BOARD REPORT JUNE 7, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham commended the Academic Senates for their hard work this academic year. She also reported that she attended the National Conference on Race and Ethnicity in American Higher Education held May 29 through June 2 in New Orleans, Louisiana, where she was pleased to see all of the District’s institutions were represented. Trustee Rich Grosch also praised the Academic Senates for their efforts. He stated that he, along with other Board members, participated in commencement ceremonies districtwide. He thanked those involved with coordinating such well-attended events. Following Tuesday’s primary election, Trustee Grosch also reflected on his 16 years of service on the Board of Trustees, as this will be his last year of service. Trustee Maria Nieto Senour reported that she attended the San Diego and Imperial Counties Community Colleges Association (SDICCCA) Board Alliance meeting and that her proposal to have SDICCCA sponsor a workshop featuring Linda Hardy, an expert on cultural competency, is moving forward.
The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis.
Chancellor Constance Carroll reported that at the state level the most important issue is the California budget. Even though community colleges are required to file their Tentative Budgets by June 15, there is still no resolution on what the state funding formula will be for community colleges. The funding formula is one of many items currently being addressed by the Budget Conference Committee and will probably need to be resolved by the “Big Three” (Governor, Senate President Pro Tempore, and Speaker of the Assembly).

Chancellor Carroll reported that Summer Session 2018 enrollment FTES is 1% higher than Summer 2017, including a 10.4% increase in online enrollment and a 28% increase in evening enrollment. She also announced that there would be a press conference on Monday, June 11, at 10:30 a.m. at Mesa College to kick off the new fundraising phase of the San Diego Promise. Dr. Carroll shared her report with Miramar College President Patricia Hsieh, who introduced Adrian Gonzales as the new Vice President of Student Services, and with Mesa Dean Leslie Shimazaki (representing President Pam Luster) who introduced Lorenze Legaspi as the new Vice President of Administrative Services.

Student Trustee Alana Mahal Bermodes reported she and her fellow student trustees held their first meeting and discussed student advocacy strategies. At Miramar College, the ASG is focusing on expanding the role of the Care committee. At Mesa College, The Stand, in partnership with Feeding San Diego, will hold a farmers market on June 21 and the Summer CRUISE program is scheduled for July. At City College, First Year Services is holding Student Success Day programs June 27-28.

BOARD ACTIONS At its meeting of June 7, 2018, the Board of Trustees: •
Reported from Closed Session that the Board approved settlement authority in connection with one item of pending litigation; adopted new language regarding initial salary placement contained in the 2017-2020 Management Employees Handbook; and adopted new language regarding early retirement notice incentives contained in the 2017-2020 Management Employees Handbook and the 2017-2020 Association of Confidential Employees Handbook.

Heard public comments from AFT President Jim Mahler, who addressed the Board regarding item 7.02, the District’s successor bargaining agreement counter-proposal for the AFT Guild 1931 Faculty Unit, as well as concerns regarding the scheduling of counselors for student contact.

Heard presentations by Academic Senate Presidents Justin Akers (City), Kim Perigo (Mesa), Marie McMahon (Miramar), and Richard Weinroth (Continuing Education). Professor Weinroth thanked all those who attended and participated in the recent commencement activities; Kim Perigo reported on the continued discussions statewide about the lack of collegial consultation at the system level; Marie McMahon shared the report of the recent Community College League of California (CCLC) and Academic Senate for California Community Colleges “Collegiality in Action” visit. The Board also heard comments from College Police employee Cynthia Flores regarding her concerns about a personnel matter affecting her work.
