marie McMahon reported that City College and Miramar College also recently approved equity plans and have similar concerns about the processes used by the California Community Colleges Chancellor’s Office. Continuing Education AS President Richard Weinroth shared that a week-long celebration acknowledging classified professionals is underway and he complimented his colleague Classified Senate President Neill Kovrig for the partnership that exists at Continuing Education. Administered the Oath of Office to College Police Officer Goodnews Iwuaba by Board President Maria Nieto Senour; and adopted a proclamation honoring Dr. Kimberly Perigo on her appointment to the California Community Colleges Board of Governors. Dr. Perigo also received a proclamation from the office of Congressman Scott Peters. Heard a presentation on the Districtwide Honors Program following an introduction by Vice Chancellor Stephanie Bulger and Districtwide Honors Coordinator Ian Duckles, followed by comments from students Angel Garibay (City), Robyn Bolden (Mesa), and Angelica Ilagan (Miramar). Adopted revisions to Chapter 2 – Board of Trustees Board Policies: BP 2015 Student Members, BP 2315 Closed Session, BP 2330 Quorum and Voting, BP 2725 Board Member Compensation, BP 2730 Board Member Health Benefits; and adopted revisions to Chapter 3 – General Institutional Board Policies: BP 0400 Research Involving Human Subjects. After conducting a public hearing, adopted the Educational Protection Account Funding and Expenditure Plan (Proposition 30) for 2018-19, following a presentation by Executive Vice Chancellor Bonnie Ann Dowd who outlined how Proposition 30 funds were used in the District’s budget, indicating that the funds were used 100% for instruction; and authorized Executive Vice Chancellor Bonnie Ann Dowd to negotiate and execute an amendment to the existing agreement with Huron Consulting Services, LLC for extended implementation and stabilization support for the Campus Solutions component of the PeopleSoft system conversion. Approved new or revised courses and programs, following comments by Vice Chancellor Stephanie Bulger; purchase orders completed during the month of March; various personnel actions including the certification of short-term personnel service effective on or after May 10, 2019; approved an application for participation in the Reduced Workload/Early Retirement Program; and adopted the 2018-19 Third Quarter Financial Report. Entered into agreements with health care agencies for use of clinical facilities by students enrolled in District health occupation programs; approved the 2019 California Community Colleges Vision for Success goals for City College, Mesa College, and Miramar College following a presentation by Vice Chancellor of Student Services Lynn Neault.

Authorized travel of City College students and faculty to the National Audubon Convention in Milwaukee July 26-29, 2019; and approved travel for Mesa College students and faculty to the Culinary Clash in San Francisco May 16-19, 2019; certified the District’s Equal Employment Opportunity Fund Multiple Method Allocation Model Certificate Form for fiscal year 2018-19.

Approved the lease of District property at Mesa College by New Cingular Wireless as a cellular site; awarded a contract to Fordyce Construction, Inc. for the Proposition N Southern Campus Scope B Infrastructure Project at Miramar College; also awarded a contract to EC Constructors, Inc. for the Child Development Center at City College.

Heard a report by Vice Chancellor Stephanie Bulger on the Strong Workforce Program Round One Funding.
