BOARD REPORT MAY 13, 2021 SPECIAL REPORT TO THE PUBLIC Trustee Geysil Arroyo said that she attended the Community College League of California (CCLC) Annual Trustee Conference, May 5-7, where she was impressed by a report on Diversity, Equity, and Inclusion with recommendations to ensure that community colleges play a strong role in fortifying the economy after the pandemic. She said she will attend the May 20 CCLC “DEI in Action: CEO and Board Partnership to Advance DEI” Town Hall meeting where districts will share resolutions on diversity, equity, and inclusion. Trustee Arroyo thanked Vice Chancellor Chris Manis and Executive Vice Chancellor Bonnie Dowd for meeting with her to help her better understand the District budget and operations. She also reported that she attended various end-of-the-year celebrations and commended faculty, administrators, and classified professionals on their creativity in hosting these online events. Trustee Arroyo pointed out that May 13 was the first day that the Pfizer vaccine was available for those ages 12-15 and commented that she was hopeful it was the next step toward ending the pandemic, and thanked Chancellor Carroll for continued communication efforts about plans for a phased reopening of the District’s campuses. Trustee Mary Graham congratulated everyone for their hard work while remaining remote and online. She said that she also attended the CCLC virtual Trustees conference, and spent her time focused on Chancellor/Board relation issues, and is eager to create a plan for a successful transition to a new Chancellor in July. Trustee Graham mentioned that it was Mental Health Awareness month and encouraged all to talk to family, friends, classmates, and others about their experiences with mental health and support services. She also said that in her role on the Accreditation, Student Success, and Equity subcommittee with Trustee Maria Senour, she discovered that the Accrediting Commission for Community and Junior Colleges has increased its focus on districts’ mission and vision, and shifted its focus away from processes to that of outcomes, which the colleges should keep in mind as their next accreditation visits approach, though they are at the midpoint of their cycle. Trustee Bernie Rhinerson said that he attended several scholarship award events and is looking forward to being able to have in-person events again. Trustee Maria Nieto Senour presented 2020-21 Student Trustees Destiny Gallegos-Muñoz (City College), Taylor Carpenter (Mesa College), and Sanam Azai (Miramar College) with plaques commemorating their service to the Board and District. Student Trustee Gallegos-Muñoz provided brief remarks, thanking the Board for its support. Chancellor Constance Carroll indicated that the Governor’s May Revision Budget will be released on May 13 and is expected to include more funding on both a one-time and continuous basis. She said that the SDCCD is strongly advocating for more funding for the base and funding for deferred maintenance and instructional equipment, as well as funding to pay-down the remaining deferrals. Dr. Carroll also reported that the U.S. Department of Education has revised its rules to extend federal stimulus funding to benefit all students, reversing the previous administration’s exclusion of DACA, undocumented, noncredit, and other students from this grant opportunity. The SDCCD was a plaintiff in the successful lawsuit brought by the California Community Colleges Chancellor’s Office against the previous Secretary of Education due to the department’s rules pertaining to these students. The Chancellor reported that the baccalaureate expansion bill, AB 927 (Medina), having been successfully passed by the Assembly Committee on Higher Education, is now on the docket of the Assembly Appropriations Committee. Chancellor Carroll reminded the Board that the four college commencements would be presented virtually on May 28, along with drive-through and cart-through opportunities for students to receive their diploma covers. Dr. Carroll shared her report with City College President Ricky Shabazz who brought forward two students, Tatiana Butte and Lucia Huerta, who are recipients of the prestigious and generous Jack Kent Cooke Scholarship.

