BOARD REPORT JUNE 8, 2017 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham stated that she attended the recent City College, Mesa College, Miramar College, and Continuing Education commencements and the AFT Guild Retiree Brunch. She welcomed the newly sworn-in student trustees. Trustee Rich Grosch reported that he and Trustee Bernie Rhinerson attended the Board’s Budget Study and Audit Subcommittee meeting and thanked Executive Vice Chancellor Bonnie Ann Dowd and her staff for delivering a clear and concise District tentative budget presentation. He also attended the commencements and the AFT Brunch. He made a presentation at a recent Point Loma Rotary meeting, assisted by Communications Director Jack Beresford. Trustee Bernie Rhinerson said that he also attended the commencements, and will be attending the Association of Community College Trustees (ACCT) Board Retreat in July. At the retreat, Trustee Rhinerson plans to discuss his concerns about recent U.S. Department of Education budget proposals and will suggest ways in which the ACCT can be an advocate for retaining funding for important K-12 and community college programs. Trustee Peter Zschiesche reported that he attended several of the commencements. As he shared during his May 11 report, he met with San Diego City Councilmember Chris Ward regarding ensuring that City College is included as an active participant in the City’s discussion of the issues of affordable housing and homelessness in downtown San Diego. Councilmember Ward was receptive to the idea. Trustee Zschiesche also stated that he met with a representative from Mid-City Community Advocacy Network (CAN) where he suggested that the organization become a promoter of the San Diego Promise initiative in the City Heights community, and provide services to help students and their families to complete the Free Application for Federal Student Aid (FAFSA) form, a requirement for San Diego Promise appliicants. Trustee Maria Nieto Senour reported on her attendance at all four commencements and added that it was wonderful to see faculty members participate in the CE commencement. She also reported that she participated in the Community College League of California (CCLC) Annual Trustees Conference in May where she heard a presentation on diversity and equity issues, and requested that it be shared with members of the San Diego and Imperial Counties Community Colleges Association (SDICCCA). Chancellor Constance Carroll reported that the state budget conference committee process has been completed and that a budget recommendation would be sent to the governor soon. Of key importance for community colleges is that the budget includes funding for a cost-of-living adjustment (COLA), for enrollment growth, and for an increase in the base budget. The Chancellor also reported that SB 769, the proposal to expand the community college baccalaureate, will be heard by the Assembly Committee on Higher Education in a few weeks. Advocacy support in the form of letters, emails, and calls, is already underway. Dr. Carroll also reported that she and Trustee Bernie Rhinerson are serving on the planning committee for the California Economic Summit that will take place in San Diego, November 2-3. Last, the Chancellor complimented the presidents and staff for the wonderful commencements at City, Mesa, and Miramar Colleges, and Continuing Education, at which 11,542 degrees, certificates, and diplomas were awarded. Chancellor Carroll shared her report with Communications Director Jack Beresford who introduced the new Development Coordinator, Lisa Cole-Jones. Student Trustee Joseph Newell reported that commencements for City, Mesa, and Miramar colleges were a success. He also said that all three Associated Student Governments (ASG) have concluded their elections and are planning Welcome Week events. Several peer advocates and student mentors at City College participated in training sessions on campus safety.

CALENDAR OF BOARD MEETINGS JUNE 2017

At its meeting of June 8, 2017, the Board of Trustees: •

Announced the following actions from Closed Session: adopted a tentative agreement between the SDCCD and the AFT Guild Local 1931 Classified Staff Bargaining Unit for the period of July 1,2017, to June 30, 2020; and approved the disciplinary action of expelling a Mesa College student from all colleges, campuses, programs, sites, and activities of the San Diego Community College District, pursuant to California Education Code section 72122 and 20 U.S.C. section 1232g.

Administered the Oath of Office to Student Trustees Ignacio Hernandez Valverde (City College) and Joseph Newell (Mesa College).

Approved revisions to the Board Meeting Schedule for July 2017 through December 2017; new or revised courses and programs following a presentation by Vice Chancellor of Instructional Services Stephanie Bulger; purchase orders prepared during the month of April 2017; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and adopted a resolution to increase an established change fund.

After conducting a public hearing, adopted the College and Career Access Pathways Dual Enrollment Partnership Agreements with the San Diego Unified School District, following a presentation by Vice Chancellor of Student Services Lynn Neault; authorized travel for students at City, Mesa, and Miramar colleges, and Continuing Education for purposes of intercollegiate team competition, tournaments, approved out of season competition, student leadership, academic program competition, and related activities from July 2, 2017, through July 16, 2018; and travel for City College students and a staff member to conduct Spanish courses in Havana, Cuba. Approved various personnel actions including the certification of short-term personnel service effective on or after June 9, 2017; sabbatical leaves for the 2017-18 academic year; adopted the San Diego Community College District Equal Employment Opportunity Plan 2017-2020 following a presentation by Vice Chancellor of Human Resources Will Surbrook; and ratified an amendment to the existing Statement of Work contract with Ciber Inc. for the completion of the Campus Solution pillar within PeopleSoft.

Adopted the Tentative Budget for 2017-18, following remarks by Chancellor Constance Carroll and a presentation by Executive Vice Chancellor Bonnie Ann Dowd. The Board’s Budget Study and Audit Committee (Rich Grosch and Bernie Rhinerson) had reviewed the budget in advance. The Tentative Budget totals $723,883,428, and consists of three major components: $440,096,372 in General Fund operations; $133,533,008 in Propositions S and N bond issuances: and $150,254,048 in federal and state financial aid and other grants. Board members expressed appreciation for having a concise and balanced budget.

Accepted grants from Qualcomm for the graphic design program at City College; the San Diego State University Research Foundation for the San Diego City College Bridges to the Future program; and the Substance Abuse and Mental Health Services Administration Department of Health and Human Services for the Mental Health Counseling Center at City College.

Entered into agreements with the San Diego Union-Tribune to provide mentorship and support to San Diego City College Journalism students; and with the University of San Diego Integrated Teacher Preparation Program (ITPP) for faculty members from City College and Miramar College to aid the ITPP team in creating seamless transition plans for students to transfer to USD to complete a baccalaureate degree and a teaching credential to teach secondary math and science.

Accepted a total of five major grants totaling over $1.1 million from the California Community Colleges Chancellor’s Office and the Economic and Workforce Development Program to Miramar College for both Statewide Sector Navigator and Deputy Sector Navigator service in Life Sciences/Biotechnology, and Advanced Transportation and Renewables in the 2017-18 fiscal year, as well as an augmentation for the Deputy Sector Navigator services in Advanced Manufacturing at City College for the 2016-17 fiscal year.

Approved the master list of off-campus locations for the 2017-18 academic year; awarded a contract to Telliard Construction for the culinary exhaust fan installation at Mesa College and to AOS Inc. for the child development center re-roofing project at Miramar College; and authorized contracts to support program management activities with J.E. Moore, and AECOM, and for program support activities and provide non-proposition construction management support for the SANDAG-funded parking structure at Miramar College with Gafcon.

Authorized a consultant agreement with Winstead & Co. and a contract with the San Diego Contracting Opportunities Center for counseling, both for outreach services for small and disadvantaged business enterprise pertaining to the District’s outreach effort; approved the reappointment of Jane Gawronski to the Propositions S and N Citizens’ Oversight Committee to serve a two-year term, from July 1, 2017, to June 30, 2019; and declared an emergency pursuant to Public Contract Code 20654 for expenditures to complete repairs to the hot water storage tank serving the Ned Baumer Aquatic Center and Fieldhouse at Miramar College.
