BOARD REPORT JULY 19, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham, Peter Zschiesche, and Maria Nieto Senour reported on their participation in the San Diego Pride Parade, at which the District was well-represented and well-received. Trustee Rich Grosch reported that he, along with Vice Chancellor of Student Services Lynn Neault, attended an event at Petco Park where scholarships were offered to student-athletes who have overcome drug problems and suggested that the District collaborate with the San Diego Sports Association to inform students about scholarship opportunities with the SDCCD. Trustee Bernie Rhinerson reported that he attended an Association of Community College Trustees (ACCT) Board retreat in Seattle, Washington, where preparations were being made for the ACCT Leadership Congress which will be held in New York in October. He specifically referenced a new honor for students that he hopes to see included among other ACCT annual awards, as well as his efforts to strengthen the ACCT’s support of the community college baccalaureate. Trustee Peter Zschiesche commented on the fact that the University of California (UC) System has accepted more transfer students for the coming academic year, which he credits to increased political support at the state level. He also reported that he attended the Census 2020 Regional Convening at the Jacobs Center for Neighborhood Innovation and emphasized the importance for people, especially immigrants, to participate in the census to ensure an accurate count, as this determines how congressional seats are apportioned and how state and federal dollars are distributed. Trustee Maria Nieto Senour said that she participated in the Student Trustees Orientation, the Proposition S and N Citizens’ Oversight Committee meeting, the Management Association luncheon, and the San Diego Promise press conference recently held at Mesa College. Chancellor Constance Carroll provided information about the new state funding formula for community colleges, which includes three basic budget allocation factors: 1) FTES Enrollment/ Apportionment; 2) Supplemental Allocation for specific economic factors; and 3) Student Success (metrics) Allocation. Dr. Carroll noted that the details of the final allocation are still being sorted out. However, the San Diego Community College District fares better under the latest iteration and is slated to receive a 6.78% increase for $16,869,282 in new revenue. The Chancellor also noted that the baccalaureate extension bill, SB 1406, is scheduled to be heard at the Assembly Appropriations Committee meeting on August 8, which is the final step in the Assembly committee process. She is urging all supporters to convey their support to members of the committee. Last, Chancellor Carroll complimented City, Mesa, and Miramar colleges, the District Office, and College Police for the float and the more than 200 students and staff who marched with the SDCCD contingent in the San Diego Pride Parade. Student Trustee Susana Molina-Bibian reported that she and her fellow student trustees were honored to take part in the Pride Parade. She also reported that at City College the Associated Student Government (ASG) is participating in training in preparation for the fall semester. At Miramar College, the ASG is holding reusable bag drives. Both Miramar and Mesa are promoting and expanding their food pantries and farmers markets.

CALENDAR OF BOARD MEETINGS AUGUST 2018

At its meeting of July 19, 2018, the Board of Trustees: • •

Reported from Closed Session that the Board approved settlement authority in connection with one item of pending litigation. Heard public comments from Supervisory & Professional Administrators Association (SPAA) President Daniel Gutowski and member Dora Meza regarding the meet-andconfer process, economic justice, discipline and due process, and range review and reallocation concerns; Miramar College Academic Senate President Marie McMahon, who thanked the Board, the District, and the AFT for negotiating a 12-month contract for the Academic Senate (AS) Presidents, discussed planning for the upcoming fall convocations, and shared concerns about the lack of comprehensive tutoring services at Miramar College; Mesa College Academic Senate President Kim Perigo, who provided an update on the continued discussions statewide about the lack of collegial consultation at the system level, and shared plans for an Academic Senate retreat and succession planning; City College Academic Senate President Jan Jarrell, who introduced herself to the Board and thanked outgoing City College AS President Justin Akers for his transparency, equity, and advocacy work; Continuing Education Academic Senate President Richard Weinroth, who thanked everyone, particularly those members of District leadership, who attended the Pride Parade, and stressed the importance of social activism for all; Prianka Kumar addressed the Board on behalf of State Senator Joel Andersen regarding an upcoming free grant-writing workshop that will be held on Wednesday, August 1; and adjunct professor Darwin Fishman, who addressed the Board regarding a personnel matter. Approved the 2018-19 Student Fee Schedule; after conducting a public hearing, adopted the College and Career Access Pathways Dual Enrollment Partnership Agreements with the San Diego Unified School District, following a presentation by Vice Chancellor of Student Services Lynn Neault; and approved and adopted revised Chapter 2 – Board of Trustees Board Policies (first reading 6/7/18). These revisions are part of a comprehensive six-year review to ensure currency. Following an introduction by Vice Chancellor of Facilities Management Chris Manis, presented Propositions S and N Recognition Awards for Exemplary Performance to the following contractor and small business: C.W. Driver; approved new or revised courses and programs, following comments by Vice Chancellor of Instructional Services Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; approved purchase orders prepared during the month of May; approved various personnel actions including the certification of short-term personnel service effective on or after July 20, 2018; and contracts of employment for certain president, vice chancellor, and vice president positions. Accepted grants from the California Community Colleges Chancellor’s Office (CCCCO) to expand mental health support at City College and Continuing Education, following comments by City College President Ricky Shabazz; from the CCCCO, Funds for Student Success to provide courses in math and English, contextualized tutoring, and peer mentoring services for students at East Village High School: An Early College In Partnership with San Diego City College; from the CCCCO for the Cooperating Agencies Foster Youth Educational Support program districtwide, following a presentation by Vice Chancellor of Student Services Lynn Neault; from the CCCCO, Economic and Workforce Development Program for the Deputy Sector Navigator services in Life Sciences/Biotechnology at Miramar College; from the Santa Clarita Community College District for the Institutional Effectiveness Partnership Initiative at Continuing Education; from the California Colleges for International Education for a study abroad awareness campaign districtwide; and entered into an agreement with the California Department of Education for the operation of child development centers at San Diego City, Mesa, and Miramar colleges.

Ratified a contract with Clifton Larson Allen LLP to perform all District audits for up to a five year period beginning with fiscal year 2017-18; and authorized the use of the following locations as off-campus facilities: King-Chavez High School as requested by City College, and Balboa Park Senior Lounge and Oakmont of Pacific Beach as requested by Continuing Education.

Approved a lease with the City of San Diego for the continued use of an airplane hangar at Montgomery Air Field for the aviation program at Miramar College; a long-term ground lease for surplus property at the former site of the Centre City Continuing Education Campus with Russ Boulevard Holdings LLC/ Urban Discovery Academy, following comments by Vice Chancellor of Facilities Management Chris Manis; and the District’s Five-Year Capital Construction Plan for submission to the CCCCO.
