BOARD REPORT JUNE 7, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham commended the Academic Senates for their hard work this academic year. She also reported that she attended the National Conference on Race and Ethnicity in American Higher Education held May 29 through June 2 in New Orleans, Louisiana, where she was pleased to see all of the District’s institutions were represented. Trustee Rich Grosch also praised the Academic Senates for their efforts. He stated that he, along with other Board members, participated in commencement ceremonies districtwide. He thanked those involved with coordinating such well-attended events. Following Tuesday’s primary election, Trustee Grosch also reflected on his 16 years of service on the Board of Trustees, as this will be his last year of service. Trustee Maria Nieto Senour reported that she attended the San Diego and Imperial Counties Community Colleges Association (SDICCCA) Board Alliance meeting and that her proposal to have SDICCCA sponsor a workshop featuring Linda Hardy, an expert on cultural competency, is moving forward.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis.

Chancellor Constance Carroll reported that at the state level the most important issue is the California budget. Even though community colleges are required to file their Tentative Budgets by June 15, there is still no resolution on what the state funding formula will be for community colleges. The funding formula is one of many items currently being addressed by the Budget Conference Committee and will probably need to be resolved by the “Big Three” (Governor, Senate President Pro Tempore, and Speaker of the Assembly).

Chancellor Carroll reported that Summer Session 2018 enrollment FTES is 1% higher than Summer 2017, including a 10.4% increase in online enrollment and a 28% increase in evening enrollment. She also announced that there would be a press conference on Monday, June 11, at 10:30 a.m. at Mesa College to kick off the new fundraising phase of the San Diego Promise. Dr. Carroll shared her report with Miramar College President Patricia Hsieh, who introduced Adrian Gonzales as the new Vice President of Student Services, and with Mesa Dean Leslie Shimazaki (representing President Pam Luster) who introduced Lorenze Legaspi as the new Vice President of Administrative Services.

Student Trustee Alana Mahal Bermodes reported she and her fellow student trustees held their first meeting and discussed student advocacy strategies. At Miramar College, the ASG is focusing on expanding the role of the Care committee. At Mesa College, The Stand, in partnership with Feeding San Diego, will hold a farmers market on June 21 and the Summer CRUISE program is scheduled for July. At City College, First Year Services is holding Student Success Day programs June 27-28.

BOARD ACTIONS At its meeting of June 7, 2018, the Board of Trustees: •

Reported from Closed Session that the Board approved settlement authority in connection with one item of pending litigation; adopted new language regarding initial salary placement contained in the 2017-2020 Management Employees Handbook; and adopted new language regarding early retirement notice incentives contained in the 2017-2020 Management Employees Handbook and the 2017-2020 Association of Confidential Employees Handbook.

Heard public comments from AFT President Jim Mahler, who addressed the Board regarding item 7.02, the District’s successor bargaining agreement counter-proposal for the AFT Guild 1931 Faculty Unit, as well as concerns regarding the scheduling of counselors for student contact.

Heard presentations by Academic Senate Presidents Justin Akers (City), Kim Perigo (Mesa), Marie McMahon (Miramar), and Richard Weinroth (Continuing Education). Professor Weinroth thanked all those who attended and participated in the recent commencement activities; Kim Perigo reported on the continued discussions statewide about the lack of collegial consultation at the system level; Marie McMahon shared the report of the recent Community College League of California (CCLC) and Academic Senate for California Community Colleges “Collegiality in Action” visit. The Board also heard comments from College Police employee Cynthia Flores regarding her concerns about a personnel matter affecting her work.

Administered the Oath of Office to College Officer Craig Winger by Board President Maria Nieto Senour; and to Student Trustees Susan Molina-Bibian (City College), Sofia Castellani-Staedler (Mesa College), and Alana Mahal Bermodes (Miramar College).