CALENDAR OF BOARD MEETINGS MAY 2021
At its regular meeting of May 13, 2021, which was conducted in a virtual format, the Board of Trustees: •
Announced the following action from Closed Session: unanimously approved placing on its next public agenda a Resolution to Name District Property in Honor of Chancellor Constance Carroll.
•
Heard public comment from City College Academic Senate (AS) President Masahiro “Masa” Omae who reported that City College recently held a very successful summit focusing on equity and that the college and AS are working on an equity statement; that the college’s Diversity Committee is advocating for Assembly Bill 740 (McCarty) which pertains to the rights of Foster Youth in school suspensions; and that meetings are underway to plan the AS leadership transition. Mesa College AS President Manuel Velez shared that as the semester ends, the college is focusing on celebrating its students’ accomplishments through events such as the May 12 Scholarship Awards Ceremony; that the AS is having discussions about the ethnic studies requirement; and that there has been considerable dialogue regarding possibilities and plans for a partial return to onsite instruction and work in the fall semester and he encouraged the Board to continue listening to the voice of faculty as it decides how the District moves forward. Miramar College AS President Laura Murphy said the AS is working on a definition of equity to help guide the college’s future; she acknowledged Chancellor Constance Carroll’s significant contributions to supporting Miramar College’s three-year effort to strengthen its governance processes with the help of Collegiality-In-Action which has culminated in the recent adoption of a governance handbook. In recognition of these efforts, AS President Murphy along with President Wes Lundburg announced the establishment of the Constance M. Carroll Lecture Series and Equity Art Competition, which will be held annually each fall during the Equity Summit to honor the Chancellor’s legacy and efforts on behalf of the college.

Adopted a resolution affirming the San Diego Community College District’s commitment to diversity, equity, and inclusion.
•
Approved new or revised courses and programs; and the District’s Report of Participation in the San Diego County Investment Pool for the period ending on March 31, 2021.
•
Adopted the 2020-2021 Third Quarter Financial Report.
•
Heard a report from Vice Chancellor of Educational Services Susan Topham and Research and Planning Analyst Jaime Sykes Seiverd about LGBTQ+ Programs and Services.
•
Approved the San Diego Mesa College Comprehensive Master Plan: Visioning 10 More Years as the Leading College of Equity and Excellence for 2021-2030 following a presentation by Mesa College President Pamela T. Luster, Vice President of Administrative Services Lorenze Legaspi, Acting Dean of Institutional Effectiveness Bridget Herrin, Administrative Secretary Trina Larson, Professor Blythe Barton, Mesa College Student Natalia Trinh, and Gensler Consultants for Mesa2030 Eva Conrad and Deborah Shepley.
•
After conducting a public hearing, approved the Educational Protection Account Funding and Expenditure Plan (Proposition 30) for 2020-2021, following a presentation by Executive Vice Chancellor Bonnie Ann Dowd who outlined how Proposition 30 funds were used in the District’s budget, indicating that the funds were used 100% for instruction.

Entered into a subcontract agreement between the Grossmont-Cuyamaca Community College District Auxiliary and Mesa College to provide services in support of the Strong Workforce Regional Adoption and Integration of Onboarding Practices with Guided Pathways, SSSP, and Student Equity.
•
Accepted grants from the California Community Colleges Chancellor’s Office (CCCCO) for the Statewide Director for Employer Engagement, Life Sciences/Biotechnology, Workforce and Economic Development Division, at Miramar College, and for Student Retention and Enrollment Outreach at San Diego College of Continuing Education at City, Mesa, and Miramar colleges and the College of Continuing Education.
•
Accepted grants from Grossmont-Cuyamaca Community College District Auxiliary for the Strong Workforce Program (SWP) Priority and Emerging Sector Strategies – Sales Pathway; Healthcare; Advanced Manufacturing; and Logistics Pathway projects at the College of Continuing Education.
•
Accepted a grant from the California Department of Education for the Workforce Innovation and Opportunity (WIOA), Act Title II: Adult Education and Family Literacy Act at the College of Continuing Education.
•
Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs.
•
Approved purchase orders completed during the month of March 2021; and various personnel actions including the certification of short-term personnel service effective on or after May 14, 2021; and certified the District’s Equal Employment Opportunity Fund Multiple Method Allocation Model Certificate Form for fiscal year 2020-2021.
