BOARD REPORT JULY 16, 2020 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo-Rivera acknowledged those who submitted public comments regarding College Police staffing and funding issues and asked to be kept up-to-date on a faculty-proposed task force at City College to review policing. He thanked those involved with the efforts to celebrate students during the COVID-19 physical constraints, including drive-through graduation events and the upcoming July 17 virtual commencements. Trustee Mary Graham expressed her commitment to reviewing all of the public comments submitted in relation to College Police, and added that the reason the District has its own police department is to allow for more oversight. She also reported that the search for a new Chancellor is moving forward with plans to convene the search committee and the distribution of a survey to gather District and community input. Trustee Craig Milgrim also committed to reviewing all of the public comments submitted regarding police funding. He reported that he retired a month ago after 26 years as a full-time faculty member and looks forward to committing more time to the Board. He shared that he recently met with The Center to discuss increased support for LGBTQ students, and reported he is serving on a committee headed by Assemblymember Todd Gloria that is addressing education and childcare in the time of COVID-19 with results from meetings being publicly shared in September. Trustee Milgrim asked the Board to consider a resolution in support of Proposition 15, a ballot measure to increase funding for public schools, including community colleges. Chancellor Carroll indicated that a resolution would be prepared for consideration at the August Board meeting. Trustee Bernie Rhinerson said that he is also committed to reviewing all the public comments received on College Police funding. He thanked faculty and staff for their efforts to support the graduates. He also added that there were more than 12,000 graduates awarded degrees and certificates, a record for the District. He acknowledged Trustee Graham for her efforts with him on the Chancellor’s search subcommittee and indicated that related communications will be coming soon from Board President Senour. Trustee Rhinerson also thanked Trustee Elo-Rivera for working with him on Board goals and noted there were significant changes in goals that more accurately reflect today’s world and the District’s current challenges. He reported that he is part of the search committee for a CEO of the national Association of Community College Trustees (ACCT). Trustee Maria Nieto Senour echoed all other Board members in stating her commitment to reviewing the public comments submitted in regards to College Police funding at the District, adding that she has served on the City of San Diego’s Citizens’ Law Enforcement Review Board (now the Community Review Board for Police Practices) and recognizes the importance of taking such issues seriously. She noted that many local law enforcement officers receive training at Miramar College’s Police Academy. She also congratulated all of the District’s graduates and said that she is looking forward to the July 17 virtual commencements. Chancellor Constance Carroll reported that the state budget for FY 2020-21 is still being adjusted in trailer-bill language and that additional adjustments are anticipated in August. She also indicated that, after a Court determination, the federal Department of Homeland Security (DHS) and the Immigration and Customs Enforcement (ICE) agency have withdrawn their ruling to deport international students who were attending classes at institutions that had converted their instruction to an online format. Dr. Carroll stated that she was proud that the SDCCD was part of this successful legal challenge. Locally, the Chancellor had high praise for the faculty, classified professionals, and administrators throughout the District for their hard work in successfully converting all instruction, support services, and administrative functions to online and remote operations, which will continue during the fall semester. She also announced that all 20 fall sports at City, Mesa, and Miramar colleges have been postponed until spring due to the COVID-19 crisis and a decision by the California Community Colleges Athletics Association (CCCAA). Chancellor Carroll reminded everyone to tune-in for the 4 virtual commencements on Friday, July 17. She also thanked those who made public comments regarding SDCCD College Police and indicated that their comments and recommendations would be taken seriously. Student Trustee Taylor Carpenter indicated her appreciation for the public comments regarding College Police funding by the District and urged others to go online and read more of the comments. She also reported that she participated at a July 9 meeting, per the recommendation of Chancellor Carroll, with various law enforcement chiefs from around the county where she discussed disability rights.

CALENDAR OF BOARD MEETINGS
At its regular meeting of July 16, 2020, which was conducted in a virtual format, the Board of Trustees: •
Announced the following actions from Closed Session: approved the 2020-2023 Management Association Handbook, the 2020-2023 Supervisory and Professional Administrators Association Handbook, and the 2020-2023 Association of Confidential Employees Handbook.

