BOARD REPORT JULY 18, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo reported that he, along with Chancellor Constance Carroll and Trustee Craig Milgrim, participated in the Civic Commemoration of San Diego’s 250th anniversary of the founding by Europeans, while at the same time honoring the Kumeyaay people who had inhabited the area for 12,000 years. He also shared that he has had several recent conversations with local employers who have reached out to him about how the District can help them fill open positions. Trustee Mary Graham reported that the District’s participation in the San Diego Pride Parade was wonderful, a sentiment shared by each of the trustees. She also said that, in the midst of problematic proposals coming from Sacramento, it was important to make an effort to educate others and complimented the efforts by District leaders such as Mesa College’s Kim Perigo, who is performing that function in her statewide role. Trustee Craig Milgrim also participated in the event commemorating San Diego’s 250th anniversary, which he said was enlightening. Hethanked Chancellor Constance Carroll and the presidents for their letter in support of undocumented students and others during this period in which raids have been announced by the federal government; and expressed interest in a receiving a report on the District’s efforts to create a welcoming and supportive environment for LGBTQ students. Trustee Bernie Rhinerson indicated that the Community College League of California’s Advisory Committee on Legislation, which he chairs, continues to monitor bills of interest, including Assembly Bill 30 (Holden), which would extend dual enrollment programs, and Assembly Bill 1727 (Weber), which would allow for noncredit classes in the CDCP category to be recorded on the Census Date. He will be proposing that the committee, in its advisory role, consider the recent California Federation of Teachers (CFT) letter pertaining to Calbright, the state’s new online community college. Trustee Maria Nieto Senour reported that Tim Wise will be a keynote speaker at Mesa College on “The Impact of Privilege on Equity in Higher Education” on August 15 and encouraged people to attend. She also presented Trustee Bernie Rhinerson with a California State Assembly Certificate of Recognition, signed by Assemblymember Todd Gloria, celebrating his being named a distinguished alumnus of San Diego State University’s School of Public Affairs. Chancellor Constance Carroll reported that she spoke to the steering committee of the Community College Baccalaureate Pilot Colleges, which met on Wednesday at West Los Angeles College. The pilot initiative will be assessed in a report by the Legislative Analyst Office (LAO) 18 months earlier than planned, on February 1, 2020, followed shortly by legislation to expand the program. Therefore, it is imperative that data, supportive information, and legislative contacts be addressed in a timely manner. Dr. Carroll also complimented everyone who marched in the July 13 San Diego Pride Parade. As one of the largest entries in the parade, the San Diego Community College District, City, Mesa, and Miramar colleges, Continuing Education, and all five trustees were widely praised for celebrating and supporting the rights of this important segment of the community.

Student Trustee Taylor Carpenter reported that as the summer session continues, students at Mesa College are excited about fall events including the Homecoming Tailgate and Spirit Week.

Announced from Closed Session that the Board unanimously approved a tentative agreement between the SDCCD and the Police Officers Association; and unanimously approved initiating legal action against appropriate parties related to the “Miramar College Sports and Scholars Camp.”

Heard public comments from City College Academic Senate (AS) President Jan Jarrell who said that the college’s Academic Senate is planning for the fall convocation, hosting an outreach event for members of the East African community, and is exploring how to align efforts with the CFT, which has announced legal action related to Calbright. She asked the Board to support the CFT effort. Mesa College AS President Manuel Velez reported that the college’s Academic Senate passed a resolution expressing concern about a recent California State University (CSU) proposal to change general education requirements pertaining to American Institutions. Miramar College AS President Marie McMahon commented on the importance of timelyfollow-through on Miramar’s accreditation plan, including comprehensive tutoring, professional development, and participatory governance. Continuing Education AS President Richard Weinroth thanked Chancellor Constance Carroll, the presidents, and members of the Chancellor’s Cabinet for leading the District’s participation in the San Diego Pride Parade. Heard a presentation from Roberto Garcia of the US Census Bureau regarding the 2020 Census. Former City College student Terrence Housh spoke regarding degree completion issues, and the Board referred this matter to the Chancellor. Mesa College faculty member Kim Perigo, who serves on the California Community Colleges Board of Governors (BOG), reported on a variety of actions by the BOG including participation in collegiality in action. She also indicated that she has shared concerns with the BOG about changes to Educational Opportunity Program (EOP) funding, the Student Centered Funding Formula, and a number of other issues. Approved the 2019-20 Student Fee Schedule; after conducting a public hearing, adopted the College and Career Access Pathways Dual Enrollment Partnership Agreements with San Diego Unified School District and four charter schools, following a presentation by Vice Chancellor of Student Services Lynn Neault. Entered into agreements with health care agencies for use of clinical facilities by students enrolled in District health occupation programs; accepted revisions to the 2019 Family Handbook which pertains to the Child Development Centers at City, Mesa, and Miramar colleges; and entered into an agreement with Neighborhood House Association to provide education, child care, health and social services to Head Start and Early Head Start eligible children and families; authorized Executive Vice Chancellor Bonnie Ann Dowd to negotiate an amendment with Huron Consulting on its Statement of Work for the PeopleSoft Campus Solutions project. Entered into agreements with the Grossmont-Cuyamaca Community College District (GCCCD) Auxiliary Organization for the Strong Workforce programs at City College and Miramar College; the California Community Colleges Chancellor’s Office (CCCCO) for the Formerly Incarcerated Students Reentry Program and the Fund for Student Success at City College; an agreement with the California Commission on Peace Officer Standards and Training to provide law enforcement in-service courses at Miramar College; and Community Initiatives for an Immigrants Rising California Campus Catalyst Fund grant.

Accepted an Angell Foundation Grant for the Fostering Academic Success and Transitions (FAST) Scholars at Mesa College; also accepted a College and Career Access Pathways (CCAP) STEM Pathway Grant for the STEM San Diego Pipeline program at Miramar College.

Approved purchase orders completed during the month of May; various personnel actions including the certification of short-term personnel service effective on or after July 19, 2019.

Heard a presentation on student transfer outcomes by Vice Chancellor of Student Services Lynn Neault.
