BOARD REPORT JUNE 13, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo reported that he enjoyed attending the commencement ceremonies and other events celebrating District employees. He thanked those advocating for students along with Chancellor Constance Carroll whom he credited with leading and addressing these issues in an excellent manner. Trustee Mary Graham shared that she attended the commencements and other end-of-year events which were inspiring. She also attended the Summer Institute which was focused on student success and included participation by six local institutions. Trustee Craig Milgrim reported that the commencement ceremonies were moving. He also shared that he was impressed by the openness and transparency of the District’s budget process as well as efforts to minimize the impact of budget reductions on students. Trustee Bernie Rhinerson complimented the District on its budget communications and encouraged continued legislative advocacy. He shared his disappointment that the state budget has underfunded the Student Centered Funding Formula in spite of the fact that it was a legislative priority of the Community College League of California’s Advisory Committee on Legislation, which he chairs. He also reported today is International Albinism Awareness Day which emphasizes the importance of promoting education and celebrating the human rights of persons with albinism worldwide. Trustee Maria Nieto Senour reported that she attended the commencements and other celebrations which she described as important examples of how students and families take advantage of community college opportunities to transform their lives. Chancellor Constance Carroll reported that the Legislative Budget Conference Committee completed its work with mixed results for community colleges. While some items for which the SDCCD and other districts advocated were approved (e.g., deferred maintenance, instructional equipment, delaying further changes in the Student Centered Funding Formula, etc.), others were not (e.g., more full-time faculty positions and adjunct faculty support). The Chancellor has sent a message to all District faculty, administrators, staff, and governance leaders outlining the budget impact of these decisions for the SDCCD, and the developing plan for addressing the impact. Dr. Carroll also indicated that the new software system, Campus Solutions, is now “live” and processing summer session registration. In terms of summer enrollment, the good news is that the District is at 93% of the colleges’ target of 3,664 FTES; Continuing Education enrollment has a later start date and it is too soon to make a determination. Student Trustee Andrew Leal reported that there are no student government meetings over the summer but that planning is underway through the United Student Council.

At its meeting of June 13, 2019, the Board of Trustees: •
Heard public comments from City College Academic Senate (AS) President Jan Jarrell who said the City College commencement was beautiful and thanked Dean Marciano Perez. She also thanked President Ricky Shabazz for hosting a constructive budget discussion on campus. Lastly, she attended the Summer Institute and appreciated spending time with Trustee Mary Graham. Miramar College AS President Marie McMahon reported that she was happy to see Van Dao Minh Anh sworn in as Miramar’s Associated Student Government President. She said she is looking forward to collegial conversations in the new academic year, and emphasized the need for more full-time faculty. Continuing Education AS President Richard Weinroth thanked Vice Chancellor of Student Services Lynn Neault for her weekly updates on Campus Solutions. He said that while he is appreciative of the modifications made for noncredit classes, there are continuing needs for future modifications. Mesa College AS President Kim Perigo thanked the board for its participation in commencement. She also thanked Executive

Vice Chancellor, Business and Technology Services, Bonnie Ann Dowd and Chancellor Constance Carroll for transparency in budget communications. She indicated that this was her last board meeting as senate president and that she was proud to have represented Mesa College and the SDCCD. She thanked her senate colleagues and encouraged the board to continue advocating for students and employees. Fred Sotelo of the host committee for “Unidos US,” encouraged the Board and others to attend their national conference in San Diego, August 3 and 4. Roberto Garcia of the US Census Bureau requested that the District become involved in the Census count and Chancellor Carroll indicated that he would be invited to make a ten-minute presentation at a future Board meeting. SDCCD College Police Lt. Diana Medero announced that she would be retiring after 21 years of service and expressed appreciation to all of the people with whom she has worked and to the District in general for the support she has received in her career. •
Administered the Oath of Office to College Police Officer Diego Soto by Board President Maria Nieto Senour; and to Student Trustees: Andrew Leal (City College), Taylor Carpenter (Mesa College), and Van Dao Minh Anh (Miramar College).

Adopted a resolution to consider a transition of the San Diego Community College District’s Board of Trustees Election System to by-trustee area elections commencing with the 2022 governing board election.
•
Approved the 2019-2022 Student Equity Plans for City, Mesa, and Miramar colleges, and Continuing Education; reviewed the College and Career Access Pathways Partnership Agreements between the San Diego Community College District (SDCCD) and the San Diego Unified School District, with comments by Vice Chancellor of Student Services Lynn Neault; and heard a report on Addressing Climate Literacy through Educational Initiatives and Programs by Vice Chancellor of Instructional Services Stephanie Bulger.

Approved the reappointment of Propositions S and N Citizens’ Oversight Committee members Jane Gawronski and Linda Zintz to serve two-year terms from July 1, 2019, to June 30, 2021.

Approved new or revised courses and programs, following comments by Vice Chancellor Stephanie Bulger; purchase orders completed during the month of April; approved the Master List of off-campus locations for the 2019-2020 academic year; and the District’s Report of Participation in the San Diego County Investment Pool for the period ending March 31, 2019.

Adopted the Tentative Budget for 2019-20, following remarks by Chancellor Constance Carroll and a presentation by Executive Vice Chancellor, Business and Technology Services, Bonnie Ann Dowd; The Board’s Budget Study and Audit Committee (Bernie Rhinerson and Craig Milgrim) had reviewed the budget in advance. The Tentative Budget totals $ 634,411,592, and consists of three major components: $ 442,505,247 in General Fund operations; $ 32,843,631 in Proposition S and N bond issuances; and $159,092,714 in federal and state financial aid, grants, and other funds. Board members expressed appreciation for having a concise and balanced budget.

Established a Board Designated Reserve within the General Fund Unrestricted for the Board of Trustees and California Community Colleges Chancellor’s Office (CCCCO) recommended minimum 5 percent reserve, which required transferring the reserve for this purpose that had already been established in the General Fund Restricted.
•
Entered into agreements with health care agencies for use of clinical facilities by students enrolled in District health occupation programs; an agreement with the California Energy Commission to implement the Alternative Fuel and Vehicle Training Enhancement Program contract at Miramar College; a subcontract agreement with the Grossmont-Cuyamaca Community College District Auxiliary to provide support for the Strong Workforce Regional program Improving the student enrollment experience at Mesa College; an agreement with ESA Project Company, LLC for a fuel cell energy producing system at Mesa College; and an agreement with Dynalectric for electrical work at Mesa College.
•
Accepted grants from the CCCCO to provide veterans services at City College; from the Santa Clarita Community College District for the Institutional Effectiveness Partnership Initiative at City College; from the CCCCO Economic and Workforce Development Program for the Sector Navigator services in Life Sciences/Biotechnology at Miramar College; from the Arthur N. Rupe Foundation for the Healthcare Careers program at Continuing Education; from the California Department of Rehabilitation for the College 2 Career program; and from the Rancho Santiago Community College District for Sector Navigator services in Life Sciences/Biotechnology at Miramar College; and authorized adjustment of the budget for Continuing Education’s Workforce Innovation and Opportunity Act (WIOA);
•
Approved an application for the Reduced Workload/Early Retirement Program, sabbatical leaves for the 2019-2020 academic year; and personnel actions including the certification of short-term personnel service effective on or after June 14, 2019;
•
Authorized travel of students from City, Mesa, and Miramar colleges for purposes of intercollegiate team competition, tournaments, approved out of season competition, student leadership, academic program competition, and related activities from July 1, 2019, through June 30, 2020.
