BOARD REPORT AUGUST 22, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham thanked those who assisted with technical, registration difficulties that occurred during the first week of the semester. She shared that she attended the August 15 evening event at Mesa College with Tim Wise, a national speaker on privilege and equity, which she described as excellent. Trustee Sean Elo reported that he attended the California Complete Count-Census 2020 workshop held August 16 at Continuing Education’s Educational Cultural Complex, and thanked CE President Carlos Turner Cortez and Chancellor Constance Carroll for sponsoring this important event. He also attended each of the college convocations and complimented the presidents. He commended City College President Ricky Shabazz for hosting an Information Night event held on July 30 at the East African Community and Cultural Center in City Heights. Trustee Craig Milgrim shared that he attended the Unidos US conference, held August 3-6 at the San Diego Convention Center, where he received valuable information about student debt issues. At the conference he participated in a meeting specific to the LGBTQ community. Trustee Bernie Rhinerson reported that he attended the Board of Directors meeting for the Association of Community College Trustees (ACCT) in Omaha, NE. He also reported he will be continuing as Chair of the Community College League of California’s (CCLC) Advisory Committee on Legislation, which will begin its work in December. Trustee Maria Nieto-Senour attended the college convocations and thought they all were excellent. She also attended the Tim Wise evening event on August 15 at Mesa College, and reported that it was a powerful night, and she wished everyone could have attended. She also was pleased to see the August 22 opening of the Fostering Academic Success and Transitions (FAST) Center at Mesa College to support foster youth. Chancellor Constance Carroll reported that efforts are still being made to make AB 302 (Berman) permissive rather than mandatory and that advocacy is being provided to provide funding for student housing at community colleges instead of parking for this purpose. Dr. Carroll also indicated that she and others are working with Senator Jerry Hill regarding new legislation for the community college baccalaureate. The Chancellor reported on student enrollment, noting that colleges have reached 87 percent of their fall target of 14,200 FTES. Despite challenges encountered with the new registration system, enrollment continues to increase on a daily basis. The colleges have made a significant effort to reach out and assist students through this adjustment period supported by broad communication, including demonstration videos, helpful hints, and weekly training sessions. Student enrollment in Continuing Education begins September 3.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. Student Trustee Van Dao Minh Anh reported that the first week of the fall semester was amazing despite technical difficulties. She thanked the District for its responsiveness. She also reported that City College was planning its ASG election in September, and that she and Student Trustee Taylor Carpenter were looking forward to meeting their new peer, once elected. CALENDAR OF BOARD MEETINGS SEPTEMBER 2019

At its meeting of August 22, 2019, the Board of Trustees: Heard public comments from Aria Pounaki, representing San Diego YIMBY Democrats, regarding affordable housing for students, as well as from City College Academic Senate (AS) President Jan Jarrell who thanked faculty and staff for their assistance with registration during welcome week with special thanks to Vice Chancellor of Student Services Lynn Neault and her team. She also shared that convocation at City College was excellent, highlighted by the keynote speaker Dr. Mayra Padilla, Director of HSI STEM & Equity Initiatives at Contra Costa College. Mesa College AS President Manuel Velez shared that faculty are excited about the college’s support systems, new Resiliency Fund, and Fostering Academic Success & Transitions (FAST) Center. He thanked the Board and presidents for their continuing support of undocumented students. Otherwise, the faculty is looking forward to the September 6 Districtwide Enrollment Management Workshop to be held at the Mesa College Commons. Miramar College AS President Laura Murphy reported the college is off to a good start with many students on campus. The college’s faculty is looking forward to collaboration in the new academic year. Continuing Education AS President John Bromma shared that there is excitement about the new academic year, with convocation taking place August 28 and classes beginning September 3.

Approved the appointment of Rebekah Hook-Held (nominated by Trustee Sean Elo) to the Trustee Advisory Council (TAC).

Adopted a resolution in support of the Food for Thought Act of 2019 (Schiff), a bill that addresses food insecurity on community college campuses in the U.S.

Following a presentation by Executive Vice Chancellor Bonnie Ann Dowd and a recommendation by Chancellor Constance Carroll, adopted a resolution authorizing the refunding/refinancing of General Obligation Bonds in order to provide a major financial saving for the taxpayers; and adopted a resolution establishing a Debt Issuance and Management Policy in accordance with Senate Bill 1029.

Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; with Neighborhood House Association-Nutrition Services to provide meals and snacks to children attending the Child Development Centers at City, Mesa, and Miramar colleges; with the California Virtual Campus-Online Education Initiative (CVC-OEI) to provide Miramar College additional funding to support improvement of online Career Education pathways; with the Chabot-Las Positas Community College District for the Guided Pathways Regional Coordinator; with M. Arthur Gensler, Jr. and Associates for master planning services at Mesa College; and accepted the 2018-19 Program Self-Evaluation (PSE) for the Child Development Centers at City, Mesa, and Miramar colleges.

Following comments by President Carlos Turner Cortez, approved a subaward agreement with Foothill-De Anza Community College District to San Diego Continuing Education for the Improving Online CTE Pathways Grant Program.

Accepted a sub-grant from the South Orange County Community College District for the National Science Foundation STEM Core Expansion Project at Mesa College; and a site license agreement between the Foundation for California Community Colleges and Miramar College for use of facilities for the State of California, Department of Consumer Affairs, Bureau of Automotive Repair’s Smog Check Referee and Student Technician Training Program.

Approved changes to the contract with Huron Consulting Services, LLC for Post Go-Live enhancements and corrective measures for implementation of Campus Solutions in relation to the PeopleSoft ERP Implementation.

Authorized travel for up to 10 City College students and a faculty member to attend the Society for Advancement of Chicanos/Hispanics and Native Americans in the Sciences (SACNAS) National Diversity in Science, Technology, Engineering, and Math (STEM) conference from October 30 through November 2.

Approved purchase orders completed during the month of June; the District’s Report of Participation in the San Diego County Investment Pool for the period ending June 30, 2019; the lease of the Educational Technology Building (Building B) at San Diego City College to San Diego Unified School District for its East Village High School; and various personnel actions including the certification of short-term personnel service effective on or after August 23, 2019.