Heard public comments from Brittany Provost who shared concerns about the response time of student support staff during COVID-19 campus closures; from 108 people who submitted comments relating to funding of the District’s College Police department; and from AFT Guild President Jim Mahler who also recommended that College Police funding be reviewed. City College Academic Senate (AS) President Paul Alexander shared that he is proud to be part of a college and district that take issues of social justice seriously, that he supports a pause on the hiring of a new police officer and the creation of a task force at City College to address concerns expressed by faculty; Mesa College AS President Manuel Velez expressed his appreciation to the Board for its recent resolution in support of Black Lives Matter and efforts to end institutional racism and that he agrees with calls by faculty for a moratorium on hiring by College Police; and Miramar College AS President Laura Murphy shared that there is similar sentiment at Miramar College and that she is reaching out to the other Academic Senate presidents to coordinate efforts.

Adopted a resolution in support of California Proposition 16, a repeal of Proposition 209 Affirmative Action Amendment (2020).

Reviewed the results of and approved the Board of Trustees’ self-evaluation for 2019-20 and set goals for 2020-21. The Board members thanked all who participated in providing feedback regarding the Board’s performance and accomplishments.

Adopted the College and Career Access Pathways Dual Enrollment Partnership Agreements with San Diego Unified School District and three charter schools, following a public hearing and presentation by Vice Chancellor Ramon Knox. Heard a report from Miramar College President P. Wesley Lundburg on Police Academy Curriculum discussions with comments by Dr. Laura Murphy, indicating an effort to ensure improvement in the training of police officers. Reviewed the 2019-2022 Student Equity Plans for City, Mesa, and Miramar colleges, and Continuing Education following a presentation Vice Chancellor Ramon Knox, and Presidents Ricky Shabazz, Pamela Luster, P. Wesley Lundberg, and Carlos Turner Cortez, which was included on the statewide “Call to Action” issued by the State Chancellor’s Office. Heard a report on Cybersecurity programs at City College and Continuing Education, which was introduced by Vice Chancellor of Instructional Services Stephanie Bulger, with specific comments by Presidents Ricky Shabazz and Carlos Turner Cortez. Entered into agreements with health care agencies for use of clinical facilities by students enrolled in District health occupation programs; accepted revisions to the 2020 Family Handbook which pertains to the Child Development Centers at City, Mesa, and Miramar colleges; and with Neighborhood House Association-Nutrition Services to provide meals and snacks to children attending the Child Development Centers. Approved career education industry advisory committee members for City, Mesa, and Miramar colleges, and Continuing Education; the 2020-21 Student Fee Schedule; a change order to Resource Environmental, Inc. for work on the I-100 and J-100 Buildings demolition project at Mesa College; consideration of projects to be included in the District’s five-Year Capital Construction Plan subject to revisions and requirements as issued by the California Community Colleges Chancellor’s Office (CCCCO); and accepted the two-year occupational review for City, Mesa, and Miramar colleges, and Continuing Education as mandated by Education Code 78016.

Accepted a grant from California State University Northridge and Citi Community Development to continue the Volunteer Income Tax Assistance program and form the San Diego Peer-to-Peer Veterans Initiative at City College; from the California Community Colleges Chancellor’s Office (CCCCO) for the California Apprenticeship Innovative (CAI) at City College; from John Burton Advocates of Youth for the NextUP Program at Miramar College; from the Arthur N. Rupe Foundation for the Healthcare Careers Program at Continuing Education; and from United Way of San Diego County to provide resources to San Diego Community College District students impacted by layoffs and reduced working hours as a result of the COVID-19 crisis, following comments by Vice Chancellor of Student Services Ramon Knox.

Entered into agreements with the Grossmont-Cuyamaca Community College District Auxiliary Organization for the Strong Workforce Program (SWP) at Miramar College; and with New Cingular Wireless PCS, LLC to lease a rooftop space for a telephone cellular site at City College.

Approved purchase orders completed during the month of May 2020; and various personnel actions including the certification of short-term personnel service effective on or after July 17, 2020 and contracts of employment for certain president, vice chancellor, and vice president positions.