Conducted the first reading of a revised Chapter 2 – Board of Trustees Board Policy, with comments by Vice Chancellor of Student Services Lynn Neault, with approval to proceed to the next step of review and approval. These revisions are part of a comprehensive six-year review to ensure currency.

Approved new or revised courses and programs, following a presentation by Vice Chancellor of Instructional Services Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and approved a $1.00 increase in the student health fee, effective fall 2018, from $19.00 to $20.00/semester, and from $16.00 to $17.00 for summer. Authorized travel of a Miramar student to participate in the Skills USA National Leadership and Skills Conference in Elizabeth, Indiana, and Louisville, Kentucky; of students from City, Mesa, and Miramar colleges for purposes of intercollegiate team competition, tournaments, approved out of season competition, student leadership, academic program competition, and related activities from July 1, 2018, through June 30, 2019; and sabbatical leaves for the 2018-19 academic year. Adopted the Tentative Budget for 2018-19, following remarks by Chancellor Constance Carroll and a presentation by Executive Vice Chancellor Bonnie Ann Dowd. The Board’s Budget Study and Audit Committee (Trustees Bernie Rhinerson and Peter Zschiesche) had reviewed the budget in advance. The Tentative Budget totals $713,250,526, and consists of three major components: $460,384,301 in General Fund operations; $70,731,384 in Propositions S and N bond issuances: and $182,134,361 in federal and state financial aid and other grants. Board members expressed appreciation for having a concise and balanced budget. However, much concern was also expressed about the fact that community college districts were being required to develop budgets in the absence of a funding structure at the state level. Authorized a subcontract agreement with the San Diego County College and Career Readiness Consortium California Career Pathways Trust for providing courses related to the Business Information Worker Certificate to incarcerated youth at City College; a subcontract agreement with the Grossmont-Cuyamaca Community College District Auxiliary to provide support for the Strong Workforce Regional Implementation Workgroups at Mesa College; two sub-agreements with the Southern California Biotechnology Center and the Rancho Santiago Community College District regarding the Sector Navigator issued “Industry Sector Projects-in-Common” for 20172018 at Miramar College; and a service agreement with the Southern California Biotechnology Center and the San Diego Workforce Partnership regarding the support and expansion of the Amgen-Bruce Wallace curriculum at Miramar College. Approved various personnel actions including the certification of short-term personnel service effective on or after June 8, 2018; approved the appointment of Lorenze Legaspi as Vice President of Administrative Services at Mesa College and of Adrian Gonzales as Vice President of Student Services at Miramar College; reviewed the College and Career Access Pathways Partnership Agreements between the San Diego Community College District (SDCCD) and the San Diego Unified School District, with comments by Vice Chancellor of Student Services Lynn Neault; accepted grants from the Santa Clarita Community College District for the Institutional Effectiveness Partnership Initiative at Mesa College; and from the Angell Foundation for the Fostering Academic Success and Transitions Scholars at Mesa College.

Approved purchase orders prepared during the month of April; and the application of Marichu Magana (Mesa College) to participate in the Reduced Workload/Early Retirement Program; and the master list of off-campus locations for the 2018-19 academic year; awarded contracts to ACCO Engineered Systems for HVAC replacement at the G Building and the cooling tower replacement at the Learning Resource Center at Mesa College.

Authorized contracts to support program management activities with Gafcon, J.E. Moore, and AECOM; entered into a consulting agreement with Winstead & Co. to provide outreach services, and entered into a contract with San Diego Contracting Opportunities Center for counseling services, both for small and disadvantaged business enterprises pertaining to the District’s outreach efforts; awarded a contract to Advantage Printing for the printing, delivery, and mailing of the class schedule; and awarded a contract to Kelly Paper for the purchase of reprographic specialty paper products.

Heard a presentation on the Propositions S and N Progress Report, presented by Vice Chancellor of Facilities Chris Manis; and on the 2017-18 Student Enrollment Update Report, presented by Vice Chancellor of Student Services Lynn Neault.
