BOARD REPORT AUGUST 23, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Rich Grosch reported that the Board is working on its annual selfevaluation and thanked those who provided feedback in the evaluation survey. Trustee Bernie Rhinerson reported that he met with Adam Day, chair of the California State University Board of Trustees, and discussed the importance of the baccalaureate pilot initiative for the California community colleges. He indicated that he would like to invite him for a tour of the baccalaureate program at Mesa College. Trustee Peter Zschiesche reported that he wrote a letter to Assemblywoman Lorena Gonzalez Fletcher, who chairs the Assembly Appropriations Committee, asking for her support for SB 1406, which would extend the community college baccalaureate pilot. He requested that the District inform students on the Earned Income Tax Credit, Food Stamps, and other student support programs; and joined the ACLU and other immigrant rights organizations in resisting efforts to restrict people from participating in the citizenship process. Trustee Zschiesche also recognized the following students who were honored by the Center on Policy Initiatives — Students for Economic Justice 2018 Fellows: Andrea Dominguez (City College), Arneson Sambile (Miramar/Mesa College), Ignacio Hernandez Valverde (City College), Richard Meza (Mesa College), and Wilson Saiki Junior (City College). Trustee Maria Nieto Senour reported that she attended convocations at City, Mesa, and Miramar colleges, and said that they were impressive as opening meetings for the start of the new academic year. Chancellor Constance Carroll reported that the new State Funding Formula has now been implemented, although questions remain about specific items. The new budget formula will be reviewed along with its impact on the District’s proposed Adopted Budget at the September 13 meeting. She also reported that SB 1406, the bill to extend the community college baccalaureate pilot, passed the Assembly Appropriations Committee and is on its way to the floor of the Assembly. Locally, Chancellor Carroll reported the good news that the District has been given a perfect score for transparency in its bond program by the San Diego County Taxpayers Association. She reported that discussions are underway with United States International University-Africa, to determine the feasibility of a partnership between the three colleges and the Nairobi campus. Enrollment is approximately the same as it was this time last year, with online enrollment up 8.5%, and over 1,700 students having qualified thus far for the San Diego Promise free-tuition program. Dr. Carroll also reported that the District hosted a “resource fair” for students of Coleman University in view of the university’s impending closure. Student Trustee Sophia Castellani-Staedler reported that City, Mesa, and Miramar colleges were holding important student meetings. At Miramar College, the Associated Student Government (ASG) will hold its first meeting on August 31. At City College, the ASG held a Passport to Life event on August 10 and their first meeting is scheduled for August 24. At Mesa College, the ASG is focusing on basic needs for students for the fall semester, held a farmers market on August 23, and will hold its first meeting on August 29.

CALENDAR OF BOARD MEETINGS SEPTEMBER 2018

At its meeting of August 23, 2018, the Board of Trustees: •

Reported from Closed Session that the Board approved and adopted the new language regarding Due Process and Retirement Notice Incentives contained in the 2017-2020 Supervisory and Professional Administrators Association Handbook. Heard public comments from Mesa College Academic Senate President Kim Perigo, who thanked the Board members who were able to attend the college convocations and shared the successful San Diego Promise fundraising launch at Mesa College, which has raised almost $40,000 in the last week; City College Academic Senate President Jan Jarrell, who thanked President Ricky Shabazz and the team who organized and planned City’s convocation, and those who attended; Continuing Education (CE) Academic Senate President Richard Weinroth, who invited the Board and Chancellor Carroll to next Wednesday’s CE convocation, and acknowledged the hard work of faculty over the summer; Miramar College Academic Senate President Marie McMahon, who discussed Miramar’s convocation and shared concerns about collegiality on campus; Mesa College adjunct instructor Henry Imus, who addressed the Board regarding a personnel matter; and Mesa College student Kilian Colin, who addressed the Board regarding concerns he had about comments he had received on his web page. Administered the Oath of Office to Police Chief Joseph Ramos, who was then introduced by Vice Chancellor Chris Manis and also made comments about his future plans, and College Police Officer Maricela Walker, by Board President Maria Nieto Senour; and approved the appointment of Dr. Terra Lawson-Remer (nominated by Trustee Peter Zschiesche) to the Trustee Advisory Council (TAC). Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; an agreement with Neighborhood House Association-Nutrition Services to provide meals and snacks to children attending the Child Development Centers at City, Mesa, and Miramar colleges; an agreement with Neighborhood House Association to provide education, child care, health and social services to Head Start and Early Head Start eligible children and families at City and Mesa colleges; and accepted the 2017-18 Program Self-Evaluation for the Child Development Centers at City, Mesa, and Miramar colleges. Accepted grants from the National Institutes of Health for the Bridges to the Baccalaureate Program at Mesa College; from the California Community Colleges Chancellor’s Office (CCCCO) for the California Apprenticeship Initiative project at Miramar College and the Cooperating Agencies Foster Youth Educational Support (CAFYES) program at Mesa College; from the Chabot-Las Positas Community College District for Deputy Sector Navigator services in Advanced Transportation and Renewable Energy, and Life Sciences/Biotechnology at Miramar College; from the Delta Foundation for the aviation program at Miramar College; and from the San Diego Workforce Partnership for the Workforce Innovation and Opportunity Act at Continuing Education. Authorized a sub-agreement between the Grossmont-Cuyamaca Community College District Auxiliary Organization and Miramar College for the Deputy Sector Navigator issued Regional Industry Sector Projects-in-Common for 2018-19; an agreement with the San Diego County Office of Education for the Promising Practices Program at Miramar College; and the amendment of an existing agreement between the Grossmont-Cuyamaca Community College District Auxiliary Organization and Miramar College regarding the San Diego Community Colleges Legal Innovation Pilot.

Approved purchase orders prepared during the months of June and July 2018; the 2017-18 Fourth Quarter Financial Report; the District’s Report of Participation in the San Diego County Investment Pool for the period ending June 30, 2018; and accepted the revised FY 2016-17 District audit.

Approved various personnel actions including the certification of short-term personnel service effective on or after August 24, 2018; authorized the use of the following locations as off-campus facilities: Point Loma Branch Library as requested by Continuing Education; and Dimensions Collaborative School and Thrive Public Schools as requested by Mesa College; entered into an energy service agreement with Dynalectric Company for the Building D electrical renovation at City College; and ratified Notices of Completion recorded under delegation of authority.

Heard a report on the PeopleSoft’s Campus Solutions Implementation project by Huron Consulting Services LLC, with an introduction by Executive Vice Chancellor Bonnie Dowd; and heard a San Diego Promise – Fall 2018 status report by Vice Chancellor of Student Services Lynn Neault.
